Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
566 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 27 voices separated from the audio.
47 short machine repair(s) (61 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.5% of 19,401 content words.
Dotted words (427 places) are ordinary wording differences: hover or tap to see the other reading.
566 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Hey, so the best two weeks of my summer thus far were spent at the Youth Golf Camp that Eastern Florida State College runs for minority students and they've been doing this since 1992. And it was really, ‸ it was quite an experience because it wasn't just about learning golf skills. It was about learning the etiquette. It's about the way you present yourself and the protocols. And I was just so impressed. And I just want everyone to know about this camp so that it is always full. Because this

Anyway, so I have this proclamation and I, in particular, just want to call out the coaches and express my gratitude and the gratitude of our community. Whereas the Youth Golf Camp began in 1992. This has been going on a while. Under the guidance of former Brevard Community College President Dr. Maxwell King. And whereas Henry Scott and PJ Wilson, two minority golf professionals in Brevard County, assisted Dr. Maxwell King with the camp from the beginning. And I understand Jolie Smith did as well.
Yeah. Whereas the camp is designed to teach youth the basic skills of golf, including golf etiquette, conduct, sportsmanship, build self-esteem. We saw a lot of that. And teaches values. And that was really interesting to watch. And successful living.

and was led by Eastern Florida State College Head Coach Jamie Howell. Raise your hand, please. You're way in the back. Lead instructor, Roosevelt Jackson, who I'm so sorry isn't here tonight. It was just a pleasure to work with him for those.
Yeah. And we wish him well. And instructor Isaac Johnson, who is also not here tonight. I hope he's well. Volunteers also helped each day in donations of snacks, water,
upon graduation from high school, which includes tuition, fees, and books. So this was a real deal, you guys. People, the kids that didn't have clubs actually were given ‸ sets of clubs that they can, that were for their size and they can bring them back later and turn them in for bigger ones. Now, therefore, I.

The PJ Wilson-Henry Scott camp has many meanings to me personally as a 12-year-old. What was once known as a Harbor City golf club. I was on a putting green as a young man. And three men on the first tee looked over at me and just said, hey kid, you want to play with us? That first man was Henry Scott. PJ Wilson taught my wife when she was a little girl at Cocoa High School. So this goes back many years before me. And the least I can do is carry forward what those men started. It's an honor to do so.
the years, I'll do everything I can to always make sure this camp happens. And one day I hand it off to somebody and they'll do the same. Thank you all.

So, you're not looking at just athletes. I watched a Leanna Tyson state championship. She grabbing a hamstring. And so, in my mind, I'm like, she's done, right? That's what I would be probably. But not her. She wasn't done because the biggest thing that I seen was she knows three other young ladies that depends on her. So, with her grabbing her hamstring, they're trying to massage her out and trying to get her right. She still fought through it. So, we really appreciate just you, number one, for sticking up for your team. Because they're in the time when they needed you.

represented by you. So, it's a really big deal. I guarantee you that full week when you was out of town, you probably had over a million hits trying to figure out where is Cocoa Florida. So, that lets you know that we have diamonds in the city of Cocoa. Some people all over the county, they say all these negative things about our city. But this is what we have.

So, I believe in giving back and volunteering my time. So, with that being said, what allowed me to have an opportunity to play on a collegiate level or the professional level was consistency. And not worrying about what the next man say. Because there's always going to be somebody that doubts you. As long as you're putting in work,

the training regimen. So, parents, if you've got money set aside for a college fund, bring them out for track. Or put them in an organized activity. Because that right there implements structure. And what we need now is structure into these young ladies and the young men. And I say this before I hand it back to Alex, is we can't perfect time management without owning a watch.

Ladies and gentlemen, their GPA averaged at 3.94. 3.94. So, with that being said, the previous record time was 46.65 or something like that. All four of those young ladies went off to college from the other school. Had an opportunity to go out to college, put it that way. So, each one of these young ladies come back next year. But when they're in a structured environment, there's less of an opportunity to become impregnated, less of an opportunity to get caught up in the wrong crowd. Because when we're young and vibrant, we need to go from, like you said, structure, structure, structure.

Yes, sir. I really, really appreciate you guys. Not a lot of people leave and then come back to give to their community. I really, really seriously mean that. A lot of these young men, they need males to look up to because in most cases they don't have it at home. So we really appreciate y'all. It's not just about football, and I talked to you about that this morning, James. It's bigger than that. It's about just showing love to them, and I appreciate you doing it. You're doing it for free, all right? You're doing it inside your community. You're giving back. So we really thank you. Thank you for y'all doing that. And I'm glad. He told me this morning, he said,
But that's why I wanted you to come because we need y'all to come. We need our community to come inside these council meetings so we can see what's going on in the community. So that's the reason why I really push you to be here, so I appreciate you. Yes, sir. Much love.

from 1 to 3 at the Gilmore Park. A couple of months back, I had the opportunity to come to the rededication of the Gilmore Park and got to hear the heart and the passion of the community of what they wanted to do at the Gilmore Park. So Oil of Joy wanted to be a verb, an action word, which is love. Love is through demonstration. So we started brainstorming to think of ways that we could partner with this particular community. Most of you may not know, but the Gilmore Park sits on Prospect, which is in the heart of Cocoa, which is Peach Street, which is an area that we tend to see a lot of crime, lots of prostitution, drug activity is heavy in that area. When I was growing up, park and family and kids was something that we looked forward to. That park

So our first kickoff event is going to be August 7th. We are doing this super big. We are excited because we're going to give away some backpacks. We're hoping next year, Chief, to be able to partner with you all as well. I did speak with Ms. Singler, so I know there's a different event going on. But next year, we're hoping to make it one solid event so that we can demonstrate the community partnerships. We currently have tons of community support. One of the things that's important in any community when you're trying to demonstrate prevention of crime and being proactive instead of reactive is hearing the hearts of the community, hearing the hearts of the homeowners, hearing the hearts of the young kids that live over there. What do you all want to see in this community? And they want to see the sense of family, safety, community commitment from us as servant leaders to bring back into that community. So what we are looking to do now is get sponsorships, partnerships from different organizations. And like I said, we currently are

cake and I know that may seem like something so small, but one of the things when I was growing up, you know, it was a, it was a privilege to go to the fair. It was a privilege to be able to get a funnel cake. Some of our kids never experienced that. Some of the grandmothers and older people over in that community no longer ‸ able to travel because they may not have vehicles. They may have health issues where they can't get a funnel cake. So I want to bring a piece of joy, which is a delicious funnel cake with powdered sugar to be over their fingers and face when they leave this free event. So the funnel cake is the one thing that we are working on. But honestly, I just want us to partner together to make a difference in our community because I believe if we come together as a unified partnership, it's going to spill over to into the community where they believe that they can trust us, they can depend on us and that we're going to offer services to them in their times of need as well.

The conscience of this council must be roused. No city can now shut itself out from the surrounding world and social impunity. Last year, the Brevard County commissioners made a unanimous decision to remove fluoride from all of their public water systems. Why did they do that? Was it because they knew more about fluoride or less about fluoride than other municipalities? We should ask ourselves why they made that unanimous decision. I'm a lifelong Democrat, but fluoride isn't about politics or ideology. It is about our children's health. I can assure you that the Brevard County commissioners love their children just as much as this
The state of New Hampshire passed a law requiring that a warning notice be sent to every resident in their state each year if their municipality injected fluoride into

public water system. Let me read you that warning. It says your public water supply is fluoridated. According to the CDC, if your child under the age of six months is exclusively consuming infant formula reconstituted with fluoridated water, there may be an increased chance of dental fluorosis. Consult your child's health care provider for more information. So why did the state of New Hampshire do that? Was it because that they knew more about fluoride or less about fluoride than other states? Two years ago,

their public water system. Just one vote short of removing fluoride. In other words, one person made the decision to expose an entire community to the drug called fluoride. Yes, fluoride is a drug. It is not an essential nutrient. It is not a vitamin. Fluoride is the only chemical that we add to our public water systems for the purpose of medical treatment. Thank you very much for your time. Appreciate it.

and we need more police officers. I can't speak to ‸ logistics of how that would happen. But my main concern is the cold case unit for murdered victims. As my son was murdered December 9, 2016. So I'm going to call and plea out for a cold case unit to let the parents, the fathers, and mothers know that the police care about us.
pressure from moms, dads, uncles to say we need more police presence. My agenda is a cold case unit specific. Now, we have maybe two officers, detective officers, for cold case units. And that's hardly enough because they get called out for accidents, missing persons, and so forth and so on. So, therefore, my son's case, as I speak about my son's case, it gets pushed back and they kind of have to go where they need to go. And it's not only maybe I might never get closure, but I'm speaking for the next man or woman or ‸ uncle or aunts that need this closure to feel that we matter. And it's a must and a plus that we get this. So what I want going forward is closure. Tell me something. Can we do this? When can we do this?

want the logistics of four here or five officers here over a 10-year period. I just want somebody to show me or tell me that there's some concerns in that area.
The second thing I want to ask is since October of last year, I've been asking for the council or whomever, I think Brian or I've been talking to Samantha. I want FNL to put some lighting out at 1204 C Street in Cocoa, Florida. If you ride down that street, it's dark at nighttime. And I pulled out a while back and I saw kids playing on the street and I didn't know they were on the street until I heard them. And I pulled ‸ out my ‸ dance driveway and I saw them.

I mean, this is really a relatively small amount of money, and all of these are very worthy ‸ organizations. Actually, you know, in as much as we can have impact, we don't have... It's not enough money to meet the needs, really, is what it boils down to. So I was surprised that we got the comments we did, but I have to say I would, you know, have to support this, and this is what we've been doing for several years now, and hope that we can find a way to add to it or grow it in some way so that it can have more of an impact, particularly with fixing up houses. I mean, that list is long, and the need is great. ‸ But we don't have any other sources other than if we were to go into the revenues we're generating, which right now are just enough to ‸ meet our needs, our service needs. Let's have it unanimously. Unanimously. Thank you. Proceeding on to item number 7-2 to approve the resolution 2022-56, amending the city of Cocoa Speedhump policy. Now, as you all know,

submits a written request or a valid petition to Public Works to a concern of property owner versus person that resides there. And in these eight bullets, if I'm not mistaken, it tells you in detail.

Yes, sir. So at the May 24th meeting, council directed staff to amend the policy to change it from 70% of owners to 70% of owners or residents in support of the calming device or speed humps. The other change was altering the spacing from the intersection from 200 feet to 150 feet or mid-block. Those still meet the specifications.
owner the opportunity to possibly deny or be in support of the speed humps. So we included some language in that to where as you go through the process and ‸ so on makes a request for speed humps or another traffic calming device on their roadway, that person then goes through the petition process and gets the signatures. Within the ‸ new policy, we've added a column where ‸ you basically check whether you're a renter or an owner.
Flag: numbers, amounts, negation or names differ between the machine readings · 01:08:49–01:08:53 · unresolved: the words are not shown (unclear audio); listen to the recording
will go through and verify that if they say they're an owner, it matches what's in the appraiser. And if they say they're a renter, then we will send by certified mail to the property owner just asking if they're in support, yes or no, ‸ of the speed humps. If that owner's opinion is different than the renter, then we include the owner's opinion. The thought behind that was a renter could affect a decision on a speed hump that may be there for 20 years when they may only live there for a year where the owner more than likely is going to own that property for much longer. So that's ‸ kind of the first part of that process. The rest of the process is all the same as what it was. Once we hit that 70% mark, then ‸ we'll start going through the process through city council, other departments, spacing them out, bringing it to council to approve or deny that request. So that's ‸ really just the gist of it.

It's really just that changing from the resident owner. But we wanted to include ‸ that owner in the decision because they may not live here, but we just felt that they should still at least know about it. That'll take any questions.

It was almost a year ago since we walked into these double doors and stood before this chamber, and a lot has happened since then. We've had good days. We've had bad days, days where we laughed, days where we cried, busy days, slow days, and definitely lots and lots of learning days. Needless to say, this has been a ride. When we opened our doors of Chef's Kitchen almost a year ago,
we were scared, hopeful, and really not too sure what to expect. And to top it off, four days before we planned our grand opening, one of our biggest supporters, our grandmother, had passed. Now we found ourselves having to plan a funeral and open the doors to a brand new building business within the same week. We didn't know how we were going to manage it all, but someone, someone wise once told us to never give up. Today is hard. Tomorrow will be worse. Angela Essings. After so many emails and so many, I'm pretty sure, aggravating questions of calling her back and forth, she was eager and willing to help us in any way she could. And Mike and I knew that we needed to do this, not only for the funds that we would be receiving from the city if we completed the WeVenture program, but we needed to do this because both of us knew absolutely nothing about starting

WeVenture Women's Business Center in the Florida Tech BIS College of Business. And it has been a year that we have had journeying with Lacey and Chef Michael, but they have been at every step of the way, exemplary clients of WeVenture. First and foremost, we look for coachability and that folks are willing to hear and receive the feedback. ‸ It takes a certain amount of humility to accept there are things that I don't know and ask help and then be able to receive help. And at every turn, they were willing students. They took the homework that was assigned to them very seriously, and they came back with results.
things to say about the attitude that they came forward. I think they saw this as an opportunity, both because of the grant funding from the city, but just also as new business owners to receive ‸ this level of support and wraparound services that we try to provide to them at no cost, thanks to your generous support, and they took full advantage of it. And I will say ‸ that's not always the case.
know, ‸ not every client that comes to us ends happily, right? Sometimes the work can be too daunting. Sometimes the acknowledgement that they have hard things to learn and understand or choices to make about their business deters them from continuing to seek help.
flight of not completing the program. They were very committed in there. The financial plan that has come together has probably been something that they've worked hardest on.
to create an accurate chart of accounts, and in getting their finances in so that they can make strategic decisions based on the income and the expenses that they're expecting from their business. And we feel very confident in the plan that they've put forth to the Council of how they would use the funding, that these were not just ideas that they had, but they came about, again, from that strategic analysis of where they could get the most bang for their buck for these generous dollars that the grant might provide them. And I think in closing, I'd just like to say that while I was not on their committee and team, this is 100% the mission of what WeVenture loves to do and help do. And it is very encouraging to be able to partner with a city to have this targeted, focused effort for this sort of outreach. Because most of the time, you know, we rely on referrals.
or someone gets referred to us, to be able to know that our help is ‸ going and targeting a community and that we're putting, you know, tax dollars to really great use in a very focused effort like this is a great marriage of our federal program. We're funded by the SBA and your local community. So thank you for the opportunity.
work for you. And our support for them does not end now that they are graduates of the Ignite program. Our free coaching services are always there. So they'll be able to call Kathy and check in and we'll continue to support them as best we can through, you know, just the other work that we do. And I know you're taking advantage of our courses and classes on QuickBooks and all that. And ‸ we hope that they'll continue to take advantage of all of our services that we offer. So thank

you know, much respect to FIT and all of the professors for helping. Because we, one thing Angela said from the beginning, we just didn't want to give money to companies. Because giving money doesn't mean success.
When you give the money along with education, that's what makes you a successful business long term. And so we really, just really appreciate y'all for doing the work. Because we know it's hard. And this is a big deal. This is not just, this is a big deal for you to be the first one.

Thank you, sir. I just wanted to remind everybody that we are collecting school supplies. I know Ms. Latisse Wilson talked a little bit about their event on August 7th. We are collecting school supplies for the month of July. And then at all of our city facilities. And we're going to do a collection event at the Coco Walmart on July 30th with the Coco Police Department. Where we'll collect more supplies. And then we will pack everything into backpacks and give that away on August 5th. We're going to do an event in conjunction with the police department's community relations unit to hand out the supplies at Provost Park like we did last year. We gave out probably 300 backpacks full of supplies. And gave out every last bit of supply that we had. So we're anticipating we'll do the same again this year. Hopefully we get more donations. And we'll ‸ give out those supplies on August 5th. And that's a Friday evening from 5 to 7 p.m. at Provost Park.

for the July 4th event. That was, that was quite nice. Um, and I was just looking over, I think I probably missed, um, one of the emails that came in on the consolidated plan. But just to say that I am sensitive to the need and the desire to do strategic planning and to have a plan that really holds us accountable and uses good data.
It's so difficult to make an impact with it for something that's so important. Um, but, um, so I think the, the organizations that the monies did go to, just to say again, are, are very worthy.
a difference. And the other thing I wanted to, um, say is we, there were a couple of holiday parties with the fourth, um, in the neighborhoods. And I ‸ was approached by a number of people, you know, with questions on different projects. And again, um,
that some of my constituents will actually hear about before I do. So I know quite a while ago I asked about, um, doing a, a city manager's report to council.

And, um, it's just becoming more and more apparent to me that, that, that would be a great tool for us as council members to be accountable to our constituents.
That would be fine. But, um, I'm just, I want to be sure where, where are the park projects? You know, what is the status? And, um, uh, whether it be Amazon or, or some of the other developments, um, you know, something new comes up, I'd like to know about it.
and I do that as much as anyone here, I don't necessarily have the right questions to ask because I don't know what the information is. And he can't really be expected to on the, on the spot, be able to remember every little thing. So, um, be very helpful to me and I'd like to make a motion that we, that the city manager develops a, could make it every ‸ other week report to council, just bulleted

we've talked about that and how to get there. And I think the best way for me to do that is to just at every council meeting on your informational section, just give you a list, um, a list of things that I think you should know about. Obviously, I'm going to miss some things there. So don't, don't penalize me for that. But, but I think we can put together something that at every council meeting gives you a list of, uh, things you need to know that's going on there. You know, I mean, things move, you know, quickly. rolls. You know, last conversation I had with the representative is that they're going to open up in 2023. So it just be that short portion. Um, and it's really only reason why she's doing it is because the fire truck is coming. And so the fire trucks want to be in the road. Um, so it's going to be, it's going to be quite an event. Yeah. So I just want to let everybody know that.
and we are, um, trying to curve crime through fun. Um, in doing so sometimes you have some situations like I made some mistakes and chief let me know about my mistakes. Um,
yeah, but yeah, he got me good. Um, but we are working really, really hard and trying to curb the crime. Um, so just for example, these two teams, one in the orange is Coco.
