The City's record
What the City's record shows

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
395 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 27 voices separated from the audio.
28 short machine repair(s) (35 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 89.2% of 15,615 content words.
Dotted words (301 places) are ordinary wording differences: hover or tap to see the other reading.
395 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

you now because it taught me dedication. It taught me about working together. And every day I come in this room, I have to put all everything that I've learned from sports, I have to put it to test. And meeting with these fine young men and women up here, we have challenges. But by playing sports, I'm able to work through all challenges because I've done it so many times. So

That's my guy. He's dedicated his life to the game of basketball and he loved the children very much. And just understand this, these coaches do this for free. They do this from the kindness of their heart and dedicate their time.

Okay. Yeah, well, we work with the kids. This mic is cutting in and out. I want to apologize for the players that's not here. Coach Lyons and I, we got a short notice on getting these guys here. And so we don't have a full house, but we do have more players that we do work with. And

Also, Coach Daylon Sims, he comes and volunteers. He just graduated from Rockledge High this year, correct? Yes, sir. What's your destination? Bethune-Cookman. Bethune-Cookman College. Yeah, wow. We've had up to 40-plus kids in the gymnasium at one time, and we cannot do it without the help. There's another young man, Cameron Anderson. He's not here. But Coach Daylon Sims, he steps in. He helps out. He volunteers freely, gives of himself. And it's just awesome to have young men that have a heart to serve their community. So he's giving back, working with the youth also, okay? We just want to appreciate all of our kids, and we want you to know, as a community, they need your support in more ways than one. It's great to be recognized, but there are some other areas of support. I'm not going to get too far into it, but I want to recognize Ms. Dolores McLaughlin back there. She just sat down. Stand up, Ms. Dolores.

And I want to recognize Ms. Dolores because she's working day and night trying to generate funds and activities for these youth. And we really need it at this point in time in our community, especially this past year with COVID and all of that type of stuff. Children were at home for a while. Parents were pulling their hair out trying to find some things to do. And
this past year. So these children were able to come to learn basketball skills and get involved in, what do you say, leagues or tournaments free of charge at no cost to the parents. And we would love to continue that. But PAL needs support in other areas too. If you're willing to help
you have some great ideas, I would ask that you contact Ms. Dolores McLaughlin. We need all the help we can get because we want to continue to provide free training, free gym time, and
To the children, we brought you here. I thought it was a beautiful thing to bring you here to let you know ‸ how much we care about you. We know this is just a game, right? But at the same time, really, y'all learn about life.
Y'all are really learning about life as a whole. So we really appreciate you for all your hard work because we can't do it without the children. So we really appreciate you. So we let you know that as well, especially Ms. Charlie. That's

Good evening. My name is John Nyland. I live at [address]. I'm here this evening to talk about fluoride. But before I start, I'd like to thank the members of this council for volunteering their time and efforts to serve this community. What exactly is fluoride and why is there so much controversy about it? The problem is we don't talk honestly. So let's talk honestly. Contrary to popular belief, fluoride is not an essential nutrient. Fluoride is not a vitamin. You don't get cavities because you have a fluoride deficiency in your body. Let me say that another way. No disease, not even tooth decay, is caused by a fluoride deficiency. The fluoride that's in our public water supply is a chemical. It is a medication and it is a drug. The FDA recognizes that fluoride is a drug. Its official designation is a new, unapproved drug when it is used to prevent disease. The truth is we are not adding fluoride to our public water systems to treat the water. We are adding fluoride to medicate people.

Doctors have a sworn duty to inform their patients of both the positive and negative aspects of any medication that we are prescribing. It is the patient who decides if they want to swallow a drug.

anyone to take a drug, especially for tooth decay, which is neither contagious nor life-threatening. Forcing people to ingest fluoride is a massive betrayal of the public trust. Putting fluoridation to a vote by people is also unjustifiable. 51% of the people have no right to force 49% of the population to ingest a drug.

or guidance with how to proceed and solve this problem. The problem is speeding on the river road between the village and Dixon Boulevard. Last Thursday, I woke to a front yard destroyed by a speeding vehicle. As I found out later from a neighbor, it happened ‸ 11.30 the night before, and it was probably a small truck and it failed to make the turn. So my wife, my wife filled out a report, an incident report with policeman,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:24:55–00:24:58 · unresolved: the words are not shown (unclear audio); listen to the recording
with the caller, which was my wife. An unknown vehicle did not make the curve and skid at approximately 250 feet from the roadway into the caller's yard, causing damage to grass on a small tree. He provided us with a business card and a case number. And he said we requested more patrols. Well, not exactly, because they have a presence.

The policemen, they're very good. And they're always going by the house. So that's wonderful. So I have some pictures. And he said I would provide those to the council because I did not know how to proceed. So I'm here for guidance. And I want to go through these pictures with you and explain what they are, if I may. The first picture is heading north, just before the curve. And it shows the 15-mile-an-hour speed limit sign. And it shows the beginning of the 250 feet of skid. If you turn to the second picture, you can see where it hit the carving. In the past, cars have gone airborne there. But this time, you can see the skid marks through the grass into the trees. And the third photo, that's my wife there. And you can see where he went right through all the foliage. He stopped just short of the picture, the next picture, number four. And the last picture just shows his ‸ tracks as he left the scene. And, of course, he ran right over the curb with no respect at all.

The Norfolk pine later was lost to the hurricane. But you can see it skinned. And that was damaged. That was the tallest Norfolk pine on the river. Because when I used to boat, we would use it as a landmark. Yes, ‸ sir.
It's a city. ‸ Okay. I'm concerned just about the speeding. I don't know what more can be done. A bump in the road, maybe a flashing light. You can't put a stop sign in the middle of the block, probably. But, you know, I'd be happy to help in any way I can to resolve this problem. It's continued over 70 years. My wife lived in that house. And it's resulted in a death she knows about, several accidents, motorcycles, lots of problems in the past. Thank you for your time.

This property has been a real problem with litter on the ground. We actually got a call today from the city of Coco saying we needed to clean this up and we're about this close away from a fine. We have tried everything. And it's, you know, my worlds have collided here. My side business and my real job are coming together here. And we have tried numerous options from additional trash cans to adding more maintenance crew out there. And we need help. So at this point, I have talked to the

It's a completely fenced in area. It is originating in the complex by people that live there and visitors. So I would really love your help and support. If we can get a community meeting going, I would love to be able to talk to the residents and maybe educate them on some of the effects of litter. And, you know, just hopefully try to have a change of heart there. Get people more aware of what is happening. Okay.

And even with volunteers is that we don't have anything written. So I was thinking, would it be possible? Could we just say something like council supports the Brevard Museum and Science Center, Inc. to take over operations on October 1 based on successful negotiations with the city for a lease agreement? At least if we did that, it would affirm our position. You know, what we have said in the past or what we've nodded to. We haven't put anything on paper.

the street. They could not park in that throwaway. And so what they start doing is they start parking on everybody's lot. Our lot had a fence on it. Somebody decided they were going to just drive it down. So they drove the fence down. The city responded, code enforcement, that I need to clean it up. And so now those people have nowhere to park. They're paying for apartments, but they have no parking. They're paying to live there, but they have no parking.

That one, I believe, has been repaired. It was a seal. There was another existing issue that was there prior to that the county's been working with that contractor on.

Yeah. I'm not sure if it was a new pump or an existing pump. With that investment, we would have made sure everything was fine at that point. So like I said, all that was coordinated through the county.

make sure that we're well trained so that we can be one of the elite police departments in the country. And to do that, we have to make sure our officers are training well. But before I kind of get into the training aspect of it, I can tell you I've been here about two and a half months, and the police department had responded well to the transition with me. They've been very ‸ supportive. They're eager to work hard and really give back to the community. I've met with a lot of staff members there, and one of the issues that continues to come up is the training. They want the best training. They want to be the best. And I committed to them that we're going to be the best, and we have to provide them that training that's needed for the community. You know, when you look at training like verbal judo, de-escalation, community policing, leadership training,
I mean, we've had a lot of fatalities in our community and crashes that I think can be avoided, but we have to make sure we have our officers out there well trained in a position to run radar, give rather be written tickets, verbal warnings, whatever, what have you. But we have to make sure our officers are trained. And that's what I'm committed to doing, and I think that getting this grant to be able to utilize for the training would be beneficial to the police department.

With prevention funds, 100 percent of the families we served in 2020 remained housed. That means none of them were evicted. This was a result of our existing framework for assessment and short-term case management that is responsive and effective at targeting the needs of families. And last but not least, S&S, because I'm not going to talk about it because this young man did a phenomenal job at Pastor Sean Ferguson's.

the celebration of his 20th anniversary. So he has one score in and we celebrated that last night tour at the Florida League of Cities. So first on the list,
Well, there's so many good things going on with the city that it really grieves me to have to make this statement. But over the last couple of weeks, I've heard from supporters, constituents, and three council women from Space Coast, uh, from other cities in the Space Coast, in regard to, uh, what happened at the last council meeting.

meeting. We sacrificed decorum. We sacrificed respect for a protocol that does not apply to an educational presentation. They did not come here to tell us what to do or even make recommendations simply to share their experience. In the council manager form of government, the League of Cities encourages council members to use the presentation part of the agenda and reports to educate colleagues on issues of importance to them.
is that this is ‸ a hostile dais toward me. And the fact that I don't know if it's because I'm a woman, but I'm the only woman here serving as a council member. And the danger here is that it is viewed by, and this is, I mean, these aren't just my supporters, but people observing this and ‸ feeling they need to make comment about it. Because it's intimidating. And they feel, you know, one of the things that was said to me was, I'm afraid to go up there because
We do want to communicate and cooperate and collaborate. And I hope that we can spend some time, I hope that soon we will be ‸ spending time identifying the things we have in common, the goals we have in common, the positive things we have in common. Because I feel like at least what's targeted at me is picking out things that are at least perceived as not having them in common. It's divisive. And I just want to be treated equally with the equal respect that all the other council members receive on this dais.
So it grieves me that we'd have to spend any time on this. But I just want to move forward and start to focus on civility and all those good things that

we'll start off with some positivity. Fourth of July event. Great job organizing. I know we had our challenges with COVID and that whole switching over and cooperating with policies. Great turnout. I enjoyed it. My kids enjoyed it. So I want to say thank you ‸ staff, everyone that ‸ worked hard on that.

There you go. Thank you. So over the weekend, you know, we had some bad weather and we had a call in the fire department. There was a power line that caught some trees on fire and we actually responded with, you know,
But what I noticed, the citizens, which are COCO citizens, they said they made numerous calls to FPL because I think it's the LPL right away that the trees were growing up. And
the lower tier, which is cable telephone lines. But I actually witnessed these trees were all the way up to the actually power lines. And I actually been seeing that a lot in different right of ways, especially in District 2.

The kids had a fabulous time. We had a good lunch and ice cream. And it was just a, like I say, the cops and kids camp. They do four or five weeks this year. And if you get a chance to go out and help out,

Thank you, sir. To piggyback on the mayor's comments about Pastor Sean Ferguson's 20-year anniversary, the ‸ subject the preacher had was something better is on the way. So I think it was fitting ‸ for me to be there in attendance because I think that speaks volumes on where the city of Cocoa is going. And so I really appreciate staff and ‸ getting a lot of compliments from the things that we're doing. We all know we all have things that we need to do better. But I think things are improving in many cases, definitely dealing with our economic development department. Yes.
is really a key conversation I think that need to be had. I do understand that sometimes government is a little slow on certain things, but I am also aware that when situations happen with pools in other parts of the county, if that pool was in Vieira, it would have been taken care of a long time ago. So I just want to make sure that we do our due diligence. I know Brian is doing everything that he can because that's not his responsibility. But we need to really look into that and put a little bit more pressure because I'm calling them as well. And

you know, I'm just saying, you know. Yeah, write that down, Samantha. Write it down. Yeah, I did have oysters too. But seriously, ‸ I also went to the school board meeting this morning. That's another opportunity I think citizens need to take part in because our children, man, there's a lot of things going on right now involving our school boards. So I really appreciate everybody for coming. Thank you.
