Agenda (the City's wording)
The City's agenda for this meeting is on file (DS_Reg_Agenda_07_17_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
252 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
21 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.1% of 11,163 content words.
Dotted words (304 places) are ordinary wording differences: hover or tap to see the other reading.
252 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:56:46 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Madam Chair. Okay. If we could all stand for invocation and our pledge of allegiance, please. If I can ask you to give us that invocation. Yes, please.
As we bow our heads, Father God, we just want to magnify and glorify your name for this day that you have given us. We thank you for the opportunity to be able to serve you once again in this venue. Well, we ask even now that you would just give us your strategies and your wisdom. Let it rest upon each and every one of our heads. Let us begin to speak and give us ideas for what to do in this community. We thank you and we praise your name for all that you have done. In Jesus' name we pray. Amen. Amen.
I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible with liberty and justice for

looking for feedback not necessarily tonight because you didn't have enough time to review this, but to potentially bring me any questions that you may have between now and the next meeting to discuss any items that are of any concern or questions related to this. So, ‸ give you just a basic overview of the the budget, the what, what you're looking at. the first column you have is our FY 24 department budget that we put in as a request and and basically our task was to maintain the same budget as as last year. with any additions that are as far as requested by the agency or requested by the city manager. so you will note that, under personnel, which is the first few, all the way up through 2700 is our personnel services. the personnel services did increase, somewhat for, for this year and

update their plans. We're going to do it together. ‸ We're hoping that once the RFP goes out we'll get a better cost because it's two CRAs rather than just one CRA and and then the meetings they can do the meetings.

their plan has to be a little bit more in depth. So the cost may be higher for them than it is for Diamond Square. I just we just don't know what those those are estimates ‸ right here. We don't know what the cost is.

Correct. And then there's also things that that you want to do that are not in the plan. Right. And so that take us. We have completed so many items and and and that's one aspect of it. I mean, when you see that. Probably 80% of ‸ the goals and objectives of the plan are complete and that leaves a very small number of items to complete now. So taking us into the next right now, we have 2032, but we're trying to get the county to go to 2038 right now. If if potentially we get to 2038 that gives us more time to to do more and to do more projects that we haven't thought about yet. And that's what the public meetings will be for the public meetings.

to put, so the way that the, a CRA plan update has, it requires public meetings. So you actually have to have a forum where the citizens come in and they provide an opportunity to have feedback on what they would like to see in, in the CRA, um, how they would like to see the money spent. And, uh, typically there's round table discussions. You, uh, put the folks into different groups and

And so these different table discussions, you can, we usually use, uh, either stickers or, or color, uh, markers or whatever to, to kind of prioritize. Okay.
the COCO CRA one at the civic center. We've done the diamond square CRA at the old Jolie Smith center. So it would be done at the new Jolie Smith center.

So, um, so we took it to, you know, people who come here, they can go there. But one of the things that I hope we still will be doing is the consultants, whoever it is, a woman, female, two, one, I don't know. But, um, they actually are tasked to go out into the community
conversations that they've had. And then they'll come back to us, you know, and we'll all work together on what they think and then what we think. And then what the community come in and they put in their component. And so then it becomes this, you know, hodgepodge of potpourri of different things that people want.
Flag: words were replaced by a machine repair · 00:17:24–00:17:25 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
some people have some things they want us to do, but it's not within our jurisdiction to do. So he keeps us, or she keeps us on in the right frame of mind of what we're here for and what we have the right to do with the funds that we

And then it's, it's a, it's a unique process. Um, but I was, you know, trying to make sure that that money was going to produce that document. And was there another amount of money that was needed?
Well, and obviously once the proposals come back in, if they're, if it's higher than what we have budgeted, we would come back for more ‸ for additional dollars to cover that. So that's something it's more of a placeholder at this point. Um, so like, as you indicated the, and I think maybe the agency attorney can talk a little bit more
Flag: words were replaced by a machine repair · 00:18:48–00:18:49 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
he's gone through this process with this. The agency is, uh, the consultants will educate the citizens and educate the board on Florida statute 163 and how it pertains to your CRA plan and what you can and can't fund in a CRA. And, and so that's when you get these, what are your, what are your needs and what are your wants? Right. And, and you get this two categories where this is what I want, but CRA can't fund that. And, and so that's how we can educate our residents on what the, the strict guidelines are in Florida statute 163 on what we can and can't fund. And as far as a CRA it's, it's a, it's a very fine line that we have to tread sometimes with some of the funding opportunities that we have that, uh, that we work through to try to make sure that we're doing the right thing to, to use our money and spend it wisely.
to pay for the construction of new homes. Yes. That's what I spoke. That's for the community housing initiatives, which you would approve to, to fund, uh, the construction of new homes in diamond square.

pot for the next house. And so we keep rolling the dollars onto the next house as we move forward. So potentially ‸ five homes will be built with these dollars. Um, and then any additional dollars that we have allocated for affordable housing will be used for the construction of the new homes. You have an, and later on in your budget, you actually have funds for your first time home buyer. And that's, that's further down. And,
The, uh, contract services, which is on page 29. I want to highlight that a little bit with your, uh, contract services that you have potentially budgeted right now is the Alliance for Neighborhood Restoration. Which is the $30,000, your police athletic league assistance. And then you have $10,000 for an additional diamond square initiative service provider.
there is another service provider that comes forward that the agency chooses to fund. Um, that's a non-for-profit that meets the guidelines of our, our CRA.

we anticipate we've, we've already started engaging with discussions with the county. Uh huh. So we're hoping that that's a sooner than later answer. Okay.
Well, one of the things I think works best in addition to the video is our presence. Mm-hmm. Being there. Yes. When this request is being made. ‸ Anyone from the community who have benefited from our dollars, uh, we can invite them to speak at that time as well. And, um, I'm sorry.

Well, and I think, you know, I, I know I, I'm speaking for myself here, but I, I, I feel that we have a very active board now. And in the past, that was not always the case. And, and when asked to participate, you all participate, you show up, you are here,

It's a, it, I love the process itself, because it really makes you dream of what could happen. And, um, and the community has always been a very, um, important part of it, and they, they've come out. I mean, it's not been like we didn't get participation.
I'm looking forward to it if we get to that, if we get to that point. I hope that we are able to fight. And like I said, I hope all those who have benefited from the dollars that we have, you know, paint program, whatever you may have received through Diamond Square, uh, and the dollars, we hope that they come out and, and speak up and say, you know, this is a good, this is a good, um, CRA. Right. You know, we're doing what we're supposed to be doing as, as staff say, we are here, we're listening to them and we are trying to make sure that we can, um, help them with all that they need in the community.
Yes, absolutely. Okay. That's, that would be the first thing that we'll all, we'll do is, uh, reach out to those paint and beautification grant recipients and any other recipients throughout our programs that have benefited.
To have them come out versus like an email or something like that or something in the mail, you know, actual conversation as to ‸ what them coming will do.

in the ‸ August one. Um, and I, and I can note for you, um, one of the things that was left off of this budget is the actual grants that we have. If you notice under the FY 24, it's all zero right now. Um, and, and so that was an inadvertent error on the budget part when they were putting this together that they left that part off. The CRA pays for the, the pad, the concrete pad. And then if FDOT has any funds to allocate, they will allocate those funds. Now, here's where we are in a good position. There is construction that's going to be happening along 520 from Aurora all the way to US 1. Mm-hmm. So we may be able to get. Slide one

they took up the right of way for the shelter. And so there's, there's a, less space in order to put a shelter in that location. Um, but there may be an opportunity to work with FDOT for that location as they do the reconstruction of that area to slide in a bus stop shelter at that location. So, so we're going to work with, uh, public works and try to minimize the cost to the CRA as much as possible. Um, if FDOT's got to do the construction, maybe they can accommodate the, the pads and everything else for the shelters. Um,

there might be an opportunity for us to work with that. So that's something that I'm working with the public works director on and communicating and I'll, you know, I'll let you know as we move forward with that. Once they get to

Right. So yeah, everything else in our operating is the, the necessary items to operate the CRA. Um, insurance ‸ is the insurance for the CRA basically covers the properties, covers liability, covers everything,

the cost for that. So the promotional material, uh, the $400 is, is an actual printing of the diamond square flyer that we had. And so that gives us still adequate dollars. But
Yeah. We, we're trying to do as much of that in house as we can through our PR staff. So, and, and since they have a budget, we will try to utilize their budget as much as possible.
So there's a cost for that. Anytime we have to cancel a meeting and reschedule a meeting, we have to do an ad. So that's where the other charges, the 4900 account is other charges and obligations are for any ads that go into the Florida today or for any projects that we have an ad for.
‸ memberships. And, and then training and everything is all part of the, the process to train staff, train agency members to, to get through that. So, um, a lot of those are estimates. So you, you know, we have actual numbers based on the previous cost.
conference. Some of those were estimates because we hadn't received the cost yet for the conferences and everything else. So some of those costs will change a little bit.
So that's a placeholder for it in the event. The agency members want to contribute to any activity in either provost or Gilmore park as part of the diamond square, uh, goals and objectives to support park parks in the diamond square community.
Maybe you can answer this question. ‸ When people go to the parks, they may need to use the restrooms. How do we look at that over in Gilmore park? I know this is a lot of traffic over there. Are there restrooms over there?

believe that that was the goal to put a, put a bathroom there. Um, and that may be part of their parks, make their parks plan that they are working towards right now that they had.
if you watched council, we approved the, uh, construction management and to, to actually start that process to get through all of the parks construction projects, which include both provost and Gilmore parks. Uh, so that is possibly one of the items on the list. If it hasn't already been accomplished.
Thank you. I love the fact that we will be resurfacing the diamond square stamp pavements coming up in our next budget. It just looks so bad. Um, and that needs to be.
I, I will, I will warn you that that's a very low number. I believe ‸ once we get a quote, I think the numbers are going to be a lot higher. Um, ‸ but once we get some, some numbers, I'll bring them back to the agency for approval.
I don't know where we would put it, but I always like to, you know, throw it in there just in case we want to put a new sign. This is your, you know, entering diamond square.
So that's where you have the money in contingency. So once we get a final contingency, you can actually, uh, create a priority list of items that you would like to see funded and, and you could say signs, et cetera, et cetera.
And as we get to the time that we can do that project, then we would pull that from contingency. And so we set a priority for those dollars on how you want to spend the money. Um, when I come back in August, I will have what your, your actual dollars are going to be in revenue. Uh, we do, we did just receive that from the county, uh, from the property appraiser on what the taxable value is for diamond square. I will tell you, it did go up.
from last year in taxable value. So that's a great increase for, for us. So we'll bring back that number. So you'll have the revenue. Uh, ‸ what the anticipated revenue is for, for diamond square. So you'll be able to see where we are, but we, we anticipate an increase, obviously ‸ the taxable value in, of the property within diamond square has gone up, um, roughly $10 million.

historical documentation and working with the army on that to, to get that information. Uh, the sign is just about finished as far as the design is concerned.
And, and then once they go to permitting, then I'll be able to give you guys an update on when it'll actually be ‸ finished and ready to do a grand opening
we don't have habitat actually budgeted because we don't have an agreement with them, but that's something that you can put into contingency to potentially
Okay. Because I was trying to figure out where do we plug in if they came to us and ask us, uh, in regards to assisting with some project that they have, where do we pull that from? Okay.

And doing some type of a business incubator type project, which is something that you've been interested in doing. Right. So that's something that you can, we can place in contingency. And if, if a, something comes up, that's when we jump on at that point. And so we keep it into contingency for future use.

grant. Now that number changed, correct? Yeah. I'll be bringing those numbers back to you with the actual numbers. Cause those, those are different. Okay. And then we have the, um,
part of the challenges that I think we have with our commercial facade grants within diamond square is the applicants have to put the money up front and then get reimbursed.
mean, that's the good thing about it. If someone comes to us, they're pretty serious about it. And our attorney always looks over everything and make sure that, you know, it's a viable, um, situation for us. And I can't recall at any time that I've been on this board that we've had any problems.

coming before the board, uh, ‸ to ensure that the ones that are coming before the board are going to be, uh, ones that will do the work and, and get the reimbursement.
that's, that's a definite audit red flag. So, so we have to follow those, those kinds of rules as far as reimbursements. And so a lot of folks do not want to apply because they don't want, they either don't have the money up front to, to give, to do the project and they don't know how to be able to do that. Do they get,

know? So a lot of times people want things done. That's not included in what we would call a facade. ‸ So I think when I was moving into, uh, ‸ 520 looking different than it's all beginning to look. And with the new construction and all of that,

You can raise the funds anytime you want. Okay. And that's, so the, the way it would work is let's say you have the 10,000 budgeted and we expend that and we have somebody else that comes to the table with a valid project. You can add more money. That's what our contingency is for. To, to use those dollars towards a good and worthy project. And so that's definitely something that you can do.
then as applications come in, then we would come to you and say, we have an application that's worthy of funding. Mm-hm. And we would be asking you to, to transfer the money into the proper accounts.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:58:19–00:58:20 · unresolved: the words are not shown (unclear audio); listen to the recording
And that way you can read the guidelines and, and see, you know, what the, the rules are. Uh, we do spell them out very clearly when someone asks for the application, they do have, it's a, about a four page informational sheet before they even get to the application portion of it that they have to read and understand. And, and, and so that's, it details exactly what is funded, what is not funded, and, and what the process is.
So the numbers are going to really look different when we get it matched. But this is, this was a good overview for us to know what to look for when we get to a real deal.
Uh, updates. And I do want to say thanks for being on the phone, uh, to allow us to ask you questions when you're not able to be here. I appreciate that.

All in favor of us all going. I'm going to put it that way as well. Because I want to make sure we all agree that we're all going. All right. Any objections? Okay. All right. So now
chair for the record, only this is for our, our purposes of having it on the record. I have, uh, ‸ Robinson, Moore, McQueen, Smith, Isom, and Brown who, um, have, uh, obligated themselves to attending the conference.
Okay. Very good. So we will begin the paperwork process to get the approvals. We will make the reservations for the hotels and we will contact each of you individually to find out if there are any special, uh, requirements that you have for your hotel accommodations. And then we will also be having discussions about transportation in regards to what the preference is, who wants to drive themselves, who is wanting to drive within a city vehicle that we have available,

be added on to the expense for the conference. And, but they are very educational. Those of you that have participated in those tours in the past know that it's a, it's a great learning experience to see what other CRAs are doing. It gives you an opportunity to, to do some networking with those CRA members to, to learn more about what they do in their CRAs. So I do encourage all of you to participate in one of those tours is if possible. Um,
25th, your actual stay in the hotel will begin on Tuesday, the 24th. So you will actually check into the hotel Tuesday, the 24th and check out on Friday, the 27th.

any special accommodations that are necessary. Um, then we'll finalize all of your, uh, documents, have you sign your, uh, travel forms and we'll submit them all into, uh, into record for, for us to get everything moving forward. But we will go ahead and make the reservations for you all to attend the conference and then begin the part about reserving each of the rooms for, for each of you. Um, so as far as accommodation are concerned, I do need to know if you have someone attending with you, whether you prefer King's bed, et cetera, et cetera. So I have to be able to have all of that when I make the hotel reservations.
