What the City's record shows

The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.

  • The City's agenda: CR_Reg_Agenda_08_05_2024 (its items are not yet read into this briefing).

The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.

Agenda (the City's wording)

The City's agenda for this meeting is on file (CR_Reg_Agenda_08_05_2024), but its item list has not been read reliably by machine yet, so no outline is shown.

Transcript Partial transcript

Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have not been checked against the audio, so words, numbers and names can be misheard. It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's minutes do that (above). A time links to its passage, and “Copy link” copies that link. No recording can be started from here.

Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

for having us this evening. Good to see everyone. For those that I haven't met, good evening. Nice to meet you here this evening. I'm happy to present. I'll give you a brief overview of the workshop that was held about six weeks ago, talking about the Four Corners. I'll give you an abbreviated version of the presentation that we did at that workshop and then provide you with the feedback that we received from those in attendance. So, as you may recall, we held a workshop back in June regarding the

Some of the reasons for that, or the main reason I should say for that is zoning and land use inconsistency within the corridor. A little bit of background. We've been working with the city for about a year and a half now, helping with staff augmentation, certain planning and zoning reviews and jobs. And this was something that came up as a part of the work we were doing with staff. It was identified that a number of parcels within the US 1 520 corridor had zoning categories that were not compliant with their ‸ future land use designations. And that was causing an issue for development and redevelopment to occur. So, as we dove in with staff to determine what to do about this, it was decided that a visioning session would be positive for the community to determine what should be happening in this corridor. And as you can see, we have a number of boards that are here this evening that we showed at the workshop. We have a map on the overhead. There's an area that's outlined in yellow, which is kind of an overall study area where this issue is currently happening. And then the red dotted areas, the four corners intersection. And

On the overhead right now is a zoomed in view of the four corners intersection. It consists of 22 parcels with six different property owners. And what we did at the workshop and when we described and what we're, what is part of our work here is that we're wanting to understand the existing conditions of the four corners. Understand the existing mixed use vision, how it's currently being implemented. And if there's gaps, how to create opportunities for a consistent theme from an urban design and land use perspective.

especially as you go west. So what we did at the workshop is we did a bit of a planning 101. Um, we explained what future land uses. Of course we have the slide here that we shared with the folks that were in attendance, just describing how land use dictates density. Um, and if you're a homeowner own

evening. You can kind of see there's this lighter purple, um, that's shown as mixed use, uh, on the overhead. That is the existing future land use designation, um, of the area in question. You can see the light blue outline around that area here. That's the larger study area.

So that is a mixed use corridor. Um, the zoning though dictates kind of your performance standards or bulk requirements, your setbacks and the different uses you can have within a zoning category. So we described that to the audience and showed this zoomed in view of the zoning map in that general area. And you can see it's a mixture of general commercial and commercial parkway type zoning categories. The mixed use future land use that I just mentioned, um, encourages a mixture of uses residential commercial office, recreational ‸ institutional. And then there's also, uh, uh, visioning statements within the comp plan that talk about mixed use being areas where there's available public transit, compact walk, walkable environments, unified architectural streetscape themes and mixed use buildings. What does the mixed use building? Well, here's an example of one. And this is something you'd see perhaps more in a more ‸ urban environment, more locally, Cocoa village, um, maybe in Vieira as well, downtown Melbourne,

typical auto oriented or suburban ‸ landscape. So the challenge that, uh, we're having right now is that within that study area, the four corners, all the zoning is CP commercial parkway. And the main purpose of the commercial parkway is that it focuses on uses that are, um, highway oriented, uh, with heavy traffic and their auto oriented uses, not necessarily a support of a pedestrian friendly, um, types of uses.

uh, probably can't get more auto oriented than that, maybe except for a drive through restaurant. And what is the challenge? Well, CP is not consistent with the mixed use future land. This is a screen grab from the comprehensive plan. And on the right hand side, you see the mixed use future land use column.

all the applicable zoning districts, um, that are compliant with that mixed use future land use. The CP and the CG are not part of that. And so that creates an issue, uh, from an enforcement perspective, from a development perspective, but also the mixed use future land use is trying to accomplish something. And those are the zoning districts that were identified when it was first created a number of years ago that would help accomplish the goals of the mixed use future land use category.

It's a huge right of way state road, 520. Um, and there's parts of it, a number of areas within it that are not improved yet. They're just kind of open right of way areas. You can see on the aerial here, there's just open unused space on the north and side of both sides of the intersection, both east and west. And, you know, typically that's a hold for perhaps sidewalk improvements, public transit improvements, lane widening overhead power lines, underground utilities, etc. But in this case, it kind of creates, um, I would say an ideal environment for redevelopment as we go through,

brings in the challenges of the kind of auto oriented infrastructure that's out there now is this excessive right of way. So as part of our study and as part of the workshop we had, we wanted to do an existing conditions analysis. So everybody kind of understood where we were coming from and started getting folks to think of a different way of the intersection in a different way.

This is kind of an urban design study, an overview of the existing conditions of the intersection, showing how it's not necessarily meeting the intent of the mixed use future land use and the mixed use vision. And we were starting to talk about single use buildings, what types of street level landscaping may be out on these sites, the type of pedestrian infrastructure, if any, what type of transit availability there is, and then what other types of urban design features may or may not be on these sites.

is that you had sort some of the fabric of what the mixed use future land use and the mixed use policies we're looking for. But in a lot of ways, it was lacking the overall mixed use vision as far as the mixture of uses, the types of uses that would encourage pedestrian friendly environment. And maybe a move away from the auto oriented nature of the existing zoning categories and it's noted that, of course, the intersection itself is, of course, very auto oriented.

we've seen these types of things implemented in more traditional auto oriented areas of the state as well. And I'll mention this is on state road 50, which is extremely auto oriented. There's bus route service out there, of course, but it's a completely different built environment. Okay. And the red is no, no, thank you. And I think some of those reds even have little sad faces that were drawn on to them by the attendees. And so the takeaways from this were some were very specific such as do a restaurant where you have rooftop dining and design it in a way that's like a train yard. It was very specific. Some are a bit more general audio or auto auto oriented uses are okay as long as they're buffered and screened from the road and they look nice. Fair enough.

and then residents above that that's kind of the gold standard that everybody wants to get. Now, interestingly enough, and I'll probably get this into this in a couple slides folks were also concerned about building height. They wanted it stopped at three stories. So it's a challenging thing to balance when you want that vertical mixed use, but you also want manageable building heights. And then of course, last but not least when it comes to land uses neighborhood based scale retail and services, which is so important, especially in this four corners area where you're in between so many local communities, you want to make sure you have services that everyone can attend. you of course have to have a well designed streetscape to provide shade and set back and balance from the auto oriented uses. One point was about trying to find a way to connect the west and the east. It's challenging because of the train tracks and now with it's more intense usage happening there. That's something that can be worked out intergovernment with intergovernmental relations ‸ between all the different parties that are really involved in this intersection. And then the urban design aspect where you can see, you know, this is, I think, where the study started to shine and the feedback was getting very specific and this is kind of the overall recap of everything. Just go with the enhanced design style design standards, get the variety of uses, bring the buildings to the front, give the landscape buffers a chance to be placed and grow and thrive there. Encourage a certain type of architecture, put the parking in the rear and utilize other areas where this has been a success, such as downtown St. Petersburg.

[00:33:57] Speaker 6
Sure. Yes. Great question. When we meet council next week, um, we'll be presenting recommendations for next steps. Um, we're finalizing those now, but they will have to do with code amendments, comprehensive plan amendments. I think it's at that point, we'll get our timeline. To implement those. And so code amendments and such, you know, we have a pretty good idea of what to do with them based on the review we've already done of the code and of the comp plan.

2025. With the noting that we have approximately $350,000 proposed already in the budget, which are the normal salary operating and operational costs that are associated with our CRA. We anticipate approximately $1.7 million in revenue to come from our TIF funding for this year between the county and the city and the D4 recreational funding. And to note that we are in the process of updating the CRA plan right now.

which will involve multiple public meetings, which will have feedback from the community on what we need to do with the CRA for the next. To complete our 17 years, 16 years of the CRA till 2041. And as part of that process, we can budget accordingly in our contingency for projects that are potentially placeholders in essence placeholders for fiscal year 2025.

And in the meantime, we would need to just have items that are budgeted infrastructure type items operating capital items that are budgeted that can be changed. But we as her Florida statutes for our CRA, we have to budget some funds according to our budget to meet and we have to balance our budget for this year. So currently right now approximately $350,000 budgeted, anticipating 1.7 million roughly in revenue. And until we get those TIF numbers, we don't know what the projected revenue is going to be. And so we have to be able to allocate some funds for infrastructure projects that we currently have in our CRA plan.

I know we have the coast guard and fish and wildlife, but it takes a lot actually to monitor the river. And we don't even have a really well functioning Marine boat. So if we could get a participate in that grant, I would love it. The other thing would be to, uh, use that same shared grant to maybe purchase some drones so that we can use that when we're having ‸ festivals in the river front park, and they can see other areas with the drones. It's humid. I'm not walking from the edge of the village to go to a play or a restaurant, not doing it. But if we had the golf cart, that would help. And I think, too, if we ever get our hotel, maybe we do something with them. So we do the trolley and move people around. Of course, this is not for us to decide but for city council. But, you know, since we have such a deficit and we actually still have the same number of street parking as we had five years ago, even though we've been buying, you know, lots and so on and so forth, I would love to put a moratorium on parking variances for at least six months so we could try to get caught up on our parking, get it situated. Now, I think for the Oleander parking lot, I saw something that I published ‸ and somebody suggested that would be a good idea for your parking lot over there. It's a permeable parking lot where you put those connecting pavers. The grass comes up. You can mow over it. It takes the water down. You can collect it underneath so it doesn't puddle. So it solves a lot and it's less expensive. So maybe we might want to look at that until we kind of ‸ get going on our parking.
