The City's record
What the City's record shows
Built only from the City's minutes (749_CC_Reg_Minutes_08_08_2017.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
269 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 23 voices separated from the audio.
24 short machine repair(s) (29 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 88.5% of 11,575 content words.
Dotted words (297 places) are ordinary wording differences: hover or tap to see the other reading.
269 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:06:39 (0 s) — neither reading has words
00:57:45 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Mr. Mayor, this next item is a presentation by some students with the University of Central Florida. They are, all three of them are candidates for a master's in urban and regional planning and with the College of Health and Public Affairs and part of their course work this summer, ‸ summer courses are an abbreviated schedule and they had their strategic planning class and they selected City of Cocoa Public Works to perform a strategic plan and I think ‸ the impetus for some of that was one of the candidates is a Cocoa resident and very familiar with the City.
and they spent a couple of months working on this project of which their class ends at midnight tonight so without this presentation they receive an incomplete.

Before we actually get into the meat of the strategic plan we developed, I wanted to first bring your attention to the fact that the city did adopt a strategic plan recently, as you're aware. So we tried our best during this process. to

Through economic analysis we did identify that there exists rising operating costs department wide as well as trend in declining revenues and uncertain future in funding. Our social analysis identified of course the diverse community that exists here and their many special interests and the need for the department to develop equitable solutions to serve those various interests. And finally through our technological analysis we did identify a need to improve the use of

So next in the process was the SWOT analysis which examined the strengths, weaknesses, opportunities and challenges that may affect the performance of the Public Works Department and its capacity for long-term success. The internal stakeholders involved in the process was the Assistant City Manager along with the Director of Public Works and the Division Managers. You will note on the presentation there are some letters that are in bold, some terms that are in bold and those are the ones that we wanted to really highlight of what came out of the analysis. So after completing the SWOT analysis the items identified in each of these categories were discussed into greater detail. So

You know, I have had the honor and the privilege, you know, to work with and interact with several, actually many, UCF graduate students, especially as a former adjunct faculty member teaching strategic planning. So what I would tell you is presenting before your classmates can be very challenging and nerve-wracking in and of itself. And what I've seen tonight, I mean, you should all be proud, very proud, because it can be even more daunting presenting before a group of public citizens, professional public administrators, and even more so the elected body for the organization in which you developed a strategic plan. So I think, I mean, and I think ‸ your preparation and your understanding of your plan that you developed ‸ came through with the confidence and the quality of your presentation.

And they actually have a two-semester capstone project of which they are taking on, if you recall, one of the strategic objectives was for the city to undertake neighborhood planning. And after meeting with some on the phone and meeting with Professor Hawkins, they will be undertaking the Fisk Neighborhood Corridor Study, you know, generally, and developing a plan for that.

So, I mean, you know, it's, we really appreciate UCF's investment and your investment in our community. And again, as a fellow alumni that stays in contact and participates in the program, very much appreciate it. It's always good to see those that are coming in after.
I do want to make mention ‸ what they have presented before you is not the actual plan. Members of council have received the plan. It's 60 plus pages. And what I would ask is for council to review that, provide any feedback, and we can adopt that at a future meeting to coincide with our existing strategic plan,

But I can tell you, you know, we spent quite a few hours with them. You know, they did find some not-so-pretty things, ‸ but ‸ we are very happy that ‸ they did this, and it was good for the department. And we appreciate the time they spent, a lot of midnight oil, a lot of last-minute deadlines. And, you know, my staff also,

I live at [address]. I am a, I've been a customer of Cocoa Water for the better part of 10 years. I'm a member of the Libertarian Party of Florida. And when our candidate for governor, Randy Wiseman, announced he was running for governor, he asked Floridians what the biggest concern ‸ was. Water quality was the overwhelming response with fluoridation being highest on the list. Sodium fluoride is an ionic compound and is a byproduct of superphosphate fertilizer production. It is classified as a neurotoxin along with mercury, lead, and arsenic. Ingestion may cause vomiting, abdominal pain, diarrhea, convulsions, and acute toxic nephritis.

of Transportation requires sodium fluoride to have a placard of poison on it due to the fact that it can cause serious or permanent damage if exposed to the body.
liter. According to the City of Cocoa's website under Frequently Asked Questions, it is stated the City of Cocoa prides itself on following voluntary Health and Human Services optimal level of 0.7 milligrams a liter of fluoridation.
A pea-sized amount of toothpaste is suggested for an amount of normal brushing session. That pea-sized amount contains 0.3 milligrams of fluoride. It is stated on almost all packaging of toothpaste, ‸ if more than used for brushing is ‸ accidentally swallowed, get medical attention or contact Poison Control Center immediately. This means that when we consume one liter of cocoa water, we are consuming more than twice the amount of fluoride suggested to contact the Poison Control Center. This poison is everywhere. Everything we eat or drink made with this water. It is in our coffee, baby formula, soda fountains at our local restaurants, food prepared with cocoa water.
It is used on our plants and vegetables we consume. Even our pets drink it. It is even absorbed through our skin when we take a shower. No amount of filtration will get rid of this poison. Distillation is one of the only ways it can be removed. Not adding it to the water is an easier option than for the customers to go through in the added expense and effort of removing it. In March of 2014 edition of The Lancet Neurology, one of the most prestigious medical research publications in the world, authors officially classified fluoride to be a neurotoxin. In this article, it states ADD and autism can be linked to fluoride. They also pointed to a study of IQs among children exposed to fluoride and those with higher exposure had lower IQs. Fluoride has been linked to hypo and hyperthyroidism. Alzheimer's patients have higher levels of aluminum in their bodies. When aluminum comes in contact with fluoride, it is able to pass by a semi-permeable membrane surrounding the brain, specifically designed to keep foreign substances like fluoride and aluminum out. Aluminum is found in many antiperspirant deodorants, by the way. Once fluoride is able to pass through the semi-permeable membrane, it causes degeneration of the hippocampus, neocortex, and cerebellum. These areas affect memory, learning, emotional regulation, and stress response. Also affected in these areas are sensory perception, conscious thought, language skills, coordination, and balance. A simple Google search on fluoride's negative effects on the body will yield more than enough evidence that ingestion of this poison is not beneficial. With that being said, we the people do hereby formally withdraw our consent to be poisoned.
is a hydrofluorosilicic acid. It's an unrefined, toxic waste byproduct. It's not the only thing in the hydrofluorosilic acid. It doesn't just contain fluoride.

including mercury, lead, arsenic, many others. So it's not just fluoride that we're trying to get out of the water. It's all these other heavy metals and other things. Most of the fluoride we get is from China. They used to

And now we buy it from them. It's also an unapproved drug, fluoride. It's never been approved by the FDA. Even the supplements, it's an unapproved drug. It's a medication. A couple city councils ago, city manager, John, he said that the level was 1.16 parts per million.
I called the dial plant, and they said that it was that's a natural level amount of fluoride, so the system actually isn't working right now. So ‸ that's why it's so low right now. But I looked at past results,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:27:41–00:27:44 · unresolved: the words are not shown (unclear audio); listen to the recording
that's usually where it's at. It's highly corrosive. Like the last person said, so that's why a lot of these systems keep breaking down, because, you know,
It's completely obsolete. Everyone admits that the only benefit from fluoride you can get is from topical application, so toothpaste on your teeth. You don't have to swallow any of the fluoride. It doesn't have to be swallowed.

Well, now we know that it's not a nutrient at all, and that, you know, mother's milk has a very low amount of fluoride in it. ‸ So it is not an essential nutrient. Also, when water fluoridation was introduced, there were no dental products that had fluoride in it.
if you want fluoride, you can go get toothpaste. So one of my biggest things is we shouldn't take the consent from the people to be medicated. Everyone should have a choice. Everyone should have a choice. This is medication.
to test the safety and effectiveness, has never been conducted for fluoride. So never been conducted. It's very poorly studied, the safety and effectiveness of fluoride. And most of the people who funded all of these studies, the early studies on the safety and effectiveness of the fluoride, were mostly people from the, mostly producers of the toxic waste, like aluminum factories. So most of those people were funding these studies so that they can get rid of their hazardous waste. and put it in the water. So there's, I really can't believe we're even having this conversation to give the people their right. This is involuntary drugging. And I just, should be the right of the people to decide whether they want this drug or not.

Currently, it's estimated, I got a lot of this information from the state of Florida water website. Currently, it's estimated that 76.6% of people in the state of Florida are served by the public water system that are fluoridated in this state. There's currently 15 communities in Florida that have rejected fluoridization. And that fluoride pollution in Florida, in 2008, Florida ranked number nine out of 48 states. where you were, where the state of Florida was pumping hydrogen fluoride release of almost 2.6 million pounds.
of fluoride for human consumption. But consumption over time has proven to cause painful bone disease. And that, however, even at that level, fluoride can cause dental fluorosis. And children nine and under should not consume water with fluoride levels, especially exceeding over the 2 micrograms per liter.
the maximum EPA guidelines put young children and their developing teeth at risk for disease. As the maximum fluoride level is twice that of the recommended level for children. And according to the CDC and prevention,
Given the prevalence of fluoride in toothpaste, mouse rinse, and other dental products combined ‸ with semi-annual fluoride treatments from a dentist, the addition of fluoride to public water supplies is an unnecessary endeavor. that can, in fact, be detrimental to long-term dental and overall health. While fluoridation in water is regarded as a simple measure to improve public health,
decay, cavities, and tooth loss, endorsed by the American Medical Association. That was back in 1951. We're talking over five decades ago. We've advanced a lot further since then. Questions are now increasing in regards to the safety of fluoride. It may increase bone density, but it does not decrease fracture risk. In fact, fluoride may actually weaken the bones, and it is found that 50% of ingested fluoride is deposited in the bones of children and 10% in adults.
The National Institute of Mental Health suggests that fluoride-damaged teeth may cause psychological and behavioral problems. This problem has a significantly higher rate of occurrence if fluorides are used in the first six months of a child's life. Also, fluoride may affect dietary allergies and protein, digestion, and intolerance. Fluoride has also been linked to symptoms of stomach pain and ingestion. Unfortunately, this means that many people may be experiencing digestive problems, which results in them getting medication and having to see doctors continuously. Research studies have also shown data that fluoride also damages joints, particularly hips, connective tissues, the brain. It affects testicles, the eyes.

Fluoride may pose a health risk to people who suffer from kidney disease. recently, the National Kidney Foundation dropped its support of fluoride. My suggestion, reverse osmosis, which can get rid of most unwanted impurities.

biased narrative as it related to some of the information that was presented. I certainly can't speak to what happens in other communities in the state, specifically with regard to the EPA instances the last speaker referenced and expressed. But what I can share is, and I've shared some of this previously, but each year the city publishes a required annual water quality report of which fluoride is listed. And per EPA, the maximum contaminant ‸ level is 4.0 maximum parts per million. So that maximum contaminant level is adopted by EPA where there is a known or expected health risk. And it allows, where there is no known or expected health risk. And it allows for a margin of safety.

maximum contaminant level. Moreover, there's been over 70 years of research and thousands of studies on whether ‸ fluoridation is safe. The American Dental Association, the American Medical Association, the World Health Organization, and several other similar organizations support fluoridation of community water supplies. Interestingly, the U.S. Centers for Disease Control and Prevention, the CDC, has cited water fluoridation as one of the 10 great public health achievements of the 20th century.

for anyone that might be watching and doesn't know it, before 1952, there was nowhere to take a dog that you found in Brevard County or to go find your cat if you lost it. And in 1952, the movers and shakers, including the city of Cocoa mayor and the circuit court judge and the orange mill, Orange Groves and Lumber Mill conglomerates, along with some real estate Mongols, put together the Humane Society. And we were located on Clear Lake Road in Cocoa until 1963 when we were moved to the location we're at now on Cox Road in Cocoa.
