Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
384 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
18 short machine repair(s) (20 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.7% of 14,098 content words.
Dotted words (357 places) are ordinary wording differences: hover or tap to see the other reading.
384 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:38:42 (7 s) — neither reading has words
00:51:40 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

fellow citizens for this opportunity to speak here tonight. I would like to discuss an urgent matter. It affects the environmental balance along Indian River Drive. It has implications for real estate development in Cocoa, as well as affecting me and my family. My address is [address]. As you may know, Mr. Greenwood, a member of the zoning ‸ planning committee, owns a lot to the north of my property and also to the west. I'm speaking tonight about the property on his property on the south. On the morning of May may 29th, by the way, I i could not attend uh let the last meeting because of my condition here. And so this is a kind of a catch-up I apologize for that.
on our property that he would then remove. ‸ We said yes. I said to him, as I understand it, you're only cutting down invasive species, and he said yes.
Mayor Blake, I think you and um Deputy Mayor Hearn came out to view uh what had been done. Yes, ‸ Workers were cutting larger trees and using a bush hog to cut anything less than three or four inches in diameter from waist level to ground level. Today, there is no ground cover standing in the section they worked on.

They came within a couple of hours, shut the project down, and red flagged it. The next day, May 30th, the same sequence of events happened. I thought that someone had removed the code ‸ enforcement red flag, but I learned later that
Flag: words were replaced by a machine repair · 00:07:23–00:07:23 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
The machines went back to cutting everything green. Code enforcement was called again, and the project was again shut down. It's been shut down ever since. There's been a very large pile of tree debris on the lot that has not been removed for more than seven weeks. Not only is it an eyesore, but it's also a road hazard blocking driver's view when turning onto Indian River Drive. Mr. Greenwood, a long-term member of the Planning and Zoning Board, was cited with four code violations. His denuded lot now has staining water in it, water that in the past was absorbed by the plants and trees that were removed and now has no place to go.

it's removed, of course. I'm recounting this event to illustrate a difference in philosophy between people who are property developers and homeowners like me. I believe we are caretakers of the land we occupy, especially along the river. We have deeds to the property, but it's not really ours.

and county agencies to conduct a study of the ground and artesian water flow east from Route 1 and how it fits with water coming from the lagoon in order to measure the magnitude of the issue and allow us time to develop solutions. The water flow impacts personal ‸ property, cocoa roads, and water quality of the Indian River Lagoon and all that live in and around it. I'm also requesting that one of your councilmen who owns
recuse themselves from deliberations about these issues because they both stand to gain economically from any decisions that are made. I did a public record search. It appears to me that Mr. Greenwood owns
If I owned that much property in cocoa, I would have a difficult time of unbiased planning and zoning committee decisions. Thank you and I hope you will consider my suggestions.

owned by Mr. Greenwood. We have not been at the property with equipment. Now what I did myself, along with other council members, we went to the project to have a conversation with Mr. Greenwood about the project, but as far as the equipment, as far as the employee, as far as any interest, just to clear that up again now, before this, because I know how social media works. I know all these things operate.

Good evening, everybody. Good evening. And I hope everybody had a good day, a good hot day. ‸ However, it's a good day in the neighborhood. I just want to speak on just two items. That the one item I wanted to start with was a situation that happened yesterday at four o'clock on
But I have since spoken to Alex and Deputy Mayor Hearns. So there's no sense in bringing up this issue when it's kind of sort of been revolved around what we need to do with this issue. The second thing I wanted to bring up was I don't do the computer very well unless I'm emailing or somebody sends me something. But I want to be always kept as much as I can in the loop of this hiring of more police officers. I don't know if somebody's saying we can't do it because it's tax money being raised more or whatever, whatever.
saying the condominiums and the townhouses on 524 and off of US 1 that they're going to bring traffic to the banks, schools and where have you. And we're all going to be calling. We need the police. And yeah, they're going to call over here. And so it's ‸ my agenda more or less that the police ‸ are allocated enough units. You'll never have enough because it's just you'll never have enough. But I want to be able to be a part of making sure there's progress made that somebody can be helped, especially in murder cases. That's my number one pet peeve. That's my number one baby that I will be on this wagon till the day I die.

I'm the founder of Launch Learning Preschool and I'm a Cocoa resident. My husband's family is also, has our roots in Cocoa as his great grandfather was the very first fire chief here in Cocoa.
and yeah, and just love our community so much. So I'm here to bring just some great news. I am opening our school, we just opened in January and our very first full school year starts on Monday. And I'm thankful to say that we have 65 wonderful families that we get to bless and to love on. And I'm truly honored to continue to touch our families here on the Space Coast. Something unique about our program and what sets us apart is we are a legacy school of the Eastern Florida State College's lab school. And what we do that's different is we're a whole family school. And so we have our families participate. We truly value the parent participation.
We do classes. Our programs run from infants all the way to VPK. I'm the VPK provider. So I'm super excited to bring that. ‸ And in addition to, we give parent education courses. So when the families join our school family, they also commit to coming to the once a month night

So they glean a lot of parent education and, you know, child development topics and things like that. And so really I was just wanting to share the good news and share how we are touching families here on the Space Coast and
right over the bridge on Courtney Parkway. And so since our opening, we had 32 families and we've doubled to 65. So I'm so grateful for that. Mayor Blake, I just appreciate your leadership. And I know you love those ‸ kiddos. I remember you coming to my school and cheering for those kids when I was a first grade teacher a while back. And ‸ so I know that you would be glad to be

come see my school. And I would love for you to see what's going on and the many benefits that we're bringing to build a brighter future here on the Space Coast. So,
McKenna, it would be of such great pleasure to see the smiling faces. Our children are today's success but tomorrow's future. And that's the greatest investment that we can do as children of our community and our family.

I thought it was uncalled for. And to me, it's ‸ like putting up dust. So dust gets in her eyes and we can't see really what the issues are. So the first thing she was criticized for is being whiny. And let me say I've never heard her being whiny. That is such a degrading, devaluing, discounting thing to say to a woman. And as a woman, I'm sure most women in this room have been told they were whining. And usually when it's said, it's said when the man, it's usually by a man, does not like what the woman's saying. So they want to shut her down. So they say she's whining. It's really an assault to that woman and to all women. We need to ‸ be heard and be heard clearly and listened to carefully. Women have a lot of wisdom. And we have a lot to share because we've been onlookers to the power. So we're observers. So that's the first thing. The second, the other thing is it triggers women. ‸ Because all of us have been degraded, devalued, dismissed in some way throughout our lives. It's hurtful. The second point. Was a criticism for her referring to the swamp as a swamp.
It's also referred to as the Everglades. It's not just her that says it. Many of the residents along the River Road and adjoining neighborhoods refer to it that way. And I'm referring to the property on Dixon and the River Road. The plan is to put, I think it's six houses there. Now how are you going to build houses on top of water? It's going to have to be drained. Where is it going to be drained? Into the Indian River. The Indian River is already at maximum level. It's already overflowing. Some of that water does come from runoff. And I guess that could be taken care of.
make big trenches and redirect the overflow coming off the highway. But that's not going to answer the real question. The real question is there's underground

That's the lowest point in the two directions. It's going to flow into there no matter what's done. You can fill it. You can drain it. It's always going to be a problem. Just like the apartment building. If you go there when it's been raining or we've had a storm, water bubbles up all around that building.
I hope building inspection really inspects that structure. The homes built along the Indian River, if that happens, it's always going to be a problem. They're always going to be fighting the flow of that river that really is sort of part of St. Johns River. Now the other point is to say that she criticizes staff, picks out mistakes from the minutes. Now the minutes, as I understand it, is a historical document. Do you want people in the future to read the minutes and they're incorrect? I ‸ don't. Maybe if the ex-council member had a little bit more of crossing the dot, T's and dotting the I's, he wouldn't have had a tree fill on the property next to the property he cleared on Dixon.
educated, researched questions as all of you do. Don't you want somebody else on your team who does that? And if there's a problem with the way she converses with staff, do it directly through, you have an HR department, I'm sure. Take it to HR, file an official complaint.
I think that's just being careful. My husband was an inspector on the Lockheed Martin on the Trident Project. Believe me, they cross their T's and dot their I's. It may be annoying at times.
and judgments. Thank you for listening. I always feel like y'all have listened intently when I talk. And I really appreciate it. Do you want to see the letter from my husband?

Good evening, Commission. I want to share a couple things with you since our last meeting. First, can I just say that it's a terrible day to be homeless.
It is so hot. The 68 people we serve today look just absolutely exhausted. And we are going through cases and cases of water. So if any of y'all got a contact on water, bottled water, we can surely use it. After the meeting,
we held two community meetings at Matthew's Hope to address anyone's concerns with regard to Matthew's Hope and ‸ what we do and how we are doing it, etc. We also went on through the seven pages of the petition that was circulated and found that in fact, it was 52 households that took part and only one attended one of those two meetings. We had one other person that attended from the neighborhood who was there in support and the rest of them were there in support. And we learned that really the one that was signed also was a former employee of Matthew's Hope that lives across the street from us that is not happy that she's no longer employed with us. It has nothing to do with our mission, I don't think. It was a great meeting. People were there. The chief was able to express and share that in fact, crime is down during our time there and that
Hope. I also state that we had to actually ‸ take action this week with a have our attorney actually do a cease and desist letter to a local realtor who had continued to disparage us on Facebook and social media talking about crime and properties were building and
nobody seemed to know about the last 14 months. Because of the fact that was starting to do damage on us, we went ahead and took the legal action necessary and will also be making a formal complaint to the Florida ‸ Board of Realtors. Can I also say to you ‸ that on a high note, we have ‸ made it a point to drive through the Indian River Drive area several times daily since that last meeting. We had done it before, but now we're actually going through there in our logo vehicles, typically about six times a day from as early as
to as late as nine o'clock at night. And so far, here's what we've discovered that the same people that were at the library before we got here are still here. However, are the folks that we serve shared with us today that because of our presence, the ones they called bad took off. They wanted nothing to do with the fact that they saw us circling around the area. So we try to have a presence. Probably the coolest thing happened this morning is when one of the residents waved at me and said good morning. So that was a high note. In addition, I will

doctor visits. That's just in less than a month. In addition to another 140 that our team served, which are typically sexual offenders and those that cannot come in to the location that were served here in the
Lastly, ‸ last thing I'll tell you is that we are no longer on septic. We have spent the money and made the investment because we are so close to the river to now be fully 100% on city water, city sewage. And we also went to natural gas. And lastly, we open up our firm foundation preschool next year for our first full year. And we are completely full. Thank you.

conjunction with the chief of police, right? That's correct. Which one of the information is from both either the chief or the lieutenant stuck out the most to you and your staff?
that area. Could you expound on that a little bit? Yeah. In fact, the point was made that not only was crime down since our from 2022 and 2021, not only crime was down, but it was also stated by the chief that the typical crimes that are being discussed and talked about are not typical of the average homeless person. It just isn't crimes they do. We knew that. But now it's been put on the record because that's the same stuff, as I understand, chief, that has to be reported to the FBI. So I'm pretty confident in that number. I'll also say we did put out that we are going to put out one more community meeting. One more. We're going to do it a week from this coming

Yeah. We actually hosted a ribbon cutting this past week on opening up our new 12 showers, six for women, six for men. And I will tell you that there's right now, especially in this weather, those ‸ those showers have been very welcome. But see, that's also not just good for them.
So when they're walking through Cocoa Village and they're shaved and they got a new haircut and they got fresh clothing on and all these other things that they look just like everybody else.
And the question always comes up, how do we stop panhandling? It's very simple. And I'm not even going to whisper it this time because it's such a secret. Apparently, it hasn't gotten out there.
Any to what you want to use for. Why would somebody be on the corner of 520 and US 1 when we're three blocks away and every possible need they could have could be taken care of? So my response to the chief was arrest them. Not my problem. It's not. It's it. Those are not the folks that we're serving.
Come forward, please, ma'am. Y'all come on. Yeah, you're right on time. Come on. Perfect timing. You're statement. Ma'am, Lottie Dottie and everybody. Bring your family. It's a family affair, of course. Nice.

kids. I wanted to, I invited them to the council meeting tonight. Um, something happened a couple nights ago. There was a child that was, uh, uh, misplaced due to some negligence from the parent. Um, so this kid was actually outside wandering around, um, a toddler wandering around outside at night time. And we all know, uh, through the many stories we see around the nation, um, often situations like that, it can, uh, ‸ tragic. Um, but this couple here, they took it upon themselves to, uh, they found this toddler, secured the toddler and made sure that, uh, PD arrived on scene and took care of the situation. Um, they didn't have to, they went out their way and we need more good citizens in the community like that. So I wanted to make sure they received recognition.

I wanted to talk back or or refute some things but I you know that's something that we have to deal with by being uh elected officials um I don't like it either uh it could be social media it could be uh in person um doing doing their three minutes I think we all had our time in the sun um ‸ so I I don't just to let you know it's not necessarily supporting uh Mr. Greenwood but I do understand he has the right to say the things um it
But, again, it's not necessarily a support of what he's saying, but he has the right that's why we voted uh to allow him to continue you know so I just I want to say that so I'm just letting you know from me to you and that wasn't necessarily a support I just understand the citizen has the right to uh speak their mind freely

And he knows that as well. We've had many conversations.
said but also uh last meeting what took place uh by allowing Mr. Greenwood to speak was not an endorsement of uh what he spoke of I actually I don't think anyone up here knew what he was going to say uh
what I was in support of is uh going by the rules that we have in place and allowing him to speak um and like I say uh or Mr. Goins said uh he played his cards to the rules he didn't to my knowledge mention any names so however I I don't tolerate any um disrespect towards council members or anything like that, but uh we also have to
we You all know we had some people coming here before and and speak on many council members and say some things that were uh definitely not true andand very disrespectful, but, you know, we have to honor our rules and uh this outline in our charter, but it was not an endorsement of his speech. and when it comes to the property on Dixon that's in ‸ my district and uh I don't think anyone gets more calls about that property than

So the developer is requesting an addendum to the development agreement to change the requirements related to ‸ the buffer wall and fence. There are three different changes that are being requested, and I'll just go through them pretty quickly. The first change is the developer wishes ‸ to remove the buffer wall requirement on the south end and construct an opaque or wood or final fence. Staff concurs with that request. The second change is the developer wishes to install a chain link fence instead of a wood vinyl fence on the northern boundary of the property. The chain link fence was installed without approval or a building permit. Staff is not supportive of this request. The third change, the developer wishes to remove the car wash amenity from the site plan. the Staff is supportive of this request. The addendum to that we are requesting approval for tonight does not include the approval of the chain link fence along the northern boundary of the property. Here is a map to show you the the Coco Grand boundaries. The yellow where the chain link fence is, that was the fence that was installed without a permit and without permission.

office. This, I came before you in 2017 on this property. At that time, it was for an assisted living facility and storage. um As the story goes, I oversold it, and then the developer found out they couldn't build it. So it was sold to an apartment developer who also has some commercial printage up front.
And as it turns out, there were things put on without permits. We're working with City to get that changed. The concrete wall has been put in between the property and the bus depot. And uh

has since sold it to apartment developers. It's now been approved for site plan through the county, and it's also going to be multi-family So we've asked, we talked with Affinity Capital, the owner, we initially wanted a chain link fence. They said, no, we really want a opaque fence, even though they have put in a wall by the county. So we're going to have their concrete wall and our opaque fence. It's overkill, but that's what they've asked for. So that's what the developers agreed to. It's really a cost saving method.
