The City's record
What the City's record shows

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
285 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
23 short machine repair(s) (31 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.7% of 10,581 content words.
Dotted words (226 places) are ordinary wording differences: hover or tap to see the other reading.
285 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Let us pray. O gracious and merciful God, here we are once again gathered to conduct the business of your people. We thank you for allowing us to be here tonight, taking on the task that we've been chosen to fulfill. And let our efforts, dear Lord, not be in vain, for we know that in pleasing you is serving your children. We thank you now, and we ask that all we do will be pleasing in our sight. For his sake we pray. Amen.

Anything south of Peachtree is considered south. So the intersection there is Olive Street. And what I'm asking council, if you could delegate to whoever it may be, look to the east, to our right.

but there's no white line. If a white line could be put on the road, I think that might help a little bit in folks heading south on Bay and not stopping there at that intersection. Also, if council would consider,

It would be kind of courteous for the folks heading south on Bay if that intersection wasn't blocked. I spoke with more than half of the neighbors there on Olive Street. And all were pretty well in agreement of what I'm here tonight suggesting. And one other concern, there

Good evening, Council and fellow citizens. I'm Captain Nate Hooks of 723 Carissa Avenue, Cocoa, Florida, and we find in Isaiah chapter 11, verses 4 and 5, these words. The poor and the needy will be treated with fairness and with justice. We also find in Matthew chapter 7, verse 12,

begin a practice and eliminate biases, discrimination, and established practices to revive, correct, replace, and abolish racial biases in the city of Cocoa. As we find in example one, when the city requested the closing of Stone Street, and the closing has direct negative effect on the black community. It has caused extensive harm to families. We also

the consent decree area. So we are coming before you, asking that you address those actions of previous councils or administration, because we only have one governing body,
you. And I'm thankful that Governor DeSantis and the federal government signed executive orders during the COVID. But during that time, council, many of your citizens was forced out of their homes, living in apartment complexes in the consent decree area. That need be addressed as well. Some property owners and contractors violated state law, in my opinion, by evicting residents during that period of time. And as you know, we had protection under the federal moratorium up through last Saturday.

I am also a business owner of home-based business. I am a nail tech and I had an interest in also getting the ordinance changed here in Cocoa where you can have a home-based business out of your home where you can allow your clients to come there. Had I made a decision if I was to move or not to the Cocoa area, I would not be permitted to work out of my home. So I wanted to address that to the city of Cocoa as well. The ordinance was changed back in December, November of 2020 in Titusville where they did allow home-based businesses to have people to come in their homes. Being it beauticians, barbers and nail technicians,

on that issue today because there's some state legislation that changed also. So we met on that. And actually I think Mrs. Neuderman actually is planning on bringing something back this month.
We're planning on coming to we're going to ‸ planning and zoning meeting August 25th. We have we have a special meeting scheduled for August 25th and then we will have two readings of an ordinance in September. So because of the state legislation that was just past July 1st, we do have to change our ordinance as well. Yes.

So anyhow, with that advice, we proceed. We found a home, we put a contract, and inspection showed that it needed some repairs. In guidance from the ‸ city, we were told that only general contractors' estimates were going to be allowed for submission. It was very difficult to find any general contractor willing to do this and that type of work. There were some plumbing work, some electrical work, that we could have easily obtained quotes from a plumber, from

‸ Based on that estimate, the House was declared unsafe because it took too much money to correct the ‸ issues. So it's a double jeopardy. I appealed the decision. The appeal process was grueling. It's taken very long.
I did never get a written reply addressing every one of the issues. It was just two issues here, another one there, and to this day, I still don't have a final answer. My understanding from Ms. Neuterman is that this has been ‸ consulted with HUD, and they're awaiting an answer. But that's not what I'm getting back. I mean, in my days as a professional, I made a commitment to myself and to my customers to answer calls, emails in 24 hours. Even if I could not address the issue, I would say, I'll get back to you. This is what's going on. I mean, I think it is a turn off when officials that are getting paid from the

lack of respect, particularly for individuals who are in need of these programs. It makes you feel like you basically are coming here for a ‸ handout. So basically what I'm appealing to you is just we want a fair process. We don't need to ‸ say yes if it is really an issue, but please don't use the process against us. I just heard Mr. May,
the past. So this is a new day and it's a time for correction. Let's not use ‸ double talk ‸ and a process that could be done to benefit some in a lax way or to be very stringent in another way because I have done that.
present something that was undefensible, defensible, okay? And I know this is how politics work. So what we're asking for is a fair process. My mother needs a place. We were fortunate enough, we've had lots of parents come out, a few policemen from the Cocoa Fire ‸ Police Department and a couple of firemen came out and helped us last weekend. We had several parents and we had a lot, we had a couple of volunteers from Cocoa High who are getting ready to graduate and needed to build up their volunteer hours. The unfinished improvements, as you noted, generally consist of paving the roads, completing concrete work, curbing, and installing landscaping. The applicant has filed a security bond in the amount of 110% of the construction cost estimated of the unfinished portion of the required improvements and depositing a check in the amount of that 110%. The moment you've all been waiting for, I'm sure. So I'll make this quick. Currently, we have reported 55,378 positive COVID cases in Brevard County. On a seven-day average, we're seeing 550 new COVID cases come up. So

We're up to 914 deaths in Brevard County at this point. So I pretty much have been trying to keep these pretty brief on where we're at with the COVID cases, but certainly everybody's been watching the news and kind of where we're at.
We have seen the largest spike in numbers since this started within the last two months of where our numbers are at. So as Andy brought up at our last council meeting, the hospitals are certainly seeing it the worst right now with the number of admissions they're ‸ having on positive COVID cases. Looking at it this afternoon, they're still up over 200% in admissions with positive COVID cases. So that's kind of where we're at with COVID. To kind of switch gears just a little bit, I want to bring you up to date on where we're at with our

o'clock tomorrow morning. So we'll know probably a little better in the morning what it's going to develop into. The system will continue to encounter dry air and wind shear as it moves through the Caribbean over the next three or four days. So it's really hard to estimate what that storm force is going to look like by the time it gets over on the west coast. But ‸ significantly, Florida will see some impact. I'm not a meteorologist. I'm just a dumb fire chief. But I'm pretty sure we're going to see a lot of rain.

Street, it really kind of messed up their plan, because they were using that as a kind of a byway when there's traffic on 520 and US-1 to get people around. So from a public safety standpoint, they were disappointed when that closed as well. I don't understand all the circumstances behind that. But I do have concerns, particularly with the train coming, because even if you look at Google Maps, you can see that there are footpaths through Stone Street. So a lot of people still cross through that area. And of course, it's not a street. There aren't going to be any guards there. I mean, it's just something that would, code changes require ordinances, code changes require policy discussions by the council. So, you know, whenever you want to do something like that, my recommendation would be to agenda it so all the council members have all of the information. So, you know,
Well, ‸ I would like for those two changes, I know those are the two hot topics. I know, and I ask council as well to look at different changes they might want to look into or things that they've seen in their own districts. But if the council ‸ doesn't have anything to add to it, but I know those two things I believe that we needed to discuss because those things have been affected, definitely in my district. So, the first one was the fencing and vacant lots and the second one was parking on the grass. I would like to bring that back to be on a future agenda, next agenda if possible.

Yeah, I was going to say that, well, I appreciate your concern. Is four months, is that the point where we have to make the decision? Because from everything I've heard, this spike could actually be going down. No?
‸ No, ma'am. Actually, that's the exact opposite. What is going down is still the number of vaccinations, but the number of cases are dramatically on the uprise, especially here in our county.
You're correct. The problem lies within, and this is one of the things that we're trying to educate a lot of people on, is while you may be vaccinated, there may be 14 other people there who have not been vaccinated. You could be asymptomatic carrying the Delta virus, pass that virus on to the ‸ non-vaccinated individual, which could end in death.
a lot of people there with their mask on, and a lot of people left early. Okay. I'd rather be straight to the point ‸ for a multitude of reasons. And also, we have to take it and consider that, you know, the city clerk has deadlines to meet for planning this event.

like to, you know, at least give it to the next meeting to make this decision. At least, you know, two weeks and see what the numbers are doing because you're looking at four months away. Anything can happen. ‸ You know, it's, I have my theory about everything, but ‸ I think we're making the decision. You know, we did the 4th of July and it worked out great. And I don't think we had any spikes after that, did we, Chief? After the 4th?
Yeah, so again, you have to remember, not all those residents were from the city of Cocoa or from Brevard County. So those numbers are going to show up everywhere. If you go back and look at an incubation period of anywhere between two to five days before you start seeing symptoms, that's about the two-week timeframe after the 4th of July, we saw significant spikes in July of COVID-positive cases within Brevard County.

So all of our hospitals in Brevard County, including a lot of the ones in Orange County, are on what they call a code red status at this point. They went back to the protective measures that were put in place early on last year in March of how they allow people to come in, what precautions they use, but now they have turned to all elective surgeries are being pushed off.
If that does not happen, then those surgeries are not being partaken or they're not being done in the hospitals. Just to go on another note, and certainly Councilman Hearn knows this, but for the past three weeks, all of our hospitals have been

divert status. I get the updates almost hourly for what hospitals go on divert. What that means is they are not taking any more patients because they are completely at capacity. So unless they're a critical patient, as in a trauma alert patient, they are being diverted to another hospital. If that hospital is on a divert, they are being diverted to another hospital and sometimes outside of Brevard County just to get them treated. So our hospitals are at capacity. Andy told us that when he met with us. That was over two weeks ago now. And the status has not changed with them. Just to give you a different aspect from the state side of it, if you're not aware, I certainly represent our area for our region on the local emergency planning council arm, our training task force chair. The state of Florida has said we will not go back to in-person meetings. All of our state meetings are virtual meetings. The next one that they are looking at

favor. Well, one more question, too. Just a general question. So are we not going to be attending any more as a council to any of the League of Cities dinners moving forward?

we're counseling hours, which is fine if that's what a council wants, because of potentially being a part of a super spreader, should we, as a council, also decide not to go to dinner as well?
I mean, I've done the meetings here multiple times virtually. Multiple times. And as these numbers continue to increase, I know I hear from my father when I go to his house. So I don't mind attending the meeting virtually.

I'm not in favor. ‸ So it's up to you all on how you want to do it. I'm just giving consensus of you all. Are you in favor of counseling? Yes or no? That's all I want to hear.

back to them and say, hey, look, our council would really like to cancel it. Could we possibly switch with somebody else in May 22? And whoever in May 22, they just do

We are going. Oh, one more thing. Mr. Beach. Could you please place this young lady's picture on the board? Let me get her name right. Laura. Laura. Yes.

Something to that effect. And I just wanted to recognize her as well. And we just recently lost one of our former CRA members, Jan Stewart, who I had the opportunity to work with a number of years. So we wanted to send her and her family and her loved ones a special blessing to them and prayers to her family. So I thank you very much.
