Agenda (the City's wording)
The City's agenda for this meeting is on file (SA_Reg_Agenda_08_10_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
321 suspect passage(s) marked in place; inspection incomplete: language review; 4 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 5 voices separated from the audio.
25 short machine repair(s) (29 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 69.5% of 16,097 content words.
Dotted words (369 places) are ordinary wording differences: hover or tap to see the other reading.
321 passages (42% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (4 stretches). Something may have been said here that the transcript does not have:
00:16:58 (7 s) — neither reading has words
00:17:12 (7 s) — neither reading has words
00:17:21 (7 s) — neither reading has words
01:54:39 (2 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

two, two months ago and, and agreed to, to actually help us out because we're short staff. Um, and so she's back on a volunteer basis. We may be paying you a little bit, you

of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. The invocation, let us bow our heads. Dear Heavenly Father, dear Lord, we just want to come to you, praising you, Lord, and thanking you for this day and for all the blessings that you've bestowed upon us. Dear Lord, I just want to ask that you lay your hands upon those that are not well, that need your healing powers, Lord. We want to ask that you just lay your hands over this meeting and the words that we say and the way we communicate and the way we try to push forward. Lord, we thank you for all these things. In Jesus' name, amen. Amen. All right, the roll call. Do I have a roll call?

All right, let's move along to new business. Chairman remarks. This is a newfound rule here for me tonight. Really looking forward to participating with you all in this capacity. Anything I can ever do to help in any way or any open communication we can have here at the meeting to try to move us forward is much appreciated. And I'm glad we're all here. So let's see what we can get done. So let's move to number two. And that would be the new documents that are before us here tonight submitted by Ms. Riggs. I'll turn the floor over to you. ‸ Thank you so much.

There are several properties that lie within repetitive flood zones and a coastal high hazard area. And they seem, for that reason, unsuitable for development. So there are others that we know of.
those, you know, you would see if you looked at the stormwater plan. Other communities in Florida and across the nation have purchased such properties in order to use them as a stormwater absorption area buffer zone. Or in some cases have converted them into green spaces and parks. That's a classic example of developing a green infrastructure. So the idea is both that you prevent repetitive flood loss, which you could also translate to keep our insurance bills down and keep our properties insurable because we don't have some of these repetitive losses. So you're kind of limiting that in a proactive way. And use these water-rich properties to improve stormwater and environmental management for the surrounding areas. So if these properties are doing a better job of absorbing the flood water,

And the answers that they gave me in 2019 were that Seminole County has purchased repetitive flood loss properties. And then they gave links to associated programs, funding opportunities. And so what I would like

would say this is related to an item that I asked the public works director at the last meeting, which the grant program is the hazard mitigation grant program. Oh,
but any projects that the city had that were on the county's list. Because we know that a lot of hazard mitigation grant funding is going to be coming available due to Hurricane Ian.

can, the hazard mitigation grant funding is a little different than what you're suggesting here. But the county, you know, they're both county programs at this moment. Natural Resources has a program where they're buying up properties that have historically flooded.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:12:06–00:12:09 · unresolved: the words are not shown (unclear audio); listen to the recording
These are homes that have flooded. And so ‸ that's easy enough to get the information from them. Mrs. Prosser will get ‸ the listing of ‸ hazard mitigation grant funding projects ‸ for
So ‸ that's easy enough to get. We now have a different public works director because the previous public works director moved on to bigger and better things at Lockheed Martin. So give me some time to bring Abby up to speed there. But again, two separate things there. I'd be happy to get the information on the purchasing of repetitive flood loss properties because that's easy enough. That's just Bach. I don't know if you remember Bach over in Natural Resources. I
they are also often the ones who can't afford to make changes. And so often the offers on those properties are lower than it would be for them to purchase a property someplace else. So I think that's something that we really would want to take into account. I don't think we want to negatively impact.

private nonprofits, have the ability to put projects on the list that would benefit from hazard mitigation. And so generally each city is going to have a list of projects that are on the county's list for funding when that funding becomes available. And so that's what we would like to see is what that. So there's, ‸ there's
in place. Absolutely. And that is an ongoing list that has been in existence for years. ‸ Now, some projects come off the list when they get funded or there's no longer a need for it. Something else is taking place. And the projects come on the list, but it should be a constant ongoing list waiting for funding opportunities.
And I guess related, I wanted to consider the idea, or how would we consider the idea of approaching Sorrel if they had funding, because some of these properties would benefit the lagoon if they were slowing up stormwater. Likewise, it might be appropriate for them to be considered in the EELS program.

I don't know. It's a county-wide program. Remember, there was the additional sales tax to clean up the Indian River Lagoon, to do certain projects associated with the lagoon. And so that's one set of funding.

So I'll put it in one more, try and approach this question in another way. Is there a possibility of, call it a strategic alliance between sorrel money, EELS money, the hazard mitigation money, so that we can kind of combine those?

Yeah. I mean, from what I'm hearing right now, I mean, staff is extremely short handed, right? I mean, it's, I know it's never a good time, but I know sometimes with, with my work when I'm short handed, I have to push off some things to get other more important things taken care of. So I think that, you know, I would ask Stockton what his thoughts are on that moving forward as far as, um, staff availability.
even before this, this current shortage of staff there, I said, we're not able to, to staff a monthly meeting. And you guys, uh, went to the quarterly meetings. And that's still where we're at. I mean, we, if Mrs. Chabot hadn't come back or agreed to come back and volunteer her time there,
So I, I understand, ‸ appreciate that. And I'm good with quarterly meetings until, you know, it, uh, makes sense that we could get to, uh, a more frequent meeting.
mean, I have trips that come up and things that I can't reschedule. Um, ‸ but, you know, three months out is a pretty, pretty good ways, I think, to schedule something. I mean, we can, it depends on what the board wants to do. We can, I may not be here, but I don't know what will happen in that case.
they're looking at something five, 10, 15 years out, uh, I don't want to meet more than once a month, once every four months on that, any more than that. Uh, it's, and it's, I think I'm the only one. It's obvious to me
