The City's record
What the City's record shows

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
516 suspect passage(s) marked in place; inspection incomplete: language review; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
40 short machine repair(s) (53 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.4% of 19,696 content words.
Dotted words (537 places) are ordinary wording differences: hover or tap to see the other reading.
516 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
00:06:34 (6 s) — neither reading has words
01:07:17 (6 s) — neither reading has words
01:08:27 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

our staff. So all of these good things bring positive attention to our school, to the Cocoa Community at large. And one of the things I wanted to talk to you about are the different things that we're doing at Cocoa High to help be committed to students, developing students, and to positive contributors to the Cocoa Community. I shared with you a flyer that we used during our course request season last year.
school website and see the information that was shared with students and families about making informed decisions when it comes to course selection. Because we know that it's not just about earning the high school diploma, but in fact, what are we going to do after high school? So we're really trying to educate our students about what are the opportunities that you are setting yourself up for throughout high school, not just earning that piece of paper, not just that walk across the stage, but what's the next step after that stage. And so one of the things that we're really trying to work very hard at developing is our CTE programs, because many of our students are not college bound. Many of our students want to remain here with family in Cocoa, and we want to make sure that when they graduate, they graduate with certifications and particular programs
for better paying jobs. And so one of the things that we're really working on this year is increasing our opportunity for internships and the different programs that we offer at Cocoa are building construction, something that's really taken off. This is our third year. This is the year that we have been able to offer that third year opportunity to opportunity to students and
who are going to be working closely with our school based athletic trainer, but certainly we're always looking for other opportunities for those students. We also have our tech design and digital design programs.
And if you ever want to come and tour our CTE programs, I invite you to come and just look at what these kids are doing. It is truly phenomenal. We also have a culinary program. And again, we have advanced students in those programs that we're looking for internship opportunities for. In addition to that, we also introduced a service learning course this year in our middle school. And mayor Blake is in fact the teacher for that course. And one of our goals is to help our youngest students develop a civic and action civic mindset. So finding opportunities within their community that they can work to better their community. And lastly, we are also doing ‸ a female mentorship program. We are looking to have positive female relationships built on campus because we believe that when the female relationships on campus are positive, everybody benefits. So those are some of the good things that we're doing. I just wanted to have the opportunity to share those with you. And again, I invite anybody to come and visit and we will give you a tour of all the great things that we're doing.

young men that assisted them. They did an admirable job there for a while and after my term as mayor twice concluded, I think Mayor Parrish took it upon himself and along with council at the time to continue to work through it. ‸ I think things might have tapered all the thin. ‸ Yes. So since the raised beds have been put in, we've had one growing season where we have grown a variety of crops, including a lot of turnip greens, beets, broccoli, rapini, snow peas. And I want to say thank you actually to the city manager who came and visited the

the garden, to councilman Dial who came and visited the garden, and of course Lorraine Koss who's been a backer of the garden as well. We have had the site for the preschoolers have had a chance to come and see how food grows, seed to table. And it's not just ‸ the small ones that need to see how food grows. I think we all can use a reminder of seed to table where our food comes from, which is what the garden has been. And we have a group of people, including the Rotary Club, who have come and they have put elbow grease and new soil into the beds.

in times of economic downturn like we are in now. ‸ It's also it's the number one industry and we can use the garden to teach our kids and to work with local businesses to enjoy fresh food. And so I would like to ask the city if we can. That property, I know that it has been. It's meant for housing, but we would like to have at least three years to continue the garden as it is. We'd like to have the potable water and we would like just the city to go ahead and talk about the garden, put it on the website and enjoy the benefits of having a community garden like so many other communities do. Did we get the pictures? Because the pictures really are worth a thousand words.

The officers also followed up with each business in the area to ensure there were no other damages and reviewed the very limited cameras that are owned by the businesses. Now, there's a note to those cameras and we'll get to that at a later meeting.

be a double-sided sign. We'll also be including some type of Brevard County Parks and Rec Emblem as well because we do have a partnership with them. Along with that we want to match the benches, trash cans, and bike racks that we have in the village.
They're pretty durable, they last for a while and that would be a nice amenity at a lot of these parks as well, as opposed to some of the standard trash cans and things that are there. We want to include water fountains as well as picnic tables at parks. Some of these water fountains we may look to they have dog bowls at the bottom as well, that you can include. So, where we can accommodate that and where it may be needed, we'll try to do that too. The next is for the specific parks so the first one was Carl Anderson. You can see the little white outline in the corner there that's that's the location proposed location for a unisex bathroom for that one. We thought that would be the better route to go just because it is a smaller park, and the use of having multiple restrooms there, this may not be needed. And it's the locations on a lot of these are based on where the existing utilities are, because that's that's the high cost here is the structure and then running the utility lines.
This one unfortunately due to where the utilities are the the cost of that almost more than doubles. ‸ The utility lines are are just so far away that it's going to cost almost as much as just the restroom structure to run that piping.

So that's kind of coming up with our first action items here. We recommend that the restroom be eliminated at this location due to the pricing. We incorporate the eight to twelve fitness stations within that budgeted amount
for for all the parks improvements. And that that way we if we need to move money from one park to another or for one accommodation just because the pricing right now that we're seeing with with COVID in the industry we're probably going to need the buffer somewhere. So

of the restroom location. That's where we've got utilities and we're gonna ‸ have ‸ to add a pump house and everything. So it's the closest to that so we can run that equipment there.
so these were some of the improvements that were identified. Resurfacing all the courts, the conversion of the tennis court to a basketball court, uh modifying the existing restrooms that are there. we want to make sure this concept plan works around that. And then as well, the community action team renovations. There's also, all of these will have the common theme improvements.
That's going to be based on budget at the end with these other improvements though, especially with the the multi-purpose field. um The one other item with that is working with PD. One of the items that they've been looking at is occupying that action team building. And so this could potentially eliminate some of the need for that security type fencing around the park as well. um But we're really looking for direction from council if if they would accept PD occupying that. um I know chief can probably speak to to some of the use here, but it's for code enforcement. their CRU and VA. Obviously a police presence in that park would go a long way. We've seen what PD's done already there and having someone there constantly will help as well.

had gone out to eat dinner, and I had to stop, and I measured it. The distance between the crosswalks is over 40 feet, okay? Now, you've got to realize that when you're in a car, it gets narrower, and we need that for safety. That's something the Commercial Property Group had suggested during one of our meetings, and this is an excellent way to do it. And unfortunately, it's got to be twice as big. And as we know, in July 1st, we have new home-based business legislation that is out that is permitting uh changes within the home-based businesses within residential units.
And so we want to keep the recommendation that providing it is a public nuisance for any person to permit a motor vehicle to be parked anywhere within the front or corner side area, except on city approved and permitted driveways to be maintained. Parking on front yards and other in unpermitted areas should be prohibited. and
If there are any changes that are necessary that the homeowner would present that that request to planning and zoning for consideration. The second item is the visual screens of fencing of vacant residential property as prohibited. So Article 13, Section 5D sets forth the general standards to be applied to fences and walls in a detailed table. With respect to the allowable fences and walls reside in residential zoning districts,
property contains a principal dwelling unit or along the perimeter subdivisions with six or more lots. And as you said, the Board of adjustments has special criteria for for granting
uh to allow for some of these special exceptions. And in some special cases, the city has allowed certain property owners to execute a fence agreement prepared by a city attorney to address these special cases. So, again, it's something that um can be uh taken care of through a special exception by coming to staff and and working through that. uh Staff recommends that Article 13, Section 5D, prohibiting the fencing of vacant residential properties remain in place as is. Thank you, sir. Thank

establish the new solid waste contract with waste management as you all remember our direction was to proceed with negotiations for a new contract as long as we could stay under 1750 as the proposed rate between the city and the contractor. That rate came in as 1593 That's much lower. That's competitive with everyone around the area. We will match Brevard County once they have their increase and we'll probably end up kind of in the lower middle of the road after some of these other cities contracts start to expire. As far as our commercial prices, those are competitive as well around the county. Our average dumpster cost per cubic yard is actually lower than the average. So we do have some increases. Everyone's seeing those increases, but it does look like ours are probably some of the lowest that we're seeing with those new contracts.
contract In order to hold those rates, we did need to add another solid waste route. This is only for the guard residential garbage pickup. So we will have Wednesday and Saturday service. so ‸ sort of spread out throughout the city there's a map that shows those general areas and what we're trying to do with that to help communicate we're working on a GIS web page that you can put your address in and it'll tell you what days your garbage recycling and yard waste pickups are uh
um so we can kind of get the word out and people can get prepared uh we're also establishing a website that's going to be pretty comprehensive with questions and some of the new procedures the other big one is what we're doing with bulk yard waste and so the new procedure with that is
and then we coordinate that pickup with waste management uh waste management will also be able to charge non-compliant overloaded dumpsters so these are those areas that are are constantly overflowing um it may be an issue of
people dumping in there but there's options for them to secure those dumpsters as well through waste management so that kind of helps with that unsightly uh look in some of these businesses um the other

The frustration of giving higher money when they're already on a contract. I'm just wondering if there has been some changes made that wasn't shared during the bidding process
that when there is yard waste put at the front of your yards, you are now required to call to have it picked up. It is not set up on a usual day where the yard waste is picked up. You actually physically have to request it. Now, I'm not used to that. Is that something that the council

When you exceed the three cubic yards, which is about the size of a picnic table, that's that's when you're stacking it up nicely. There's some requirements to that. And and you call that in.
