No agenda for this meeting was found in the City records this site holds. That does not mean the City published none.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
407 suspect passage(s) marked in place; inspection incomplete: language review; 4 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
32 short machine repair(s) (35 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.3% of 16,670 content words.
Dotted words (437 places) are ordinary wording differences: hover or tap to see the other reading.
407 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (4 stretches). Something may have been said here that the transcript does not have:
00:18:27 (11 s) — neither reading has words
00:44:03 (7 s) — neither reading has words
01:16:44 (6 s) — neither reading has words
01:55:33 (11 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Today we say a special blessing for the citizens in Louisiana that may be facing a category three or four hurricane. You know, just protect them from all hurt, harm, and danger. Cover them and cover all the families that may be affected.

And I selected this poem tonight because I think it reflects that. A real triumphant spirit. It's by Margaret Whitmer. It was written in 1919. It's called The Women's Litany. And thank you all so much for inviting me down to let you know what's about to be happening this season at the Playhouse. But backing up, on July 31st, we had our very first virtual season announcement party, which many of you have attended before, which is a recognition of our volunteers, our performers, and then the announcement of the season. Very, very different for us. But we had about 2,000 people that tuned in that night and also responded online to us.

And right now, this Friday, we'll be opening 9 to 5. Now, the thing about 9 to 5, this cast has been waiting since March because we were supposed to open April 24th. So we're now able to move forward with the guidelines that are established. And you can see those on our website also. The mitigation efforts that we're taking and we've been very successful thus far. We did have one of our Stars of Tomorrow shows,
In a theater the size of the Playhouse, 50% capacity equals 297 people. But thus far, we feel very fortunate if we have 150 or 200 people distanced in a 600-seat auditorium. ‸ So that

We're considering and presenting some plays at Halloween to see how that works with the audience and performers. Our Nutcracker will be our tradition in December, along with Mike Law for Home for the Holidays,
which are also presently being distanced. We sold those a year ago. And we've been moving, not all of them, the first two. We've been moving them and moving them. So now we've added productions and are moving people to spread the people out. One thing I'm very excited about, when you see down here
the STARS program presently in New York City. And they're coming down to present this musical in May. And this is very exciting that we've all actually been together this long, 30 years later. Here they are, growing up and returning back to help the Playhouse. On the back side, you'll see the children's shows, our children's series. And a series ticket for the first page is four shows out of all of these offerings. For the children's season ticket, it is
very excited about presenting. The other thing in your cover letter there, it tells you that for every season ticket that's purchased this year, we're turning around and donating a gift certificate for two tickets to frontline health care workers. So that will be done through our partners. And also we have anonymous angel donors that are donating food for each donation or ticket that's given. They're donating a non-perishable food item to the community food banks throughout Brevard County. So that's exciting to me because not only are we giving back and keeping the arts alive, but we're very much working hard during the pandemic and this unprecedented time that we're all living through to reach out and do more community service through each of our productions. And on that note, each person performing is a volunteer. And those volunteers, as I said, have been waiting since March to present 9 to 5, the Dolly Parton musical.
their boss for changes in the office. And it is just absolutely hilarious. So are there any questions at this time? And again, all of us working very hard to just keep our theater alive, but at the same time, keeping everyone as healthy and safe as we possibly can. So any questions that you might have or statements? Oh,

We applied and we have not received yet nor heard back yet, but we did apply right when the applications came out. We did receive the PPP money, which was one of the last times that I spoke with y'all. And we have utilized that and that's finished now. So we're on our own with ticket sales and donations. I really hope that that money comes through for us.

it's their get out of the house. They don't go to movie theaters. They come to the Playhouse. So I'm sure a lot of people are excited to see you guys back, even if
distanced. But I know people are really excited. I know you all have had to work extra hard. I just wanted to say thank you. It means a lot to our community that you're willing to put in that extra effort.
Well, thank you so much. And it means a lot to all of us. Not only do we need to keep the theater alive and open because of the arts and our children's programs, but we are on the National Register of Historic ‸ Places. And that's a big deal. One of the things that they did at the Playhouse back in wartime, the Playhouse was a Red Cross station back in wartime. And I'm determined that it will continue to be a safe place for everyone. So thank you for that.
Well, and I appreciate that encouragement. And we're going to know within the next three weeks where we stand with our ticket sales. Because the campaign for the season tickets has started. Single tickets for 9 to 5 are available now. But
And the issue is, can we survive with the smaller audiences in doing everything we can? And of course, I am the one that's yelling, victory! Victory in all things! So we'll keep you posted in about another month. But victory no matter what. So thank you for having us. I wish I could stay, but

It's hard to come behind Stacey who's so well spoken, but I like the heritage that she was bringing today about a historic building that's been here for years. And I also wanted to point out that with that being said, we're also looking at our heritage trees that's on your agenda today and

how cocoa was using a landmark that potentially became cocoa. If you remember there was a story about oh it was a bag of hot chocolate, a bag of cocoa on the ship. There were a couple of different subjects. There was even a woman that was giving a free cocoa to people that stopped. So back then you only had landmarks to get people to let people know where we're at. Well this was a sign that was near or next to Travis Hardware. And that's how people let people know where they wanted, where they needed to dock And also let them know early that they were near Travis. It was ‸ fantastic. The last one is almost as much as my favorite of that one. Who knew that somebody ‸ 1926 would go in a plane

So I'll put this here too. i guess Now, since we have the painting of a paddle boat right out the door and it's showing our heritage there, plus our oak trees.
I'm hoping that this could be located near it to show a painting and the original also of a paddle boat there. And it could be hung like this or you could put one on top of the other. But I kind of think that that gives a little story about when we walk in here, this is what it's all about.

Thank you, Mayor. Just wanted to give you a couple updates on the Brevard County CARES Act for Small Business Economic Relief. They received 689 applications and awarded $2.9 million. The county has been very helpful with us and provided us a list of cocoa businesses. It's approximately 80 that have applied for the funding and about a half a million that's already been awarded. There's about 30 that still have outstanding items they need to provide to the county. And then just only four were either withdrawn or closed. So they're definitely getting a lot of businesses applying for those funds. Also, as a reminder, the

A couple of items. The first one, just to update City Council on the submission for the small matching historic preservation grant that we submitted for the Leon and Jewel Collins Museum of African American History and Culture.
We submitted for a project total of 50,000, and that was a 50% match. So we were actually seeking 25,000 from the state. They did the ranking and scoring of those submissions. And our submission was 31 out of 58. So right in the middle and right in the eligibility for funding. ‸ So pending the fiscal year 22 budget, which, you know, at this point, I don't know what that outlook is, but that would be funded. And that's in addition to the city has, in the proposed fiscal year 21 budget, the 25,000 to match that. So that includes the funds for the complete buildout of the interior of that ‸ museum, establishment of the exhibits, and capturing of the historical information for our community. So that's a really good news we heard the other day. And then also just want to make City Council aware that the next City Council meeting will actually be bringing back in accordance with the emergency ordinance for the face coverings. You'll have to review that ordinance every 30 days to reestablish it.
know, when do you retract that, you know, when do you keep it on? Because it's very difficult to set a threshold when the numbers vary day to day. And based on the testing, you don't really know where it's going to go. So we'll be bringing that back at the next meeting.
I went over. Mrs. Williams has an oak tree that's right there at the corner of her driveway in the city right away. It's grown, like, over her driveway. And Mrs. Williams, in her elderly age, is not comfortable on a windy day being out

First of all, it is really in our best interest to support our youth and our high school, especially when they bring such fame and really show their talent and their excellence reflecting our community. That's really important. As a council person, you know, there's just no price on that because that's one of the things that will attract people to moving here, is having schools with good reputations. ‸ Principal Wilson is really working hard on that. us out a lot. The second thing was, I know we're doing the paving on Pineda. There are several streets that have called me this week. And maybe I know we have to talk about this, about the speed bumps. On Bristol Drive. And possibly the A-B streets. Because there's a lot of people speeding. And I've seen it myself. And the same thing happened on Rosa Jones. It's crazy. I mean, when I say crazy, it's ridiculous.
Okay. So the, what's the process that the police department accesses the house authority cameras when they're egregious things that happen, like a car going 89, 90 miles an hour down a street. Is that something that you'll look at that camera to find out who that person may be?
and then it would take a little bit of investigation to make contact with the vehicle owner and to try to determine who the vehicle, the person driving was. Unfortunately, the law says for us to issue a citation. We need to actually witness the interaction. But it, it would help with some enforcement efforts if we were doing an operation of some type. And it's definitely something that we can look at.

the curve ‸ is where the speeding is occurring. Yes. When we come through with our striping, we're actually going to try to stripe that a little bit and put some reflective pavement markers. So it's a little more uncomfortable for the driver. And that would hopefully slow them down a little bit. If that doesn't work, then we'll have to look at some other alternatives there though.

I mean, some things were a part of our previous council and then some things have happened since we've been on council. So, we're not going to take credit for everything, but I mean, but a lot of that stuff, we had a lot to do with as well. So, I want to give kudos to both councils and just moving the city forward and getting stuff done. And that's what I'm about. That's what we're about. And now, and it's happening. It's happening. um, for, that our fire department was using, um, outdated as far as I was concerned. And it was ancient compared to what, um, we had out the space center. Um, I,
And, uh, I get it. I understand it, but, you know, this was never the intent. And if you go back and read the minutes and everything from back then, the attempt was never for this to continue. And, and like you said, it has gone on every year, you know, since, uh, since approved by council back then. And it's become, uh, sort of a crutch. And, uh, I don't like that. And, uh, when it's times like this, when, you know, we have to look at our residents and maybe, um, start thinking, wait a minute, what are we doing here?
know, uh, we got folks that are, that are hurting and, uh, here we go. You know, we're tacking this on and tacking that on. So I, I just have some reservations with this. And, uh, that's just my, my take on it.

I mean, I would just say that I certainly have heard from a number of my constituents, not for this particular resolution or increase, but when we were trying to pass the stormwater, that they're really concerned that they were told one thing and then
Um, and of course then they were concerned for supporting the stormwater. So I, you know, I think there is something to be said for a cutoff date. When we initially did that assessment, that was for a specific period. And that was just, you know.
Yeah. I mean, on the fire assessment, I mean, that may have been in the record. I don't recall comments were made regarding that, but the way that the fire assessment is set up, and it's in place for as long as council keeps it in place. I would just remind the city council and the finance director could probably chime in on this. I don't know if you, if we're talking about the increase or the actual assessment being in place, but the city pledged the revenues regarding the fire assessment. So we have bond covenants that now come into play because of, um,

think it's the steel bottles, you know, and I think when now we got the fiber wraps and so forth and so on, and, and, and I get it. But I mean, this is something that I didn't know. And, uh, it would have been nice to be able to explain that to some individuals that have some concerns with it because now we've gone from properties that actually had a structure on it

Yeah, I don't recall, but I remember that the, that the citizens overwhelmingly approved it because it was a huge campaign event that year. So, um, I haven't gotten, I mean, I have had some complaints from some people with vacant properties, but I mean, if you look at our fire calls, especially certain times of the year, vacant land and brush fires are some of our, our biggest calls. So, but, um, you know, maybe it's time to go back and take a look at it and, and see if it actually did have a, an end date. I don't remember there being, I just remember people going, yeah, we'll take a fire assessment rather than, than risk losing our fire department.

just, um, ‸ on the vacant property, you're right. I mean, I think before, um, you, you took office, um, as mayor, the city actually, maybe a year or two before, um, redid the whole methodology for the fire assessment and went to this two tier, um, structure, um, which, um, actually made its way. The city participated in the friends of the corporate, but we went all the way to the floor of Supreme Court to actually validate this new methodology, which includes a readiness to serve, uh, component.

fire stations. However, it wasn't really pointed out that the bond covenant's now tied to this fire assessment. So staff will work on, um, amending this cover memo to provide full disclosure.
Yeah. Okay. I appreciate that. Cause it would have been nice that, you know, if I was able to explain that, you know, and I couldn't really explain it to them, you know? So, um, a few individuals that contacted me just to, uh, ‸ but,

your operating revenue from your capital to build up those capital dollars. So you could execute capital projects, whether through bond financing or pay as you go. And at that time, it was returned to City Council and approved that every year going forward, the rates would be analyzed by the city's consultant, Stantec, to determine if those rates were actually necessary. And when we looked at it this year, those rates would be, that rate increase would be necessary in order to achieve those capital projects listed in that schedule provided attached to the item from Stantec.
amount of dollars available annually for capital in order to achieve some of those larger projects that would bring or realize flood mitigation as well as water quality. They recommended that that would be necessary. And so that's why we're here tonight to review that.
when we went through the study again this year, we realized that if we did do a debt issuance, most of the money would be tied up in debt and making debt payments. And so this study incorporates cash funding projects. Yes.
We'll have to reprioritize our list and ‸ just push out some of the projects based on that. But we've got somewhat of a priority. We've projected projects for different scenarios, but we'll have to kind of start over and just look at what the ‸ true needs are for next year and go from there. Most of them would

Yeah. I was going to say, you know, ‸ I, of course, was a champion of this and I still really believe that we need a stormwater plan in place. And that's an area where we just weren't spending the money we needed to ‸ be storm prepared to protect our, our properties, our citizens' properties.
But I also wanted to respond to Greg's email that I think we all got in regard to stormwater fees and them being shared in a fair fashion. First of all, the stormwater protection, whether you live on a property that is prone to flooding or not, you are paying into the community to be less flood prone. ‸ And that's going to have a lot of expenses for all of us, whether we live in the tallest spot in the city,

Yeah. I, you know, and I pushed to go to the tier approach because the whole idea was that there ‸ would be some market mechanism to, so that it would be, that the cost would be more fairly allocated. And the idea is that those that live in the larger properties with more impermeable surfaces, that they would pay more. I'm not sure it's such a perfect system because it doesn't seem like we can really put incentives in place, you know, for that market approach to work. But that's where we are right now. So it's not perfect. But, you know, I'm glad we're not in Texas at the moment, you know, waiting to be hit. We know Houston, remember the floods there, what, six, eight years ago? It's because they have so much impermeable surface. There's no place for it to go. So
you know, College Manor being one of them. So I, and in regard to that, I did not see on the ‸ project list the stormwater pond that we had talked about putting over there. So this list seemed a little different than the plan that we had last year. Is that still there?
Each year we'll reevaluate our list. I don't think that was on our original list to do next year or start the design for that. But every year these lists will alter a little

projects. The nutrient removal projects. That's we try to knock those out as best we can and try to tie them into these flood mitigation projects. So yeah,
I would like to see and maybe we'll get this when we do our state of the city, but I would like to see, you know, the opportunity to really for the average citizen to be able to see where is the money going and, you know, really,

So I'm just, I hope that we capture some really good pictures and that we can just kind of show that, that this is what we're trying to prevent. This is what we're addressing with this money.

I mean, when it comes to that stormwater assessment, you spoke about elevation. You're correct. They didn't look at that, but uh any sort of assessment needs to be assessed fair and ‸ proportionate across all the properties that benefit. And so, you know, I don't know how they would do that related to elevation. I know insurance does. ‸ Well, there's different soil types as well throughout our city. We do benefit from high drainage soils in our city, but there are some areas that aren't as fortunate.

Thank you, Mayor. oh yeah Item number four to approve to participate in the Duke Energy Solar ‸ Power Initiative Program. um So I think just the overall explanation is simply uh Duke has come up with a uh kind of a cost share for their future uh capital investments for solar energy. uh They extended that program out to the public. And we have a, obviously
talking to them for a number of months. uh But the program essentially is is a very small capital investment up front uh for just a couple ‸ years. And it purchases a fixed amount of, or put ‸ a value on the credit of solar energy that you use. uh
the future, obviously offsets the cost of your bills in the future. And it's proposed for a 30-year period. The only thing that we really need tonight uh from Council is just an endorsement. um We didn't, we didn't actually have a meeting with thethe utility advisory board for obviously some of the reasons going on, but
responses from them individually stating that they were very supportive of moving forward with this initiative. It's a way for us to be, you know, good stewards and to try to offset some of our future costs and some of our current costs. um And

do a city-wide tree inventory and also a hazardous tree inventory with that as well the next step from there would be to develop uh ‸ tree management plan which would also include an ordinance update we just updated that but we'll take a look at that again year three we'll have to go out to bid for that but that would be for the installation of the trees based on the plan
paid to not have to mitigate on site so we leverage those dollars. We also have a lot of room here, especially for the tree inventory. If there's other areas we can look at, a cocoa conservation area would be one. ‸ there's additional funds left over, we can do some inventory in there. It's not really meant for doing an inventory in a forest, which cocoa conservation area would be, but if we can leverage more funds, we will.

access agrees Agreement. So we've had some neighbors in that area express some interest in managing the gate opening closure, monitoring of that part And so they're working on that so we can put a legal mechanism in place to support that.
absolutely. And that's, hopefully this agreement will help address that. Just some of the liability aspects of that when people want to go in and do some maintenance and things like that as well.
