Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
210 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
14 short machine repair(s) (19 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.4% of 8,820 content words.
Dotted words (190 places) are ordinary wording differences: hover or tap to see the other reading.
210 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

enforcement with people who doesn't have the funds to get those violations taken care of. I'm not saying we can help out on every single situation but the small things where you get someone, her husband actually had two brain surgeries and he was an army vet. So she doesn't have $1,000 to fix a roof or pain. So I'm asking that code enforcement, maybe we could give our phone number, whatever the case may be. If someone has an issue

Everybody can't ‸ handle all their violations ‸ or code enforcement issues. And also I talked to Brian about code enforcement knocking on doors and actually talking to the residents. Because sometimes when they get papers in the mail or it's kind of threatening, it's scary if you're an elderly woman to get these things in the mail and you know you don't have the funds to take care of the situation. So I'm asking for maybe a partnership with our organization to help out people who don't have the money. Because they get violated $250 a day and you have to choose between a light bill and a fence. You're not going to take care of that fence.
Then you get the liens and all the other issues. ‸ So I'm asking maybe I could come to the code enforcement and just ask that we can get some sort of a partnership.
think it's an excellent idea. And I do believe that they will listen because I'm sure that they don't want to continue to levy fines against someone who can't really afford to pay that $250.

I just wanted to keep it simple to the point because you all got a lot of work here. I'd like to see you all be able to leave early than it was the last council meeting you were there. The paperwork I gave you, one of the very last two copies are a little dark. If they're not readable, I can supply you with new ones. That's all I wanted to

enough. The first one is a request from Code Enforcement for a lien reduction request in the amount of $2,046.55 as recommended by the Code enforcement board for the property located at 1111 Northview Drive. There is a correction on that. It should actually be a request to the amount ‸ of $2,046.55.

had a Section 8 for about 10 years, and he has a person that lives with him and takes care of him. Total income is $600 a month. The caretaker rented a utility shed and his representative, which I have here the documents for it. He thought he was renting it and it was installed by the utility company, but it was never a building permit. And since he was renting, of course, it was not going to be a permanent structure. If he moved,

for illegally putting a utility shed on the property and not having a permit. It took many weeks or a number of months to find a builder, a contractor that would come and pull a permit on the property. And we finally did. And it finally got installed and everything was cleared out. There was another minor violation that there were two cars, and

to have to pay for the violationsand we're going to have to evict them and they will lose the Section 8 allocation for rent which they've had 10 years. The board recommended that the office be forgiven. Everything's been cleared up. Everything is in

circumstances. And, you know, they just don't know. And, ‸ you know, you end up with violations like this. And what I would love the government to do is to work with them rather than slap them with mine because they need help. They don't know.
While I understand the gentleman's claims, it doesn't bear out to reality. The reality is that if you go to 1110 Mitchell Street right now, you will see that it looks like a complete junkyard. Okay. company, Superior Sheds. Well, that's funny because I bought my shed from Superior Sheds and was told point blank I needed to have the permit in order to install it. I also know that there was no permit pulled on that installation back in 2015. I want you guys to remember something. This is 2018. The code enforcement in the city has had nonstop complaints from homeowners and other renters in that neighborhood for going on three years.

go east because that property has 15 cars parked in the street all day long. I understand he's saying this is a Section 8 house and this goes back to one of the arguments that I have come to City Council over and over again about holding housing authority accountable. This is a house that has 23 people in it. And that's no exaggeration. and a member of the code board lives right behind that property and is ready to resign from the code board because they seem to give the organizations that have the money, they didn't have a problem renting it, they didn't have a problem letting multiple people occupy it,
yard every day of the week, they don't have a problem with the prostitution taking place or the drugs that's being sold on that property. So yes, I personally and so do my neighbors, and if you want their names and addresses, I will give them to you, needs this property owner, not the renter, the owner. The owner has been made aware of this for three years and they're using their non-profit status telling you, look, we're doing a service. I looked in their application for reduction. We're about revitalizing and restoring the neighborhood. If you go to that property right now and you forgive these liens against the property owner, then the city is out of money they should be collecting, and they need to start holding these investment companies accountable.

To be eligible, you have to be a member of the committee. I serve as the city's representative on that committee. ‸ When these came up, these grants became available. I talked to Ed in Public Works and Jack in the utility about possible grants that they may have.
shovel ready, which means all your engineering and planning have to be done, and you have to be ready to go out and start working on the project immediately. Usually by the time you get there, you have funding of some kind. So these three projects were identified for the city. We submitted them. What happens is you get together the committee votes on whether to include them in the project list, which they were included in the list, and then they're scored according to what they do. Some of the things you have to meet is it has to be consistent with the state hazard mitigation program, provide a long-term solution to the mitigation effort if you're trying to reduce flooding. It has to be a long-term project. It has to be identified in our local LMS list, be technically feasible, and they also have to go once they're submitted and they're approved as being officially on the list. They have to meet a
criteria. The state department of emergency management takes care of that, and that's where they are right now. Because of the timing of the grants and when ‸ the grant cycle was and when it had to be in, we went ahead and submitted them based on the deadline, but we're here tonight seeking approval to have these remain as grants. It could take anywhere from ‸ 12 to 18 months to hear at the end of whether you got funded or not, but what we do know is there's a little over $13.5 million available in Brevard County with the number of projects and their level of requested funds. Our

should fall within the first tier of being granted, So we're looking forward to that. So we're asking that you approve the submittal of these grants to the Department of Emergency Management. And I would ask Ed if he would go ahead and talk a minute or so on his two grants, and then we'll ask Deputy Utilities Director

the south of Broadmoor and Broadmoor itself was heavily flooded. So we came up with an idea to supplement the rear lot swales with some front yard swales that would take water to a new drainage system. So water from the back of the lots can go to the back. Water from the road and the front of the lots would be handled in the swales. It means digging up everyone's front yard, replacing driveways, and a request for that was $400,000. That leads into the next one. The water from Broadmoor flows, a lot of it flows to the east, some to the south, some to the west,

So they're ready to go. The city does have funding next year to implement both of these projects. A lot of it's coming from stormwater. So, you know, we submitted for these grants. The upside is it could be a million dollars. The downside is it could take a while. And the grants do not refund any work already complete.

to interrupt. There's a dry well and also there's no generator ‸ on the current lift station. So it's within feet of the lagoon. So there's a potential there for during hurricanes for influence to flood the dry well and damage equipment that's in there. The proposed project would be to replace that with a wet well system and also add a generator out there, a permanent generator, which would include, which would also help with worker safety because it would eliminate a confined space entry.

Staff also consulted with the surveyor, Mr. Packard. He indicated that he had some, as he ‸ expressed them, minor comments that needed to be addressed. And also, I believe he had some outstanding fees. The

amending section 2-191 definitions and section 2-220 share plan. Just by way of background, earlier this year, in the process of, as you know, we doing our, you know, repair pensions in a timely fashion, it was determined that we'd collected, on holiday pay, we had collected, you know, employee contributions and a strict interpretation of the Ordinance was that holiday pay, because the Ordinance went from total earnings to base pay plus state and funded incentives and up to 150 hours of overtime.

bonus check and it's not counted toward pension purposes. So, based on that interpretation, which, based on the Ordinance, refunds were made to officers for their pension contributions. and it brought to light an issue of which, as you are aware, once we were made aware of it, one, we did refund the pension contributions, but we also sought to get clarification with our actuary in terms of whether or not holiday pay was considered in their evaluation of base pay. It was not the intent, And so we came to you and you approved us to retain the actuary. It's normally a best practice every three or five years to replicate and validate the results of the actuarial evaluation reports.
holiday pay ‸ was not clearly identified as part of the proposed changes in the 2015 bargaining. In good faith, the city administration wanted to make this right in fairness to the union and its members and we recommended, if you recall, that the holiday pay be added back in retro to the October 1st date to be compensable toward pensionable earnings. At the time, we believed on a preliminary analysis that it was going to increase the annual required contribution to the police pension by about $76,000. However, subsequent to our meeting, the police pension board, based on a recently completed actuary experience study, they approved several plan assumptions to include in decreasing

which is something you're seeing happen nationwide. It's actually a very responsible move on the part of the police pension board. And so based on that, we had Bolton, ‸ the city's actuary, reanalyze the actuary impact and based on the approved assumption changes, the impact to the annual required contribution would now be at $52,000. We did enter into, or I entered into a memo,

and the city's going to put ‸ its contribution in at the end of the year. And this makes the officers whole. Again, as I think I emphasized to you on several occasions, ‸ it's the right thing to do. to council. And I do need to comment. I know you have a letter here from Mr. Brown. And I just would like to clarify that the action of the first reading, the zoning amendment, was just that. It was a zoning amendment. It was not, you know, support of a project, a hotel.
And at the next CRA meeting, part of this is correct. If you recall, there were several members of the public that requested to see, they requested some level of expertise and technical ability that the city staff currently does not have technologically or have the,
if they don't have software and or the ability to provide the graphical representation to provide the context, I think, that the public expressed concern over.

with that plan as well as the waterfront master plan to see if we can retain him to provide the technical expertise to do the land use and also be able to show you visually, I think, what the public is asking for. And I think that's, and I understand, you know, Mr. Brown's letter, but these are some of the things that we've expressed previously.
think, you know, it's staff recommendation, um, that we do that. And we are going to recommend that to the CRA board that we retain the proper consultants. And so we can schedule that meeting and it can be, uh, the, the public has, it's, it can really see the impact. And, you know, if there is any,
they may look at it and say, no, that's not as bad as I thought. Because I think as several pointed out, the yellow box is hard to see from the distance until you get up close.
That's, that's, that's the idea as well as the analysis. You know, we've been looking at it, you know, in terms of whether it needs to be all the properties. Is there, you know, there's an alleyway there. Maybe it needs to be redefined.
of, you know, could you, you know, more narrowly construe the, the ordinance, you know, or for that, for that zoning district to, uh, accomplish something that meets the needs of the community.
balances the concerns of the community and also potentially provides an opportunity that facilitates redevelopment, whether it be this project or another project in the future. Uh, so that, that's just kind of an update on that. And, uh,

Governor Rick Scott was there to do the official ribbon-cutting. And so I want to thank Walmart for their hospitality that day. They gave out $16,500 in scholarships that day to local organizations. And that's not uncommon for them. This is how Walmart participates in their communities where they're located. And, of course, today was Election Day. So I hope we all got out there and voted. I know I did. ‸ And this race was very important. When I went to vote before I came here tonight, the poll worker where I was at said that they were watching the numbers come in. And ‸ they were getting 6,500 votes an hour. Sure. Because I think really the Walmart Distribution Center, it's a big success story for the city and the region. ‸ It represents a $155 million private capital investment in the city, 460 jobs,
The average annual wage is $41,000. And when you consider that our median household income in the city of Cocoa is $32,000 and the per capita income is $21,000, we did work with Career Source Brevard, Larry, Samaya. I mean, ‸ just a group of people.
