The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: CR_Sp_Agenda_09_10_2024 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (CR_Sp_Agenda_09_10_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
165 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
22 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.8% of 7,527 content words.
Dotted words (190 places) are ordinary wording differences: hover or tap to see the other reading.
165 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:41:56 (7 s) — neither reading has words
00:43:31 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

All right. Thank you. Thank you, sir. And I do have, and I'll provide the paperwork. There is another member of the commercial property group that wanted to allow me to speak another minute or two longer. I'm not going to need six minutes. But I didn't want to rush it and not make any sense while I'm up here, even though sometimes I don't. But anyway. Alex Greenwood, Brevard Avenue, Cocoa, Florida. Greetings to the CRA board, chairperson, Mr. Blake, and the rest of the staff. I'm going to read something that was in the paper only recently, and that was exactly what the mayor had stated, where in Melbourne, Florida, they're advertising what they're doing.
And remember that. Because if you look on the second page, the second template B, ‸ if you look on pages at the very bottom on the right, you will see number seven. And then it goes to eight, nine, ten, eleven. That is the information that is going out to the public. And because these issues are of a very serious concern and the damage control, we had a brainstorm session. We came up with, I think, all of us, a very good idea. We need to take and advertise. We have a new community relations representative. And I highly recommend that you look into potentially putting some kind of an article in the paper or a TV interview, something that will state and promote what we're getting ready to do.
building where the boat docks are. And during that time, now that we're at the point of breaking ground, I think it's very important that we brag about ourselves. And what that will do is we can say we're adding more parking, more lighting, more cameras and ‸ security representatives. What that means is, is that we now are saying,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:05:47–00:05:54 · unresolved: the words are not shown (unclear audio); listen to the recording
There was some funds, but not like what we, what was discussed by you folks about advocating funds for police representation. So, um, with that in mind, having a security company is a lot less expensive. We just need presence, uh, police presence. If you want to use that word, uh, but, uh,
like from six o'clock in the evening till two. The advantage is, is that they're not as expensive as a police department. They can work with them, but it shows that someone, I, I don't, a lot of them don't like the idea of two or three officers. It sends the wrong message. We're talking about one that will walk up and down the two main three streets that we have, you know, just be seen, walk by, ‸ see how everything is. Talk to the tourists and customers that are there at least when, for example, the homeless people, when they see that kind of thing, they're not going to be comfortable enough to maybe decide to take a nap. I mean, right now they don't see anything like that. They think that it's, you know, open that they can do whatever they want. Um, and yes, they got rights. You know, you can't just arrest them right away because they were there. However, there's other avenues you can use like loadering, you know, things like that to keep that down. So the reason I'm bringing this up is because,

The main street executive director, Kim, a key. Says her goal each day is to make the area desirable and safe for visitors, tourists and locals to enjoy. Same thing for us. Uh,

to ward off issues like homelessness. And some crime issues, especially on the weekends. This plays right into us. Towards the bottom. They have security police security detail in place on Thursdays, Friday, Saturday evenings, patrolling the streets. The difference between that idea and what I'm proposing is to have some kind of a security guard company with one person that continues to walk around. Just to be seen. And not only that, he can help promote right and wrong with people he walks into. Uh,
worry. It sends a message to the community that downtown is safe. We are taking all the measures that we can to impart all the personnel and technology, just like other towns across the country do. So what I'm asking is that please consider the idea. The majority of the people in the commercial property group are very excited about it.

Thank you, Mr. Chairman. As you know, we are going through a CRA plan update. So a lot of the goals and objectives for the new CRA plan ‸ will be solidified during that plan update process. In the meantime, for the FY25 budget, because we have to have a budget in place by October 1,

which are 2 items that are currently in our CRA plan. And should those items, um, obviously the need for the civic center is, is a great to do a renovation. This will be a phased process to renovate, uh, based on the need, uh, to get that project completed. Uh, previously we had quotes set aside close to $5 million for full renovation of the civic center. Obviously the CRA does not have the funds to support something of that nature in a grand scale for one fiscal year. So we're going to do a project set aside for phasing and to be determined on what that need is based on working with public works to, to figure out that the importance for what is prioritized for that. So we'll have that discussion. Once we get through this process, uh, we have our debt service, which is our leases,

revenue to match what the budget is. Uh, that budget will be updated. Once we get Tiff revenue and actual revenues later on in the fiscal year, and we'll be bringing back any adjustments that need to be made. But at this

Yes. Just to be clear on the 2 million that you say is our budget that really reflects that we didn't use the monies for the, um, Lee winter park that set aside. Is that just rolling over into this budget because.
Those will roll over. You will see that reflected, um, typically in November we do the roll for any funds that are not used in fiscal year 24 will automatically roll into fiscal year 25. The purchase order that we have currently for Lee winter park is an automatic roll. So that budget will automatically roll.

So I don't know how much we will have an invoice. Once that invoice is paid, we roll that, that PO into the fiscal year. So that budget automatically rolls into 25.
have to budget funds based on what's in our CRA plan. ‸ And we have, the parking is one ‸ priority. And the civic center is a priority. So we have, in essence, we have created a project that can be modified by the CRA should they choose to modify that at a later date.

Which makes absolutely no sense to me because one way or the other, you're going to have to, it's going to raise the fees. I think that was the main concern for some was that the fees that would now be charged at the ‸ current civic center. Well, whether you spend 5 million there or 7 million fees are going to have to go up to replace that. Is that not correct? Because it's not a 501 C. This is a city owned project. Correct. And when I look at, there's a difference in the sizes of these two buildings.
what we currently have in the current civic center. So what I'm saying is I ‸ do not recall us saying we will never have a building, whether you call it a civic center or a community center or any kind of building. We never threw it out of the updated waterfront
Flag: words were replaced by a machine repair · 00:19:22–00:19:22 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
It's still there. I don't recall saying we're committing to 5 million, whether it's staged or not. The last I recall is that we would maybe do the repairs for the air conditioning, replace the carpet, but it was not, it was a more of a refreshment and not an updated civic center that has no parking and is now going to lose the parking that is across the street. So for those reasons, I just want to make sure that we are not saying this is what we're doing because I do not recall us ever taking one out of the updated plan.
Flag: the recognizer flagged its own output; a language review questioned the wording · 00:20:05–00:20:07 · unresolved: the words are not shown (unclear audio); listen to the recording
any decisions with regards to ‸ refreshment or refurbishment of the civic center. ‸ But again, because you're going through a plan update, the best, the prudent course of action is to just park those in big categories. Uh, and then you guys will determine the details of your budget when either the plan is updated or at a later date there. So, so you're correct. We may have actually gone back and updated the plan to actually, uh, take the, the,
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:20:57–00:21:03 · unresolved: the words are not shown (unclear audio); listen to the recording
either, either way, it's just a budget that budgets, uh, dollars in broad categories that allows you to actually get through the update of the plan and then determine where you want to, to, uh, to itemize dollars for projects at a later date.
Okay. It's just a little confusing because, you know, we give budget priorities last meeting and then, you know, the only thing I see that we agreed upon was on the a hundred thousand addition.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:21:38–00:21:44 · unresolved: the words are not shown (unclear audio); listen to the recording
So I'm sorry if I've, uh, but no, we never read. We didn't reject, uh, the civic center in any location. It was just left there. It because 5 million wasn't going to fly either. So we just kind of said, let's see if we can refresh it. So I just want to kind of do a little history here.

And ultimately they're coming back in front of this board to actually prevent, to present the findings, uh, from the public input and to get your input. So, so again, this is just as it says, this is an open house where the planners, where city staff will be available, uh,

Yes. Okay. All right. That was, those were the two main ones. That's, you know, that's, it's fine. And I understand. I understand. I like the word that the city manager used of parking the money.
And like I said, we're required by Florida statute in order to have something. Make a budget. I get it. And so we're following the protocol with that, which can be modified by the agency at any time.
Flag: words were replaced by a machine repair · 00:26:42–00:26:43 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
not doing that, then it does not in some cases move forward in the budget because we have not made that direction and or vote as a body to move that item forward. So I just say that to say, to kind of piggyback on what you're saying, you're absolutely right. Sometimes we don't see that in reflection of what we discussed, like my, my famous parking lot that I talk about, but I have not and did not make a ‸ motion to move that forward. I kind of, I threw it to the city manager. Hey, look, get maybe find out how much this calls that
those are items that we have to look for pricing and try to figure out how it fits into the budget, how it fits into the goals and objectives of the plan. And,
bring those priorities back to you to actually budget accordingly. So, so we didn't ignore your priorities as that was not the, the intent of this budget was not to ignore the priorities, but to come back to you with here is what your priorities were and here's what we can do. And again, you are in the process of a plan update. So we want to take those priorities, share those with our consultant and, and kind of facilitate gravitating
Flag: numbers, amounts, negation or names differ between the machine readings · 00:28:20–00:28:24 · unresolved: the words are not shown (unclear audio); listen to the recording
to facilitate. Now, obviously every month you can bring to us, I need you to do this and I direct you to do this and that's where we can do that. And as long as it meets the goals and objectives of our plan, then we can facilitate those. But, but we definitely have your priorities and plan on coming back with some ideas.
And to a team member Rogers point about the city civic center conversation. Um, I know this is not the time and the place to even have that discussion right now, but I know that's going to be a robust conversation.
floating around for kind of like the parking garage conversation, you know? So how do we, what, what, what, what does city managers and their staff recommend us to do as far as the civic center combo? Yeah,

I think there were two versions of redoing the current, uh, civic center. Right. Even that's expensive. You know, that's, that's, that's almost unaffordable. And so, and so ultimately at the end of the day, you got, you have a civic center, you know, we can bring back the, uh, the, uh,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:30:54–00:30:55 · unresolved: the words are not shown (unclear audio); listen to the recording
no longer entertaining discussion of a civic center on the water. And we, the best we can do is look at, uh, refurbishing, um, an improvement of what we have. Okay.
Um, so, so I make a motion that staff brings that back to us and so that we can have that discussion because again, we, we just in my experience of being on this particular, um, board, we have a lot of discussions, important discussions that just kind of linger and linger and linger, but we never really come to a resolution on what we, what we really want as a, as a body. You know what
so, and so you'll, you'll have that sort of comprehensive discussion about how the plan has changed, what updates you want to make to the plan. And then you can talk about the details of civic centers and the, are you talking about the Oleander parking lot? Yeah.
And exactly. So ‸ exactly how we did the four corners, ‸ except we're doing it over an eight hour period to be able to accommodate those who have schedules that prohibit like Matt member ets, who works until 5 PM and can't come before, but could come

Ah, okay. I was just going to say that is a market rate. We, we'd go with the market rate because he's got a pretty good deal going ‸ there. Um, you know, even when, I mean, the post office is not going anywhere versus other folks that may rent from you.
I haven't done the calculations, but I would gather that I think that's less than market rate. Cause that's a 62,000 over a course of a year. It's about $5,000 a month.
