Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
136 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
10 short machine repair(s) (11 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.2% of 5,278 content words.
Dotted words (134 places) are ordinary wording differences: hover or tap to see the other reading.
136 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:29:42 (8 s) — neither reading has words
00:32:06 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Thank you for letting me speak. Mr. Chairperson and the board members. Yes, sir. Um, uh, it's in reference to golf carts. You all had decided, uh, to try to put the golf cart idea on the agenda and I'm still waiting for it. And hopefully it comes together because it could be a great asset to make this area, a golf course community in the downtown area. The other advantages I just realized from speaking with Nancy that there is on October the 28th. There is a golf cart,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:01:56–00:01:59 · unresolved: the words are not shown (unclear audio); listen to the recording
And I'm going to be there. But it would be wonderful to go ahead and designate this area as all of you had voted to put it on the agenda because this would be a major support for our area here. I see a lot of people using the golf carts, but

illegally. And I just don't want to see anybody getting out of their tickets or anything like that. Like Joe Whitley also, who has a golf cart like mine, who got a ticket for it. So please consider it. And since this is the CRA board,

throughout each of ‸ the salary and operating and the capital items. Under our salary items, those are set by our finance department and budget, and those salary items cover both the redevelopment coordinator and ‸ part ‸ of my salary. The redevelopment coordinator is split between both Diamond Square and Cocoa CRA, and so those are the adjusted

And there have been expenditures that have gone up ‸ over the last year, so those are noted in there, and those are basically different increases that are attributed to staffing changes and to either insurance or FRS increases. ‸ Under the operating services, under professional services, we have the CRA plan update consultant, which will be bringing before you

to discuss that is estimated at $50,000, and until the bid package is returned with a proposal, we may or may not have to adjust that amount. The remaining costs in here are ‸ fairly set based on analysis that we have done from previous this year and previous years and adjusted ‸ the budget accordingly.
You will also see legal expenses had decreased because we did an analysis of the legal expenses, and based on what the expenditures were this year, we did drop those numbers. Of course, that could change in the event that we have some unnecessary or out of the ordinary legal ‸ expenditures that happen throughout the course of the fiscal year. ‸ The lease of the Orange Street Tower post office, that cost has gone up for this year that we are in year four or five, and so this

remained the same and will remain the same through the duration of the five-year contract with the Orange Street Tower. Marketing materials, other charges and obligations, ‸ legal advertising has increased somewhat, and so we want to make sure that we account for those additional charges if necessary for legal ads and such. Membership and publications have gone down a little bit because of the split

And conference, of course, we have that set. Now, as we know, we have three people slated to go to the CRA conference in October, and we'll talk about that during staff reports. Infrastructure, we still have ‸ the Lee Winter Park parking, which I met with Public Works today, and we are getting the ‸ draft RFP ready ‸ to put out. They are finalizing all of the documents, and hopefully we will have that out on the streets very soon. The one thing that was left out

to the meeting was the commercial facade grants. That was inadvertently left off the budget for next year, so that will add an additional $50,000 to the budget for next year. As we ‸ do award those grants periodically throughout the course of the year, we've had several this year that have been awarded,

and I bring that up because it's a lot of residents in that area that, that, um, doing those times they feel left out, uh, when they get to Christmas time, because we go one street over, it's Christmas galore. Um, but on those particular streets in the consent decree area, there are, um, and I know some issues with some poles because of some sockets or,
but I think, um, just in my opinion, just from the conversation, I've had a lot of people and a lot of residents in that area won't, um, that's so, thank you.

And, and then, but I think the discussion that we've had previously was to, uh, allow us to go back through the plan update and come up with new goals and objectives to get us through the remaining time of the CRA.
And, um, on the post office. I know that's a loser as far as what we actually take in and put out. And I believe we're in our fourth year. I think you said, so I wish that we could maybe entertain thinking forward.

backs right up to this. Also, uh, I think it, the traffic, I think all of that would be a little more well used than the, the small little place that we had with the net net net where we are like, probably what are we about 60,000 out every year, 40, you know, after we pay the, get our little revenue and then we pay out our, uh, cam and repairs.

have called me, I would like to thank the city manager and community services and public works and whoever was involved in painting the parking spaces so that we can now see the little cars all parked where they're supposed to be inside their little parking spaces. We are very, very happy about it. Thank you very much. Now, can we please paint the Oleander parking lot spaces? If you can't, you really can't see them. They're like this much up at the curb and maybe a little bit over. It's really hard. And I don't know, we've talked about this before. I don't know if it's a community services thing or a public works thing or, but, but if what we're budgeting council, um, put in a little bit of money, just don't resurface it, just stripe it. And it would be very, very helpful.

Um, are you willing to talk about that or don't? Yeah. I can, I can, uh, and I asked that because of the budget it just in case it does come to fruition ‸ the next six months that might need to be a possibility inside of our budget.
Yeah. And so I'm glad you reminded me of that and that would probably have to be a budget amendment. And so there is a lot that's on the corner of, is that orange? I don't think it's orange.
Uh, the consent decree requires the city to facilitate affordable housing, um, in that area. So I've had conversations with Bell South and their real estate representative about first attempting to get them to just simply give that to the city. And, and he's assured me that Bell South is not really too keen on donating properties, but they, they would, uh, they would make an attempt to, um, place some sort of value on it and, and offer us first right of refusal with regards to purchasing the lot there. And so actually we played phone tag. And so, um, uh, I got him up to speed on the consent decree, uh, requirements or the consent decree. And, uh, and, uh, he's waiting on a call back from me so we can talk about that. But he was just simply preparing the offer. Uh, when last we spoke, hopefully the fact that there is a consent decree makes a difference to
South and maybe the price would, uh, that they're going to offer it at would go down there. But, but we've been talking, uh, back and forth for the last couple of months about the possibility of, of, uh, ‸ the city and, or the CRA acquiring that for purposes of affordable housing.
Um, I just wanted to bring up again about the ordinances for the restaurants and bars. I don't know where we are on that. It's a city council, um, under your purview. ‸ Are we moving forward with that and working? Um,
define what, what the definition of what a bar is, what a restaurant is, what a special event venue is, and all the other, um, issues that come with it so that we can control what's happening in the village and not wait for it to happen and then have to play catch up.
It's much bigger, but they have essentially the same issues. And what has happened there is that they have a lot more of the bars and entertainment and not the people moving in because they don't feel safe.
and the restaurants, we're defining and I don't want to end up, you know, then we got a bottle club coming in and, you know, so I think we have to really get on this if we can. So I'm just asking, is there a will for the council to address this? Okay. And then the, another issue why we're all here, um, we have a lot of homelessness, of course, uh, has gotten a lot worse down in Lee winter park. And it's not just, they're coming down to pitch a tent. Now we have a caravan of RVs, SUVs, and they're, they've been there for, I'd say several months. They're even stringing lines between the cars. So when they wash their clothes, they can dry. Um, they're now have moved over into the park next to the, uh, area by the pavilion and the splash ‸ pad. And putting their blankets over, um, fences so they could dry and they have their little grill. So about four or five o'clock, they show up and they stay in the pretty much the same area in the middle of the, the park near the bench and the shady tree. And they may leave, but they come back.

and this, these are the people that can't get into the, um, bathrooms. So they just squat and defecate in front of everybody. So, you know, it's, I think we either need to tow, you know, tag and tow if we can't close the,

parking lot and we have a lot of people who are, um, working in the village. And I believe our city manager has some good ideas about that, but I really would like to clean it up before it really gets out of hand.
I guess if we can just do something, I think we can, um, other than that, I guess, um, we'll just look forward to another great year and get some things moving.

commander Duvall, chief of police and the men and women of our department. I believe in them. I stand with them. So, um, you're more than welcome to attend our next meeting come September.
so, as you all know, we leave, we, we went are open for public parking for the restaurants there. Right. And so what, one of the things we talked about, I think we, we even talked about this yesterday at the main street meeting was to, to actually, uh, first, you got to notice them that, that that's public parking after the park is closed there. So it's

So, so that's sort of the first order of business there to actually post the parking requirements after, after dark there. And then it just becomes an enforcement issue from that point on.

be a great first step. If not, then we may have to take it up a notch and start collaborating with the tow company. Well, yeah, I mean, it's going to be tough because there are really no other places other than the, the new unfinished lot we have, which is a distance away from that. But, you know, put that out to bid and we'll see if, uh, I'm not even sure if we can phase that, you know, I mean, work, work from front to back or back to front there, but we'll, we'll, we'll certainly keep that in mind as we, as we go into that.

Okay. Um, some cities in Florida or all over the country, they have these signs like say for a rule, but I love a Ruba. All right. And they do that to take pictures, family photos. So my crazy brain was thinking, why can't we have a, I love Coco sign in the park area somewhere that, that will again, will invite families to take those photos. And they also be marketing for us as a city as well. Um,
in riverfront, maybe somewhere, maybe about a playground area. I don't know. I'm just thinking, um, but I would just, I wanted to throw that out there.
