Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_09_13_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
173 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 10 voices separated from the audio.
14 short machine repair(s) (22 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.1% of 5,376 content words.
Dotted words (136 places) are ordinary wording differences: hover or tap to see the other reading.
173 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

All in favor saying aye. Aye. Nays? Aye's have it unanimously. Proceeding on to item number three, there's none delegations. I have one card in the audience with the honorable ‸ Mr. Johnny Reverend J.B. Dennis, Monroe High, Wildcat graduate.
Thank you very much. I'm pleased to be here to speak tonight. And before I start with my state of the city address, I would like to commend the mayor, city manager, and his staff for making an immaculate choice of hiring a new police chief. My state of the city address reads as follows. Under the new police chief leadership, we the National Action Network have had no complaints from the following issues.

‸ Even the rain stopped. All right. That speaks volumes. Okay, let me make sure I keep everything decent and in order. Okay, next on the list will be the consent agenda item, saying that I do not have any more cards. What are the wishes of the council? Motion

And we have a few more steps until we finish the whole budget adoption process. So tonight we're going to adopt a tentative millage rate. And then secondly, you're going to adopt a tentative budget. That does have to be two separate actions. And then at the end, you're going to set the second public hearing for September 27th at 6 p.m. here in council chambers.
The first thing is going to be to adopt the tentative millage rate. It can't exceed the 6.4532 mills that council voted on on July 26th. So the budget was prepared with that millage rate. And then secondly, you're going to adopt the tentative budget. As we normally do when we go through this budgetary process, we compare ourselves to other cities in Brevard County.
comparisons that we did do. Of note, some of them went down slightly. And ‸ most of them received more funding in the ARPA money than the city of Cocoa did. So this is a public hearing. And at this point in time, I would like to announce

of the rollback rate. And if you recall, rollback rate is the tax rate taking out new construction that would get us to the same revenue that we collected last year. The millage rate at this hearing is 6.4532 mills to be levied, which is, as the mayor noted, same as the current year tax rate.

you have any questions from Mrs. Bowman, first and foremost? I mean, we've been at workshops, et cetera, et cetera. I mean, I don't have to expound on that detail, but thank you for your cooperation. Seeing no questions,

to provide funding for capital replacement in that fund. So to give you a brief overview of general fund, we have to present the revenue in these categories in accordance with the Uniform Accounting System Manual with the state of Florida in addition to governmental accounting standards. And so we have these various categories which ‸ make up our funding sources, which is a whole bunch of accounts within ‸ those categories. So looking at your revenue by source, the majority of the revenue, about $18 million,

And then there's some use of an unassigned fund balance of about $888,000, which is being used to fund capital projects. Your Avalorum taxes, in addition to other taxes, comprises about 27% of the budget. And then there's other smaller revenue sources that comprise the rest of the general fund budget.

This slide is showing you the comparison of the adopted budget against the tentative budget for fiscal year 23. You'll note there's a column in there that says salary placeholder. At this point in time last year, we were too far in the game to be able to allocate salary increases to the ‸ individual departments. So we did a placeholder. So I had my staff split out that placeholder so you could really see some true numbers there.

That's largely due to an increase in personal services. They did some leases the council approved not too long ago and purchase of a couple of vehicles. In general operations, it increased

That was due to increases in the transfers to the CRAs because of the increases in the property values. And then in the other things, there was some departmental reorganization that occurred with this adoption of this budget.

As of right now, we do financial statements once per year. So when I get towards the end of the audit, I'll do that calculation again for fiscal ‸ year 22. Reserves can only be used to fund one-time things. We can't pay like our utility bills by going to fund balance.
So looking at the water and sewer budget, again, I did the same thing with the placeholder for the ‸ salaries for the same reasons. Of note, ‸ again, I did some changes because of the overhead allocation. So the increase on the first line

the way that I'm reflecting the overhead transfer after discussing that with the auditors. We weren't necessarily doing it in the best manner. So I changed that this year.
in some minor capital, like the heavy equipment and things like that, not big capital projects that was budgeted in those divisions in fiscal year 22. Looking at stormwater, largely made up of special assessments. Again, we budgeted at 95%. And so that's the main source of revenue for the stormwater fund. They have a budget of about $2.2 million.

side, ‸ they're ‸ pretty closely split up between personal services and their operating. They do have some minor capital. It was actually decreased because we, as you all know, during the course of the meetings, we've had used some ARPA money and then also assigned fund balance, I think, ‸ for some of his capital needs. that he had.
budget increased a total of about $362,000. So at this point in time, that is the budget as prepared for fiscal year 23. Again, public hearing, accepting public comment, and then after public comment, requesting council to approve resolution 22-088,
