The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
44 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 10 voices separated from the audio.
6 short machine repair(s) (7 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.8% of 2,048 content words.
Dotted words (38 places) are ordinary wording differences: hover or tap to see the other reading.
44 passages (19% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay, now that we have a quorum established, for those who are able, please, stand for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America,
to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Moving on, we have approval of agenda and the minutes. So you can either do them separately through a motion, or you can do them together.
We have a second. All those in favor, say aye. Aye. Aye. Decision is unanimous. We now moved a new business, and Sandra's going to take over from here.

This location will provide after-school program for local children ages 5 through 12. There will be no adverse impact to the community since there is already a child care center to the west.
It is staff's understanding that currently the building has 8 parking spaces. The parking requirements for the child care center uses are 1 space per 300 square feet and 2 drop-off spaces for 1,000 square feet of floor area. Therefore, the component of the use would require 16 parking spaces.

and approvals necessary for any development related to the special exception, such as site plan approval, permits to be obtained within one year of the board's approval. If the use is extended, enlarged, or expanded, a special exception approval shall be required. We have, if you have any questions, I'm here to answer. We also have the applicant here, Mr. Box, who is willing to answer any questions that you may have.
we have a section in the code that says if it's 20% or less, we can approve it as an administrative waiver. And which is what we are going to do. Thank you. You're very welcome. Anything
new building, but a new building being utilized next to the current, uh, location, correct? ‸ Are these two locations going to be housing the same students throughout that time? Like, will students move from one building to the next during their time there that afternoon? Or is one building situated for a certain group of students and they will stay there in the entire time?

So basically we have the day kit, the childcare center next door. We have a overwhelmed, overwhelming abundance of kids, uh, in elementary school. Um, basically nobody really takes on the school ages no more. All the childcare centers have kind of moved on with them. The state's kind of no longer funding them.
have a lot of low income children that some of them have a hard time reading. Some have a hard time writing. This school is going to be based for kids to come in, have a place to come. We bring them in from the schools. We bring tutors in. We have teachers come and help them,
get them on, get them back on track. What we're running into is that once they get out of school, they're just running the streets all day. And we just basically decided that if we buy this building next door, they go directly from the school, directly to this

I'm going back to your, um, refuse and service areas where refuse will be minimal and will be disposed with a rollout can. How do you handle it at your current facility? Is it comparable? And do you generate just one can of garbage sufficient for regular pickup? Yes,
not much there. And then if there is an issue, like with, oh, well, I have two big dumpsters at my school right next door that one of us could take and throw right in there for it. Yes, ma'am.
Thank you, Nancy. Are there any more questions from the board? There being none, I have, uh, one little question may or may not be, um, appropriate, uh, to, um, to James. Just, can you give us a little background on how and why you're interested in running this facility?
They, the state takes care of them. I've had two kids killed in my school from outside the school because they're running the streets at night. Um, we have kids that can't read.

don't eat. We, we, we, it's a rough area for them. So to add this onto them, if we can help a little bit and get some guidance for the children that come into that school, that's what we need. That's, that's basically what that school's for.

Sandra, we could invite anybody from their crowd that might have a, an opinion about this decision we're about to make. Otherwise, we could go ahead and we don't have any further questions from the board. We can go ahead and entertain a motion.

Okay. We have a motion on the floor. Is there a second? I'll second it. Okay. We have a second. All those in favor, say aye. Aye. Aye. The vote seems to be unanimous. There's apparently, is there any, no votes?
