Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
69 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 10 voices separated from the audio.
7 short machine repair(s) (9 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 77.0% of 3,011 content words.
Dotted words (75 places) are ordinary wording differences: hover or tap to see the other reading.
69 passages (41% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:22:52 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

in 2023 after the city denied the applicant's small-scale site plan application because the self-service storage facilities were no longer an allowed use, the applicant ‸ decided to appeal to the Planning and Zoning Board who affirmed the denial. After further discussion, the Planning ‸ Zoning Board recommended the use to be added back into the M2 District as a special

storage facility was already an approved use of this. Is it because it's self-service code? Or ‸ what was the exception? Or I just was wondering what was the, what do we approve? Or I mean, what ‸ is he requesting? ‸ Or was there a

for zoning or whatever it was already, M2, it said storage facility was an accepted use. But I guess I was wondering, is it because it's self-service storage?
There's areas in the code that allow self-service storage and then you M2 used to be one and it was removed from the code. And then it was, um, the planning zoning board recommended to do a tax amendment. And so it was added as a special reception. Okay.

I was reading a little bit about the, uh, the refuse and, um, it mentioned, um, not going the typical route as far as having communal bins or something like that. Can you speak any on that?
was trying to understand exactly what it's going to be like at the building. ‸ So, so any type of trash receptacles that like there's, it sounds like there was some kind of, um, mention in the report of, uh, the trash receptacles not being communal, communal because it's, uh, it's looked at as, um, uh, unsightly or something like that.

So dumpsters are like time. They're always full. And ‸ we do not encourage people to use this as a waste dump. But we have dumpsters there to take care of business.
‸ Okay. And kind of on that same note, it seems like every other meeting at this point is for a storage facility. It's starting to get a little bit overabundant. And we've been promised things, and I'm looking at other storage facilities in the area, and I'm not seeing those promises being upheld with RVs being parked in front of buildings, cars being parked for an extended period of time. So I would just like to make sure that we are addressing that here and that it is under full understanding that we're not signing up for a car lot here. We're
I'd also kind of just like to put it on the universe, and this has nothing to do with you as an applicant, because I think your application was ‸ fine, and it's very detailed, which I always ask for. We are getting to the point where I looked online. I think we have 10 standing storage facilities, and I know that this would be the third or fourth that is going to be built in the coming year or months. Which part of our organization as a city starts to say no to that? Is it the city planner? Is it the city council? Is it here at our level? Again, not to detract from your land and what you're looking to do with it. I just want to make sure that my son's going to grow up in a place that's not overrun by storage facilities and has opportunities for him to grow and have fun.
Grissom. So it's not in a residential area as most storage that I see throughout the city are located. And I see the conflict there when you ‸ have a residential area. But I
permit self-storage anymore ‸ or limited the type of storage that is actually they're able to ‸ have. So I don't see that being an issue ‸ as far as residential and multifamily zoning areas.

want to mention one thing and I don't have a lot of details on how we got to where we are. However, Pam Shay is vice chair acting as chair and at some point the next meeting, preferably, we would like to have the election or nomination of a new chair ‸ and vice chair as the chair had left Nancy Elliott. So that's just something we'll want to do in one of the next meetings.

And then with the, we have, uh, the November 15 board meeting, but we don't have items at this point. So I'm not sure when it's going to be the next board meeting. Um, so it can be anytime between December and January, I believe.

it seemed like people just kind of had an inclination like, oh, this is who it's going to be last time. So maybe we, is there like the ability to have a discussion because we shouldn't have that discussion outside of here. Yeah.

want to be at or who would come away that day and somebody might not want it. And we nominate them. So can that be part of the agenda of that date that we have an open discussion of who would like to nominate themselves or nominate somebody else?
Yeah. Um, so the process is that the floor is opened for nominations and you can make as many nominations as you'd like, and then you can discuss, you know, you can discuss, the board can discuss as you like. Um, and then typically you just vote, um, in the order that the nominations occur until you have a majority, right? So that's, that's typically how it would work. Okay.
