Agenda (the City's wording)
The City's agenda for this meeting is on file (CE_Reg_Agenda_09_21_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
432 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
35 short machine repair(s) (39 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 89.2% of 16,755 content words.
Dotted words (406 places) are ordinary wording differences: hover or tap to see the other reading.
432 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Um, amendment to item number four, instead of exterior general conditions, it should be permit required. And under maintenance of interior structure should be permit required.
That should be permit required. All right. And under our non-compliance, item number three is complied. Item number eight complied. Item number nine complied. Now with that said, I'll take a motion.

from my understanding, I'm not sure about the outdoor, the outdoor storage. I don't really know what that even consists of, but I get my biggest thing is the roof. I can't afford to put a new roof on the house.
get back to me. He's actually a neighbor of mine that said that maybe they could help me. Um, but it's lack of funds. I just don't have the money to put a new roof on the house.
Well, I'm not sure. Have you spoken to them? Because the thing is ‸ you have the roof survey to see what the actual condition is. It may not need a whole new roof. Well, here's
Flag: words only one machine reading has (possibly not said) · 00:08:13–00:08:20 · unresolved: the words are not shown (unclear audio); listen to the recording
of the biggest reasons you call them and speak to them to actually go through every violation that they have you down for. But you had something, Mr. Bond?
There's layers that go through. As you can see on her roof, she has no grit on the shingles. Um, you can even see the waviness of the sheeting underneath. So eventually it's just going to get worse and worse.

to help. The problem is once the sheathing goes and the whole roofing system goes and then it's a more costly expense. So I just wanted to mention it may not be leaking inside the house, but it is definitely sopping into the, uh, sheathing and may possibly be leaking in the attic.
going on with it? I was on top of the roof today with the contractor and just right along the edge, as you can see, is where the issue was at. The rest of the roof is, there was a couple of shingles missing, but this layer ‸ twice. And, um, the rod is just right along the edge and he's supposed to get back with me today about a quote and go from there about repairing the roof on it. But as far as the rest of the roof from along the edge back, it's,

stored outdoors? That trailer that was up there is no longer there. I plan on painting the house and doing some things to the house. It's just within the last couple of years, we've been dealing with some financial issues and we've lost about

I'm an only provider. We've been trying out this. Finally, we got somebody that I think is going to be in our price range to help us, um, repair the roof.
I just want to point out, he doesn't have to paint the whole house. That's not what he recited for. It's mainly the metal door up front that's showing signs of weathering and rust soffits that are starting ‸ to come down from the,
you can see in this picture coming down and then the fascia needs to be painted and repaired, which if he does the roof, they'll probably do the fascia at that particular time. And
Because replacing the roof, of course, that's not going to happen in 30 days. Um, but again, I don't think he necessarily said for 100% certainty that he's been up on the roof to be able to tell you that you need a whole new roof, but you need to find out exactly what's going on with your roof because obviously, um, with their profession, there is a problem.
And I did, and just to make it clear that today was not the first day that I've had a roof estimate done. When I first got the violation, I did speak with Mr. Gonzalez a couple of times about the issue and I did have companies come out and the lowest estimate I got was 17,000 and they all said, Oh yeah, ask them up. Whole thing

both said the same thing. Well, I don't have $17,000 and I lost my job two years ago due to my medical conditions that I have. And there's just really not much I can do about that. I mean,

all it's going to do is deface the fascia again, because there is a problem along the edge of the roof. So I'm hoping this contractor will get back with me in a reasonable time so he can help me as far as that.
residents of this community, we are all each other's neighbors and we definitely have compassion for your situation. And, um, in the past, we've been very generous with time, um, and giving people the opportunity to make corrective action. And I can see us moving in that same direction with your case today. Um, I think in the past we've given people 180 days. Does that sound like it would be a timeframe where you could be able to work something out? I
a roof put on my house just so you know, last month. And my house is a little bigger than this and it cost me a lot less than what you quoted to have a whole new roof. You can

They, they're a great local business. Um, I don't like giving them a shout out because they can. Contribute to our local economy. Yeah. Alron.
Um, just these other, um, small things that can be taken care of. Just please work with Austin Gonzalez to ensure you give him an update because the goal is to get this stuff taken care of because the, the least things that you have to worry

There's still some items, um, out by the carport and on the side. There was a trailer and other items that has been gone. Yes. That's the most minor of the violations and can be picked up. It's just a few things under the carport and on the side that need to be straightened around.

I don't know what can I say now, you know, because, ‸ you know, well, like Mr. Gonzalez told me so many stuff before, so I did it so hard to fix it all, but, you know, at the same time, I have the picture too, and I understand this morning, he got inspection today, and at the same time, you know,
little stuff left. I did 75% on my side, but, you know, this morning, he came here, and he told me to point out, you know, you have to do this, they have to finish it up this. So if I don't need it, so just give me some time, and I can fix it up. I don't have nothing to say anything about it.
Okay, I'm letting you know right now, that is inappropriate. So I want to know what you're going to do to address the prohibited use of your property to reduce the amount of police calls that come out to your property.

Mr. Patel does have a blanket trespass on the property. So when people congregate out front or they're not supposed to be there, he can call and have, a police officer trespass the people. What's happening is they gather at one end of the property by the laundromat or they gather around the side of the building and they throw their trash out there, which if he got rid of the people from congregating out front would also take care of his accumulation of trash and litter.

which is an evaluation of his property and show him how to light up his property and organize his property so that people don't have little nooks and crannies to hide out. But that's what's causing most of the junk trash and debris. They throw it in the dumpster and they miss. They don't pick it up. The trash cans get tipped over. There's times you can go down

most serious violation here is the prohibited use is the congregating of people on your property. So you've got to do something to address that. You have to put up some signage that says no loitering. You're going to have to get some security personnel if necessary. You're going to have to address it somehow. But doing what you're doing now isn't working. So you're going to have to change something.

but she always has a problem with the guys on there because I've been throwing on the stuff. So that time I told him, I said, you know, okay, I can take it. I moved that stuff from there. I told them, nobody can hang out on that side, but, you know, they're choosing this side now. So, you know, every morning, I put the biggest camera over there. So, you know, as soon as somebody about gathering, about three, four people, like, you know, I don't know,
So I, I've removed that part to everything. So at least I can do it as much as I can, you know, but now I can, I understand what you're trying to tell me and what they're telling me right now.
Mr. Chair, what he's referring to is he used to have, um, poker games, slot machines in his store. And we visited and explained to him that there's rules and regulations to having those in the store and you can't
obscuring stuff, but that's what we're talking about. We need to get them out of these nooks and crannies, plant some landscaping, make it not so inviting for people just to hang out and sit and not to be in the corners. I asked him to move the dumpster on the one side because it was up against the property line of his neighbor

do whatever you can do to keep that side of the building uninviting for people just to sit and play dominoes and throw garbage and stuff like that. That's his biggest problem. Fixing the building, some new wood, some new signs, some sealants, some paint, should you all be taken care of.

I saw one. Is there? He has a dumpster on the side and then he has these two trash cans and then a store-bought trash can on each side of his walkway. So if he actually curves the people that are there,
suffice because the only thing that should be going in the dumpster is his waste. Everybody else should be taking their products off of his property and not putting it there. So he's accommodating them by putting all these garbage cans. but as you can see, they're overflowing, they're full, people just
for people to hide and be away from his front window. I'd make it less conducive for them to do that. I mean, there was a time there was a table on the one side of the building and they were playing dominoes.

but they should be getting new funds in October. ‸ She was trying to see if I could get it done before October, but I don't know. So I don't know what form she's talking about to fill out and try to get on some more program or whatever.
That's going to be through SHIP. I spoke with them. They're not accepting applications for ‸ the fiscal year, but on October 1st, it's a new fiscal year. Yes,
So we will get him that. If we can get him to the VA before then, then he'll go, which was everyone come first. And we also discussed another roofing thing that he received in the mail due to hailstorm and ‸ stuff like that. So we'll definitely follow through with that.
It's what we do. And he's been in contact with me on several occasions. So we're going to try to get him because he really needs a roof. I mean, it's getting really bad. So that's the main concern. And then I told him when it's all done, we'll get a lien reduction application and we'll get him back in. And everybody will know what his story is. And we'll go from there.
Okay. I serve myself. I am a member of both of those parties. Sometimes they do help veterans, but you have to be a member. So maybe if you get a chance to look into the local chapters in the area.
Excellent opportunity to get to know your community. I highly recommend it. The Legion is excellent for this community and I think you could use them as a resource for sure. I totally agree with Mr. Ramirez. Thank you.

Yes, sir. I got an email today. Even though he's the one that requested this, he said, please keep us posted as to the results of today's board meeting, which means he just wasn't showing up.
wrote a detailed email explaining how the appeal process worked and told him that Darla would schedule him for an appearance before the board. And then she sent him an email stating it would be tonight. Typically we don't hear appeals. If the appeal is not present.
Um, and apparently there was, um, the property manager made an appeal to the city manager and there was this big mishap in time, according to the owner. ‸ So, um, the police chief asked me if I, if he wanted to appeal, could we let him come before the board and appeal the cost? So, um, that's what we did, but yes, he well exceeded the 20 days to appeal the cost, but because he was kind of blaming the property manager and stuff, it just ended up that way.

have it heard since the owner is assuming that you're going to go ahead and do it. Normally we don't. Normally if you don't show up through your appeal, though you're bringing the appeal, um,
