Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
827 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 32 voices separated from the audio.
66 short machine repair(s) (79 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.1% of 35,297 content words.
Dotted words (829 places) are ordinary wording differences: hover or tap to see the other reading.
827 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
02:31:24 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

and City business, I'm assuming. And again, just so everybody knows, because there was a time when I sat out there and I didn't understand what the consent agenda is, but these are routine matters that um we vote on as a block, and when it's in the consent agenda, you can ask questions. So this is just an opportunity to be able to ask questions, not necessarily something controversial, but I also want you to know that if you go online, you can look at the backup information for each of these items by clicking on the links.

I'm here tonight to give you an update on our activities since we saw you last and work together with you to determine what our next best steps will be. Tonight, as I reference our firehouse task group, I wanted to make sure you knew that this is a group made up of community leaders within our community who have agreed to donate their time and use their expertise to evaluate this project and to help us plan for a successful outcome no matter what that might be. I just really wanted to

Here's a brief outline of what's occurred regarding the building and our movement with the lease today. After our first round of lease revisions, we came to the understanding and speaking with your legal team

would not be responsible for the building, including any maintenance of the major systems and structures. And so with that information last week, we moved forward with a formal inspection and hazmat testing uh since a signed agreement with the city would confirm that we are accepting the building as is.

that I referenced previously ‸ started recruiting what I'm calling the dream team. This is our dream team that you see here. These community partners who have joined the firehouse project and have agreed to either donate their funds or their resources of their time and talents towards the renovation. While we were working with legal and assembling that dream team, we also began laying out our strategic plan for fundraising. Without the signed lease, we have not gone public to ask our community for their financial backing because we're still in the negotiation phases, but we did enter in what we're calling a quiet campaign and letting our community leaders and stakeholders know what our intentions are. We also had started to submit

and safety equipment. Many of those grants are time sensitive, so they were due this fall and we just put a lot of faith that this project would move forward. As you

We've also had opportunities to share the project on public radio and in our donor communications. Again, letting us letting everyone know our intentions, but that we were still in the process of discussing it with the city. We've also had a few in kind donations come through with groups like Blinds of All Kinds. tonight I've brought brought ‸ copies of our marketing materials that we have prepped to distribute should the city decide to move forward with the project as is As you can see, we we
We know the honor and tradition of that symbol and know that it's for in safety dealing in crisis. And we just felt like this project was very much in a line with that of dealing with the current crisis, especially in light of the pandemic.
I ‸ wanted to emphasize that our mission is to use existing resources to solve the issue of family homelessness Every minute of our construction team, the inspection team, the testing team, they've all been generously donated,

everyone has committed to this project because like us they want to help fulfill our mission and see COCO as the area of greatest need where we can do the most good so our I've included

but these are the three major findings that came away from that inspection and number one and number two we did not predict but number three we had already budgeted for in our original budget we presented in June As you can see, the roof needs a complete replacement. And in the inspection, you can see multiple pictures of where there's standing water buckling in the roof that the wood structure has actually begun to give way in places that the walls have calcified where there have been leaking through the roof. And that the bays are actually worse than the administrative side. It's just that the administrative side side was more obvious. And
wood termites are throughout the building and the only way to treat that is by tenting the entire building the HVAC units do do fire up but they do not cool and again we had really figured that that would be the case
as you can see with what we've done today we are community driven and can pull together and leverage the resources to fix firehouse number one since this weekend we've

bug about how they ‸ can help evaluate the recent findings whether you decide it's through an RFP process or without family promise of Brevard is eager to move forward as is our community with a long-term lease

the only possible way to move forward is to fix the entire roof and to tent the entire building. They cannot be partitioned off and fixing only a portion of the roof does not create stability. Family promise is interested in working together to find a solution Since since it's our understanding that the city is not interested in making major repairs to the building our hope is the council will agree to include the ‸ entire building
retain use of the roundhouse for the needed storage that was brought up in our last presentation I want to thank you for your time tonight and our team is here to answer any questions you might have I know that there's a lot to consider here But I just wanted to come away in sharing our update of what we've done our commitment to the project, and just hope that if this door is going to open, it swings wide open. September 11th. So it's not from from an appellate standpoint it's not final yet. So I mean there's some appellate maneuvering that could happen I don't know I can't predict but but as of right now
and the consequences of that is that when it become if it becomes final and the holding stands. Then it will be binding on the 18th judicial circuit and as a binding decision. It would mean that for the disposal of this particular piece of property and with a long term lease the city just has to follow the RFP process receive proposals and then the council will have the discretion to dispose of the property via a long term lease or otherwise. Like you've done on numerous occasions with with the redevelopment agency. Unfortunately right in the middle of finalizing the lease the legal landscape has changed. You
and that's what we we've all followed for years and now the appellate court has taken a different view that notwithstanding the fact a property may have been acquired prior to the creation of a redevelopment agency.
becoming final if the lease were challenged the consequence would be if somebody challenged it successfully is the lease is null and void because you didn't follow the disposition process. So you know there is a significant risk and proceeding in my view right now with a direct with a direct lease given given this case and you know I'm sure their counsel is also looked at.

Yeah, so there there will be a case by the properties would have to be evaluated on a case by case basis. Just to to see whether or not the disposition process would have to have to be complied with. So I'm not prepared to say anything with respect to any other.
but for this particular property and this particular lease that was proposed and being worked on. It would fall under the disposition process if that case becomes final.
Yeah, it's obviously a huge investment for family promise. So I don't want to do anything that's going to put your investment at risk. So if we have to do the RFP process to make sure their investment would be ‸ safe, then I'm up for that. My question is under the RFP process Anthony the Council has discretion to choose the RSP. Based on whatever criteria we set forward doesn't necessarily have to be. A financial criteria that we use right.
Well, certainly. With respect to redevelopment property that the the direction for the RFP can be defined by. Yeah, by the Council. The city's done that in the past with respect to some other properties

Yeah, so that was one of the primary concerns, as we know that Family Promise has an existing site that they provide their services out of that they need to be vacating, I believe, in March. And so they simply can't walk out of that door and into this one when there's a lot of construction activities that need to take place. And so in speaking with them, you know, if we were to turn around an RFP and publicly provide notice of it within two weeks, we could ‸ bring, advertise that for 30 days and then bring that back that potentially
to, but I would like for you to re-answer these questions while the camera is on so people can get an understanding on exactly what the plan is moving forward. Because there are a lot of concerns and a lot of people who live more downtown or businesses downtown have a lot of questions.

people in the streets, homeless people waiting on food every day? Those are the, that was definitely one main question. So ‸ can you speak to that? I'm
I completely understand the fear and the, that unknown. And when people have asked questions, I say, watch the June 10th presentation. Because I went into great detail about who we are, what we do. And I, I really attack those myths one at a time. And it really stems from a narrative that we've been trying to change for seven years. What does family homelessness, and that is who we serve. We serve families with children under the age of 18. Our goal is to find housing stability for any family that needs it, whether they've lost their housing or they are about to lose it. We are not a sharing center. So we don't have, we don't provide food. We're not a walk up center. We don't in any way have families spend the night at the building. We are what we call a resource center. So if you come

now. I would love for anybody and certainly anyone that has questions about who we are and how we do our business. I open, I open the doors to you. Come on. But you'll see that the door is locked. The door is locked because we lock it for safety. ‸ We want to maintain the safety of the building and of the people who we are serving in the building. Our appointments are by
appointment only since we don't allow walk-ins. And we screen families who actually enter into our shelter program. The biggest myth is that we shelter families in that location and that's not correct. We shelter families through a network of congregations, faith-based organizations, located all throughout Brevard County, who take turns a week at a time, up to four times a year. So each week, ‸ the families are actually moving from congregation to congregation. I always say it's like a wheel with a hubcap. And we're the middle of that wheel. And the resource center is the day location where we have families pick up the bus. It's where they engage in case management. It's where they have access to computers. They have access to phones. They have their storage. They can shower, do their laundry. It's a dignified place for families to be, but it's very controlled. We don't let it be an open, fluid process. We screen every family that comes into that service. For our other services, stabilization, for example, once families leave shelter, we follow them for a year in their homes. So
of what's going on for that family. We can see how are the kids doing. Do they have enough food? How are they doing with their banking? How are they doing with upkeep of the property? Because in working with the families,
and teaching our families the tools, skills that they need to be good tenants and work towards home ownership. That's the goal. So that program is out in the community. And the third program we have is our prevention program. And that's been really our hottest program right now. And it's all being done electronically and over the phone and through telehealth, where we're working with families who call us up through

and are behind in their rent, mortgage, or utilities and are facing the looming eviction moratorium that's coming and say, can you help? We do help, but it comes with case management. And case management is delivered in the community. So
through our network of congregations and at our location, that I'm not going to put our families at risk. So we have to have a controlled system and process in what we do. Our staff is highly trained.
So our staff has those credentials as well. We're well trained in assessment and linking to needed community resources. So let's say somebody does walk up to the door. And what I can tell you, there are already people living at fire station number one. So every time we've gone, people are living at fire station one.
are homeless might be there. Yes, they are already actually there. Because every time we've come, we've found bedrolls, we've found food. And, you know, for us, we want to connect people in need who want help with the help that they need. And we work in collaboration with other agencies like the Sharing Center ‸ in Central Brevard, as well as South Brevard, North Brevard, and other coalition entities that help to provide homeless and food services basic needs.
But we know how to connect to it quickly and efficiently by assessing the situation and making immediate referrals and warm handoffs. It's not, hey, you need to move on. It's, hey, how can we help you grow, not go? How do we help you grow from this situation? Where are you ‸ going? But how do we help you grow there? We're not just looking to turn our back to it. That's not going to solve it. It's just going to move that person to the next business that's next door. So that's the first question. I hope that it's helped.

because they don't have a letter there that has a big H that says homeless. They are going to school. They're going to work. They're playing sports. They're doing the things that families do. They're just hidden in plain sight right in front of you.
can add, I just know there was something on social media that, you know, someone threw out there that you were a religious group. And I guess they got the story twisted ‸ because
our mission is to use, partner, collaborate with existing community resources. What better resource than those who want to help those in need? And that's our tie to congregations. But we're also connected to municipalities and we're connected to partner agencies and corporations and civic groups and individuals and those who want to change the face of family homelessness and the trajectory that's going on right now.

And then the second component, I think councilwoman Warner, uh, touched on a little bit as far as the criteria, uh, for scoring. Uh, there's a number of items, uh, within the, uh, agenda item itself for review somewhat general in nature, but we did evaluate the property and what, um, redevelopment potential it may have as well as meeting the requirements, uh, of elimination of slum and blight within the CRA area of which, you know, the,
uh, achieve that goal. So, um, ‸ you know, a social service provider, uh, providing services out of that, uh, facility, not only to the local area, but even, uh, the city area, uh, I think would, uh, provide some benefit.
Yes. Yeah. Our construction. All the other systems. Yeah. Our construction team met on Friday night and there's just no way to fix a portion of the roof.

donation of the termite, uh, tenting. But those commitments come because they want to support family promise. Um, and they want to know that that, um, that donation is protected in terms of that that's for the use of, uh, family promise. As you remember in our first presentation, the goal was to share that space with other entities, to have a collaborative space, classroom, uh, to be able to invite other agencies actually that share, uh, our common goals to come together in a shared way.
could create more, uh, offices, but we can also create a community classroom that we can use for things like further education. Um, we have our keys to good tenancy classes going on in partnership with other agencies in the county and we'd have a shared location where those classes could take place. So it'd be a place of, again, still a resource center, uh, but we'd have more space to use.
And certainly if, um, if PD is going to use those bays, ‸ then, and, uh, and there's issues with that roof as well, then that's something to be considered, you know,
storage related to, uh, evidentiary items for the police department, uh, require it to meet certain standards as far as access control and, uh, chain of custody.
lease space somewhere for that, uh, storage right ‸ now, uh, most of it's being stored within the confines of the police department outside as well as they're utilizing some of the utilities, uh, bays as well, uh, for some of that storage. So,
secure are those, um, anything that's stored there, it could be susceptible to the termite damage and the roof actually caving in, in the locations that they identified.
you know, we certainly don't need access to that or if there are other locations that might be able to be secured. I realize that that's a conversation that doesn't include us necessarily, but for our team, we would need access to the whole building. Uh, we hadn't planned to have access to the building, uh,

Yeah, and we were made aware of, uh, those conditions late last, uh, week ‸ and we can certainly, um, you know, if we're gonna ‸ be using it actively for that storage purpose, you know, the city would certainly need to protect those assets within it and, you know, redo that roof if necessary or, or whatever, uh, structural issues that may exist. Mm-hmm.
And then of course that one bay down there that has the, um, to ‸ north, that has the laundry room down there. And, uh, some kind of way to work that out to utilize that as well. Yeah. Yeah. Yeah. Okay. Well, we, um, I'm sorry, um,

department is, is not gonna ‸ help either one of us out. Um, and I know the roundhouse does have some availability for them, I'm sure. Um, but since we started this process, there's also some property that connects to our current, uh, police station that's become available. And I would like the council to ask Matt to take a look because there's some properties that have come on the market that,
Then trying to find some off site. I know I've been over and seen some of what they're having to store over ‸ utilities. So now they're encroaching on other departments sooner or later,
So if we could maybe take a look at those connecting properties to the police stations becoming available when that building was built, it just there was not enough property acquired for any expansion whatsoever. So now that the property is available, I'd like to maybe take a look at it. And that way we'd solve Tara's problem and the police department's problem.

That area. Years ago. Trees and shrubs were planted there by the city. There's also reclaimed water in that area as well. And something has happened over the years where. Pepper trees have taken over.
So I know how to use an axe because I work ‸ fire department. So really, I guess what I'm looking for is. Permission or ‸ blessing from the city. And see what we could do. Well, it's the way I understand it. The city planted those trees and shrubs years ago. And it was about the time when they did 520 there West King Street. When the reclaimed water was going in. So I think back then we were a tree city and we had funding and grants and what have you. For the trees and plants. But maybe we don't have that funding or we don't have the human resources to take care of everything. You know, like it used to. But I'd be more than well. Willing to donate my time to go in there. There are three items that just don't make any sense and I felt that it'd be important to discuss it. And at the end of the three items, if there's any additional information.
then I can take it to ‸ the groups commercial property group as well as other people. The three things that I'm here for is number one ‸ waste management. And the second thing is about campaign signs and then
historic photographs that are here. The first thing waste management. I know it wasn't popular when you voted to increase their contract, even though it was before their contract ended. But I need to know if the council or the city staff realizes that since that happened, there's a lot of taxpayers that have fencing. They're pressure treated lumber. They're not picking them up now. Even if they're stacked properly and cut three by three sizes. For some reason when I was asked to call the representative at waste management. They don't pick up fencing anymore. Something to do with the pressure treated part of it. And for all the years I've lived here that just doesn't make sense.

Yeah. So the city is currently in the process of putting out a job posting for a new police chief. And in order to do that, we're looking to build the ideal candidate profile. And so we've published out there through social media on our web page, a citizen survey.

There's 43 parcels that are represented by an applicant. And then there are 16 parcels that are all individually owned. And in that case the city is the applicant for those. As ‸ attorney just mentioned this was before you in June. Um, for the first reading. Uh, it was transmitted to the state for their review and to the agencies.
this is a map of the parcels. Um, for those who may not, uh, be familiar with the project. It's, um, just west of Adamson Road on the north side of 524 and 520. Um, they are currently under Brevard County Residential 2 designation. Which is 2 units per acre. Um, the city is, uh, proposing, uh, low density residential designation. The number of dwellings per acre for the proposed development does not coincide with what is already established in the neighboring existing properties. Furthermore,
higher density development could damage the existing ecology of our rural neighborhood. Has the city taken into consideration what this development will do to the surrounding areas?
The loss or disruption of environmentally sensitive areas such as critical nature habitats, i.e. wetlands, wildlife corridors, established bald eagle habitat,

for existing dwellings and an overall reduction in the quality of life for those already inhabiting the area are all concerns. I feel the city is overlooking simply due to the fact current residents do not support them with city taxes. I am passionate about natural habitats and it's one reason why I enjoy living in this area.
and it's clear that there are intentions of continuous encroachment of Cocoa City's limit to where I reside. I am upset at the lack of concern this council has with our issues on land development around our already established rural properties west of I-95.

in regards to the city of Cocoa encroaching on Brevard County residents that live along Adamson Road and Canaveral Groves. I believe you are familiar with my stance and the city of Cocoa furthering their annexations west of the I-95 corridor. The reasons being simple and concise. First, the city of Cocoa has a hard time sustaining the city within its current city limits, let alone future city limits. Second, the planning and zoning board members were very clear at their last meeting that they wanted to see a city PUD that

they cannot maintain what they have now. If I ask this and I am not a city resident, how many residents should be asking this question. Second, in the last planning and zoning meeting when this property was addressed, five members of the planning and zoning board spoke up and wanted to see a PUD that would better transition and mimic the county's two dwelling units per acre.

If the stormwater runoff from the 155 homes is permitted to flow into the existing small swales, it will raise the water level on the county owned private properties of the lake and possibly infringe on these homes built on county property, particularly during the wet season and tropical storms. there is a documented and registered currently active and occupied bald eagle nest well within 660 feet of this proposed development. This has been a nesting area of the bald eagle for more than 30 years. for the Florida Wildlife Commission, documented as well as undocumented bald eagle nester provided the exact same protections. While no longer on the endangered species list,
there is to be no development, digging, clearing, or any such work that will disturb the nest within 660 feet. Please deny this rezoning for drainage until ‸ proper drainage study can be performed, and we can be assured that the bald eagle nesting site is secure and outside the 660 feet of any construction or development work. something written out to say, but I think I'm going to have to go a little bit different direction here. um First and foremost, I really come here mostly today with a plea. um You know, many times, a lot of people
have, uh you know, been blatantly denied a lot of the requests for consideration that we've asked. um It would make the rural community in this area a lot more receptive to city encroachment if just a couple different items, you know, could be at least addressed.
the development that we're talking about. I actually live on the other side by the lake. And so um we're really worried, you know, for one, about the ecological impacts to Lake Calico. um One of the major requests would be that the city would uh provide a drainage analysis that guarantees the city will contain its own wastewater. um You know, as you've seen already, these people have built two phases and they're already not, they're not taking care of the things they're supposed to. Why would we continue to allow them to develop further and continue to destroy things that are in place? There's a bald eagle nest, as you heard. It's undocumented, but afforded the same regulations ‸ and protections. um Bald eagle nesting season starts next week, so there should be no development within 660 feet till May. That would give a lot of time for a lot of other considerations, maybe for DR Horton to clean up their act. But uh honestly, what we're really just playing with is that uh really would like, like I said, a proper independent drainage survey for this area uh that will protect the lake, especially. And these, you know, these animals and this ecosystem ‸ that's been there my entire life. I grew up on this lake. I've lived on [address]. ‸ um Additionally, something that's come up both with item one and again with this item and we'll continue to come up with this Council is the idea of, you know, very low residential very low density residential. uh We spoke a few months ago back in June, I think for the, you know, the item one problem, which was that, you know, uh four units per acre sounds reasonable until you don't develop on half of those acres and put eight houses right along somebody's property line. um I do have here a petition to the City of

from everyone that borders the entire lake asking for this drainage survey. But also with the desert with the density problem, um we have, you know, Rick wrote in from Freezer Lane that he's expecting, you know, potentially 10 houses along his property line. his property
not that long, but when you allow the gerrymandering of, you know, residential densities densities, you've run into these sort of situations. So again, I just actually would like to just ask, what what do we need to do to get something below very low residential started? I know it takes some time and also uh could could the

the level of the ‸ floor so that contours in that thing ran towards the two existing water retention ponds So there is natural drainage we can't handle a heavy storm like we had last Sunday I had water in my backyard but. I couldn't see it after dark but sometime around by daylight all that water was gone absorbed in or sent to the water retention or to the retention ponds so it has been designed. To do it properly each each lot. Part one is complete and they're starting on phase two so that they're doing the same there the first thing they did was a water retention ponds. There's two of them completed and everything is draining towards those water retention ponds. So I'm a construction worker, and I have two part, two segments of concerns. One is safety, and the second is quality. I actually would like to have this expansion occur, but only a lot of things are corrected, as we discussed. First off, I didn't realize that the lighting for, this is the safety part of it, but I didn't realize that the lighting for the trail was removed, and that's actually kind of a scary thought, but I don't think that the plan justifies, shows how big this trail is gonna ‸ be. You know, you can leave 30 minutes before sunset and get lost, you know. So I think that's something that should be taken into consideration, because it is so large. Another safety factor that I have is that, like they said, I live in Adamson Creek, and I still can't find my entrance at times, due to the non-lighting, and the turn off road is very short, to the point where sometimes you have to slam on your brakes to hit it, even when you're going 55 miles an hour. I don't think it's necessarily the speed of the road, but the way that it's designed, we can't get into your neighborhood. So those are the safety concerns that I have.

the amount, ‸ sheer amount of overgrowth that's already not being managed, and with the amount of overgrowth, or with the amount of additional ‸ amenities ‸ that would be great, I feel like ‸ setting the neighborhood up with failure. And I would love to have a nature walk, but I don't know, especially if it's going to be a mulch nature walk.
think that's just setting the community up for failure. So, you know, I would really like to see the safety aspects of this be re-evaluated, ‸ especially the safety aspects of

And we acknowledge that there are some maintenance issues to be taken care ‸ of. We have advised the Water Management District that maintenance will occur. Basically, the maintenance that needs to happen is going to require some equipment. And so what we are proposing is that when we have equipment and personnel staged out here to start construction on the subdivision, one of the first things we'll do is use that equipment to go take care of the maintenance issues as well.
site, Calico Lake, Square Lake, again, I ‸ want to emphasize that actually all of the drainage in subdivision is going to go into the subdivision. We are not we're not going to actually be contributing any drainage to Calico Lake other than maybe a few feet at the back slope of ‸ where the yards have to be filled, of course, to come down and match existing conditions. That's the only thing that would be draining back there. And in fact, most of that that side of the site, a wall is going to be constructed at additional expense.
site, it will be going back in into our site. The wall is also intended to maintain an existing ditch on that side of the site, which will keep positive drainage back and forth between Calico Lake and the wetlands that drain out to Adamson Road.

but that is not, that's not something we can control. And, and obviously not something associated with, with the subdivision. There was a question about the trails. Yes, they would be open to the public. The, with regard to the concern about somebody getting stuck out after daylight. The entrances and exits to the trails are every 600 to 800 feet. So nobody's going to get stuck out there having to hike 30 minutes to get out. It's a short distance. There's, there's entrances and exits to the trail system at different junctures there. So nobody's going to get stuck. It will be, portions of the trail will be paved and, and other portions of the trail will be, will be a mulch trail. So it's going to be kind of a combination

The, there's a wetland and ‸ conservation area there on the, the east side of the site, which will maintain a nice stand of trees. Not in the traffic study for, for this one. I think partly because that is a much larger issue than, than the subdivision. It's, it's more of, you know, kind of a regional issue.

some, I think some, probably some interaction between the city and the HOA. You don't remember there being a big ‸ outcry from the public at that time, as far as Okay. um And I know, like ‸ mayor said, the traffic is an issue um that hopefully Mr. Smith can address. the The big thing for me is, as you're coming out of Adamson Road onto 524, and the trucks, whether it be waste management or the other dump trucks and stuff that arethat are headed west, you cannot see. And so when you can't see to pull out, you wait until they come and turn, and now traffic is backing up on Adamson Road, and now everybody's anxious to get out, and now people are taking a bigger risk to get out of there than they would have if you... Civic Center. So obviously we aren't budgeting for the Civic Center. Again, we'll roll that money over and still provide the budget since it's already been budgeted for. Also, if you look down towards the bottom, ‸ the Water and Sewer Fund is showing an increase. spent. Then this slide shows you the general fund revenue by source. These are the categories that we report them in the financial statement. And they total $41.3 million. And then this is a graphic depiction of those different categories of the revenue for a general fund. I'd like to remind council that COVID-19 caused us to react not only in 2020, but in 2021. So in budgeting for FY21, there were some things, some positions that were frozen that are noted on there. And then also some other things, such as city manager's retreat, IT security, ‸ and some railroad crossing repairs that wound up getting deferred by FDOT, I think it was, the agency that runs that. So we wound up doing reductions there. And then also we reduced the revenue for utility penalty fees because we waived them for a period of time.
budget. ‸ Then there was also reductions as we budgeted 21 in these different categories, as you can see. So we did a further reduction in revenue in 2021 based on the unknown factors of COVID, the unknown impact. So we reduced revenues even further by $114,000. In the water and sewer fund, this is showing the funding by

similar to in the general fund. And so the water and sewer fund total budget is $77.4 million. In the storm water fund, their budget is $1.8 million for revenue. And then this is showing general fund revenue trends. And you can see somewhat the changes in not just general fund, but water, sewer, and storm water funds also. So you can see that visually. Then we'll look at expenses. Again, revenue expenses have to ‸ balance against each other. So you'll see the reductions in the same funds on the expenditure side that
And if you'll notice, ‸ general operations, there was a change of $1.8 million. And that was due to budgeting for the ERP system, which is a project that we're starting in the process of. But the ‸ rest of the budget is included in next year's budget for that project. Then this slide is showing you the amended budget versus the final budget. And, again, that's where that million-dollar change in operating is the ERP budget.
‸ the course of years from 2015 to 2021. And then this is showing the water and sewer expenditures. And then, as I said, most of that is the changes and the variances.

Services Agreement between the City of Cocoa and Greater Cocoa Community Partnership, which is Cocoa Main Street, Historic Cocoa Village Main Street. So last year, if you remember, there was a Municipal Services Agreement approved for ‸ the use in exchange. They would provide services in exchange for use of two offices inside the Porsche House at a reduced rate.
In the agreement, it says that we would bring back to Council a revised scope of services agreement. And that's what we're doing today. the CRA actually used to pay, ‸ there was, it's been different amounts every time, but the CRA used to pay Main Street $25,000 and there was no space. We never offered them space. We have no fee. We don't pay them anything.
they needed for that space. What they had before was a much smaller group that could operate out of one office that was much larger. It was that office downstairs, and that's a much larger space. But they needed to expand a little bit. And so we had two spaces that came available upstairs. And so that's why we accommodated based on the size that they needed.

now we're not paying any money to anybody. We're just giving them office space in exchange for basically the same services they used to provide for $25,000.
So it varied year to year, but they were getting paid by the city for services. And in exchange now we are providing them a space, office space for the exchange of services. And

going to be seen. That was number one. Number two, if we are going out of contract, I would have much preferred to do ‸ a tactical delay for a strategic gain and give this decision to the new chief. So I just want to make those points for the record. In terms of a new chief, in terms of a new city manager, the best carrots, the most capital you have are salaries and advancing people. Okay. Deputy Mayor Goins. I understand what you're saying, but I can humbly disagree on it. We have acting agencies recruiting our officers every single day. And I think it shows good faith as a council that we would do this in the middle of a contract because this doesn't normally happen. So I agree with you. It's not normal. But at the same time, because they're actively recruiting, we're losing the battle with salaries. So I think this may help. Hopefully, I would hope that people may change their mind. Well, three months could also mean eight officers. We don't really know.

Yeah. I'm going to agree with Deputy Mayor Goins here. I think it was important that we do this off contract so that we would still have a police department when our new chief gets here. Because we were well on our way to having to ask the Sheriff to come in and help us out. It's gotten to that point. He's actively recruiting our people, our good people, the ones that we have made an investment in. I made to the liaison from Jacobs. We spend a lot of money with Jacobs. And it would be great if they would choose to have an office in Cocoa. And I just wanted that to be on the record. We invite them to come to our fair city. They can have lunch. They can walk the promenade. They can associate with our fine citizens. And uh and

We've used them for a number of years utilizing state contract. Staff negotiated with G4S to obtain a lower rate than the city contract and the desire is to continue utilizing their services.

and the way that work we paid ‸ them basically the cost of the warden on site with them I believe it's around $59,000 a year. And that's for eight inmates four days a week
is the best way to handle that having a private contractor do it. We're going to see much higher costs associated with it. And we just don't have the ability to to do overtime to make up for all that work as well.

I do know it's a lot more money than we would have paid. Yes, because ‸ I've had some people call me this week about this situation. And, you know, yes, unfortunately,
as part of the amendment for this, the plan was to hopefully use that ‸ to better beautify some of the areas. But unfortunately, without the inmate crew, you know, like I said, that's probably about half the size of our beautification staff. We've got to make up for it somewhere. Just to mention, staff is certainly aware of the right-of-way areas, open spaces, as far as the level of maintenance that council desires. Keep in mind, a lot of projects over the last, maybe even five years, have come on board, and Public Works has really seen no additional staff.

‸ There's a lot of areas to the city, and, you know, it's just as we continue to move forward in beautifying the city through these capital projects, take into account future costs of maintenance. With the Promenade, we did that. That was part of the agenda item to estimate what the annual cost of maintenance would be for that project, and so we'll continue doing that. But we know we've got a lot of work to do to kind of get on the front end of that to provide that level of maintenance.

With the numbers going up. ‸ So they're still encouraging everyone to practice vigilance with following the CDC guidance. As far as face coverings, hand washing, social distancing, all those things. So that's kind of where we're at on that. That's the first thing I have. The last thing that I have is the next council meeting. So we'll have all that together and for you in a whole package to bring to the next council meeting along with the resolution. So that was great news. The last time we had an actual funded LMS project was in 2015. And a lot of that had to do with Jack and his department and the things that they worked on. So that's great news for the city as we move forward with that.

did it really? It did. Okay. They moved pretty quickly on it. Luckily, they were able to salvage some of the parts from the old sign. solar permit fees that we have waived. Since the institution of the waiver of the fees, we have had 10 homes that have applied for solar permits to a cost of $1,435.90. Since the fees were waived for those permits. Thank you.
We've actually closed the applications because we have exceeded the amounts of requests as far as what we have available to offer. We're in the process of review and actually doing requests for payments as of last week to institute all the payments for utility fees,
bills, and then also rent and mortgage payments. So we should be able to expend that money fairly quickly, and we do have another allotment that will be coming our way, and we'll be able to spend that as well.
