The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: CR_Sp_Agenda_09_24_2024 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.

The City's agenda for this meeting is on file (CR_Sp_Agenda_09_24_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
176 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
14 short machine repair(s) (19 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 87.9% of 7,273 content words.
Dotted words (202 places) are ordinary wording differences: hover or tap to see the other reading.
176 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Blake and the board for letting me speak real quick. There's information I gave at the last meeting that I'm going to refer to a little quicker because I've already shared that information. And the reason that I wanted to bring something to your attention is there was a ‸ question asked about what the cost would be about utilizing security guards that I had brought up as a way to maybe save money and also free up the police department for other areas more serious in the cocoa.

enough time to give you the paperwork copies, but there is one group I talked to that is already employed here with the city hall and, uh, they are a little less expensive by the hour, but, uh, they will not commit unless it's a four day work week. Now, in comparison with another group, um, that ‸ I contacted and they're also, uh, of a good class compared to what we have already on at city hall. Uh,
maybe four days a week. I think that's something that the commercial property group also agreed that we didn't want it to be, uh, too, um, intense looking or having more than just one guard out there just to ‸ be seen that can prevent homeless problems. Uh, people wanting to sleep in the village. If they see some kind of authoritative representation, they'll be less inclined to do it. Now they don't see anything like that. So they're free to sleep under the bridge and on the benches and things like that. Now, I highly recommend that we look into this because for example, the monies that the CRA board was willing to, uh, send over to the police department. Uh, it's, it's a yearly

Uh, this creates a savings of almost half of what the board was agreeing to send to the police department. There's other avenues that we can enhance with this idea. And that means, uh, enforcing other ordinances like noise ordinances and things like that. But they are going to be working with the police department, not independently. That way, if there was something that was very serious, they could very easily call the police and show up. But it's going to be a very good deterrent. I think, is there any other questions that anybody would like to know?

So this is an update on the progress, and ultimately it's a request to extend the negotiating period to, it will be a request to extend the negotiating period to January 1st of 2025, so this coming January.

That first page is just some conceptuals that they've sent over. Again, don't park on that because ultimately they have to come back with elevations for the exterior, conceptuals for the interior, and all of those sorts of things there. But again, this is their sort of first blush at giving you sort of a look at what's at least in their head.

‸ So ultimately the general requirements are you guys will approve a redevelopment project agreement. Ultimately the city council will approve a development agreement.
which is your document ultimately to approve, review and approve, requires a development agreement with the city. And then it requires an initial approval of a conceptual development plan. And that's really what we're working on now. We're working on the conceptual development plan and or the redevelopment agreement.
The second one is a site development suitability analysis. And what's included in that are analyses of utilities and stormwater, floor area ratio analysis, and
Flag: words were replaced by a machine repair · 00:10:01–00:10:01 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
a parking analysis. Also, there has to be an economic impact or a marketing study. And then there is the plan for how this development is going to address eco-friendly amenities within the hotel. Then ultimately, the big deal is the conceptual development plan where you get to see sort of elevations and what the project is proposed to look like. Next slide. And so, again, this is simply the requested negotiation to extend those negotiations to January 1. We've been meeting with them. They've given us a site plan, a preliminary look at the site plan. They've given us some conceptuals there. And I'll take you through those.

on the site. The grayed out area at the top of the building would be some of their mixed use requirements. Some of their mixed use amenities. And then I forget, Charlene, if they proposed that some of the parking would be under the building. Yes,

to share with the hotel. I forget whether or not off the top of my head if they proposed that that would be a combination of hotel dedicated parking and public parking. And so ‸ that gives you a better look at ‸ that. Next slide. So the room, the floors would be laid out as such. I forget how many rooms they proposed. Charlene, is it 100?

seventh. So technically seven stories. The seventh story being the rooftop pool and the bar. So that's the preliminary concept that we've talked with them about. Next slide or next document. That was the last one on that one, right? Yes. And so remember the ‸ pre-development agreement does require a market analysis or an economic impact. I think the term is used as economic impact. They've done that. It's there. I don't think we've taken a deep dive into it there.
mean, that's sort of industry specific. And so ‸ they've done that. And I only present that to show you that, yeah, they have been making progress. They have been doing the things that are required of the process or the things that are outlined in the process.
So I've given Mrs. Rogers a prop. And so I've tagged the pages in their original proposal because here's where we need some ‸ guidance on. Or here's where I'll say ‸ there's a disconnect or room for further negotiations.
they talked about presenting and they responded with a tribute portfolio hotel. And if you think about the different flags of a hotel under the Marriott brand, the tribute is actually their boutique series. You know, it is the series that is configured, reconfigured, modified, or ‸ made specific to ‸ the community in which it's ‸ cited there. So ‸ they proposed
Flag: words were replaced by a machine repair · 00:17:09–00:17:09 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
tribute. ‸ What our last discussion, our last meeting ‸ was, they talked about something, I'll say less than the tribute, which was, it's probably written on one of those pages in my notes there.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:17:34–00:17:40 · unresolved: the words are not shown (unclear audio); listen to the recording
It is less quality. It doesn't cost as much to construct. And so I can't tell you what all of the differences are. I just know if you think of different tiers of hotels, that the tribute was a higher tier than ‸ the Fairfield Inn.

I'm not, you know, ‸ we are, you know, at the table. We're having these discussions there. What I really ‸ need from you guys is, okay, continue on, i.e. you're going to give me the additional time to January 1st. But also, are we at a hard stop on the tribute as opposed to the Fairfield Inn and Suites, which, again, is on the hierarchy of flags under the Marriott brand. And it is not at that tribute tier. You know, I really

Except that the tribute attracts a higher point level in terms of, you know, what it's going to draw in. ‸ But, I mean, what I'm trying to, the question is, is there switching based on the economic analysis? Did they decide that, you know, building the tribute here wasn't going to pay off? And, therefore, the Fairfield is more ‸ at the price point? Yeah. Yeah. Yeah. That, that,
yeah, I get it. I get what you're saying now. Whether, whether in the economic impact analysis or in the marketing, whether this, this market couldn't sustain a tribute and it could sustain a Fairfield Inn and Suites there. I don't know that we, we did a deep dive into their reasonings. Why?
there. But, but we can, we can, we can do a further dive into, okay, tell us exactly why you now feel you have to offer the Fairfield Inn and Suites as opposed to the, the tribute.

two schedules meet. And so I wouldn't be too critical of the fact that we're, we're now asking for another 90 days. I just think that, that, that 90 days is pretty generic and not based on the science of anything.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:22:41–00:22:44 · unresolved: the words are not shown (unclear audio); listen to the recording

developer, um, they're new to us. We're new to them. And so again, the 90 days was the, the initial 90 days was just template. And then, you know, the second 90 days is okay. Let's, let's make sure everybody understands what the requirements are. I think, I think they're there now in terms of, Hey, this thing has to be a conceptual that comes back.
Flag: words were replaced by a machine repair · 00:24:06–00:24:07 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
do all the analysis that I listed in the PowerPoint there. And then I just think it's a matter of, it takes the time that it's, it's taking, um, I don't have any red flags. Uh, again, the only two discussion items that I'm bringing to you are, Hey, in the proposal, they said a tribute. And in the meetings and the negotiations, they're now saying a fair fair win.
that the tribute ranks number 11 out of their 30 and the Fairfield ranks 24th, you know, they're not, and not to say that again, you know, I don't worry about the exterior.
can put a skin on, on a building to make it look like it's been here for a hundred years there. But it is what's the quality of the construction? How is it different? How are the amenities different? You can see that even with the Fairfield Inn and suites, they're still proposing a rooftop bar with a pool, you know? And so, and so again, you gotta figure out what it, what it really means to be a Fairfield 24th, as opposed to number 11.
you guys to say, Hey, Stockton, you know, we're pretty, we're pretty strong on wanting to be wanting this to be exactly as they propose it, i.e. a ‸ tribute. Um,

either, especially it's going to have the bar. It's going to have the, uh, pool and, and, and all of those things. And I like the size of the rooms of the Fairfield. I haven't stayed in a tribute, so I don't know what, what size rooms they have, but, um, anyway, so that, that's just my take. I don't really have a question so much as saying, I would say, go forward. That's my take on it.

purpose of us wanting to even bring or entertain anyone bringing a hotel or condo or whatever it is, is to bring heads to beds. Right. That's the whole point. So I, just in my opinion, um,

that I'm bringing to you is not the, the additional 90 days because again, you know, Charlene has a full time job and, and, and again, obviously it includes this, but that's a matching of schedules. they originally proposed. ‸ And so, and again, I don't know if you get, you know, you get, uh, studs that are 16 inches on center as opposed to 12, you know, I mean, you know, so I don't know the differences between the two and, and again, you know, as,

still has a rooftop bar and pool, you know, so, so we may not even be able to see the differences, but, ‸ but again, if it is, you know, if it, if it is just a simple, a downgrading from a, from a tribute to a fairfield,
either. I think all of those 30 hotels are, are nice hotels. It's not a motel six. Right. And so I think, I think those are, those are pretty nice hotels.

either. I think, I think whatever we end up with in under the Marriott name is going to be a Marriott. You know what I'm saying? ‸ I think people have a certain expectation and I think they're going to get that expectation. Um, it seems to me like, like Alex said that you're comfortable with the progress that's been made and the, the, uh, talks that are going on and the, there's no major red flags going on. So that works for me too. Can you, how, how often have you been able to meet?
Yeah. See, our last meeting was August 14th. I think that was, that was the last meeting. So, so we, we've allowed them time to go back and work on stuff. I think we're supposed to get another set of conceptuals.

Um, if just hypothetically, if we were to insist on the tribute, what does that do to the discussions? Are they going to say, okay, well, we can't do that and we're going to go away.
Yeah. I don't, I don't know. You know what I mean? I mean, that's, that's the, that's the, I think I'll, you know, I mean, I guess they're listening. Um, you know, I think you start with the question of, well, why, you know, and, and let us gain some, some understanding of the reasons why. And they may have said in the meetings, I just don't recall why, you know, I mean, and, and that is, that is, you know, hopefully it's not, Hey,
even so it's going to be built up to code. So a hurricane is not going to blow it over and that kind of thing. So I, either way. So if my, my vote is Fairfield is fine. Thank you.
Okay. I'm trying to adjust to the change because they've changed everything from the time that they came and spoke with us. Okay. ‸ I also feel to me, I think it's a little generic and, but you said we can change the skin. I think it has to be more personalized and more unique if it's the changing of the skin on the outside or whatever, because if we had wanted to have that level, then we could have opened it up maybe more to other people, other brands, perhaps ‸ don't know, but this is what we have. So let's try to work with that. But,

the average room price? What's the, what does that mean to us? Um, are these parking spaces look like they take the whole street? So how many parking spaces do we have? Yeah. So parking is always going to be an issue. This is, you know, again, these are, these are discussions and conceptual discussions at best at this point in time.
And, and remember, I don't want to give away too much of our negotiating position. I mean, I've already put this on the table for them that they have to actually pay, uh, you know, uh, in consideration of receiving the site. They're not purchasing the site, but they would pay into our public parking development fund.
So, so, so, so because, because remember we have over at Lee winter, we have Florida power and light has done that. And, uh, and, uh, Florida city gas has done that. And so, and so I've said to them that, you know, um, as opposed to giving away the parcel, we're deep discounting it. Um, in consideration of you guys paying a fee so that we can create more public parking in the village.

I heard someone say that. The hotel is a destination and a hotel isn't usually a destination. Now something like a Moxie might be a destination because it's like. A fun place. People might go young professionals might go to, but. A hotel per se is not a destination in and of itself.
So. Again, I think the boutique, although ‸ hotel isn't necessarily a destination in and of itself. If you have an excuse to go there, you might more likely go to a boutique. It has that attraction.
And, you know, with, uh, the appropriate skin, as we called ‸ it. Um, but anyway. That would be my concern is that, you know, we're really, we're switching from what is potentially an attraction to, um, just having a place for people to stay. And I guess we're still looking at, I know we had in previous conversations, we've talked about weddings. I know that's one of the possibilities, but the question about what kind of space are they offering?

what you don't have is, well, what you, what's different is that you have, like, you don't have a closet. You have like these pegs where you put your hangers.
had this conversation before about things that we want at the end of the day, developers and our owners are still looking at the bottom line. Mm-hmm. They want something to be sustainable for them as well. Not necessarily saying we give up this kitchen sink. I'm not saying that, but I think that still has to be part of our conversation too.
the next 20 years, how do we expect them to choose something like a Peabody when the Peabody is not showing up inside of that analysis? I think that, so

need that because interest is probably 60 million. And so I'm just, I'm just, I always try to throw that into the conversation. I'm not saying nobody's not thinking that, but it's just, I think that profitability means something to, to, you know, to the owner. So how
