The City's record
What the City's record shows
Built only from the City's minutes (503_CC_Reg_Minutes_09_25_2018.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Listed present when the roll was taken: Henry Parrish III, Jeri Blanco, Don Boisvert, Brenda Warner, Clarence Whipple Jr.
(Checked against the ballots and the printed roll lines.)

Shealy (City Clerk), Jack Walsh (Utilities Director), Tammy Gemmati (Administrative Services Director), Karen Hamilton (Community Services Director), Michael Cantaloupe (Chief of Police), Gene Prince (Fire Chief), Rebecca Bowman (Finance Director), Jonathan Lamm (Deputy Fire Chief), LeShawn Hinton (Helpdesk Support Tech)

The City's agenda for this meeting is on file (CC_Reg_Packet_09_25_2018), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
275 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
15 short machine repair(s) (21 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 89.8% of 11,023 content words.
Dotted words (390 places) are ordinary wording differences: hover or tap to see the other reading.
275 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:07:24 (9 s) — neither reading has words
00:52:52 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

‸ That picked up thousands of pounds of litter throughout the city of Cocoa within just four hours. So I mean it's just an amazing turnout. She's gotten sponsors. She feeds all those people. So just an overwhelming feat. So congratulations once again.
We would also like to ‸ take a moment to thank some of those groups that came out here tonight. Waste Management is one of the sponsors of Trash Bash. And they provide us with funds that we can give to nonprofits of our choice that win. Again, we base it off of the most volunteers, the most trash collected.

They were unable to make it today because they're actually meeting this evening. But we wanted to make sure they were recognized for their efforts. Also, we'd like to bring the Cocoa High School Junior Reserve Officer Training Corps up here for a moment.
So we'd like to present you with this plaque and also with this check that was so kindly managed by Nia Dasha here. So thank you very much for your efforts.

I received a message from the owner of Five Point Pharmacy, where one of his customers was robbed in broad daylight on camera. Either these were fake cops or rogue cops. And he's here tonight. And I have the video here. And I don't know what. I'm going to give this to Mr. Mayor.

I saw ‸ at the end of the video, I saw a sheriff's department car come in right behind whatever the scene was. I didn't like that. What's your take on it, James?
And after that, you can see two others, different cars, drive by. Right. So it was a very odd situation. You know, I really didn't know what to make of it. I did try contacting the sheriff's office. I didn't get anywhere.

clothes with sort of a tactical looking vest. One of them has what looks like a gun pointed out. It looks like a sting operation, right? I mean, that's exactly what I would describe it as. You know, they run up, talk to her.

I mean, it was like there were meds across the spectrum. There were ‸ pain medications involved, but there were five other medications. And, you know, there was no arrest made. There was no paperwork issued. There was nothing communicated.
it. Anyway. It sounds like South Florida type stuff. But the disturbing part was the sheriff's car coming in right at the end. And I thought, what is that? You know. So, John, would you please look at it?
You know, he was saying, too, that one of them had a gun out and actually stood at a car parked with the gun at people in the car. You know, so it was very concerning.

Thank you for the proclamation on Remember Me Thursday. In conjunction with that, our goal is to reduce the pedigree population problem. ‸ And so, for the third time in a row, the Humane Society has been awarded the maximum $25,000 from the state of Florida spay-neuter tags to bring that $25,000 into our community to be able to offer free spay-neuters for cats. Cats, unfortunately, are very prolific. So, we are offering it for anyone who is feeding them out in the street or that can catch any of them.
that they do not reproduce. This also is for low-income people who have pets, cats, that they would like to get spayed or neutered. And we're doing it until the $25,000 runs out. So, I have flyers up. We're spreading them around in the community. So, we would like to invite people to be able to participate in that as much as possible. Because ‸ the whole thing about Remember Me Thursday is about too many animals in shelters, and they lose their lives because of it. We're very blessed that we don't have to euthanize animals for space. Our community is very supportive of our no-kill movement, but we do want to make less of them. So, this goes right in line with the Remember Me Thursday, which is this Thursday at 7 o'clock. We invite the public to come out to our shelter to celebrate it with us if they so choose. Also, next Thursday is October 4th, which is St. Francis of Assisi Day. It is the blessing of the animals. And our Heavenly Paws Chapel services will be at 530. And we invite everyone to come and bring their pets. We have a little gift for everyone that does come and a blessing for their pets. The Padre will do a blessing for their pets because we do believe that animals are part of our family. And as the humans, we are the more intelligent of the creatures on earth, and it is our job to take care of those creatures. So, we encourage people to come out on October 4th at 530. We'll have some refreshments and some other goodies as well for the blessing of the animals on October 4th, which is the following Thursday. Where is it again? It's going to be held at the Heavenly Paws Chapel, which is at 1020 Cox Road on our adoption center shelter grounds right next to our low-cost spay and wellness clinic that we do the free cat spay and neuter. It beeped at me. Am I done?

Good evening. The historic Cocoa Village Playhouse, 300 Brevard Avenue, Cocoa. Stacey Hawkins-Smith, the CEO, better known as Drama Mama. The reason why I'm here tonight is to tell you that we opened our 29th season and ‸ we had over 1,800 people through our doors this weekend. I told you that I would be back with our large brochures.
So these give you the dates and times of the Little Mermaid. Now, this show is not just for children, as Teresa Clifton will attest. ‸ She was here this weekend. And again, Broadway right here on Brevard, all by volunteer performers. It's an honor to serve and we hope that we make you proud.

wanted to compliment you, Stacy, better known as Drama Mama, for what you've done for the historic site. You're excellent in presentation. And it's just fabulous when we have guests to come there to take part or partake in what the city of Oklahoma has to offer in regards to theater. Thank you for being with the city and doing what you do for us.
Well, you are welcome. And it's our honor. I can speak for the whole team. And right now, we have our Stars of Tomorrow Youth auditioning right at this moment. So I'm going to rush back there and look at all the great talent in our community. Help spread the word about the auditions. We'd like new people in this year, too. So thank you. Thank you.

I actually have two things I want to bring to council. The one is the revision, the 2018 revisions and update requests for street closures. I have the revisions. I have Christ Central Church, their annual fall festival. They would like to move the date from Saturday, October 27th, which is originally, which is our date for our fall festival. They

So that actually gave us back a full day on a street closure. Okay. Those are the revisions that I have. And I think I need to do them separately because I've got the other one.

Okay. Number two, I have a new event that we're hoping to make it more than one time ‸ in the coming years. This one is with Upcycled Restoration Company. They are located in South Cocoa Village area. And they are an occasional sales marketplace business. They have a periodic three-day event.
from 8 a.m. to 5. The closure would be at Rosa L. Jones East of Florida Avenue between the Upcycled Restoration Company and Jazzy Style Salon driveway to the Derby Street traffic circle stopping at the intersection of John Guerin.
I also made a couple shots of the ‸ footprint. And then I also included roadways that would be alternate routes around the proposed street closure area. ‸ And I have some representatives from there. If you have any questions kind of about what their event is, they'd be more than happy to also answer those. Yeah.

So what we are doing in October, we have rented the Women's Community Center next to us. So we will have vendors in our store. ‸ We'll have vendors inside the Women's Center and then vendors outside. And we've got food trucks that we want to put out. And that's why we're asking for the street closures.

The General Government Finance Officers Association of the United States has recommended best practices, and they recommend that cities adopt not less than $5,000 as their capitalization threshold, which would also be an asset that has a life of two years or more. So staff is requesting that council approve this resolution to change the definition of a capital asset to an asset with $5,000 cost and a life of two years or more.

reserve policy for the water and sewer utility fund. Recently, with the ‸ bond issuances, there was an amending resolution that was included that city council adopted as part of those resolutions pertaining to the bond issuance. And included in that was a definition of a working capital reserve. So this item seeks to establish officially what that definition is as a working capital reserve to ‸ put aside some portion of the fund equity in the water and sewer utility fund. This would be the indication ‸ of the enterprise funds equity. And I would like to point out that it does apply to the water and sewer utility fund only. And we also had made another change to the pension plan, which was brought back in a previous meeting with ‸ changing the holiday pay as pensionable. city manager to approve any necessary change orders for the fiscal year 2019 budget, not to exceed $50,000 per fund and general fund department, water, sewer, and stormwater funds. And just a little background on this. The original agenda item that got brought to council in 2016, it was realized that the budgetary impact wasn't spelled out for the future fiscal years of the multi-year contract. So part of this agenda item is to correct that, to properly bring it back to city council, outlining what the budgetary impact is for the future years. There's only one more year on this multi-year agreement. So this does that as well. A change order was needed to pay ‸ for operating expenses that the city uses at the clinic, such as prescriptions, lab services. All those things are a direct pass-through cost to the city. ‸ Okay.

inquired with them as far as the recommendations from the 2016 corridor study that they conducted uh that essentially followed our 2013 study that had a number of recommendations regarding safety through that corridor. right And, uh you know, essentially asking them, you know, if you're doing the resurfacing of the the eastbound lanes, are you incorporating any of the safety improvements? And essentially they said, well, you know, we can look at it. And uh so the other question is, well, why wouldn't you look at the the westbound lane as well? And so uh we reached out to them, organized a meeting in the
from the Space Coast TPO went, met with representatives of FDOT, discussed the concerns uh as a result of their 2016 corridor study, and then integration of those projects within their resurfacing project. And so the timeline, nearest timeline, we could get from them for actual construction you'd be looking at 2022. And on top of that, uh they would be requesting for those safety improvements 1.4 million dollars from the city
that they have recommended with their study, they're going to ask us to pay for. So it was a very frustrating meeting, and uh we intend on uh sending them a letter along with our representatives as we did in, I believe it was 2015, to get the study underway and completed because it was delayed. Right. And so uh we're going to be asking for, at a minimum, that uh they get the earliest date for the construction, not just the design, but the construction, as well as integrating those safety improvements with the resurfacing project
that they will come through to the resurfacing and uh say, you know, we're good for 20 years. Right. And then here we are left with the roadway with the existing conditions that were identified in 2013, 2016. And I think most of the residents uh that live in the city, that visit the city, they all know the concerns. And so uh we will be sending a letter to our representatives uh seeking uh those items. And so I just wanted to let you know uh ‸ give you an update
