Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
483 suspect passage(s) marked in place; inspection incomplete: language review; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
62 short machine repair(s) (71 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.5% of 17,390 content words.
Dotted words (424 places) are ordinary wording differences: hover or tap to see the other reading.
483 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
00:09:56 (7 s) — neither reading has words
00:51:42 (7 s) — neither reading has words
00:52:36 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

every week, somewhere in the United States. Mayor Blake knows this, and I am proud and honored to do so. First of all, I came here tonight to announce our 5K that most of you are aware of. We do a Run for Responders 5K running event every January. It is the first Saturday of the year, which will be this year, January 6th. And it is a nighttime running event. And we raise money for first responder mental health. But really what I wanted to tell you is that

you, Mr. Mayor. This is our second public hearing for the adoption of fiscal year 2024 budget. The format is going to be very similar to what we did in the first public hearing. So again, I will state this is the second public hearing for the fiscal year 2024 budget adoption. And millage rate adoption. So in the first slide here, similar to what we stated at the last the first public hearing, the state statutes requires us to adopt a final millage rate for fiscal year 2024 and then adopt a final budget for the fiscal year. And so we're going to take this in two steps, just like we did in the first hearing. Also, in accordance with state statutes, we have to have a balanced budget by October 1st. So when we did our first public hearing, we under trim statutes have to notify the tax collector. And so that first public hearing notification goes on the notice of proposed taxes for the next fiscal year states when and where the first hearing will be held. And then before we had this second hearing, we actually have to advertise in the local newspaper. Uh, we have statutes that require how, what size the ads are. And it says that we can advertise no. Earlier than five days and no later than two days before we're having this public hearing. So I'd like to notify council that that

familiar to all of you. Uh, this is a listing of what the millage rates are. Uh, some of the figures have been updated since the first hearing. Um, but if you look at the millage rate, it looks like

but they're actually collecting roughly about the same as what we will be. And so as we've discussed in previous meetings and budget hearings, um, there's a large percentage of properties in the city that paid little to no and nothing in property taxes. And that's why this increased, uh, millage rate of 0.5 mils is necessary to pay for the increase in costs that we have, which we'll all go over when we get into the budget part of the presentation. So, uh, as with the first hearing, uh, we'll pause and let council discuss this is standard issues. Um, I will state that the total fiscal year 24 budget is $168,949,095. The

Um, the reasons for this millage rate, um, that's been discussed in the, uh, public hearing, previous public hearing and in all the budget workshops, um, was for public safety salaries and benefits, mandatory or critical capital equipment, maintaining essential ‸ services, and then to absorb other inflationary costs like electric and gas and, um, just
cost the supplies. And so, um, as we've discussed in the previous meetings, the millage rate, um, didn't even pay for the increases in public safety. And I'll ‸ make note that that's for public ‸ safety, rank and file, um, because we were getting a lot of pressure from the other cities that they're all raising their salaries. Um, salaries and so we have to remain competitive and be able to attract, um, officers and firefighters to be able to come to the city.
another job is what's the salary going to be? Um, so that's why we, it was necessary to do some, um, significant salary changes for police and fire. So I'll pause here, uh,

rate is up 7.75% and the revenues are up. Uh, the, uh, property tax revenues are up 25%, but you can see that that only nets us the 2.2 million. Whereas, as, uh, Mrs. Bowman said, the other cities are actually decreased their millage rate and get, uh, if not the same, uh, near the same. And, and, and in some cases, substantially more of revenue than, than we get.

Though he didn't know about that, he proposed budget ended up taxing his kingdom into ruin. Both the American Revolution and the French Revolution were fought primarily as a result of high taxes from their governments. This proposed budget is almost twice the increase percentage wise of any other municipality in Brevard County. And there's only one that is less than twice that. ‸ While the millage rate is at 19.3% increase over the rollback, the revenue is actually 25.5% increase. The city has amply funded with reserves and cash to operate.
time. And this deals with how capital improvements are funded. I will also note that it has not gone unnoticed that the last two millage increases have occurred on off election years. I just want to give you one story and this is my next door neighbor.

I want to always make sure that I can live there and be safe and enjoy it. And if it's going to take more money, so be it. I go out and have a meal. And it's so much money, I can't believe it. If I was throwing that towards taxes, I'd feel better than having a meal. It's terrible, as you all know. So I'm kind of in favor of bringing the tax up, but I'd like to know a couple of things. I don't understand the percentages and all.

I hear 25% and then I hear it's only a $9 increase. Um, is that for those with, uh, homestead exemption? And I was also told that people that have been there for 10 years, it won't be as much of an increase at all. What about for those that have not? And what about for those that are landlords without homestead exemptions?

run a business in the city of Cocoa and I'm concerned for my customers. They're already struggling as it is. So I just don't want to see something causing more people to go out on the streets. And if you want to run a property like, uh, 1207 Willow, I used to take care of that property and I know it's for a business that rents out to that house. What would that increase be there?
to those folks who are captured by the homestead exemption. And so save our home says that, uh, regardless of how long you've been in your property, um, your increase in the assessed value can't go any further, any higher than 3% or the CPI, whichever is less. Um, depending on what index they use. If you're not captured by save our homes. I think that the cap is 10%.
by save our homes and someone who's not. And, and, and some instances in most instances, ‸ it would be a landlord who owns a rental property is not, uh, captured by save our homes. So the property, the assessed value of the property could go up by as much as 10% times, whatever the millage rate is, is, or whatever the millage rate is going up by.
Thank you very much. Mr. Reynolds. Um, I just received the card. Ms. Celeste. Um, are you asking about the tax, the millage rate, ma'am? Because we've already passed consent agenda.

Indian River Drive. ‸ I just, I sat in on the meeting last week, and I heard from homeowners ‸ whose taxes only increased by $49. And I just wanted to at least state my case. I'm on a fixed income, just moved here two years ago. All my taxes jumped $6,000 the first year just due to the homestead thing.
taxes by another $1,000. And I just want to be another voice to sort of express that. And quite frankly, if that continued to happen, maybe some people in the room would be happy about that. But I can't live here anymore. I just can't. I mean, we're on a fixed income. We invested in this property. And I just want every, you know, I want to have an, an even voice or balanced voice that there's some of us that are grossly impacted by this tax. And I hope it doesn't continue on this trajectory because there's no way I can continue to live here.
that up and just make sure that there is a, a, a unified voice, not just the ones that are least impacted. So I'm not, that's it. That's all I wanted to do. ‸ All right. Thank you.

her and Mr. Reynolds. Yeah. Um, because the people that I've heard from are the people that have recently moved in. And ‸ so they are the most impacted. Yes. I was going to say that, I mean, I'm not philosophically against raising taxes. I do support the increase in taxes based on the value, the increased value of our homes. I am really resistant to the rate increase. I think the one, you know, when we looked at the figures, the 1.4 million did really well towards the salary increases. And just like what happened in 21 when we did this, three months later we found three quarters of a million dollars from ‸ a fund that was put into the general fund. So, not that that has anything to do with this, but that was an interesting development then.

on. I think I can also address your question, which is why I'm waving my hand in the air. Um, I think this is a great idea. Let's get rid of all this money and put it in the hands, put it in the bellies of our school children. That sounds great.
you would be designating four different account numbers, which I can help you get for second harvest. Each school has a unique account number and that money would be then put on the different schools accounts. Now, one thing you may want to specify, and this is really getting into the woods, that money's used in two different ways. One is that the schools buy groceries right from second harvest at pretty much retail,

their research, but the options as I see them are, um, and I'm at the bottom of the second of the third page. It's, uh, you may want to consider providing direction to staff with regards to the following. So on the low speed vehicles and that, that has a certain definition in, um, in a rule,
miles per hour or less provided that the owner operator, uh, ‸ adheres to the required safety standards. So that's an individual issue with the owner operator. They have to have a vehicle that's in compliance, um, with those, uh, safety standards. And so the council could discuss whether it wants to exercise its authority to restrict the operation of low speed vehicles in any way, such as prohibiting them on specific city roads for safety reasons. And so bottom line with low speed vehicles is, is that they can operate on city streets that have a speed limit of 35 miles, uh, per hour or less. Um, as long as they meet the requirements of, of, of a code of rule of rule of regulations there. And, and that's things like windshields, uh, lights, uh, seat belts and those

whether or not they're in compliance. Again, um, only on streets that are 35 miles per hour or less. And then, um, Abby, those can't operate on state roads unless permission is granted by F dot. And I think Abby

again, I've said, if you, if you wish to permit golf carts on city streets, a thorough evaluation is necessary. Uh, this evaluation should consider, and these are the factors that were in statute, uh, factors like the speed, the volume and the nature of the motor vehicle traffic on the different streets there. And so unless Abby tells me different and we, we looked at a couple of cities are at least the closest city that we looked at was, um,
golf carts should be allowed on. You, you have to do an evaluation on factors like the speed limit on the road, the volume of traffic on the road and in the nature of the, of the traffic on the road. So I'm suggesting that such an evaluation would be outsourced unless

in because again, no matter if we make it a law ordinance or not, it's going to happen. And I know somebody right now that's getting multiple tickets from other cities. Cause I just want to do like Rockledge did as well, where they, they, they set up only certain streets around the golf cart only. Exactly.
didn't, I didn't necessarily all the way disagree with Mr. Greenwood at the beginning about only doing it downtown. I want to make sure that it is citywide. So they won't make people feel like we're leaving, leaving the city ‸ as a whole. So, but.

Um, one thing that I wanted to stress and I agree with every single point that was brought up, but I'd like to try to keep it simple and we could potentially consider
But, uh, I think because there's already an abundance of people using golf carts in the downtown area to limit it as a, an example of how we can fine tune things, which could keep you from having having to spend any money for surveys or other input from other entities that are more familiar with it.

You got horns, headlights, brake lights, windshield wipers, turn signals, you know, and that to me is more important. Also, you have to have a driver's license to drive them now. So what they've done in the era and I know that there's other cities that was shared here that allow it like in Cape Canaveral and also satellite beach. The era was the major location where there was an accident and then that's when they changed the rules to driver's license. So rather than kill it right off the bat, let's potentially I hope that we could do it in phases downtown Cocoa Village already the ‸ speed limits there on all the streets are 15 to 25. That's it. And,
do it citywide. You could allow it potentially in the downtown area and grow from there because it's already being used. There's already ‸ a parade being planned at the end of October by Main Street. Now you're going to see a lot more golf carts just for the parade. Um, and also there's a commercial property group that they're very excited about it. They want it. They support it. Uh, Joe Whitley is one of the members of the commercial property group. And
property that they work out of and they are supportive of it also. ‸ But rather than to kill the idea, let's start small and then eventually we can grow from there.

other areas of the city that could be allowing golf carts and other parts not. And I don't want to risk any safety issues here. I think it's safer to keep it in the boundaries of the village and start from there. And then we can learn from that as well.
something that you all would consider because this is something that everybody's very excited about. Very excited about. I hope that you would reconsider and limit it strictly to the downtown area where we can grow from there. Thank you. Thank you.

downtown. I don't like the idea of using sidewalks also strictly the streets. And I think that the reason why some of the people are using the sidewalks is because they know they're really not legal and they're trying to be out of the way of the cars. But I ‸ really feel ‸ that if it's presented, that it's a test, a starting point, even just that. It's not something that is in concrete done because it's something that we could use and learn from if we start small. Okay. And it won't be as difficult. All the streets are slow already.

Is it different for events to take place? Which I'm all for the event. I'm just asking the question because I'm pretty sure. So I'm just. We do it now, so I'm just don't you know,
if the special event is a certain geographical area that's defined and it's cordoned off for for the event. I mean, I think that would be OK. I think it's when you introduce a golf cart along with other traffic on a routine basis where, you know, the law certainly applies
And, you know, in Cape Canaveral, they looked at it and, you know, some areas they said no. The consultant came back and said no. In other areas they ‸ laid out a grid. For golf carts and their professional opinion could be safely operated. So you end up with like ‸ a golf cart map of certain streets and areas. There's going to be undoubtedly interconnectivity issues as well. You know, some some areas may not be able to connect. ‸ Thank you.
