Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
365 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 15 voices separated from the audio.
23 short machine repair(s) (27 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 88.9% of 12,504 content words.
Dotted words (391 places) are ordinary wording differences: hover or tap to see the other reading.
365 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:01:20 (9 s) — neither reading has words
00:12:48 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay. Yes. This is a request to approve the memorandum of understanding between the city of Cocoa and Brevard County in the amount of $303,919. Approved the agreement between the city of Cocoa and Community Housing Initiative, incorporated in the amount of $520,000, and allow the city manager to execute all associated closing documents in order to complete the transfer and construction of the four homes within the Regina Meyer subdivision.

And then we have the additional, the agreement with the Community Housing Initiative. ‸ They manage the construction of the first four homes, ‸ and we've selected them again to manage construction of the final four homes and to find buyers for those homes as well. with 520 and Fisk LLC for construction of a stormwater treatment facility in the Diamond Square redevelopment area. We're also requesting you to authorize a city attorney to finalize negotiations and authorize a city manager to execute the final version of the agreement. One reason we don't have the final agreement is because of the timely push on this project to try to get it done. The developer of the corner of Fisk and 520 has come up with a development plan. He needed a stormwater pond and the property would not support an onsite stormwater treatment facility.
offsite location that would serve not only this facility but other properties that could be redeveloped. Unfortunately, the property that we found was owned by the state and the state has certain procedures. They can't just say, oh, here you go, Coco. It sounds like a good idea. It has to be put out for surplus property, see if other state agencies want it. There's an appraisal process and we're in that process right now trying to get that property. The developer is very anxious to get closed on this and get the project moving forward. We would, we have a draft agreement now that the city

That area would be served by the stormwater pond of about three acres. The commercial properties that would be redeveloped would pay a share of the cost of it. This pond is not going to be cheap. It's going to be about half a million dollars with the piping and structures and excavation and so forth that goes along with it. So we're working hand in hand with the city attorney to get a fair agreement that the properties that would benefit would pay their share. So if there's any questions.

Right. The developer cannot close on his property without having a commitment from the city that he feels comfortable moving forward. So. Okay. That's kind of where we are. on that? Well, no. Procedurally, the charter requires that there be a minimum of three votes to vote on any item. That would include an appointment to fill the vacancy. So a minimum of three council members would have to agree to appoint an individual to fill the vacancy. Now, under your current rules of procedure regarding nominations, the council can use that procedure where of the three candidates, each individual council member has the ability to nominate one. And then you close the nomination portion and then you consider the nominees. So it's just a majority, right? And then, well, each council member has the ability to nominate one person to be considered. If there's only one nominee, then, you know, it seems that there's a unanimous consent to vote formally and appoint one individual. But if there are two nominees, you basically have narrowed down the choices from three to two, and then you can deliberate on the two nominees. You see, that's the way the current process is written into your rules of procedure.
a nominee into contention when there are multiple candidates vying for a particular board position, including the council. So you have your nomination process first, where each council member can nominate one person, and then after the nominations are closed, and you consider formally vote, trying to vote, and appoint one person to serve and serve the vacancy. Does that make sense?
Yeah, I'd go ahead and read the item. Okay. ‸ Item number seven is to consider the appointment of a qualified candidate to fill the vacancy and unexpired term of city council district seat number four through November 2018.

‸ I don't have the opportunity to vote for. This whole process of appointing somebody that the citizens don't get to vote on is really not comfortable for me. But, well, and just so everybody knows for National Night Out, ‸ we kind of, about two years ago, we looked at what we were doing for National Night Out. And as everybody knows, National Night Out is really about the neighborhoods. It's about having an event in your neighborhood and coming out and getting to know your neighbors.

You know, and I had talked to some of the people during Crime Watch meetings, and we had talked to some of the local business people, and, you know, they were saying, you know, when we brought it up, they said this would, they all agreed, you know, it really should go back to the neighborhoods. Last year, we probably had more sites than this year.
it a little bit easier so that everybody could maybe get around to each location. I know there's several ones in the different districts. You know, hopefully those council members will go to theirs and their districts is kind of the hope. I know that's what a lot of the neighbors would like to see. So that's kind of the reason why we did that.

All right. So just one item I wanted to mention, the Florida Ave streetscape project is officially underway. You've probably seen signs, ‸ the staging taking place down at Rosa Jones and Florida Ave. It officially began on September 12th. It's a 200 day, 210 day project schedule. So we're looking at around April, May, hopefully for completion. It's a really unique project.

portion, but it also involves the utility waterline replacement as well as stormwater. So we have COCO CRA utilities, public works all contributing to this project. So it's a multi-layer project. So it's going to be starting, probably groundbreaking, actual groundbreaking will start next week.
and kind of doing a block by block segment approach. So to really try to create as little disruption as possible to the traffic and also to the businesses in the area. So they'll kind of take a segment, block that off, kind of work on that, and then move their way north. So really excited that that's finally underway. And that's it.

They were worried about, I guess, a lot of the businesses were calling and they were talking, and they were worried about a total road closure for a long amount of time. And I said, I doubt they're going to do that.
And the project manager is Charlene Neuterman. So she's been, all those calls are going to be funneling through her. And she's been, we've been working ‸ with the business owners. The original project really ended at
we're working with all of the property owners and businesses to really kind of, as little disruption to them as possible throughout this whole process. So, but Charlene is the contact for any of those issues at this point. And if they need to come to me, they can speak to me or obviously with that as well.
Yes, sir. I just have one item tonight. If you've been watching the news lately, you may have seen a contamination and a sinkhole over in Melbourne or I'm sorry,
It's over in Western Polk County. Yeah. But it was a contamination that hit the Florida Aquifer. That may sound familiar to you. That is where we get a source of our drinking water from groundwater. So some folks have had some concerns, interests, phone calls, so on. So I figured I'd put out some information for people who are listening and for your benefit as well. So you understand ‸ Mosaic has monitoring wells around the sinkhole and no offsite contamination has been detected thus far. The contamination site is
‸ Department of Environmental Protection is on site and was on site within 24 hours and has been there since, observing all the remediation efforts and all of the future enforcement and cleanup efforts. So it will be closely monitored. Mosaic is using the recovery wells to pump the contamination contaminants back out of the aquifer is part of their plan right now. So kind of what went in, they have other wells on site where they can go ahead and try to attempt to extract those contaminants back out of the water, bring that water back up to the surface and
It's one of the biggest aquifers in the country, one of the most productive ones. But it's more important maybe to understand that kind of central Florida,
Everything east of Orlando drains towards the Indian River ‸ and or the ocean and everything on the west side drains towards the Gulf. So Mulberry being in Western Polk County, the probability or the possibility of contamination is fairly minimal for us due to a lot of reasons, but ‸ simply just because piezometrically, hydraulically, it flows westward. Although ‸ certainly we keep an eye on what they're doing. And like
they have onsite monitoring wells as well as wells where they're pumping. So right now the contamination has not left the property of mosaic, at least for what we know today. So ‸ that's all I wanted to share.
Just one item, sir. Council, I just wanted to give you an update on our health center partnership. We've been meeting regularly with cities of Rockledge, Satellite Beach, and Cocoa Beach to form a partnership where those municipalities will be able to use our center and Satellite Beach is building a second location. And so we'll have access to that one as well. So we'll be adding additional hours with Dr. White. Yeah. That's good.
offset some of the hours to bring the cost down. So we're still working out the total hours. A lot of employees have asked for earlier hours to start at 7 a.m. on some days. So ‸ we're looking at different, you know, different ideas.
agreement to council, most likely the second meeting in October after all of our, our attorney and the other attorneys have approved all the language ‸ changes and stuff.

I'm happy to say we'll give Coco Bragging rights. We have a new member here with us out of District No. 4. I'm happy to say it's a pleasure to work with you, ma'am. And I look forward to great things coming from District No. 4.
where all the men will come and bring their sons to the event. Which we talked and spoke about inspiring our youth. Also, this week, fathers are walking their kids, the sons and daughters, to Endeavor Elementary. And I was happy to say that Principal Wilson and his staff did a phenomenal job. And so, kudos to them. Also, Friday, ‸ past week, September the 23rd, we had my final meeting for FMIT,
We talked about the health reinsurance renewal under the leadership of Clay Austin. And we talked about, with Dr. White, how other cities and municipalities were going to possibly collaborate and cooperate and join us. Making it, there's power in numbers. So, I was happy to say that we spoke highly about what takes place right there on Hewlett Street and the positive impact that it has on the employees in our surrounding area. Mr. Belden.

‸ Well, ‸ it's my understanding their financial situation has gotten to the point it's difficult for them to provide these services to the level that they have provided in the past to ‸ their clients due to their funding availability. quite consistently every day, I just want to make sure the citizens of Cocoa and the surrounding area are protected in reference of mosquito repellents or the county providing that services. So if you can bring us back some information, because several members of this community have called me and inquired about that. The mosquitoes.

Yeah, ‸ we have received a few calls with some concerned residents regarding the spread of Zika. And we have created a link on our webpage that links them back to the county as they have a taxing district for mosquito control throughout the county. Mr. Mayor, if I may, just quickly, with regard to the Florida Avenue project, our project manager will be on-site at El Charro's in person to go through with the property owner or business owner the actual plans for that project so he's in full understanding, as well as the rest of the businesses along that corridor. Right. And I'd also just like to add to what Steve was saying as far as partnering organizations. The Space Coast TPO was also a partner in that project. You know, that's a significant project that we've seen on Peachtree.

But it looks great now. They had a great contractor come in there and finish it up. So that was good. All right. I just want to rifle through a few things. If everybody remembers, does everybody remember the ‸ boat crash and the little girl that was trapped under the boat? Councilman Blake and I.

But we went to the ‸ two-year-old ‸ birthday party of Kennedy, the little girl they found under the boat. And it made national TV. And her parents, Tammy and Brian, invited us, basically.
mean, it was probably 100 people there. Most people were under 30. But it was a nice little event. They rented the Civic Center and turned it into, like, a playroom. That was kind of cool. But they were appreciative that we showed up. And so we ‸ spoke for a few minutes to everybody and then left and let them have fun.
I hate to wake up in a couple days or a couple months and one of those things goes down. And we've got another sunk boat problem. If we can, you know, I'm not really sure what ‸ to do. I mean, how are we going to address?
This was a there was an appropriation approved by the Florida legislature in the past session of about a million dollars for derelict vessel removal ‸ along the east coast of Florida. There were, I believe, seven eligible counties of which Brevard County was one.
some of the ‸ vessels in our cocoa basin. And ‸ they were happy to submit a countywide application. And so those vessels that are in our basin that have been legally declared derelict are on a list for the removal that we will be submitting to the state for reimbursement. And so those removals, it's my understanding, will take ‸ place this year. There is an additional $200,000 that was appropriated for emergency use.
and when I say at risk, at risk of sinking and actually hitting the bottom, there is an application process that we can go through to try and get that before it sinks. So those that are out there observing, if you could, just keep your eyes peeled. And if you see something that looks suspicious, which I'm sure you will, go ahead and notify us, and we will follow the proper procedures to ‸ get that taken care of.
