Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
875 suspect passage(s) marked in place; inspection incomplete: language review; 5 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 44 voices separated from the audio.
69 short machine repair(s) (81 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.2% of 36,417 content words.
Dotted words (843 places) are ordinary wording differences: hover or tap to see the other reading.
875 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (5 stretches). Something may have been said here that the transcript does not have:
00:17:04 (8 s) — neither reading has words
01:24:05 (16 s) — neither reading has words
01:44:24 (6 s) — neither reading has words
01:45:19 (6 s) — neither reading has words
02:43:37 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

participation in a program called Top Dog. And for those of you that aren't familiar, it was a program where officers and their canine companions work together. And if you have never seen it, it is quite a phenomenal thing. It just shows you one more way that animals enhance the lives of humans as companions. They hear for us. They see for us. They ‸ walk before us when we're in war time, sniffing out bombs. They are drug dogs. ‸ They're there for us. They know if we have epileptic seizures. I could go on and I won't. I'll just focus mainly on Canine Bear and Officer Rhodes. And their presentation was exceptional and phenomenal. And we were very

So if you haven't figured it out yet, this is Officer Dan Rhodes and Canine Bear. And they won the show Top Dog. And it is based on how attentive and communicative the animal and the human are to each other. And lives do depend on it. And he puts his life on the line as a canine just as much as the officer companion. So we are really very proud and very honored to recognize this. I mean, so we have this plaque. It's a Humane Hero Animal Friend Award presented to Canine Bear and Officer Rhodes. Excuse me. In recognition of achieving Top Dog Award, which highlights the human-animal bond in its finest.

Paul Camus, [address] In front of you, front page is a photo. It's looking from Forest Avenue at Olive Street heading west. And as you proceed west, if you'll flip to the next page, you'll see a photo of a tree beauty contest sign that said, Winner. So, I live across from that sign, and there's more traffic through there.
I've seen you guys out picking up litter. I do the same thing. And where I really enjoy doing it at, it's strange, is right there at US 1, if you flip the next page, you'll see a photo of looking to the north.

I know it's delegation, I don't want you to delegate this to anybody, but if there's someone within range of my voice can hear, that needs to be mowed. Because I bet like you, I'd much rather pick up a big piece of litter than multiple little pieces that were run over by a mower. That's all I got. Thank you. God bless.

I promise you, it won't come from this side either. So this door is going to swing both ways. But what I'm asking, let's do things decent and in order. We're going to address density, traffic, also proper notification, also the people that were affected within 500 feet of this agreement that was already established between the county prior to tonight. I know we're talking about access roads. Let me get it right. Friday road. Also James road. We're talking about the point of interest. I know there are a 418 potential homes that could go in there. And
to three cars. And I get it. I get it. Trust me. I get it. But all I'm asking, ‸ just listen to the facts. The actual facts. Please ma'am. Please sir. And also there is a concern about the infrastructure. Sewer lines. Traditionally we're talking about eight inches, potentially up to 12 inches. And

the county agreed not to appeal the case with the Florida Supreme Court. So the developer has purchased the property and seeks to construct a low-density residential subdivision of approximately 418 units on the property that is consistent with the terms and conditions of the preceding development agreement and the

The project will include the creation of private recreational common areas, green space, and amenities. The in compliance with the City's comprehensive plan, the developer agrees to seek a City zoning designation for the property of PUD planned unit development, which is consistent with the very low-density residential future land use map designation. As you talked about earlier with the ingress and egress points, pursuant to the stipulated settlement agreement, the project shall have two public road access points, and the developer acknowledges that the stipulated settlement agreement requires a developer to coordinate with Brevard County certain transportation improvements at Friday Road and James Road. The developer agrees to discuss and coordinate those set improvements with the county in conjunction with the developer's application for final plan approval. The project shall be substantially developed in accordance with the preliminary site plan attached to the agreement, and the preliminary site plan is intended to be the general blueprint which details key aspects of the future physical development of the property. As you indicated earlier, Mr. Mayor, the density of the property according to the site plan that we have received is two units per acre, which is a half acre per house per unit, and with a minimum lot size of 50 by 120.

There are amenities, there's a dog park, there's a walking trail, and they've also done some wetland mitigation to improve that area and ‸ also some stormwater retention areas.
And additional revisions to this agreement will be necessary as and may be required. And in the event that additional technical work needs to be completed, we are asking that council grant the city manager and the city attorney to work with the developer to make those changes with this stipulated implementation agreement in order to get to the final agreement for approval. ‸ Any questions, Mr. Mayor?

It's the very north end of the Friday Road extension. This property will directly abut my property on the north side and the west side. My concerns are several. One, we're in a very low area. We're in a flood plain. We had to purchase flood insurance and we're on a stem wall, a 33-inch stem wall, and we still had to purchase flood insurance. When we have big rains or steady rains, we have ponding in our yard that lasts sometimes several days. That is prevalent in our neighborhood. My other concern, before I get to environmental, and I'll be quick, is that is a rural, quiet, one to two acre lots subdivision all around us. There are no multifamily houses. I think they're going to be

So you must recognize me because I'm the lady that is always walking her dogs and people driving by me. I'm always waving at them and our neighborhood is, I mean, people are always waving at you when they drive by in their cars or their golf carts. So I'm assuming you recognize me, right? Every one of you have seen me because you've been out there and looked at the property. But kind of similar to what everybody else is saying, that is a rural area. People walk their horses. Hopefully they ride their horses more than walk them. They walk their dogs. Their kids are walking. They're on their bikes. They're on their golf carts. And ‸ that's the neighborhood that we would like to keep. And ‸ I can't even fathom how that will happen if you add 800 more cars onto that property. Those are county roads. They're only two lane roads. I don't know how ‸ we will ‸ ever be able to get out of that area because those traffic lights, ‸ it's hard enough to get out of there as it is right now. But ‸ if I could just kind of understand, what is the plan to help with the congestion? There's only two ways out of that area, Cox Road and Friday Road. And it can barely handle the traffic that is on there now. So unless there's some miracle solution where you're going to have a northbound exit or a westbound exit, I'm not even sure how this will even work. So at some point I would like to understand that. And because, I mean, we, it's really barely handling the traffic it has now.

And I would like to make a request if we could. I've got the official subdivision map that shows all the parcels. My main issue at this point deals with flood water runoff and our system that's already overtaxed. For the last two years, I've lived in that particular house for the last six. And in the last two years, we have seen increased flooding exponentially. To the point last year, I had to call the county and ask them to please come out and see what the heck is going on with our stormwater runoff. ‸ All of the culverts were full. I've been there for 16 years and I love our neighborhood. I have concerns and I looked at the map that was online as many of you have already and they're describing this property as low density housing which typically refers to residential areas properly occupied primarily by single family homes or buildings with smaller number units, etc. So my concern is if it's a single family home at
well, I don't know because my concern is what the when you say low density is the units that can be put on these and that can occupy two to three more families. Now you also said that these buildings will be a maximum of 35 feet tall. Typically a three story building starts at 33 feet tall. So that tells me that these will be multi-unit dwellings. If this is a multi-unit dwelling, we're looking at 418 units times two if ‸ it is a duplex. You're looking at

‸ I just I have concerns over this and I do have concerns about what the buffer will look like and ‸ aesthetically how will this impact our neighborhood and our property values. Again, you know, is our taxes going to have to pay for the infrastructure going on to Friday Road and the sewers being put in for these units that we don't even own. So thank you and have a nice day.

guarantee you that water's got to go somewhere. What might have been approved in 2007 is nowhere near what needs to be looked at now. So my request is, as the other gentleman said, this whole thing be tabled until a complete new study is done because that has no business being the density that they're talking about there. Thank you.
Is it okay? Can I remove my mask? Yes, ma'am. Thank you. Yes. I'm Patricia Scott and I live at [address]. I am in the county, but the city limits are just border on the south of my property and I'm in the curve, the only curve on Friday Road. And I happen to be the trash pickup lady out there. I have cleaned up Friday Road from 524 all the way down to James Road, 2.1 miles. And I now have a helper, a retired gentleman that lives near the church out there,

So I'm on almost 10 acres and we left as much as we could native. And I love the wildlife and all the other stuff. And because it's rural residential one acre lots, we never had horses,
two neighbors, two horses. But, you know, we love all of the wildlife and I love that it's native. But I tell you, it's been a disruption. I now have a Buddhist monastery on the south side of me and we've had to deal with the Flying J truck stop, which I know,

Hi, good evening. I was part of the group that fought against the original development back there for some of the same reasons. I appreciate the fact that it's lower density now than it was. There's still a question of will it be multifamily?

Sorry about that. And so for us, obviously, you've heard the density, traffic and drainage. On both sides of James Road, or both sides of Friday, both sides of Cox are ditches, drainage ditches. So we get all the water from the city of Cocoa. James Road is the great big 20, 30 foot ditch that everything drains into and then goes out past that proposed development. When it gets blocked up, our front acres all flood.
if we keep shoring up our properties, the city of Cocoa floods. So we haven't done that, obviously, because on our side, we probably could shore it up to protect ourselves. But that's not fair to everybody. And it doesn't happen often. Twice, I think, since we bought our property in the 90s.

back. It is, for most part, it's agriculturally zoned, which allows horses. Chickens, ducks, goats, you name it, we've got it. So that way of life isn't going to jive with a high density 800 cars.
amongst the other wildlife. And there was just a sandhill crane that was killed right in front of 524. I mean, it's egregious the kind of traffic in a short, dense little area. And I don't know what the solution is other than reducing the density to begin with to minimize that negative effect on the rest of the neighborhood. And then it's if they're going to be five houses to an acre, which is what the math comes out to, what are the prices of those homes? What does it do to our prices of our homes that we've worked in our whole lives for? This is it. This is our retirement.

I just, it just doesn't make sense. It's just never going to work. All of those cars, like she said, James Road has a massive ditch to the right side. Well, depending on where you're going on the right side, people's driveways are on the left side. So what if the mail lady stops to deliver mail, the garbage man to pick up garbage. Now you have that two lane road down to one lane with now the one lady was saying 2,500 cars potentially.

It's probably going to be two miles at least down of traffic every single day for, and that's going to be our lives now. I mean, I have, you know, sometimes when I'm feeling active, I will run or walk down James and sometimes I can go down back and forth from Cox to Friday and never once see a car sometimes. ‸ And so now we're not, ‸ we're not even going to have that now where we can walk, run, do any of those things. It's going to be just congestion like crazy. My husband and I lived in Fort Lauderdale. We live that life. We don't want to live that life anymore. So that's why we're where we're at. have no legal basis in the fifth district court of appeals. However, the ‸ court ruled since the county was not ‸ injured party, the annex was allowed to stand. So you guys really didn't win, but you kind of played the play the corners, I guess. This evening, I believe the stated purpose of this meeting is to determine the home size of the development. And we've talked a little bit about that and said that the smallest size would be 1500 square feet with 1800 feet being the average. I still believe that you guys are missing the opportunity to put together a development that more closely matches the lot size and character of our neighboring properties.
indicated the perimeter lots would be 70 by 140 with a 15 foot buffer. ‸ The agreement also speaks of a density of no more than 2.03 units per acre with a 212 acre total. Well, you say the low 400s, but as we've said, the math doesn't exactly work out for the actual lot size.

many aspects of it that need to be revisited so that we make sure that we're doing the best thing for the city of Cocoa and for the people in our area. I moved here, uh, to Cocoa about a year and a half ago from Jacksonville, Florida. We have a port, we have Amazon, and we have a two lane road that would come into our development.
would take three hours sometimes because of the bottleneck. That's exactly what they're doing. They're creating a bottleneck going into this rural area and out. It's a safety concern because there are bus stops. There are children. I have a 10 year old. I have a 12 year old and I have a 14 year old. We moved here because we wanted to be able to live in a safe neighborhood where they could walk down the street and I wouldn't have to worry if they were going to get hit by somebody going around a bus and hitting my child. So, you may see there's not one sidewalk on Friday Road. So, those kids have to stand there. There's a ditch and there's a road. And they're standing right there. So, if somebody who's in a hurry, who's late for work, who needs to get around a bus, goes around a bus, you potentially could kill a child because there is nowhere for them to go.

We sit there like everyone else said and you can't get out. It's already a bottleneck. If you create a bigger bottleneck, you're going to create a safety concern for the ‸ wildlife. You're going to create a safety concern for our children. And we have a lot of younger families moving to the area and buying up those homes. So, we have a lot of kids in this area.
not just retirees. It's a safety issue. And, you know, I've been out there. I see the wildlife. I saw the baby crane get killed. I saw them pick it up on the road. You know, that's an issue.
So, when I got here a year and a half ago, the biggest change I saw was the FPNL removing the older poles, putting in the big cement electrical poles. They filled in a lot of that area.

If you take 212 acres and you take away conservatively 30%, you're still going to, it won't work. It won't work. Mr. Ward a little earlier talked about the drainage problem. It's real. One of my colleagues and dear friend, Mr. Lightholder over here, he's a general contractor like myself. He says, he just sent me a picture. mr. mayor to start I mean the motions kind of incomplete and there's a post motion to postpone, but there's really no, this you know, there's no date. So to the extent I'm not advocating one way or another but to the extent that the matter needs to be postponed I would recommend that you give a date when you want this to be to be heard again before the City Council especially given the fact that all the advertisements were put out in the notices so
mean so whenever I get something in bullet print like this I'm alerted then the fact that I didn't get it till Friday we've got she got a budget hearing tonight. So as you know, we've had a lot on our plate. and we get an agenda packet like that

essence there was a motion to postpone delay is not around the Roberts rules I'm interpreting that to mean a motion to postpone you know as I indicated I would recommend that that motion you know that you provide a date to when you want that to come back because the motion is incomplete. But there is a second on the floor. So, if that motion fails, then the council, it's within your prerogative to vote the agreement up or down this evening.

issue is a matter of what the developer wants to bring forward. And, you know, there are a lot of folks have said that that, that that is one of the bigger issues there. And so, you know, that's not a technical issue because I don't believe that ‸ what

one of the technical issues? well We have a lot of, there's still a lot of uh issues with regards to utilities. Those those are you know not going to get solved and and Jack can talk about those but those are you know, where you run the utilities, where you connect up to the utilities there. And so, you know, the city is required to actually bring the utilities to the site. ‸ so that probably is one of the technical issues um

that to run a line continuing down into the property for them to, do for the developer to connect to for all of the lots. Those, those fine points haven't been worked out as far as the exact locations of where those lines will fall. And that's mostly due to the bright line train and and not knowing exactly where they will need some water and I think Jack can probably expound on that a little bit more. oh
we're working out kind of the details. um and as, as was stated, uh we're looking at running uh waterline underneath 528. And what used to be a contiguous property is now separated by a piece owned by bright line to the north, as well as this developer that's in here. So there's some technical issues like the definition of a point of connection, which there's no argument about, but the actual legal definition differs than the actual point because there's a new property where there's really going to kind of be two points of connections. But the waterline is still going to go all the way through. But we need to make sure we have an easement over the bright line property, which is the sliver on the north of this property, as well as an easement down this property down Friday Road to, you know, to extend the water line for the purposes of this. Same thing for the reclaim and the sewer. They'll all be provided via extensions that will go underneath 528 and be served from
Yeah, sewer and reclaim, same. same So we're required by by the original settlement agreement to provide services to this property. um And so, uh actually there's two settlement agreements, but but we're required to provide services to this property. So, the only way to get sewer to this side

You know, as you know, the council received the agreement onon Friday. There were a couple of other, like, timing issues on the utilities and all possible alternatives regarding a drainage easement that we hadn't had enough time to, you know, complete the analysis on that. So they're really kind of just technical utility issues that ordinarily the staff handles under its utilities technical specs manual in terms of running lines um and timing. In addition, there were a couple of minor corrections that needed to be made to the plan. I mean, they're basically scribblingas errors. ‸ a point of connection was shown in the wrong location. A couple of the notes and you know needed to be eliminated from the from the um you know the plan document. I mean, just very, very technical. um So that's what we were referring to.
Yeah, I just wanted to ask, Jack, it sounds very expensive to get a line over there. Drilling under 528. would Do we have any idea what the cost to the city will be or is that covered by the development? No,

relive to the development and the alignment of their entry, which is part of the northern development that bright line currently has, um you know, that that is all connected to. So um we have a task order in place for our engineer to do the design, um but he's kind of holding until final alignment is decided so that, ‸ we can do the survey and then extend, you know, the services to the to the property as stipulated in the agreements.
Right. And I think just to re reemphasize you know, because I know maybe some of the council members weren't here, um you know, the property to the north of State Road 528 and this property,

so I don't have control over their permitting or you know their approval process, which directly affects this particular property, but is connected to both properties, because I need the alignment to line up between the north property and the south property. The easements need to line up, and we need to kind of get everything together and going across. If d ot decides, for whatever reasons, that they don't particularly like that alignment, they could just ask us to shift it, and then we would have to petition and get the easements in the alignment for both properties, again, to support that, and then nobody's disagreeing with that. I don't think we're just technically working out the language to make sure that everybody's uh is kind of protected if things were to go or change, and that those are the kinds of details that we've been working out with the attorney's office.

Again, it's going to be in two steps. First step is I'm going to present to you the information on the military and then I'll present to you the information on the budget and you'll take two separate motions. One to adopt the military and the other one to adopt the budget. And so the budget has been developed with assumption of using 6.4532 mills and the state requires that we budget at least 95% of the
The budget has actually been developed with an assumption of a 97% collection rate on the avalorum. So in developing the budget and looking at the millage rate and the actual budget, the expenditures and the revenue, we take a look at the fund balance policy each time refer to that look to see what kind of things can be funded with the fund balance and what things have to be funded with ongoing operating expenditures. So this is a slide demonstrating the fund balance policy that was adopted by city council in 2010 and then again in 2015. This is a graphical picture showing you the history of the avalorum taxes. As you can see the economic downturn hit a low spot around 2014 and the revenue is back up to where it was back in 2009. This is numerically the history and as you can see, we're experiencing a 4.3% increase in our avalorum tax base in this fiscal year 2022.

I pointed out as discrepant in my calculation of projected revenue. And I emailed all of council and the city manager of this about this asking for an explanation. I received absolutely no explanation when I asked about this $24 million. If this $24 million or anything close to it exists as a potential revenue that's in our city budget, we should not be raising millage to raise $800,000. That's ridiculous. I would like an answer, please, as to what happened to that $24 million, which I see coming into the city but is not reflected in the projected revenue. I requested a copy of this proposed budget for the 9-14 meeting. Guess what? The only reason I got it is because a council member lent me theirs. There was no citizen access to the entire budget document prior to the 9-14 meeting. This is appalling. How are people supposed to participate meaningfully when they can't get their hands on the entire budget document? That's terrible. I remain disappointed that we pay a consulting firm tens of thousands of dollars for the stormwater fee rate levels and also for calculation of fire fee. And both of these structures take money from the poor and give it to the rich. They're both regressive.

change of the rollback rate. The millage rate to be levied is 6.4532. Chair is requesting the approval of the resolution number 2021-087 adopting the final millage rate of 6.4532 mills for the city of Cocoa commencing on October the 1st, 2021 and ending on September the 30th, 2022. Chair has made a motion. I'll second. Looking for a second. Second by Councilman Dowell.
was approached by senior staff as well as, you know, members of this council that I've somehow fallen out of the team, not consistent, didn't vote with the group. that executive session, we learned about ‸ the drivers ‸ for increases in wages. And of course, I want our workers to be paid well. I want our essential workers to have their pay grade brought up because they were, they have not been competitive with some of the other Amazon and Walmart and whatever's coming in. So lots of anecdotal evidence in regard to the need to raise wages. So we looked at bringing up the tax rate, but that's, we have to, you have to post it high because you can't go above that. You have to post it at the maximum. Okay. We went into contract negotiations ‸ and then we come back with the budget and we see that we have capital expenses equal to the 562.

Because that's the reason why they had the opportunity to make those negotiations based on our conversation that we had during the executive session. That's my only argument. Yes, sir. Yes, ma'am.
Our raising this tax rate is not based on raising those salaries. We have capital line in that budget equal to the amount we're raising in the millage. We could have gone back when we did that $8 million.

infrastructure, those items was brought up by staff recommendation from different departments. And if I'm correct, a lot of those items were voted unanimously, well approved. It wasn't, I don't know where to stand, what three people spent $8 million came from.
‸ a number of different things and different funding sources recall that we had the American Rescue funding and we gave you a listing ‸ of projects that you could spend that on. We also gave you a listing of projects that you could spend the fund ‸ balances on.
Mrs. Dolphin in her correction of the editorial, the fund balances are the current fiscal year and really have nothing to do with the tax rate increase that's proposed. The tax rate increase that's proposed is specifically so that you can give pay raises to staff and most particularly to those union members as we negotiated them. And so
does fund salary increases for the proposed fiscal year. The fact that the number ‸ that is the fund balance for capital is comparable is just merely coincidental or really has nothing to do with it. We are funding capital.

your capital with fund balances and we are funding capital with fund balances. So, and then there, the other issue of a $24 million discrepancy. There is no $24 million discrepancy.
The revenue does not come in an equal amount each month. And so if you do a calculation based on revenues coming in at an equal amount or an equal rate each month, you're going to do the math wrong. And so to call the incorrect calculation of how revenues come in a discrepancy is not factual. So again, the military that's proposed was specifically as we outlined to you in two private sessions was specifically for raises, most particularly to those members of staff that provide direct services to the public.

which you can't have a budget until you have your military in place. And so now we're going to go over the budget itself. So again, we review the fund balance policy as we develop the budget, trying to make sure that we're balancing our revenues and our expenditures and then looking to utilize any excess fund balance for any capital for the most part capital or one time expenses. So first we took a look at revenues. So we go through revenue

provided them the original contract from Florida Historical Society, had them make some changes ‸ based on what their needs may be to potentially take this over in fiscal year 22. So ‸ there's a few items here. There's six different items that we pointed out that we kind of need your direction on ‸ whether or not we proceed with that contract. I do just want to reiterate that next year we ‸ have no budget for this. There's nothing approved. So ‸ if we proceed without without that direction, we have to go that route right now. So we would
Flag: numbers, amounts, negation or names differ between the machine readings · 03:10:54–03:10:57 · unresolved: the words are not shown (unclear audio); listen to the recording
do with the property and the building itself. So I just want to kind of recap some of the past with that and then and move into some of these items. So the the six different items within that that lease agreement that were kind of noted by us as changes and what the original lease was with the Florida Historical Society. One is the removal of the trails. Originally, the Historical Society, they they operated and
Flag: words were replaced by a machine repair · 03:11:29–03:11:29 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
those trails. They handled the gates and everything associated with that. So if those are removed from the lease, that would be something the city would then be responsible for the budgetary impact of that.
wouldn't go through the 501 3C. The next item and I'm going to go through all six and then if there's particular questions about each one, we can go through that. And I know representatives are here as well for questions with that. With the Florida Historical Society, that lease that began in 2019, it was supposed to be a 70 year lease. It ended up being a little bit less than two years. We're looking for direction on what the preferred term of that lease would be. If we just want to match that at 70 years or 10, 20, whatever that may be. And I think I'm sure the 501 3C would probably have some preference ‸ on that as well, but that'd be tough to forecast out that far. They're also looking for
Flag: numbers, amounts, negation or names differ between the machine readings · 03:12:40–03:12:44 · unresolved: the words are not shown (unclear audio); listen to the recording
and operating expenses. So be their phones, telephones, various interior equipment and furniture and things like that, that they would need ‸ to run that museum. They're seeking a reoccurring contribution from the city. We discussed this a little bit, whether
Flag: words were replaced by a machine repair · 03:12:59–03:13:00 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
be reoccurring contribution from the city or a budgeted amount within the facilities department of the city. But that would be $30,000 a year and then assistance from the city to help evaluate and prioritize the repairs and capital replacements. The preference from our department, just if we're not involved in the day to day maintenance of it, that whoever the entity is that ‸ owns and operates, or not owns, but operates and maintains, they ‸ would get that money ‸ and handle their maintenance as they determine it needs to be done. That's similar to ‸ what's being done with the family promise and other leases as well. The next one is an initial six month contribution to cover their utilities. So this would be their ‸ power, water, sewer contract services of $12,500 and a possible contribution for the whole year of $25,000. So if they're not at the point in six months where they can fully operate and handle these services, they would like another $12,500 to get them through a full year. And then the last item is seeking assistance from the city to ensure that all ADA related requests arising out of the tenant's use of the lease premises are accommodated.

Most of your ADA compliance came in the early 90s. And depending on what their use or modifications they may make in that building, that could trigger other improvements that may be needed. So it's just tough for us to put a number on that. You know, we'd be happy to help them if they want to look at certain items.

You know, typically a consultant would go through a building and evaluate based on your ADA and life safety code and provide recommendations. But as far as a budget aspect for that, that's a hard number to ‸ put on because it can really snowball depending on what you're doing. So I know that's a lot quick. But those are, those were really ‸ the main requests that came out of that agreement that, that were a little bit different than the previous agreement that we had. And so we just, we really need direction from you all on.
if, if we proceed with this agreement and, and accept those terms or, or change those terms and, and renegotiate keeping in mind that on, on the first of this year.

get through the year, we could probably get that for around 15 grand. That's not operating it though. Um, that's just your contract mowing, keeping the power on for the air, air conditioner. We wouldn't have water there. Um, we'd still have our security and pest control. The actual disposition of the assets, that's something we would probably have to go out for as far as a bid. We tried that earlier this year and we got no interest in that, but we, we'd have to bring in someone to evaluate and, and value that I would imagine. Know exactly what we have.
I'm not sure. I typically when, when we dispose of assets in the city, we, we go through an auction. So there's not a whole lot of costs to us on that.

But in terms of the cost to operate and maintain that, that's not sustainable without outside help. So, first we'd like to get the lease in place so we can get the fundraising going again. And the fees from the missions and operate the gift shop so we can sell things to help support the museum. I don't know that we ‸ can be 100% cover all the expenses, but we'll do the best we can. But we do need your help on this. It's a tremendous asset. We have amazing collection of artifacts from early Cocoa history and also the Wendover dig, space program. We have rotating exhibits that come through from other museums. And it's a popular area.

I drive by there every day and there's usually a couple of people maybe waiting there almost every day to get in there to walk with their baby carriages and strollers and stuff through the area. So to me, it doesn't seem right to be part of the trails. If we wanted to do a function, we'd still have to get special insurance, event insurance for the function. It cannot be covered under the normal insurance if we got it as a park facility. Thank you, sir. Again, a lot of these changes are to update based on the special events ordinance that you guys approved on second reading earlier in the meeting. It is to update our applications for both special events and facility rentals, as well as our fee schedule, with those few changes that were made to the ordinance. And then also the addition of things like the Lee Winter Park and the Heart of Cocoa Community Meeting Room to those things and just some minor adjustments to those applications. And if there's any questions, I will be happy to answer. Thank you.

Thank you, sir. I just wanted ‸ to remind everyone, we've been posting this on our social media pages and our website as well, that we do have a railroad closure on Michigan from October 8th, starting at 7 a.m. till 7 p.m. on Tuesday, October 26th. So I just wanted to make sure citizens were reminded of that closure. The detours will either be to the north on 528 or to the south on Dixon. Thank you.

So, today, we've had 78,479 positive cases in Brevard County of COVID-19 with 1,603 deaths. Let's talk a little more about vaccinations, because I know that's what a lot of your decisions are hinging on right now. 57% of the state of Florida have been fully vaccinated. ‸ 58% of Brevard County residents have been vaccinated, so that's a little over 3,000 of our residents.

He was a police chief for the city of Green Cove. So I just ask that you keep the city of Green Cove, their police department, and certainly that family and your thoughts and prayers. But that kind of gives you a little more perspective of that it's still out there and we're still a long ways to go. As far as hospital rates concerned, just looking at it today, if you look at our hospitals, our local hospitals here, they are still hurting. They're more than 70% to 80% capacity in their ER beds and in their ICU beds with positive COVID-19 patients. And we continue to see the numbers increase as far as our young people are concerned and our kids with COVID-19.

Is there any way, um, we can attach pictures to each violation for the, those particular addresses? Um, I think I, I kind of briefly said something to you about it before, but I kind of, I didn't go in detail. But a lot of citizens are being, they don't really understand when they see storage outdoors. They, they don't know.
‸ Yeah. We're looking at that because we do take a lot of pictures when we violate people. So we do have the pictures. So we just look at how we can make that better.

We still have a job to do and we chose to do a particular job. Some people may didn't agree with the process of what we chose to try to do that job. But nevertheless, we chose to do that. Yeah, it was, it was mainly a budgetary item. So they originally only planned to pave the one parking lot in the back corner near the maintenance area. They had some additional money left over. So they did the full loop.
We have asked them just what that cost would be. So we, we know for future reference what it would cost to pave that. The other side of it too was they tried to identify the areas that were real low and tended to flood. And
