Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
741 suspect passage(s) marked in place; low recognized word rate (19.8 words per minute): source worth verifying; not evidence of silence; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 27 voices separated from the audio.
66 short machine repair(s) (74 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.8% of 32,590 content words.
Dotted words (878 places) are ordinary wording differences: hover or tap to see the other reading.
741 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
our firefighters, let's give them a round of applause. And then we will have an invocation by Councilman Lavander Hearn. Let's give them a round of applause. And then we will do roll call.
All right, if everyone would please join me in prayer. Dear Heavenly Father, I'd like to give thanks for allowing everyone to arrive here at City Hall tonight. Safe, I ask that you continue to watch over us as a city, watch over our neighboring cities as well, our first responders, law enforcement officers. And at this time also, I would like to take a moment of silence

by the Center of Public Safety. We would like to move that under awards and presentations, so that will give us three, and Mr. Brian Dean will be doing the presentation. Is that correct, Chief Lamb? Yes, sir.
the paving services. Move that to 8-3. And the reason I'm asking it to be moved is that when this was brought up, when we talked about this in the last budget meeting, we were told that this would come back to us, and we would have an opportunity to discuss it, and discuss priorities, and by having it in the consent agenda, there's no opportunity to discuss it. So that's why I'm asking it be moved to the council business 8-3.

were told at the budget meeting that we would, this would come back to us and we'd have the opportunity to discuss it. And I'm asking it be moved out of consent so we can discuss it.
Various districts in the city. And so I think we have that listing included in the agenda report. And so this is that opportunity for the council to weigh in on the listing as presented by staff through the analysis that's conducted by the software program and the analysis that we update each year.

at that meeting, there were several additions to the list that was offered for paving. We took, I think, additional monies, monies that were left over from this year's budget, and added it to this coming fiscal year budget. And at that time extended the roads. Some of us were not prepared to discuss that.

So we, so we did the, we did the Range Road project and then we did another project there. I'm not sure, are all of these projects off of, is this the staff listing?
Yeah. I'm not sure that we've added any projects as suggested, as suggested by any of the council members. This is the staff listing based on the analysis that comes out of the study. And that study is again, updated each year. So, okay. I had asked earlier,

Right. But ma'am, ‸ I'm orchestrating this meeting. I thank you very much, ma'am. I want everyone to have the opportunity to voice their concerns. And I thank you. So,

This is, this is the request to move forward with the paving. The reason why we waited is because we were doing the full depth reclamation and paving on
rehabilitation on a road. Sometimes we run into, uh, situations where we need to tap into a contingency. So we wanted to make sure that project was completed before we moved forward with the, uh, fiscal year, um, annual paving.
if, if the reason for bringing this off the consent agenda is to actually move, uh, some of the streets that we have on the list in order to add new streets, I'm definitely not going to vote for that at all. Not at this point, because I believe staff, um, has came up with a list. They've done their due diligence and we are at that point now where we need to move forward. And so ‸ that's just my opinion. Uh, and I know I'm only one, um, out of five, but my, my opinion, if that's, if that's the reason to remove, to add, I'm not for that at all. So that's just my, my opinion on, on this item ‸ anyway.

just want to again, make sure that you all are clear on what this listing is. And so, so again, and I may have said it wrong yesterday, but this listing is the listing. This is for the
fiscal year and the dollars associated with that. as Mrs. Morgan said there. We held this because there may have been some overruns associated with the reconstruction of Range Road. And so we wanted to make sure that we had sufficient budget available before we actually brought, uh,
Flag: words were replaced by a machine repair · 00:13:12–00:13:13 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
Well, you're just at the point of the meeting where you're with the council is considering the approval of the agenda. So there was, um, I believe there was a motion to approve the agenda with, I think the mayor, you may have had one amendment
Flag: numbers, amounts, negation or names differ between the machine readings · 00:13:46–00:13:49 · unresolved: the words are not shown (unclear audio); listen to the recording
With unanimous consent of the council, you can add councilwoman costs as request. If there's not unanimous, uh, consent, then, um, her request doesn't get added procedurally by unanimous consent. However, she did make a motion to amend the motion to approve the agenda. And I believe there was a second.
amendment to the, to the main motion first. So her request to, uh, remove that item and have a separate discussion would have to have a separate vote first before you approve the overall agenda. Okay. And if it fails, then the original motion, um, needs to be voted on. Okay.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:15:21–00:15:22 · unresolved: the words are not shown (unclear audio); listen to the recording
I hear from her, then I will call the question with the amendment stated. And if it's voted down, no, or have a majority of no, then ‸ I could bring this back again, the agenda item with the modification or amending of, uh, ‸ Mr. Brian Dean. Correct. Correct.

Yeah, no, just to say that, uh, I have no streets in mind that should be taken off the list. I did not look at all of the streets on the list. I didn't have time to. I just looked at, and I'm aware of, certain streets that I know need help. And
impression that this list included those streets that we discussed at the budget meeting where we were told it would be brought back to us and we'd be able to look at and discuss it at that time. That's why I'm asking for it to be a discussion item rather than just on the consent agenda.
‸ I just want to make sure I'm clear on this. What I'm hearing is that these streets and this paving was approved last year with last year's budget. And these, so this is not the first time it's come. It was done last year.

the new fiscal year, ‸ next ‸ fiscal year. So none, none of what you suggested in the budget workshop are in this listing. And correct me if I'm wrong,

fiscal year dollars. I got you. Again, this listing, even though it's, it's your first time seeing it, it does not include any of the suggestions made at the, uh, most recent budget workshop.
‸ I understand, but he's hearing that this is the first time that it's, that these streets have been seen, uh, then I'm more inclined to vote, to move it off the consent,

This program provides a behind-the-scenes look at how our city operates, helping to build a greater understanding of trust and involvement in the community. Today, we are proud to recognize the sixth graduating class of the Citizens Academy. We are absolutely thrilled with the success of this program. To date, we've had more than 60 participants, and they have all gained valuable insights

and how they can become more actively involved in shaping its future. Over the course of 10 sessions, participants explored various departments and learned firsthand about their inner workings of local government.
In session one, kicked off with an introduction to the basics of local government and gave participants the opportunity to meet their elected officials.

about how we prepare and respond to emergencies. Session seven, featured public works, where participants saw equipment used to keep our city clean and beautiful, including vac trucks, lawnmowers, street sweepers, and more, and they definitely had a fun time there. Session eight, took us to the Cocoa Police Department. Participants toured the facilities, including the jail cells, the 911 communication centers, experienced a canine demonstration, tried on police gear, and learned about the many community engagement efforts led by our officers. In session nine,

welcomed participants to Fire Station One, offering a glimpse into the life of a firefighter and the services they provide to our residents. And finally, in session 10, this focused on citizen engagement, ‸ participants learned how to get more involved through volunteer opportunities and
to understand how events and rentals are managed for the public. This program has truly been a great success and has been an absolute pleasure ‸ working with this highly engaged and dedicated group of citizens. They have not only deepened their understanding of the city of Cocoa, but they have also become ambassadors for all that makes our community great. Thank you and congratulations to each of you for making the commitment to complete this program. Your time, energy, and enthusiasm is what helps make our community stronger. And now I'd like to take a moment to recognize each of our graduates and present them with a few tokens of appreciation. A city of Cocoa street sign with their name on it, a t-shirt to proudly wear that identifies the Citizens Academy graduate as an official city liaison ready to help answer questions and guide others in the community, and a certificate of completion to mark this achievement. When I call your name, please come forward to collect your items and we'll stay in front for a group photo. So first we have Connor Burke.

the way up to municipality and governments. Just to introduce myself a little bit, I'm originally from Georgia, but my kind of story starts on the east coast of Florida. This is where I got interested in science by actually digging up shark's teeth on the beach from a very young age. And so I'm very happy that I've been able to come full circle to help with the environmental side of our water resources.

communities. We look after the entire watershed. And we do that through science, education, and advocacy. We've been running a citizen science water quality monitoring program since 1991, won a presidential award for citizen science, where we collect weekly data and compile them into database to look at the health of the lagoon. We do shoreline restoration, where we specifically work with mangroves. We run the largest licensed mangrove nursery in the state of Florida. So actually provide restoration services across the state. And then we do a lot of science and advocacy. Most recently, we had a large
in the model of the American assembly, where we could bring together constituents from across the region to talk about not only the problems, but the solutions. One of the things that came out of the action assemblies over

report, or what used to be called the report card. We changed it up in 2024 to kind of take a snapshot of the year and look at a couple of different types of data, like seagrass, wastewater spills, and then really were able to break down what was going on with water quality. I don't want to get too much into the data, but we broke the basin or the entire lagoon into five different basins and looked at how the water quality changes in each of the basin. And red is bad and orange is second bad, with green being good, kind of in this. And
And these are what we call nutrient pollutions, which is one of the big types of pollution that we see in the lagoon. They feed these harmful algal blooms that cause the

ends up in the lagoon with everything that washes into it. So one of the things that we've launched just this year is our latest initiative called Low Impact Living. And this is how we're trying to get everyone involved in addressing this nutrient and freshwater pollution issues. It builds on the principles of low impact development, treating water where it falls before it becomes somebody else's problem, and then extending it to all scales of individual to government. This is four different pillars. We have four different pillars that kind of hold up this initiative. The first one being educating the public. It takes a lot of the standard stories that we've been telling multiple ‸ organizations for decades and bringing it to the people. We've always done a lot of face-to-face, but we're really trying to expand into the digital as well with videos as well as infographics. And one of the keys is making sure that everybody can see themselves as part of a solution and giving them action items that don't affect their finances or don't affect their time, but that even small changes can make a big improvement. The second is empowering citizens and this is providing them resources so that they can advocate for themselves within their communities. This has really taken off in the last couple of weeks working with HOAs and providing them resources for when they go to their boards or sit on their boards for making decisions that's gonna ‸ help clean the
lagoon. And we're hoping to develop these kind of templates that we can share to make it easy for people to kind of get on board and understand how to take action. The third pillar is advocating for change and this is where
population. That population is growing and with growth comes impervious area growth, but what probably hasn't changed much are the size of your pipes. So now we're trying to put way more water into these pipes than they were ever built to handle and that a lot of times leads to flooding because the pipes can't handle it. So folks say, well, we can increase our infrastructure by making these pipes bigger. That solves all our problems. Not really because pipes used to look like this when I came over here to play in the lagoon and now they look like this. So I don't care how big you make the pipes. If the water doesn't have anywhere to physically go, the water is still going to stand up in the streets. And furthermore, as Laura said,
We can't put any more in there. So we've got to find alternative ways to help our drainage systems. And this is really important for municipalities because it's going to help you manage flooding. It's going to help you manage those everyday flood events that happens when it rains. It's going to help you manage your state permit requirements to reduce discharges to the lagoon by keeping water out of pipes. It's going to help reduce pressure on you to clean other people's water. If developers are keeping their water on site, they're not giving it to you. It makes your jobs significantly easier and ultimately cheaper. And I love this.
to the to the community because it's going to enhance urban corridors. It's going to bring businesses in. It's going to revitalize area and bring people in which spend money,

than one inch. 90% of rainfall events are less than an inch and a half. If we could capture that water before it enters your conveyance system, you've just made your system more resilient. Next are old communities. Think about these old communities that have one drain to service an entire neighborhood. Or maybe two drains to service an entire neighborhood. This screen is full of opportunities to add infrastructure without adding pipes, which is going to make the existing system more resilient.
Look at how the landscape changed. The businesses changed. They've got events where people are coming in and spending money now. And what you can't see under those brand new beautiful pavers is a massive storage facility where they store water. The streetscape totally changed. The businesses, again, look at the difference in these things. But those pretty gardens you see are now taking in water. Those cars are parked on surfaces that allow water to go through. This project was funded by DEP and they've documented 97% of the water that hits the ground does not go into the conveyance system. So there's opportunities for you all to do this as well. And I'll turn it over to Laura to close this out.

this is the same group that does that. They're ‸ very thorough group, uh, excellent organization, but certainly, uh, one that we are very proud to be partnered with to help us, uh, get our organization moving forward,
and show key aspects of what we do in our community. So we had them come in this year and actually help us with a strategic plan. So I don't want to take all of, uh, Brian Sunder. Uh, he's going to walk you through that, but he is also, uh, local to us. He lives here in the city of Rockledge.

because I know this organization, I've gotten to know this organization and their leadership and what they went through to get this strategic plan accomplished, uh, to me was very important. Um, secondly, uh, I'm very passionate about the fire service. I did 28 years in the city of Winter Park. Uh, but to be honest with you, I have 43 years in the industry because that's all we do and that's all I do is fire departments. Uh, ‸ very passionate about Florida fire departments also. So,

Um, then the, also the commission on professional credentialing, which the chief spoke about, which credentials fire officers on up, including fire marshals, uh, EMS officers, and even data analysis, which is one of our newer credentials. The educational side is where the technical advisor program lands. And we actually, uh, go in and help agencies with uh,
things related to accreditation. But even in this case, uh, where maybe that's on the scope for a few years down the road, uh, an agency that just needs a

actually it started with the community. So they invited community stakeholders to come in and our process really is to ask them questions and they write down their answers. Uh, we don't believe that focus groups are, uh, valuable in that we cannot capture the data as successfully as when they write and provide context to, uh, their, their questions. So we did ask them for, uh, expectations, concerns, and some other questions so that, that the agency stakeholders, the ones I'll introduce here shortly, were able to take that feedback and design and work around and make sure there is alignment with what the community had to say. So I will kind of give you a representation that there is no statistical significance to the amount of people that show up. In this case, 26 people from the community showed up and that kind of gives you a breakdown, excuse me, of who was there.

We do, uh, we did a lunchtime meeting. So sometimes the commitment is hard to get, ‸ but the ability to have, uh, folks come into the room and let us ask the questions provides the agency stakeholders with a lot of great information. So let's talk about the agency stakeholders. And actually, if you look around, I would say the majority, if not all of them are here, uh, that

get beyond the guardrails, but all of the hard work is theirs for sure. So what we did basically is, um, just kind of a brief presentation of what we did with the three days with your agency stakeholders. We reviewed the community feedback and we conducted an environmental scan,
What, you know, what do we aspire to be? What are some of the results? Uh, did some work with mission values, helping to reestablish a quality mission and value set so that we can use that as an anchor point for the rest of the process? Went through some visionary processes. What, you know, getting them to think, what can we be in the future? What's it going to take and what are some of those steps and what do we want to be in the future, whether it's five years or even farther out? Excuse me.
those things that they want to tackle over the next five year period, things they can realistically tackle, things that are truly strategic, and then finally develop goals, objectives, and tasking, which is going to provide that roadmap for them moving forward. So I do want to go over a little bit. So
thing, compassion for those we serve, and integrity in the face of adversity. Pretty powerful values. And again, I have personally facilitated over 200 of these, um, and I would say that those are probably some of the most powerful values I've seen in a long time. Finally, the last box is their vision statement. It's the Cocoa Fire Department's vision is to develop a culture that promotes and encourages effort on common goals in the improvement of safety in the community. We will accomplish this through education, training, and proper resourcing with a focus on its members' mental and physical health.
it does happen. Right. Because there's a lot of passion, but they have that passion and ‸ they work through this process. Again, all we do is facilitate and kick them back into play every once in a while. They really, uh, just really, uh, dug in ‸ and did a fine job. So they came up with four goals and over a five-year period, realistically, and again, we, we wanted to make sure that, uh, they captured the essence of those true strategic things and what are those things that they can likely accomplish.
the needs of our community and safety of our firefighters. Second one is to foster a work environment that actively promotes recruitment and supports continual retention through a vision of community involvement, educational opportunities, and competitive wages and benefits.

a healthy work place through a comprehensive mental and physical wellness ‸ program to provide the best service to the community. And I, I'm going to take a quick second to say that, um, firefighter mental health and firefighter cancer are two of the biggest killers right now of firefighters, of young firefighters. Finally, the last goal is to align service delivery and ‸ staffing and the requirements to meet the future needs of the community. If you really look at these four goals, and I know that the city has a strategic initiative or a strategic, uh, overall looking at public safety and the support of public safety.
community. Uh, this will help build them up to be a stronger, uh, more sustainable department. It's not going to be easy. They know going, going forward, it's not going to be an easy task, but they're, I think, up for the task for sure. And this provides them again,

So any chief officer will tell you whether it's in the fire service or police service, nothing gets accomplished without those men and women on the ground. of them. They went back to their stations. They talked to the other men and women in their stations and really came up with an overall product that was obtainable, not only for our organization, but for the city as a whole, to ensure that we continue a high quality of service to our community and to the citizens. I would like to say thank you for allowing me to come here tonight. I just wanted to kind of collaborate on the subdivision development that's coming forth. I am one of the homeowners that's going to be affected by the two-story buildings, which I was under the impression that it was a one-story

that was coming forward. I like the fact they did the five single homes in that area, but I feel as if I'm in a place where I got two stories all the way around me.

surveyed in some form of way of the change, which I understand from the beginning it was initially supposed to be 22 houses in the area, which is now 32 houses, which is increasing the traffic in the area and ‸ with everything else that's going on in that specific area.
coming in and need to go back to the original 22 homes because it's going to increase the traffic, which the traffic is already kind of crazy on that corner.
‸ been living on that corner for five years, and some of y'all may live in the neighborhood, but I sit there and I see a lot of things that take place. So with that being said, 32 homes is going to bring average person have two houses,
So I really feel like it really needs to be revised and it needs to be a smaller amount of houses. Because me being on that small corner right there, hurricane come through and it take one of them houses off, guess who going down first, the little house on the corner. And I got all these tall buildings around me. I feel like I am blocked in and I really think it really needs to be revised because I was under the impression it was going to be a house similar to mine, like the five that they put. But these two-story homes, ‸ it's not fair that they're being put like that. I've spent thousands of dollars to upgrade my home and to invade ‸ my privacy like that, put a privacy fence up.
on me, not just one angle. I got every angle. So I feel like me personally, that's not fair on how it was done. And the community was not notified at all. We was told that it was supposed to be single homes. It's supposed to be 22, not 32. So I just wanted to come and express my concern and ask for it to really to be revised. And even if they try to put a red light right there, the traffic on that area that comes through that corner, that's an awful lot in that itty-bitty spot. So that's going to cause for more officers in the area. I'm sorry, but that's what it's going to consist of when different things take place.
homes. So I think it should have been revised to where it's a single one-floor homes like the five they did on the front. That is beautiful. I like that. That's outstanding. Thank
ma'am. We're going to have a question because I have a light on. Okay. Mr. City Manager, help me understand about ‸ the approval of non-conforming lots within that area too as well.

‸ The only thing that the city has had in place was they purchased these lots approximately 10 years ago from the ‸ housing authority and nothing has happened in 10 years. ‸ So originally, ‸ they are lots that would have accommodated a single-family, single-story home. As you know, this is an RFP put out on the street for a developer,
builder to come in and actually finish out the subdivision. So ‸ at the end of the day, you ‸ have ‸ not only a response to a proposal, but you have a great response ‸ to a proposal that was put out there that allows that community to have 32 affordable housing units. There are a lot of neighborhoods, a lot of communities that actually have a mix of housing. And as you know, Mr. Mayor and Councilman Goings, that area ‸ certainly has a mix of housing. And ‸ so, again, this is a great proposal. We have modified some of the setbacks. We did that actually prior to this proposal. We did that in conjunction with doing some of the setback
Flag: numbers, amounts, negation or names differ between the machine readings · 01:05:26–01:05:31 · unresolved: the words are not shown (unclear audio); listen to the recording
make it easier for anybody to build. And so we had a lot of, as the mayor said, a lot of non-conforming lots in the consent decree area and in this area.
Flag: numbers, amounts, negation or names differ between the machine readings · 01:06:21–01:06:23 · unresolved: the words are not shown (unclear audio); listen to the recording
But these homes are set back in such a way to where they will have long driveways. It's a one-car garage, but the driveways will actually accommodate two stacked cars there.
And so, one in the garage, and then you can accommodate two in the driveway for really a total of three. So, don't really see the parking on the street as an issue.
Flag: numbers, amounts, negation or names differ between the machine readings · 01:07:20–01:07:22 · unresolved: the words are not shown (unclear audio); listen to the recording
Two things. The first thing, the question I had was, you made a statement about the city telling you that you could not purchase the lot next to you? How did that come about?
So, I came to a meeting once before when they was talking about getting the subdivision together, and I wanted to purchase that piece of land. And ‸ I was told that I couldn't purchase it because it was already taken by the subdivision. And I was like, well, when they bring the housing come forth, I would like to purchase a home next to it since I can't purchase that land.
to be 22 homes, which they did build the five, which it leaves the 17. So, now it's going back to something completely different. Now it's 32 and it's two stories. So,
‸ yeah. So, the next thing I had was, so, I don't know the numbers of 22 to 32, but you're right about the 32. And so, I believe ‸ if we ever was at the number of 22, then Lenard Homes would not be here. The homes would not be built at all. And so, and the reason why I say that because of ‸ the return on ‸ investment, right? And so, at 22 homes, that means those homes for their return on investment, that ‸ home would probably be much more than $279,000.
Flag: numbers, amounts, negation or names differ between the machine readings · 01:08:47–01:08:52 · unresolved: the words are not shown (unclear audio); listen to the recording
okay? You've done an absolute beautiful job with maintaining your home. I love the fact I keep seeing your son pressure washing that driveway twice a week.
You're supposed to come exactly what you're doing when you have issues that you see that could impact you. But ‸ city manager is right as well, where you have certain subdivisions that you do have. Sometimes it's two-story, one-story, two-story, one-story. It kind of staggers itself. So, this won't be like the, this won't be the first time I've seen a product such as this. And another issue was, was the lot sizes. So, ‸ lot ‸ sizes got a little bit smaller, which turned those homes into more of those shotgun-style homes, again, to fit more homes, which in turn allows that price of that home to be lesser cost than what it probably would have been at 22. But in my opinion, I could be wrong. I don't believe if we had 22, I don't think we would even have a product to even present right now, in my opinion. And so, what your concerns are heard. Just to let you know that. But that's the reason why that number went up higher than what it was at the beginning. So, to let you know that. And it was only, am I right about this? There was only one respondent that we had?

So, they never, like, surveyed the community when they decide to do things like this, you know? Because, again, it still takes it back. I understand. I feel like it's about numbers, too. Because, going back to what I originally said,

the purpose of me investing money into my home and to be, you know, told one thing and then you turn around and want to put a two-story. No, I was just gonna ask. So, um, so we went from 75 to 37. I know we did down to 40 in that one, the one off of range road. It's not, hasn't gone forward yet, but I know that's in the, in the range, but how many, uh, feet between homes
Okay. And then, um, the maximum lot coverage can be increased to 50% from 30%. If there aren't any stormwater issues there, I think that area is pretty well draining and we have a storm system.
Yes. And, and Abby can verify that the question about the, the, um, the adequacy of the, uh, impervious surface. Yeah. But, but we did say in the requirements that they still have to meet the maximum impervious surface surface coverage, um, or cannot exceed that coverage of 70%. So they still have to meet that requirement. Okay.
Um, there were two questions that was sent to me today. Um, one of them we probably can answer, uh, now, which, which is, uh, will after purchasing of a home with those home,

is, this is home ownership. I'm glad you mentioned that because one of the things that also the builder agreed to is to allow the city to pick the third party consultant that will income qualify the, uh, the applicants there. And so this is, uh, home ownership, home ownership that's required for the HUD or the state period of time.
last, I'll say probably five to 10 years, a lot of people, um, have been, ‸ as far as the HUD is concerned, following that rule, but they have, uh, have sub leased those houses, um, removed homestead, went somewhere else and bought another house. And sometimes it's not tracked. Um, and it happened a lot and it's happening like within recent time

be involved in what that looks like. Uh, that's the first thing. And then the second thing is, um, that same comment was made to me yesterday. Okay. We're pouring in this amount of dollars for the fencing and things of that nature. Um, and that's something we can't answer right now, but I just want to let you know that citizens are paying attention.

people just asking that question once they heard it yesterday. And so they want to know what that plan looks like. Again, I don't think we got to answer that today, but I'm just letting you know that that that is a question that people have asked. Let me, let
me answer part of that question. And so on, on page six of 28 of this agreement, it says, therefore ‸ the city agrees to prepare an enhanced landscape and decorative fence plan for the buffer and assist the developer in the selection of playground equipment for the Harry T. moore center, which in the judgment of the developer, shall, uh, such plans shall not require

whatever that amount is, that some of that some of those funds could possibly be used for um paving as well. Because we talked about with miss Morgan um about potentially adding parkings in the back side of about a garbage dumpster. We met maybe a couple months ago with um with Public Works and Streets, and we talked about the parking in the back side I think that added maybe 15 or 10 or 10 or 15 spots in the back but maybe that's something that I know it's limited right now with the wording it says landscaping playground. Maybe that could be an added if we have any additional funds that might can go towards parking yeah yeah because I think at provost park their back parking lot they redid that one it was like miss

will provide in the future a list of pre-qualified plumbers that can perform this work for homeowners there. And so the the the way this is set up is that the
We, we, this is, we would, we would, we would issue an RFP, a bid for an approved list of plumbers. We would actually ask them for certain qualifications, certain experience, certain expertise. We would have that approved pre-qualified listing for any homeowner who wanted to take advantage of the plumbers on that listing. If you took advantage of a plumber on that listing, you could, you could ask the city for a direct pay from the sorrow dollars and the grant dollars that may be allocated to the city to the plumber
You wouldn't have to wait on a reimbursement of your expenses from the city. So if you're, if you select a plumber plumber off of the approved or pre-qualified listing that the city would come up with, there can be a direct pay component to that. You can go on your own and select any plumber that you want. And you are again on your own with regards to up fronting the payment to that plumber.
um So, so just to be clear, you're striking out that one part about the, uh to contact an approved plumber that the owner's responsibility that's going to get struck from this letter. ‸ Yeah,

excuse melegal opinion. this my kind I just want to preface my pre-well clarify my previous comments about your participation in advocacy. I mean, this is about the letter. This isn't about the assessment and all of the other details. There is a complete misunderstanding.
There are so many more decision points that the council is going to have to face regarding whether they want to go forward with the project, whether or not they want to assess, whether or not if they assess what the assessment's going to be, how much money is the city going to get, there's a complete unknown regarding the construction costs. All of that information will come to the city council and there'll be numerous decision points along the way. The decision from the council was just to move the ball forward. It was my interpretation of it. And, you know, there's, and I, and I just want to make it clear that if the city council wants to assess, this project is the quintessential special assessment project. It's quintessential. There's a limited number of benefited property owners. And then
but you have no idea what the costs are going to be, if any, on the, on the property owners. And, you know, the decision still has to be made whether or not to hire a contractor to do the project because you don't have bids. So this item is just about a letter

try that one. Yeah. So I think this is uh the discussion a discussion item and uh direction regarding the creation of a trailhead with parking located on uh state road 524. For access to and we call it city parcel id 24-35-24-00-1 because making a distinction between that and and the actual Cocoa Conservation Area, which is under uh the management plan through the Florida Communities trust.
We group all of those together and we commonly refer to that as the Cocoa Conservation Area. But again, there's a reason for distinguishing between the two.

for the florida communities trust only covers two parcels which provide for a trailhead and a parking lot off of uh ‸ cox road and through the cocoa bay subdivision.
Put up the area map. So here here is here is uh that first bullet point and so back in 2003 the city through the florida communities trust got grants to purchase two parcels right in ‸ the in the center of the picture are the two parcels there. So so that big square two parcels that was purchased through a grant agreement by the florida communities trust. And if you if you note um that has an access easement out to 524. If you just go straight up on the uh on the um on the map here that little green star on 524 is an access easement that was granted to the city. And then if you look left to cox road you'll see there's another access point um
Flag: numbers, amounts, negation or names differ between the machine readings · 02:40:23–02:40:25 · unresolved: the words are not shown (unclear audio); listen to the recording
can go to cox road. Or just pull it pull it down some more. Okay so so you'll see that on cox road per the management plan with the florida communities trust. There's another access point and there is uh parking for vehicle and bicycles. There's a proposed future facility. There's a restroom. There's a picnic pavilion. There's a play area with volleyball. ‸ And notice that in the entire plan um that's the only location where it talks about parking.
Flag: numbers, amounts, negation or names differ between the machine readings · 02:41:13–02:41:21 · unresolved: the words are not shown (unclear audio); listen to the recording
did happen. So we have a pavilion. I think with restroom there and we have some some parking there. So again um 524 under the agreement with the state was never uh a part of or considered to be uh in in a in regards to a a trailhead.
Flag: numbers, amounts, negation or names differ between the machine readings · 02:42:05–02:42:06 · unresolved: the words are not shown (unclear audio); listen to the recording
that uh that uh ‸ diagram is is uh the trailhead parking. That was the original development agreement with integra. Integra uh is the company that built the apartments the integra apartments. And so that did provide for a trailhead and parking located off of state road 520.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 02:42:48–02:42:53 · unresolved: the words are not shown (unclear audio); listen to the recording
Parcel acquired from integra. That was about 137 acres. And ultimately to the cocoa conservation area uh parcels acquired through the florida communities trust.
That development agreement with integra was amended to delete that original trailhead and parking concept located off of 524. So integra needed to meet the city's compensatory storage ‸ requirements. And so they came back and asked to amend the agreement that was deleted. Um and so again no parking no trailhead located off of 524. But the city did still maintain uh if you if you look to the left of the uh of the um of the sheet you see the 50 foot access easement. ‸ City did maintain that. And then you'll see to the right of what was uh the concept trailhead a 55 foot drainage easement. Those are those two uh easements are maintained.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 02:44:16–02:44:26 · unresolved: the words are not shown (unclear audio); listen to the recording
So if you go to the current. That a trailhead at this particular point in time is not feasible because if you if you notice that the access easement. Which is uh ‸ which is indicated by the green or the blue or the whatever color that is line. Uh The pond encroaches upon that. So you don't have access to get to um to utilize that easement. Nor again do you have the ability to do a trailhead with parking in that location. Which was the original location of the concept site plan from integra. Because again they needed that to meet their compensatory storage requirements. And i'm saying compensatory storage and that's a that's a that's a planning term. Um compensatory storage is um is a is a water runoff issue. And so i think i'm explaining it as what the property what was being maintained on the property in terms of water. Pre-development you have to somehow uh compensate for that remaining on the property. Or in some location close to the property post development. Abby
right so so so that's compensatory storage there. So again integra is utilizing what was the original concept of the trailhead and parking now as either their storm water storage or part of their compensatory storage.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 02:46:41–02:46:56 · unresolved: the words are not shown (unclear audio); listen to the recording
and we put and we we the city inked in that agreement many of the same uh considerations as in the in the in the um management plan for the for the uh cocoa conservation area. I.e you can do recreation uh ‸ many of those things that are listed in the plan that the state allows us to do on the property that they acquired for us you can do here. The
a trailhead in the conservation easement in the wetlands, am i am I calling that in the wetlands, you're going to have to seek permission from St. John's Water Management District. It's probably going to um going to trip some additional um compensatory storage requirements for the developer. um And what else am I missing on that? at Wetland
And so there's there's also wetland mitigation. So in essence, you would be asking St. John's to let us uh build a parking lot of trailhead in wetlands. And so
uh they got to get them to permit that. That, again, probably trips um requirements for uh the developer i.e they're meeting their they're meeting their compensatory storage requirements as built. If you alter that in any sort of way, they're probably not meeting those requirements. Again,

ladies and gentlemen. We got two choices. Number two is much more complicated. It involves parties, Integra, St. John's, Water Management, and FDOT. But if we choose number one, direct staff to determine the costs and other necessary actions to construct a trailhead and parking off Cox Road.
we're not dealing with Integra anymore. We can do it ourselves with number one. Is that, is would that create any anyany complications or convoluted, uh number one,

And again, there's a huge, huge dry area there. In fact, they've already got kind of a road that goes back there uh you don't even see that retention pond at all for 524.

Okay, since the ditch is a um a steep drop, and it's deeper than five feet, though there will be a need to to be a protective system in place like a guard rail So it starts getting a little more complicated. We would need additional easement to meet criteria to make it safe to travel the access road. So now you have you have the apron on State Road 520 uh that you need to submit to FDOT for for permitting. There's the design of that. uh There's uh

The trailer takes the entire lane. um These are homes that have very long drives. And I know it would be difficult to try to maneuver the trailer into the drive. But still, nonetheless, it would be so much safer for everybody. In fact, several months ago,

And, yeah, I had so much fun. This was, like, the, one of the most fun things I've done being on console is um um go out with the marine biology class and their annual kayaking trip, which is at Manatee Cove. And
