Agenda (the City's wording)
The City's agenda for this meeting is on file (CR_Reg_Agenda_10_02_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
72 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 7 voices separated from the audio.
5 short machine repair(s) (6 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 87.6% of 2,630 content words.
Dotted words (63 places) are ordinary wording differences: hover or tap to see the other reading.
72 passages (33% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:19:25 (6 s) — neither reading has words
00:19:33 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

so this was a price based on comparables from them. I've since sent them an email asking if we can talk about price based on the assessed value from the property appraiser. That's probably a stretch, but but again, still trying to beat them down on the price. And so this would be not to exceed plus closing costs.

Yeah. Well, remember, as you're looking on the property appraisers website there, their assessed value ‸ is some sort of statutory formula that she comes up with. So ‸ not sure that it bears a relationship to what the market will bear. I mean, ‸ their realtor was very honest. He said, you know, they ‸ sell ‸ at the comparables, you know, and so I'm trying to have that conversation. This is two lots, one bigger lot and one sliver of a lot. I ‸ thought it was 33,000 and then 7,000 for the other one.

lots there. Again, I'm going to continue to talk with him and see if we can get a better pricing than that. I think there's no appraisal required. And so again, I'll ask to see his comparables and so continue that dialogue.
So will you share that with us just so that we informed? Okay, great. Um, I guess the other question was, uh, how large is the area and what is the allowable density?
Flag: numbers, amounts, negation or names differ between the machine readings · 00:05:29–00:05:30 · unresolved: the words are not shown (unclear audio); listen to the recording
So my hope is that we, someone's interested enough to not only, and I anticipate we do an RFP for this, kind of similar to the stuff that we're doing in the village now,

that also. So, we don't know the height. But again, it's ‸ sort of that ‸ open canvas that we'll put out there and ask for someone to give us a sort of highest and best. Okay. Remember the consent decree says ‸ that it has to be a facilitation of affordable housing. And so, so this has to be that type of product. So,
okay. So when we're talking affordable, which, what is affordable? Uh, I guess the question then would be, what is our average price in Brevard County? Are we going off of that? I'm ‸ really more into home ownership and making it affordable like we did with the, uh, Michael Blake subdivision. Yeah,

I don't know that we're aiming for a price point. If you apply those affordable housing standards, the income-based standards, the median, you're going to be a school teacher, you're going to be a firefighter. Yeah, you'd be a nurse.

the state of Florida has that hometown heroes program where firefighters, police officers, teachers, people who work within your community do get some extra incentives to ‸ buy and build into your city so that they work in.

you know, obviously, we'll focus in on and we'll have to bring that back to you anyway, you know, whatever RFP we're going to put out there. But certainly the aesthetics. Again, I'd love for somebody to put those three pieces together and do something that's really nice because they would have the space under that scenario.
The other lot is about 1.6 acres. So, that would be a two-acre total which would provide you at RU 210 that would be a significant number of units that they could put on that property.
I think in the past the individual homes that are over there on, are they 50-foot wide or I mean, they're even smaller than that. That's kind of what I thought and I think that's been a hang up for anybody wanting to come in and do an impact because.

My main question was about ‸ the residential. I thought that because it was in the consent decree that it had to be residential, and then I also had the thought, just to put this out there, that it should pacify the county to an extent, because this is what they're nagging us to do, right?
Flag: numbers, amounts, negation or names differ between the machine readings · 00:12:57–00:13:01 · unresolved: the words are not shown (unclear audio); listen to the recording
been since the 80s, right? And so, I really don't have an issue when someone come to ask me about it. Why did you pay this much over the appraised value when I know over 30 some odd years, the COCO CRA has not done slum and blight projects within that area. So, I don't have a concern at all when that comment, if that conversation comes to me, because I just know how much money we've spent on things,

And ‸ so, when that conversation comes to me, I think I can craftfully shut them down ‸ if that comes. It's time for us to do this project. Right. It just, we got to make sure on that, on the line of agency member, um,
Rogers, it has to look good. It has to be ‸ a beautiful project because it is one of, one of our first babies. So, this is going to be our first baby. We, it needs to be something that is a eye catcher. So,
So, we're trying to do the exact same thing. I'm a firm believer in aesthetically keeping the same type of ambiance of the downtown friendly atmosphere for the, uh, that area, for the consent and the downtown area, but more so than anything else. We got to have this vision, ladies and gentlemen, as you all already know,

just have a couple of updates. Uh, tomorrow night is national night out at Provost Park from 4 to 7 PM. So, I hope some of you can attend and, uh, see some of the fun things that are gonna ‸ be happening there at the, uh, national night out. Uh, as you know, the Florida Redevelopment Association annual conference is October 25th through the 27th. Uh, Ryan will be preparing your travel documents. Those of you that are attending, um,

attending so that, uh, you can get all of the information that you need. And, and I just wanted to take a moment to, uh, to recognize Mr. Ryan Brown. It is his six month anniversary here with the city of Coco.

taking selfies down here, but it'll be, I think it'll bring a different vibe to Cocoa village to have something similar where you have, like, I love Cocoa. Uh, whatever that, however that looks, however the agency members feel like that needs to look, but we have some empty areas. We probably can use something like that. Um, but I, I want to bring that back as an agenda item. So if everyone is in agreeance with that, um, just to see how it looks, you know, but like I said, I've seen it in different areas, different cities, and you're always seeing somebody taking a picture and then they do hashtags and they put it on Twitter and put it on so many things.

those are the things you're going to see as families with photos by the sign. So that's just, that's my thing. So, um, can you, what can you at least before, can you send that photo to the agency members ‸ just so they could look at it and maybe look at other places?
