Agenda (the City's wording)
The City's agenda for this meeting is on file (CR_Reg_Agenda_10_03_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
135 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
15 short machine repair(s) (20 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 86.0% of 4,447 content words.
Dotted words (144 places) are ordinary wording differences: hover or tap to see the other reading.
135 passages (27% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I briefly stated the concerns about people taking two spaces rather than one because of the simple designation of where a space is along the parking and along the building.

that's more involved in something about this size to show where people need to park their car. I wanted to know if there was a potential consensus for this to be on the agenda that you could be decided upon. Because it's a continuing problem. They're just not parking properly. And parking is something very important. So I was just hoping if there was a consensus that we could put in ‸ the agenda.

And you know I've sent you pictures of what's in front of my store as well. It's annoying. I realize it's been engineered, but I don't think that people actually sit there, the engineers sit there and watch what goes on. And it is more days than ‸ not, when at least one space, if not two, ‸ one side of the street, if not both, ‸ there's one less parking spot. In a building like mine, where we're set back, we don't have individual parking in front of us, there's... I think there's 15 or 16 suites, and there's four spots in front of us. But if it's taken up by three cars, that's one less person that can park in front of my store. And we all know turnover is important.

Yeah, and after the last meeting, I think it was the last meeting you guys talked about the spaces and the striping there. I did reach out to the public works director, city engineer. Obviously, he's of a different opinion. And so, you know, ‸ not here tonight, but
striping there. Again, he feels differently than Mrs. Etz and Mr. Greenwood. And so, you know, if you're going to put it on the agenda, certainly I'll have him here to discuss the engineering science or what he believes to be the engineering science behind the parking space.

Thank you, Mr. Chairman. So, as you noted at the May 2nd meeting, the agency members approved the installation of the street art design, which is the design that you see on the first page after the agenda written in the amount of

as you know, with the hotel, we're in that period where he's providing, he is to provide documentation on ‸ title commitment, letter of credit, proof of financing agreement, and the general contractor's performance bond. Based on when he submitted his notice of conveyance, those due dates for most of that, the title commitment was actually 15 days after the notice of conveyance. We're still working on that. The letters of credit, the proof of binding financing agreement, and the general contractor's performance bond all have, based on that, 60 days from August 2nd is a due date ‸ of today. He's not submitted those items that could have been interrupted by last week's events. And so, I'm going to check in with him today and see where he is on that.

Obviously, we know there have been delays. We're in the home stretch where he's producing documents. I want to give him the ability to do that. If that's not, you know, if we don't see any light at the end of the tunnel, certainly we'll ask for an emergency or a special session of the CRA for you guys to address that. But, again, if he's close, you know, I think it's all in our best interest to work with him to get across the finish line, especially if it is just a matter of finalizing things with the bank that may have been interrupted by the last couple of days there.
