Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
424 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 24 voices separated from the audio.
48 short machine repair(s) (51 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.0% of 18,702 content words.
Dotted words (539 places) are ordinary wording differences: hover or tap to see the other reading.
424 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

read this proclamation into the minutes. Whereas the holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska. Whereas Arbor Day is now observed through the nation and the world. Trees can reduce the erosion of our precious topsoil by wind and water. Lowering our heating and cooling costs. Moderate the temperature. Moderate the temperature. Clean the air. Produce oxygen. And provide habitat for wildlife. Trees are renewable resource giving us paper. Wood for our homes. Fuel for our fires. And countless other wood products. Trees in our city increase property values. Enhance the economic vitality of the business area. And beautify our community. Whereas trees, wherever they are planted, are a source of joy and spiritual renewal. Now I do Michael C. Blake proclaim on the behalf of the great city of Cocoa and its council. I'll proclaim April the 5th, 2025 as the Arbor Day event. In the city of Cocoa and urge all citizens to celebrate Arbor Day. And to support efforts to protect our trees and woodlands. Let's give ourselves a round of applause. Thank you very much. You may be seated. The tree provides a multitude of resources. Yes. And if it wasn't for a tree, where would we be? So thank you. Okay, proceeding forward on the delegations. I have four cards here. One, two, three, four. First on the list will be Ms. Theresa Clifton.

They handled the children's play area. And then we have a pet parade of which all of these little guys. Are I just a sample because I only have three minutes. So I just am doing a few of them.
So I'm super excited because dogs drool cats rule. I'm sorry. That's how I feel about it. But we had mostly dogs. But this little kitty came all the way from St. Lucie County. We did have our lure course out. And as you can see, it's so healthy for the dogs. They get lots of exercise and it's very entertaining. This was some of the pets in the pet contest. And we crowned our king and queen and our the third one over the young man. That's the companion pet look-alike. I know it always gets a laugh. And then our queen was to the left of me. Probably

And thank you so much for coming out. It could include Councilman Goins, but he didn't show up. We missed you. And of course, we could not do it without our sponsors that support it.

I couldn't. And the local businesses that came out, they all had a great time, too. And for those of you that were not able to attend, that was our 19th annual. So maybe you can attend at the 20th annual next year for the Mardi Gras pods in the park.

He just did a concert. So whenever he books next year. If he doesn't, then we just try to do it within that Fat Tuesday timeframe in February. Sunday seems to be the best.
even if you started it after 12 o'clock. But anyway, I just wondered how far in advance because obviously the further in advance, the easier it is. You know, because it's something I would love to come and help and judge on. But
absolutely. So what you're saying is next year I should come and talk to you all in January. Yes, ma'am. December would be better. That would be awesome. And I would be happy to do that. Thank you for the desire to participate because we do really appreciate it. And even though animals are low on the totem pole, they have great meaning to many of us. So thank you for that.

That's why I wanted to show the volunteers, even the Rotaract Club, they ‸ always support us when they come out to do those programs. And these are, you know, they're basically to meet kids in college. So ‸ they really do have a great helping unit in that. So we do appreciate that as well.

I just, you know, like to say a few things. I thank you for listening to me. And I know things is not speedily and it don't happen overnight, but God's still in control.
you know, when God sets something in motion, it cannot be stopped. God has set this water deal in motion. Okay. God has not told me no yet. So when God tells me no, I will stop pursuing it. So then, you know, I was very fortunate to be brought up by some really older gentlemen's that

in life to move forward. You know, and they told me there's three types of people in this world. There's people that wonder what happened. There's people that watch what happened. And then thank God there's people that make stuff happen. But it's a collective group that makes stuff happen. It's not just one. But you know, it's inspired by God. So I'm very thankful. And you know, when people tell me no,
ballers someone or goes against their wheel or does something heinous. That is a no no. But other no's is a little different. When I pursued my wife, my father-in-law said no. And when you have a double barrel shotgun pointing at you, and I mean no disrespect to anybody with guns and thankful for the law enforcement.
whistles on the satellite boulevard. And I just told him to give me a ballpark figure with the new route from my house to the end of satellite. That's with city approval, city's grants. It all can be done. I've done, you know, I know it's just willingness and you don't need any, all this stuff. But he give a ballpark of 250,000 and he said it could be less. But I'll go ahead and leave it to y'all. And after this meeting, I'm going to take a small break. God said to be still a minute and just let things move forward. So is there any update or anything or no, sir? If y'all forward what I forward to y'all to Walsh to get a general idea.

Good evening, beautiful people. I'm just here as a thank you. When I've talked to the kids and we talked about work that y'all are doing, my student leaders are known for their thank you carts. I brought y'all some of them today. So you can add that to your wall of, wall of hope that hopefully all of you have there. But our kids, as they trampled out in their ponchos and umbrellas after we talked about the crosswalk, are super excited about it. They're hoping to be a part of when we get our crosswalk out there on Dixon. They want to be a part of it. They wanted to come here and talk to y'all, but I told them we only had three minutes and
that are on there want to be more involved. Some of our older kids are a little better at getting involved. Some are not so good, but they want to know who y'all are as you're out here representing them. I know several of y'all have been with us there.
So we would love to invite members of the council to come by, join us, fellowship with our families. These are all the people ‸ that helped y'all get here. We want them to know who y'all are too, so that when there are things to talk about, they're here in these seats to talk about them. But we definitely are trying to bridge those gaps for our families, get them more comfortable with their elected officials, with the people that are representing them. Know your names, know your faces, so that when they see you in the Walmart, they can run up to you and say hello too. It's important for our families to bridge those gaps, especially when there's so much harsh in the world. We want them to know that the people who are out here fighting for them know who they are and know where we are. So they just wanted me to extend that thank you, extend the invitation to come visit. They get special certificates and badges whenever they lead tours. So please come out.

community partnership school, but we need community support to make that happen. So we'd love to add your guys' names to the list of people who want to see that next bridge happen. So our kids continue to have that wraparound care from VPK all the way through when they're graduating and
Oh, yeah, we love competing. But if you'd like to join us for our spring festival March 8th, two weeks from now, from 12 to 3, it's just an opportunity for our families to come and fellowship. So just come say hello. You don't have to come as the council members come as a member of our community.

Um, this is the request to approve the final subdivision plat for one parcel of real property totaling approximately 15.74 acres to be subdivided into two lots. Lots 1A and 1B known as serious subdivision and a commercial, uh, out parcel. Okay. Two things. As you know, it's going to be a public hearing. So I will hear from the public, but I would like to hear from our planner, Miss Lucy. But just let me do my formality with your blessings, please.

Groves like we've never seen ever before. And it's due to all this relocation. I don't know if this is allotted or who takes care of this of the storm runoff water. And that parking lot will have so much contaminants. I don't know if there's encatchments there to catch this. At the end of each parking lot, we used to make a little ‸ thing when I worked for the Department of Environmental Protection. You know, at the end of the parking lot, it's a thing like a pond, so to speak, that has plants and aquatic things that catches all the debris that comes off. So, so is it, is it just about the amount of council members or is, it's really about the money, correct? About how much money it is for three, the total? That's what puts us out of the budget.
Well, per our training, um um process. and we bring this in front of council to document the approval of it. So the purpose of this is to document the authorization, um and who's going. So that gives the city clerks, the authority to book the travel and make the registration. Right.
All the reason why I ask because I know if, ‸ I know that the hotels are expensive and if it helps for me to not use a hotel and me to drive back and forth, I can do that too. If that's, you know,

a bulk wastewater treatment rate, because we don't have a way to build them. uh We wouldn't have any costs other than it would be to treat the waste. They would take care of the infrastructure. I haven't even talked to the utilities director. I have a feeling that that connection might even just be temporary meaning if they end up building a wastewater treatment plant
they may end up being able to go more quickly and directly to their own plant than going to ours and so that might end up being incorporated into the agreement meaning hey if we if we need have the need and we do the project we'll send it to

‸ are way closer to than we will ever be. So we appreciate where you are. We understand where you are. And the reason that we unanimously said no this time to this request was it was about a 50 percent increase on what the project had originally been funded at. The way the project works, for those that don't know, and it really is brilliant is we pay per pound of nitrogen removed so that way a project up in Titusville versus a project in South County is based on the same way we don't want people saying we're pulling favoritism one way or another A pound of nitrogen is worth this amount. And unfortunately, with the economy and inflation and prices, it's just gone up tremendously. So the reason that this time we had voted unanimously no, the discussion was based around the fact that there hadn't been any outside grants acquired I know you all had looked for a legislative appropriation this past year I believe and it was vetoed

you know, but, you know, assuming even if it's not, have that information say, would there be an opportunity to increase that? And it sounds like from what the gentleman said earlier, it's all based on how many houses. So maybe put ‸ out the query on that. How many folks? I mean, it's 88 homes from what I understand.
just from the initial blush? ‸ if that number is high, then I think the city will have a good confidence level that this is going to be a workable solution. And to Mr. Claus's point, at that point, then you hook it into the uh to the remaining homes. i I don't live on the river. I wouldn't be affected. But if you gave me the opportunity to go to Septic, as everybody else said, to save our lagoon, I would take that. So I think maybe that's something that we should just try to keep this momentum going and try to get this issue resolved. Don't walk away from it. It's too important to all of us, to our grandchildren, and, you know, to us who are wanting to save this lagoon, because it can come back. It's starting to, and it can do it. uh

i was going to finish up uh our presentation and Mr. Mayor, and I and i get it, you know, it's these things always seem to be personal laws to staff. And so I promise uh staff that I would always uh defend their professional reputations and professional character. uh And certainly, you know, the comment that Mr. Walsh has said negative things is absolutely not uh correct. as, again, an example of that's all Jack has done. Jack has never said to me that he is not in favor of this. He is, uh he will, he will march to the orders of, of the council. And so generically, there's an ordinance that says that uh um the beneficiaries, beneficiaries of, uh of uh improvements pay for those improvements there. And so more specifically, in, um in uh 2000, there's a subdivision that actually uh had sewer installed and actually was required to pay a connection fee.
2000-06. And mr mr mr Mr. Beach can show you where that subdivision is.

um policy positions, you have policy requirements, you have uh um via ordinance, you have a requirement, again, for thosethose who are benefiting from the improvement to pay for the improvement. policy questions that have to be answered. And so let me talk about the Broadmoor Acres project. it's it's a It's a regional utility. And so as Mr. Walsh said, you have about approximately 70 000 water customers. and But you all haven't answered that question. That's the first policy question that we've asked. Who would pay for any cost overruns? Would it be the 88 homeowners, or would it be spread throughout the system? Again, by way of example,
So, so so again, but that's the first policy question that we've posed to to the city council, who pays for the cost to overrun overruns, the potential cost overruns. But again, itit is a regional water utility. And so if it's if it's not directly paid for by the 88 homeowners, it's spread throughout the regional uh water utility and the ratepayers within that regional water utility.
So someone else will be absorbing this cost, and it does not directly impact them, in other words, since it's on a regional system. um I have a question to the audience. you had asked if I would do a report on that. um I was thinking the big takeaway this last week for me on the transportation planning organization, and the MPO, our Space Coast Transportation planning organization, was we had some new members. Both of these organizations, I really am enthusiastic about being involved because these are planning organizations, collaborative planning organizations. That's why they exist because we recognize that traffic does not stop and end at our boundaries. That what we do impacts those outside of our boundaries and what they do impacts us. So there are a series of these type of planning organizations and that is their purpose to, in this case, we got together with ‸ different municipalities from central Florida talking about transportation.transportation at the Space Coast TPO, we had several new members and
you know, thinking demanding funds versus understanding that this is a body that's collaborating for the purpose of transportation, the whole area, rather than
