Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
603 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 32 voices separated from the audio.
49 short machine repair(s) (59 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.9% of 25,127 content words.
Dotted words (467 places) are ordinary wording differences: hover or tap to see the other reading.
603 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

want to include that particular item, and the reason is that is the property that has been the community garden where we have several volunteer leaders that have put in hundreds of hours on that, and because this is being walked on at the last last minute, they don't even have an opportunity to be here and speak about it. And I don't think it's fair to them, given the hundreds of hours of volunteer hours that they have put in, that they not at least know about it. I'm not sure what inspired it to be tonight, but I mean those properties aren't going that quickly that we're going to lose much if we wait two weeks.
Let's do it this way. And you're right, this item was added on. And Mr. Garganese, give me the best remedy for this, because I want to do things decently and or,

‸ All right. Chair is going to, and hold on, let me make sure I do this decently and in order. Okay. He amended this motion, Mr. City Attorney. I'm going to call the question, but she wants to amend the minutes of the meeting, I'm assuming, of September the 14th. Is that my correct understanding?

raise your hand, please? Yep. And then we have Jeff Goetz, who's the executive dean of School of Public Safety at Valencia College. They're gonna ‸ do the presentation for us today. Their team, along with the two of them, were very instrumental in putting this strategic plan together, which I think is a great plan for the future of the police department. So

regarding their views of the Cocoa Police Department and how it fits within the broader Cocoa ‸ community. During the early part of 2020, we worked within the department to establish some foundations for the strategic plan in terms of looking at mission and vision and values statements and try to hone in on what are the top strategic issues that the department was facing at that time. During the summer of 2020, we worked with some of the leadership at multiple levels within the police department to identify what are the best strategies that we can implement in order to address the issues that have been identified.

police department and try to connect with the community as well. ‸ In terms of the values of the police department, you can see the current values listed there on the left. And as we provide a proposed list of values, this is not to say the ones that have fallen off of the current list are not still important to the police department, but that we see times do change and that needs change within the community and with the organization.

So ‸ what we describe here is where the police department would like to go in the next five years and provides a bit of a blueprint of how to get there. Something that's common to strategic plans, you may be familiar with this if you've participated in this process before, is the idea of a SWOT analysis. This is an opportunity for the organization to identify its strengths and weaknesses internally and think about its opportunities and threats outside of the organization. And I won't go through all of this completely for the sake of time, but you can see that a number of items are listed in each of these categories. The community engagement aspect of the police department was highly emphasized by the stakeholders that we talked to. In terms of weaknesses, a number of them that a lot of organizations, frankly, suffer from in terms of recruiting and retention, salary and benefits, equipment, and really tending to the internal shop of the police department. Addressing hot spots or the areas of concentrated crime was also an item that came up quite a bit in our analysis as well.

police department here in Cocoa. And then we also see that there's, you know, in terms of recruitment and retention of employees, having to compete with other law enforcement agencies regarding salary and benefits and budgets are also potential threats to the department. So after we take a look at that analysis, we were able to boil down the top strategic issues for the police department in three areas. First, how can Cocoa Police Department proactively respond to shifting crime trends and emerging social problems? Secondly, how can CPD continue to build strong community relations throughout the diverse population

order to achieve the ‸ objective that has been listed here, which is to decrease criminal offenses in the hot spots or the areas of concentrated crime by 25% over the next five years. The strategies listed here include improving crime analysis technology, deploying a community response team, implementing operational plans in each of these hot spots, and instituting a crime-free multi-housing program. Also, another goal or another objective here ‸ is to try to tackle juvenile offenses and citations in these areas of concentrated crime.

And the first objective is to ensure that at least 30% of new hires have resided or do reside in COCO and have that familiarity. And also the strategies here are to offer additional trainee scholarships, offer incentives to employees who demonstrate proficiency in foreign languages that are commonly spoken in COCO. Seeking grant assistance to help fund specialized units. Recruiting a diverse set of military veterans. Offering down payment and rent assistance for officers seeking a home in COCO. the salaries. Just from my experience, just surveying the police officers here and talking to other police officers that left our police department, that went to some of the local, the other agencies here in the county, they went for higher salaries. So that's why it's so important that we have a competitive salary that's consistent with the other police departments around here so that we can maintain the cream of the crop.
Yes, our salary is pretty competitive now, but I can tell you that when this strategic plan was being developed, those numbers were not under consideration at the time.

The good thing about this objective too is that it's dynamic, so it's going to be a continuous comparison over the five year period. The problem that happens a lot of times is one agency increases their salaries and ‸ that causes a ripple effect throughout the county. Right. And so I think it's an objective to keep an eye on consistently over the five year period to ensure that it's being met or exceeded.

like to tell you ‸ a little bit more about myself. I've been here in Cocoa for about 10 years, which is 10 to 11 years, which is almost about half of my life, considering the fact that I'm only 18.

and saw something of interest of mine in the plan, which happens to be included, a recommendation for a skate park right in Riverfront Park. and I looked at that idea, ‸ thought I should come up and I find that we should reopen this and have another look, considering that not a lot of people know about
good trails, going to no places. and at the end of the day, I think it would best serve the community if they have a little bit more opinion on something like this.

on a park plan and then discarded the study. Very little of the study's recommendations is reflected in the city's current spending plan. As an example, the council is spending close to three quarters of a million dollars on a splash pad and pavilion

that was not even mentioned in the plan for that location. To quote the plan, if a splash pad was important to the citizens of Cocoa, the place to consider for the pad would be Provost Park.
My guess is that the planners recognize that Provost and its nearby communities have been deprived of any semblance of decent amenities for decades. Surely it would make sense to put the splash pad in Provost Park so that disadvantaged families living nearby are given the easiest access to a new splash pad. I am not advocating for a splash pad anywhere in Cocoa, but I am requesting that the council members be good stewards of our saved tax dollars and freeze all spending on parks until the plan can be vetted and solid planning can take place. I am proposing council members vote tonight to freeze all spending on the parks until the plan is thoroughly vetted and spending recommendations adjusted accordingly. Their spending is simply out of whack with the planning that they paid for.

to do, I need to speak quickly because I'm going to run out of time. My proposal is that we move from the draft master plan to the city of Cocoa Park system. And my question is, is what's the plan? I start out my presentation by using a few statements from the city of Cocoa strategic plan where we envision Cocoa as a community where all residents have the opportunity to participate in community decisions. And stating one of the values around leadership, encouraging community participation, inclusivity and awareness, and exhibiting actions that serve as persuasive examples for others to follow. And towards that end, I put together a brief proposal on completing the master plan.
Okay, hopefully the next slide will come. Oh, ‸ there we go. Thank you. So why do I personally care about city planning and spending? I have a background in master planning assistance. I worked for state government for five years for the state of Colorado. And I was one of the people who actually looked over the planning process to see whether or not the applicant was worthy of state funds. So I'm very interested in planning,
all the planning processes for COCO. In the bottom of the slide, you can see that I have a little snippet of my division, and they talk about the master planning process and the importance. This is actually an eight-page presentation of them, but I just wanted to give a visual reference. So comprehensive planning efforts lead to
that master plan. ‸ It is advantageous for the city to follow that plan, ‸ one, for the benefit of citizens, but also for the grant funding for whatever we come up with on that master plan.
A few key items here, What the problem is is that the current draft ‸ master plan status is unknown, less than 1% of community participation in the 2020 survey. And in the event, I run out of time, I want everyone to know that this presentation is in a public Facebook group called
So just look up COCO CARES Citizens group. And then also, the draft plan is also in that group because I want citizens to have access to this. So only 152 survey respondents out of a population

as the Premier Youth Football League out there, we have gone through many, many trials of trying to get things fixed through Parks and Rec. ‸ to say the least, ‸ we finally got the building cosmetically painted and a new air conditioning unit. 95% of the park and left the football field unpaved, but that's something that we have to deal with on our end. Our city manager, we're going to come up with the funds to make sure we take care of that portion. So I do know that when we talk about the park master plan, these are the deficiencies that I know I've called out and several other people have called out as well. During the park master plan planning process, people like Mr. Rashad Williams were not a part of that process. So in order to make this plan really what we really want it to be, I think we should include people from the community to make sure that that plan is done properly. Because again, that plan did not show the proper things inside

‸ Mr. Mayor one of the things that the professor did a good job in was you know he highlighted in the police department strategic plan that they actually hit pause because ‸ I wrote it down there was a leadership transition and he allowed the chief and I to have a final review to take a look at the plan and see what was done to date and then ‸ conduct that final review and make our comments
and tweak the process if it needed to be none of that has happened and so we have a draft that hasn't had a final staff review that has ‸ many issues associated with it and we have members of the public that want to present that as the city's plan nothing has been presented to you Mr. Smith who works with the county and who is responsible for maintaining many of the city parks wasn't even included in that process

You have to expound on this under delegations because it's under consent. So come forward. Talking about the grant question, I guess that is the purpose?
Yes, sir. Greg Stoll, [address], Cocoa, Florida. Yes, I was very enthused to see that the city of Cocoa was awarded a Department of Interior grant for research and documentation of Gilbert versus Board of Public Instruction of Brevard County, Florida. I do have a two-part question. ‸ One, will the city actually be conducting this research and documentation, or will the work be contracted out, and if so, to whom?

fire stations with staff personnel from Brevard County Fire Rescue. But in Section 4 of the auto ‸ agreement, there is a section that allows the county to be able to store ‸ apparatus or equipment only inside the fire stations in the event of a hurricane. Or there's been oftentimes where we have been out of both of our reserves or been into them already and we have nothing else to move into. So we have had to borrow an engine from Brevard County Fire Rescue in order to maintain the services that we provide to our community. So with that being said, the ‸ other portion of that is
Fire Rescue is in the event that all of our units are on a large incident of fire where everything is moved out. We ask them to move a truck into the city for coverage to continue to provide quality care and coverage for our citizens. And that would allow them just to bring the truck temporarily

Yes, sir. So, according to the NFPA, which is the National Fire Protection Association who regulates our responses and how many people we have to have on scene, due to the budget and the size of the city, it's just not practical for us to be able to put that many people on ‸ the payroll in order to meet that standard.
Brevard County is really in the same box with ‸ the number of stations that they have in the area that they cover. So, to cover that gap and make sure that we meet the ISO requirements, which is our insurance office rating requirements, we're allowed to have an auto aid agreement between the two municipalities, which basically means that they will bring in the rest of what we need to finish out that

truck in order to be able to transport our people, the firefighters, from off the scene in the event that one of them get hurt or a civilian. So, that finishes making out that complement and allows us to meet the NFPA standard for the quality of fire protection that we provide and our response times. In turn, we do the exact same thing for the county in some of the areas that we butt up to the county side.
because we obviously don't have a rescue truck, to finish out that complement. So, they have enough people on scene and the amount of time that it says in the standard. On top of that, we have an agreement with the county. It's called an

program. So, anytime we have like items when we run calls with Brevard County Fire Rescue, we track those items, submit an order at the end of the month to Brevard County Fire Rescue, and they give us that equipment back. This last budget year, we saved a little over $30,000 in the EMS consumable exchange program. So, that allowed us to concentrate the money that we had in our budget to other areas to cover gaps without having to come back before council to ask for an increase in our budget.
Yes, sir. Thank you. I'm sorry. I meant to touch on that. So, we will start posting our monthly. Our call volumes and call stats are published every month in the City Council agenda, and Mr. Mayor, you've asked that we post that on our website. So, we'll work with Samantha to take that same data and ensure that each month that call volume is broken out and posted onto our city website for people to see and get to very easily.

Chief. And just to put it out for the public, these auto aid agreements, such ‸ you just talked about, it's pretty standard throughout the county, furthermore throughout the state among different municipalities and counties, correct?
Yes, sir. Absolutely. In my previous job in Clay County, we only had three auto aid agreements. ‸ Obviously, we butted up to Duval County on one side of us up to the north. Then we butted up to, nothing bad about Duval, but
are very, very few departments across the nation that can meet the NAPA standard without an auto aid agreement. Now, when you start looking to ones locally here in the state, and again, I'll go back to my brothers and sisters in Duval County, you know, they were able to do that in the majority of their city.
you know, they don't have to have those auto aid agreements. But they do have boroughs and they still have an auto aid agreement with those boroughs to come in to downtown to assist. So, they're pretty standard.

He stopped using the property for short-term rental as soon as the order was issued in 2018, but could not move the RV to the $2,500 cost to remove it. He was challenging the order. um, you know, decided by the code enforcement board. And the math is clearly in the agenda package. This ‸ is not an attorney fee hearing. The city is not seeking to re seek reimbursement of attorney fees. If the city were to even attempt to recover attorney fees, the city would be asking them to pay in excess of $100,000 that went into this, into this case. Furthermore, the, the staff has in your, in your agenda item, um, I thought about it today. I believe the city also had a special prosecutor retained, um, to handle this particular case due to the gravity of the situation and the import public policy importance, um, of the code sections that were being enforced by the code enforcement board. So, you know, there were significant policy issues related to the code that was at issue and the protection of single family residential

So, you know, this case went on for ‸ excess of two, two years. And I think even staff's report on their costs probably are just the scintilla of the amount of time that the city staff expended on this case right up to the city manager's office that was very much involved in this case and understood the policy implications behind, um, you know, this particular violation. So, you
I just want to be really clear and I'm going to say it again for the record. This is not a hearing seeking reimbursement of attorney fees. Staff is just telling you some of the additional costs that were involved in the, in this, in this matter, uh, you know, to handle this particular case. So, you know,
lien runs in favor of the governing body. It's $37,030. Um, you know, it's a discretionary decision that the council has, whether or not you want to afford relief.

Sure. So back in June, Council provided direction for the purchase of the aluminum pedestrian bridge, $10,000 for access fencing and 7500 for educational signage and trail markers as part of the potential access point for the cross country course through the conservation area.
to the south of Cocoa Bay through an easement. So we contacted the owner, sent him a couple letters and explained to him what the goal is here. And he's seeking $20,000 for that easement. It's about a 15 foot wide, maybe about a thousand feet long. It's the length of the property east and west. So what we're looking for tonight is direction regarding that.
if the value of that easement is $20,000. So maybe having not to exceed with an appraisal attached to that. If it wasn't improved, then we would really be looking to what to do with those funds because if there's no easement, there's not really a need for an access point there or the purchase of the bridge and the fence. The ‸ signage and the trail markers could still be utilized though through the conservation area.

There's an FPL easement on the cocoa bay properties, not on his property. Okay. In order to work through that FPL easement, we would really need an agreement from all 13 separate property owners. Uh-huh.

You're doing a great job, son. We're very proud of you. I thank the world of you because once upon a time, I was a Boy Scout. And believe it or not, they made Boy Scout uniforms in my size. It was called

And you know what, Justin? You got a handsome young man to your immediate right there showing you that fatherly and son love. That speaks volumes. So I commend you too as well, Dad. Thank you.

Ah, I always go first. Every single time I go first. But, nonetheless, ‸ I am happy to be proud to be your elected representative. It is an honor to be here. Um,
But, overall, I feel very positive after this meeting because of what I see as this emphasis on vision and strategic planning. And I think that was introduced by the police plan, which is, um, which is a real model. Like I said before, I could say it a hundred times, whether I'm sitting here or there,
be in a city that has a plan. I want to be in a city where that plan drives the budget and the actions of staff. And that they're inspired by that. I'm so glad to hear tonight that we will be taking up the master park plan because the way it was left in the spring, as you know, was it's been a draft for quite a while. It has real deficiencies and I felt like after talking,

Yes, that's a big flaw not having our public works director on top of that, not having more input from other parts of the community. But the great thing about those plans is it gives us the opportunity to get that input from citizens.
engagement we have by our citizens, the better city we are. It's not easy. It's ‸ real messy sometimes. But respecting each other, having a code of civility, and working together towards something is going to be well worth it. Let me share with you a note that I received from one of my constituents,
over and above stormwater improvements, safe drinking water, road maintenance, etc. This type of infrastructure should have our highest priority. However, human infrastructure should also include access to facilities that give people varieties of physical activity. Study after study. We need to move to improve our cognition, sleep, the lower risk of dementia, heart disease, stroke. There's a list here. These health problems exist precisely because of our sedentary lifestyle. Things as simple as unlocking the chain link gate,
from the college parking lot to the high school track. And of course, this is somebody that moved into that neighborhood because Clear Lake was there and that was their regiment for many, many years walking around that lake. And it's now pretty much locked off from them. But I just bring this up because I was really struck by how minimal ‸ effort it would be on our part, the city's part, to make those Johnny Johnson trails truly available.

And we talk about economic development. Yes, we need more tax base economic development. Let's get businesses here. Let's get more housing options here. But I got to tell you, unless we get those living experiences here as well, it's all for naught. You can build on every blade of grass. And we saw that. You know, we've seen that years past where there have been competitions to bring companies to a city. And what do they go for? Time and time again, it's not the biggest check. It's the community that can attract the talent. It's the community that people want to live in. I think we have all the seeds of a city that a lot of people will want to live in. So let's keep our vision. Let's keep our strategy and our plans so we have a pathway. We have a way to judge ourselves. We have a way to push forward. And make Cocoa the best it can be. Thank you.

I had a chance to speak over the weekend with a citizen over in District 2. And she wanted me to express some concerns. ‸ Well, you know, see if we can possibly improve some of the striping at ‸ the stop signs in some areas.
just look at some of the intersections and stop signs. The striping has faded away. And it was just a concern that someone wanted me to pass along. Another thing, I want to send my condolences out to the parish family as they grieve a loss. I learned about yesterday as well. So, my condolences out to their family. And that's all I have.

the Cocoa High School football team, which is right now the number one team in class 4A. And you just never know sometimes what these kids are. You don't know if they're eating at night. You don't know anything. So, the kids were so appreciative that we stepped up. And

We spoiled the kids. They spoiled us. So, some people don't like to spoil the athletes, but I'm a firm believer if you show them love, they're going to play very hard. So, they really appreciate it. And so, that's all I had on that. I'd
appreciate all the emails for or against whatever we are deciding. Again, that's what democracy is for. And I welcome that. So, I appreciate y'all. Thank you.

First of all, last meeting went way too long, ‸ so we weren't able to give kudos to the ribbon cutting at the Chef's Kitchen on 10,070 Clear Lake Road. They fed us. The food was fabulous. And I'm going to tell you what, if you like banana pudding,

It was a ribbon cutting at the Keep Local Brevard Wine Bar, which is 902 Florida Avenue, which is where the pastry shop is. She's just kind of expanding. And it was a fun time.
bakava out, which makes the best in the world, in my opinion. And the big note is this Sunday at 4 o'clock at the Space Coast Stadium, which is the one in Vieira. It's a USA Space Coast complex. It's at 580 Stadium Parkway in Vieira. ‸ It would have been the fourth annual.
We have 24 participants. This year it's not all around the world because they wouldn't let them fly out. The event starts at 4 o'clock and parking is open at 3. There's going to be plenty of vendors and it's free. Please come out. It's free. We outgrew Cocoa High Stadium in our second year. And this is why we had to pick a bigger stadium.
there to watch this. And we got officers from all over the country. We got some also representative very well from the county in Orange County and Patrick Air Force Base. Our guys can't participate, but Bear will be out there with

for this next council meeting, that we all dress in suits. Gentlemen, please. No one to blame. I'll take the blame for that myself. Congrats again to the new Citizens Academy. It was 20 plus strong. Yes, sir.

about the businesses coming here and what we've accomplished in one year, even two years more than what they've done two years ago. So we're growing brick by brick because I believe in the staff. I believe in the city manager and I think if you have positive productivity, produce positive results. So I'm a firm believer in that. So I thank you. And also on this note,
direct this to the city manager in reference of the sustainability advisory board. I would like the city staff to bring back an agenda item at the next meeting to discuss the resolution that created the sustainability advisory board. I would like to discuss the criteria for appointments of the members and the duties of this board.
forward here tonight at Endeavor Elementary School. And I think it's a positive impact that we have on our students' lives. And ‸ I think this board, all boards should be indicative and mirror the demographics of our community.
note, I'm asking that, Mr. City Manager. And in conclusion, I would say God bless America and his great United States. Protect the men and women of this great nation and the military and elsewhere and beyond foreign countries. God bless you and it keeps you.
