Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
212 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
31 short machine repair(s) (35 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.2% of 9,584 content words.
Dotted words (256 places) are ordinary wording differences: hover or tap to see the other reading.
212 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

And we have a sort of a short agenda tonight, so I'm hoping that we can move forward and get everybody who needs to be home, home. All right. We're going to call this meeting to order. Let's see. Invocation, I think I'll do that today. And then we'll have our Pledge of Allegiance and roll call. Oh, Heavenly Father, we want to thank you for having this opportunity to thank you for your grace and for your mercy. We want to pray for all families across this country, for those who were affected by Helene and also by Milton. We also want to thank you, Heavenly Father, for those who

not harmed in ‸ this group that is now together. We want to thank you, Heavenly Father, for your blessings and ‸ for all that you've done for each one of us and what you plan to do for us in the future. And as we make decisions for this city, we want it to be in your will and your way. In Jesus' name we pray. Amen. Amen.

Uh, So we're asking for approval of amendment number one to the interlocal agreement that is between the city and diamond square for the Michael C. Blake subdivision and authorized city manager to approve budgetary changes. So, uh, we did have the interlocal agreement between the city and diamond square for the purposes of constructing those five homes in the Michael C. Blake subdivision. Uh, the addendum adds the funds that were budgetary. Budgeted for the down payment assistance by the agency.
account for all of the funds in, in one area so that when we're doing audit, going through audit, we have everything into one project area. So that's what this interlocal agreement, um, allows for us to put everything under one project.
Okay. ‸ My question. And I, I guess you sort of cleared up what I was thinking because I remember it was back in, uh, March, uh, when we did do the agreement, I believe. And so the, we're talking about the same money. Yes. We're talking about
diamond square to the CRA or diamond square to the city. Um, this is the additional $150,000 that you had budgeted for down payment ‸ assistance. All five homes required the down payment assistance from diamond square that was budgeted. And so that that's the funds that this interlocal agreement amendment is accounting for those funds to be accounted for in the budget.

We know we have funds budgeted in 2025 for any future down payment assistance that will, uh, hopefully be needed once we get those other homes, uh, built or get started on building those other homes. So, but this is just to account for the 2024 funds. All to put them under one project. Uh,
Flag: words were replaced by a machine repair · 00:06:43–00:06:43 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
And in other words, the money that, um, we had allocated in our budget, 2024 for our, um, for assistance, uh, down payment assistance. That's also 2024. Yes. Okay. So when we move into a 2025 situation, we still have dollars that are still there for anyone that we may want to assist. Yes. Correct. Yeah. These funds have
mean, we've, cause these homes have been closed on now for several weeks. So we've already paid out those funds. Right. We're just trying to account for them per our auditors.

once we get through this, the next few months of closing out 24, uh, we'll be able to provide you with a more accurate number of what that is. Okay. And it'll be put aside for affordable housing purposes for the future.

That's a good question. Very good question. I wasn't thinking about that. So that's great. It's great to know that. All right. Well, uh, there are no more questions. I'm ready for the motion.

No objections. All right. Okay. Great. any, any updates at all that maybe councilman may know about or anyone may know city staff may know about? I know we talked a little bit about that last meeting. You were still looking for a developer who could maybe do the whole project instead of piece by piece.
Uh, it closes in a few weeks. And so then we will be evaluating those RFPs, the proposals and bringing back to the council for a decision. And, um, Ms. Smith is on that committee. I remember. With us. So, uh, she will be a part of that, uh, recommendation group who will recommend to the council for, for the best project to do this. So we're, we're anticipating, uh, some, some pretty decent, uh, proposals. We've had some good, uh, good interest in it so far. So I'm, I'm looking forward to seeing what we get out of it.

I apologize for the darkness. The, the printer was not cooperating tonight, uh, to print the, uh, screenshots, but I wanted to give you an update on those numbers. So the, how it works is we're all, I'll use some general numbers. Let's say you, you have $10 every year that you have budgeted for activities and you only spend $8. That extra $2 goes back into your reserves. It basically goes into your savings account to be budgeted for something else in the future.

for October 30th. So we'll keep you updated on that, uh, times and locations. Uh, we're just trying to get all of those things rescheduled so that we can, uh, complete this portion of the, the data analysis and the, uh, collection so that we can move forward into, uh, deciding how, how best to utilize our, our, the ideas that have
Okay. I want to thank those, uh, board members who did, uh, some of you could, some of you probably could not, but those who did go, uh, to the, um, the forum to express your ideas.
The next time we have one, uh, can it be in the evening? And I'll tell you why, because ‸ most people will respond to an evening versus during the day of lunchtime kind of meetings. Uh,
You really did have to, you know, go from board to board and, um, and, and they had people all set up to talk with you and that was great. But, um, but it did take a little time to really, you know, get your ideas on the board. So, um, if we can think about diamond squares being in the afternoon and, you know, I think that would work best for us. It's something like
Flag: numbers, amounts, negation or names differ between the machine readings · 00:17:04–00:17:07 · unresolved: the words are not shown (unclear audio); listen to the recording
we do have other options and new other locations that we can accommodate that. So ‸ we're just, we have to work with our consultant and try to work out those times.

to find ones we know that are going to be professional that understand the, the day to day operations and, uh, can hopefully help make a difference. So we're looking forward to seeing what the finished product brings to us.
Um, they knew where, you know, what we were talking about. They knew that worked in the area before they ‸ worked on other plans, but they also worked in positions for the city before. So different cities. So it kind of made an easy conversation, uh, with them.
Um, it was, it was easy to just go down and, and put your ideas on a board or, you know, and it was, you know, I mean, it's also good to have the back and forth conversation of the group as well. So I hope at one point we have a session where, you know, it's, you know, question and answer kind of thing, you know, because people are going to have questions that may not be answered by board, but could be answered by, you know, a planner, uh, through an idea. Uh, so, um, hopefully, hopefully that will be a part of it as well. So I'm looking forward to the next one. Um, yeah.
Yes. So our next, uh, topic for updates is the FRA conference. We are one week away from the conference. And as of today, the conference is still going on. Um, we have not heard of any, uh, damage to the, uh, Tampa Marriott, uh, waterfront, which is incredible. They got lucky. Tampa did get lucky as far as storm bikes, by going south. The, the way the storm surge, they actually had a reverse storm surge in that Bay Area. So all the water left that area instead of coming in.
registration packets and everything else. We'll have all of that information for you. Ryan is working on gathering all of that information. Uh, we do need to know if you, um, cannot attend for some reason. ‸ If there's any emergencies that come up, we just need to know because we have to cancel hotel rooms and adjust any schedules that are necessary for that. And then the conference ends Friday morning, October 25th, and then you'll return back to the city and we'll communicate with you all of that information. Um, prior to you departing next week. Uh,
that we, uh, won the award for outstanding housing project, affordable housing project and small city project for the five homes built with in collaboration with CHI and the Michael C. Blake subdivision. Uh, so we will

We'll be receiving that award on Thursday, October 24th at 6 PM at the awards banquet. So none of you are allowed to miss that banquet. None of you are allowed to miss that banquet.
And so that we can go up there and all gather together and collect that award and, uh, and be, be there to, to celebrate that. I mean, that's a, it's an accomplishment to, uh, affordable housing is huge right now. And for a city to accomplish an affordable housing project to build five homes in less than one year. Um, and have them occupied with homeowners that live here in cocoa and are happy and are really enjoying everything. It's a testament to what we did to be able to pull it together. And so I commend the CRA and obviously the city for, uh, having the thought to put the funds out there to do this so that we could make a difference in the community. And it has made a difference. I can see the difference in that area. Um, and so,
and not be, you know, the award winning CRA, but this time we are. So, uh, it's gonna ‸ be a really nice, uh, feather in our cap and hopefully, you know, something for ‸ future because I think with the completion of the CRA plans for both cocoa and diamond square, I think that those will also be able to be submitted. For awards and, uh, to get those for our future years. So, uh, it's, it really looks great on us to be able to put that out there and, uh, we're excited.
but, and they all gather on the stage, you know, like, uh, it's like Oscar night. But, uh, but it's, it's really a good, uh, feeling to know that, um, it's recognized, uh, you know, as something across the state that could serve.

I can see the excitement because we're right there and they're taking ownership. They're happy about it and ‸ they're keeping their property up and clean and everything.
That's good. That's good. But it's, it's good to know that, um, they were appreciative of the opportunity. So it's, it's great to be able to represent. To me, it's representing them when we go up to get the award. I mean, it's
particular. So it's, it's a good, it'll be a good night. I just wanted to tell the ‸ new, um, members about, um, if you could express to them how they get a per diem and they also get, um, a, um, knowledge because a lot of times people don't realize.
well, so yes, each of the, each of the agency members, you do get a per diem for the time that you are away. And so that will be reimbursed to you after the conference is over. If you drive your own vehicle, uh, there is mileage reimbursement as well. Uh, I believe we'll be requesting a city vehicle again to take over. So if anybody wants to ride along in the city vehicle, uh, we typically have a vehicle for that purpose.
Okay. Uh, to get that as far as how many people are going to need, uh, the transportation in the city vehicle or who will be driving themselves. So, um, so he'll probably be working on that later this week to get that information so that we can get the vehicle, uh, taken care of. So ‸ just

Yeah. So the, the vulnerability assessment is a, it's a grant that we received from the state and we're updating our emergency preparedness plan and what to do, uh, resiliency, sustainability, how to, how to make sure that we manage storms effectively and, and, and try to mitigate some of those challenges. And we did have one scheduled at the Dr. Julie Smith center on the 10th, but obviously we were closed because of the storm. And so the next one is October 17th, which is at the Brevard museum on Michigan Avenue from 4pm to 7pm. And, and we have consultants there.
have engineers there who are all experts in the resiliency and water mitigation and how to, uh, work towards preventing that. So the goal of this assessment is to create a, uh, a booklet that tells us what we need to do to mitigate these issues, where the flooding is, where the storm surge is, where the issues are, and how we can best mitigate those problems. And like, uh, councilman goings noted, if we don't know the problems, which we have been made aware, we know where the flooding is, we did our damage assessment and we went through all the communities.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:32:15–00:32:24 · unresolved: the words are not shown (unclear audio); listen to the recording
drains were clogged or were they because of inadequate storm water prevention. Uh, so those are the types of things that we have to find out that we have to work ‸ through and getting this document completed will allow us to apply for more grant funding to help that mitigation to help, uh, increase storm water prevention, uh, programs within the communities to prevent these things from happening. So, and it's required by the state. We have to have this vulnerability assessment done in order to apply for future funding. And, and so that's the purpose of having this.
about what those flooding issues are, what those storm surge issues are, because obviously, uh, two different scenarios west of us one you're dealing with rain and water flooding east of us one you're dealing with the storm surge coming off of the waterfront.
Uh, did you can just come out here to riverfront park and see all of the boats and all of the damage to riverfront park and then along Indian river drive where the flooding occurred there. And so those are the issues that we have to work towards to come up with a goal and come up with a plan to help mitigate that. So that's what we're working towards with this. So October 17th from 4 PM to 7 PM at the Brevard museum. We are looking to reschedule the other one. The other meeting at the, uh, in the diamond square community.

fort down for, for diamond square for that area. So, uh, ‸ just wanted to kind of point, point that out. Um, back to the, the war. I think, uh, the diamond square board should really pat itself on the back. A lot of people don't know exactly what you have done in the last four or five years, six years. Um, and kind of changed the landscape that can last another 20, 30 years, right? The,
um, projects that you guys, um, may happen. And so just, I wanted to kind of add that on to it. Um, again, a lot of people don't know what you do, but we try our best to let people know, Hey, look, that happened because of the board. They did that. And, and someone don't even know what it is.

And so, um, I think it is vital for the safety, especially those students who are walking to school every day. Uh, I'm out there a lot and I'm telling you, they're going 40, 50 miles an hour down, down Blake.
Um, and that was also pushed by a resident as well. And so they, the, the residents in that area feel that, um, because of the school, because of the other things that it's important to get the, um, speed bump done in that area. So I wanted to bring that up too. Yes, ma'am. Um, I know she ready.
do I need to do again? Do I need to come to city council meetings again? Because there's a school over there where I live as well. Uh, when I first moved here and she was just, you know, the whole, it was just no problem, you know, and I could come anytime and get those papers from either location. Whatever we have to do, if we have to sign anything, just let me know and I'll make sure to come in and sign. All right. Uh, any other things that we have for tonight?
If not, we're going to have our next meeting, uh, on Monday, November the 18th at six o'clock PM here at city hall. Uh, ‸ looking forward ‸ to our, um, our gathering, uh, next week. Uh, it'd be nice to, um, be together as a, as a board as well as learn all the new things that are going on across the, um, across the state. A lot of good information will be given out and our new members. I think you're going to really enjoy, uh, seeing the dedication that other cities have towards their city, uh, and their city projects and how they're working in partnership, uh, with a lot of agencies and a lot of, um,
ideas, new ideas that are out there. And, and you're going to be surprised, you know, even just going through the exhibit hall, uh, you're going to be surprised about how many resources that are out there for us to, um, to really take a look at and, and, um, and show how we as a city, uh, stand with the community and whatever we're doing with our dollars as well. Um, it's just going to be great this year. I'm very excited about us on, uh, the night of the awards, but I'm also excited also to just kind of hear what's going on. Uh,
