Agenda (the City's wording)
The City's agenda for this meeting is on file (DS_Reg_Agenda_10_16_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
358 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 16 voices separated from the audio.
34 short machine repair(s) (49 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.3% of 18,575 content words.
Dotted words (394 places) are ordinary wording differences: hover or tap to see the other reading.
358 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:41:08 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

So we'll look for those minutes at our November meeting. Yes. Okay. No problem. All right. Since there are no delegations, we'll be moving into our presentations for the night.
Okay. Thank you very much. As he's pulling up the presentation. So I was asked today to give you a presentation on a potential marketing campaign for the
So I put together some ideas just to present to you all. And of course, if you have any questions during this presentation, feel free to, to ask any questions that you have. So we're going to talk about a

And really to do it the right way. We, I've, I've kind of broken it up. I know it's been talked about kind of wrapping all of the marketing into one campaign. But to be able to do it properly and make sure that we get the right results. We want to, we want to break this up. So we want to obviously start with some research.
and, and what I've been told, we have three different things that we want to talk about. Um, so we have an overall marketing campaign for the diamond square community, this diamond square CRA. Um, we want to really push that extension of the sunset date once that comes up before the commission. Um, and then we have two grants that we offer in the diamond square community that we want to push and get more use of. So how do we best do that? Um, we have found videos work really ‸ well right now. Um, short farm videos. We are in person meetings, uh, tend to work well in getting the word out.
uh, through to our residents. So our first goal, um, obviously is promoting the outstanding work that has occurred over the last 10 years, uh, through redevelopment efforts and helping extend that sunset date of the RDA, uh, to continue that work. So we can do, um, we

of the diamond square RDA over the past five to 10 years. Um, and in my next slide, you will see we, the last time that this came up before the commission, we produced a video, um, that I think helped, helped us in our efforts as well. Um, and so I wanted to give you an example. So that's why I say an updated video.

redevelopment for that Dr. Jolie Smith community center. We are working, uh, diligently to redevelop that old, the former center. Um, and so we definitely want to get some media presence on that.
actually. Um, so we, um, I'll just play this video. This is just to show you, um, one that we did put together showing the importance of what the diamond square RDA does for the community and why it is so needed. It's
[00:07:08]Tracy Moore (Speaker 1) + overlapping voice
very important that everyone realize how the CRA work in our diamond square community.

the streets, the roads, the infrastructure. We want to work with organizations like Habitat for Humanity, organizations like Alliance for Neighborhood Restoration. Everything
here has been wonderful. I can't say enough about Habitat. I can't say enough about the Diamond Square Agency. This is really a dream come true. This is something I didn't even imagine as a plan for my life and my family. And I thank Habitat and the Diamond Square Agency for all of their efforts in helping me just secure this home.

on the infrastructure of these communities, if we don't at the same time prepare our residents, our citizens, to take advantage of those opportunities, then that investment is lost. I guess the essence of what we try to do working in concert with the City of Cocoa and with the Diamond Square RDA is to provide opportunities.
if that goes away, the impact will be lost. We need to stay the course. Someone needs to stand in the gap. If we stand in that gap and we continue, then over the course of 17 years, 20 years, 25 years, we've touched a few generations of young people who have been a part of this community and who will continue to grow here and will continue to love it.
So that was one we did. That was right before again, the last time that this we had it brought before the commission. And we were fighting to keep the diamond square CRA going.
Thanks to people in the community that helped us get that that video put together. So it would be something similar to that. And ‸ that is that would be more of a again, once ‸ we go before the commission, we want to put together a video of all of the highlighting the different things that that the diamond square has done for that community, the agency. So, you know,
want to back then we didn't have the new center. So we definitely want to highlight the new community center. We want to highlight, you know, the, the streetscaping projects and those types of things that we've done in the community.
‸ is our diamond square beautification and paint grants in the diamond square community. Um, and I think the way that we're going to really get the information out about these grants, um, is to have a community information meeting. So we can create mailers that go to every home talking that would promote ‸ the meeting and also promote the program, um, that people could come and ask questions about the program, um, and get more information. Um, we can also use,
the programs. We put it in our newsletters as well. Um, created logos, um, and again, our upcoming community newsletters. So you can see at the tops, we just created quick logos to include in our newsletter. Um, I just think it makes it a little catchier for people. Um, it makes it stand out as opposed to just words on a page that people may not read. Um, so we, we try to do little things here or there to, to, to highlight the program. Um, and so we've been including that in our newsletters, um, both electronic newsletters and our printed newsletters that get mailed to every home as well. We did a short video. Again, featuring Tracy, um, that talked a little bit about the programs that I wanted to play. Um, I think we could definitely update this video as well.
enjoy do it yourself projects where diamond square has two new DIY programs. The residential paint grant awards you up to $1,000. That includes pressure washing, paint and paint supplies for the exterior of your home. And the residential beautification print that awards $500 for Florida friendly landscaping that conserves water and protects the environment. Remember you do the work and we supply the products. We want the diamond square community to shine bright like a diamond.
push it. Um, but I think now that we've had some people who have utilized the grant, we can get definitely get some testimonial, um, show some footage of some of the homes and stuff that have utilized those grant funds. Um, and that's, that's the presentation I have for you. So I just wanted to give you some ideas of things that we could do, um, get your wheels turning on, on ideas of what you would like to see.

ask you to say, how do we best communicate? Um, how do you, we have a problem in the diamond square community videos don't work. Um, social media. So how would you bridge that gap?

probably be more cost effective for us to mail them, mail it to everybody. Um, just because unless we can find volunteers to do it, hand them door to door.
but I think that's going to be the best approach to get people to come to a meeting, learn about the program and, and find out ways that they can, um, participate in that program.

up for text alerts. Um, we don't have a lot of people that do, um, but we could include that as part of the campaign to get people to sign up for text alerts. Um, so that, yes, we can take advantage of that.
[00:17:05]Tracy Moore (Speaker 1) + overlapping voice
because of, you know, I hear my phone constantly from people sending me information. Um, so, you know, text alerts will really work, you know, to remind someone of something that's, that's happening. I ‸ really thought that the, your plan is, is very good, ‸ but I know tonight you want to hear something from us as well in regards to some ideas that we may have. And I think the text alert

really pushed the churches were a huge proponent for us to promote the census, um, and getting the word out about people filling out their census, um, before COVID hit. And then it all went downhill from there. But, um, we were able to utilize churches to help pass out flyers and stickers.

We had a very good turnout and we did the last time as well. I think it makes them a little more comfortable and, um, I think the more comfortable they get, the more
they may be to come into this building for the meeting. Once they feel a part of what's, you know, the meeting and what's happening and knowing the information. So they don't feel as, uh, maybe overwhelmed by the information that's being shared because I mean, actually tonight is pretty

that would be the, the challenge is scheduling more than one meeting, uh, because they do have other events. Of course groups that are using the facility. ‸ And so, but
We'll have that discussion with them and, and try to schedule one every quarter. And if, if we can't do one every quarter, we will do the best that we can to have at least two responses.
where, you know, again, use the mailers to get people to come to the informational session. But I think if you hold some sort of informational session to make people comfortable, like have them ask questions about the program. Um, you could possibly even have people that have received the grant there, um, to talk about how easy the process was. I think that's going to be really important for promoting specifically the ‸ grant program.
Flag: words were replaced by a machine repair · 00:20:50–00:20:50 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
Yeah. Yeah, we do have, um, we've done those boards in the past for ‸ community meetings to let people know about community meetings. So we can definitely do that. They're, um, just plywood where we put a piece of paper on them and we put them up at the stop signs and in throughout the community.
actually have a message on there that I believe says to sign up for text alerts already. Um, ‸ it's just not something that we get a lot of people to do. Um, we need to start promoting it more and we're actually going through a website redesign in April, which will help us kind of better utilize that system.
Uh, one more thought. QR codes are really picking up momentum. So even if we're saying to text, we may be able to add a QR code to that. So people can scan it.

information about the, um, the diamonds where do you want to pull that up? Ryan? I don't know if you have the ability. We can actually look at it real quick. Um, if you just go to
under city departments, community services, and then community redevelopment agencies. And, and that's how, and then we have our obviously cocoa Sierra and diamond square Sierra. ‸ We have a special page just for diamond square, which identifies the grant programs, board members, um, the requirements that we have.
have to post those items that are, um, required by statute. And then we also have our information about our different programs and we do, uh, update it as often as necessary.
And we have used that in the past as well. You have to get it on. Just, we have to be able to put it out, get them notice. I think it's like 90 days in advance. So you just have to get it to them in advance and then they have to see if there's any other messages scheduled. Um, but we can do that. Adding the message to the water bill does not cost anything.
So it would be like a, uh, line on the bill. So it'd be under, there's like a section on your water bill that has like notes or information and you would just put a message right in there.
‸ but yes, we can. And we can definitely, um, include, look at including the text alerts on there as well.

I always like to have the, you know, do you know where you live kind of questions and then, you know, and educating, uh, people on, um, this is the Diamond Square community. Uh, so I don't know if that's something that can be taken on, um, by your department, but it might be something that we could look at overall and maybe incorporate in some of the nonprofit groups, uh, efforts ‸ in the community.
if there's, uh, an effort that is particularly important to people, they will come out for it. If there, if it's not, you won't see a lot of attendance. So, um, it really just depends on the subject matter, um, before, you know, depending on how, ‸ how much we can saturate the community with it. So, and how much we'll get feedback on it.
Well, I think there'll be a lot of, um, there's a lot of action going on, um, ‸ right now that I think will add to the story of Diamond Square from a 100 year old building, uh, in our community.

1999. And we have been basing our programming on goal number four of that plan which is to reverse the spiraling decline of the neighborhood caused by drug use and crime and provide for the public health safety morals and welfare of the community. So we are a community program
can enhance the programs and services that are being provided to the Diamond Square residents. And so what we try to do is focus on several special events that will bring the community together. And some of those events include lights on after school lights on after school is an effort by a national organization to shine the light on the importance of after school programming.
to be consistent with those programs that will bring the community together. We also work with young people from around the state as a part of State Pal, and we host

And I'm so proud to say that what you saw, we were able to pick up or identify 3556 pounds of trash. This past April. We also participated in the Arbor Day Rain Barrel Auction. You saw a couple of the rain barrels with our artist in residence, which is Gina Wells. And the rain barrel auction raised about $700 for our program. So that was somewhat lucrative, especially that's a lot of money for us. That buys a lot of paint for us to continue those type of programs.

interesting things to say. He grabbed the attention of the young people. ‸ And for six months prior to June, we worked on the Juneteenth Arts and Cultural Festival with a small committee of 10 so that we could raise the funds needed for our summer youth employment training program to pay stipends. That was very successful, uh, ‸ but we were able ‸ to sponsor, uh, 12 youth in that program and pay stipends, which, uh,
you all know, I was having heartburn trying to accomplish that goal. Those are, like I said, those are some of the, uh, special events and activities. Now, when we get to our program specifically,

And, um, the police athletic league is a, is a delinquency prevention, prevention program that provides athletic and academic activities to youth throughout the community. So it is not specifically for diamond square youth. Um, but our outreach, uh, covers. Reaching out to diamond square ‸ youth to make sure that they are aware of, uh, these programs. And, uh, we have a special program. Uh, we have a special initiative to get them signed up. And we also rely on one of your board members, Mr. Brown, who is very helpful in identifying diamond square youth and pointing them to us so that we can include them. And, uh, specifically basketball and the afterschool program. Uh, the afterschool program. Began, we began, uh, the year, uh, last year,

But we are there consistently whenever they choose to, to come. We also make sure that every afterschool youth that comes to the program, as well as our

one and phases three that this is where the program becomes very complicated, uh, to implement. During the summer, we bring in new, uh, students to participate in the program. And if they participate throughout the year volunteering, uh, in some of the activities that you saw, like the trash bash and national night out and some of the other, uh, uh, opportunities that we have for them to volunteer. for participating in the training program. This year was one of our most successful years, uh, since, uh, 2019 because of COVID. We had 12 young people participate, uh, in the youth employment training program with a 100% and I think you have a booklet there,
100% participation, uh, completion. We had five other young people from the previous year who participated in phase three. So that gave us, no, we had six young people. So that gave us a total, I believe of 18 young people in our youth employment training program.

to strangers. Well, what does that mean? So for years and years of decades, we've taught our kids not to talk to strangers. And so here comes this young man,
Mr. Stokes with the program called I talk to strangers. Well, his goal is to get young people to talk to strangers across the nation. If you don't talk to people from other countries or other backgrounds or people who speak other languages who are strangers, then you're not going to grow. But selling that program and selling that concept has been somewhat difficult. So we're back to our regular gardening program and we're doing green spaces. And the reason we're doing green spaces is because we received a huge donation from Mr. Ed green before he passed for the young people. And since his passing, his family has encouraged the friends and his colleagues to donate to this program in lieu of flowers or ‸ some other, uh, item that they may have given, uh, for his, uh, funeral. So we have raised quite a bit and what we're going to do.
I like to come in and report on what we've been doing, but we've started to do this and green spaces will be a program where we will create small green spaces,
gardens, uh, with the elderly in our area. And we need to talk to you about that. Uh, we started at the facility at the Moore center and we will also, uh, move on to some of the facilities, uh, that are owned by Ms. Sheila Mobley. And so we'll be working with the senior residents to just give them a little raised garden and some greenery or some vegetables or something that they can can water and continue to watch grow. And so that will be done by a

Which didn't go over really well because for two years we, the entire program was free and we had, uh, good participation. So we fell off this year to about 56 young people. And I don't even think a third of them paid the $25 registration fee, but ‸ we don't fight it. We don't lock them out of the gym.
So for the youth leadership conference, you saw that up there, those, these are programs that cost money. And, uh, only three of the 12 youth that attended the conference

When we look at the services that we work to put in place and that we make sure that they are there, um, for diamond square residents. for youth employment training for those, for those folks like community action agencies and others who have, who have sponsored young people, they sponsor at $853, uh, per person, uh, for seven that received that program, $5,971. So the total diamond square participation at this point is 55 young people. Now in a couple of these programs, these are not different individuals. Um, I didn't break it out that way. YDC, 12, and the total youth that we served this past year, 144. I've also, and I think I missed maybe a calendar in one of your, because my printer just decided to stop working also when I was working on a cover sheet. And coming up will be our community day, January 6th. We also have a centennial on here, but you all would be there anyway. uh And that's not really our program, but our young people will be participating in that program. was Diamond Square and the City of Cocoa Police Department. Right. Then there were some other numbers on there. $15,000 that was pledged by the Cocoa Police Foundation.
But we don't have it. There's no contract like there is for the Diamond Square and for the Police Department. Then there were some other figures that we projected that we would make from other donations and fundraisers. And so I'm sorry, Mr. Brown, I didn't think about that, bringing that, those notes with me.

In other words, we actually gave them a stipend or paid for them to attend a conference. So that's a direct cost. That's how that's what I refer to it as. And then when you drop down these these other services which cost nobody anything. But when you pay us our salary when we're salaries are paid and we're there as staff to provide these programs and services to make it accessible to them, then that's the value that we place on those services. And that's the number of a number of young people who attended those programs. OK.
So I'm ‸ apologize for this because you could have already said it. But did I hear because I was standing at the back. Did I hear this? You're not sure of the addresses. So ‸ all these kids saying they're from Diamond Square or you're not sure?

job to. To conduct outreach and to reach out and to get Diamond Square youth motivated, encouraged to participate. So those numbers are not going to be outstanding numbers. They never have been. Because, you know, recreation and education go hand in hand and we want that to continue going forward. So when you do the math, when we look at the numbers, we look at the numbers that she receives and we look at the numbers of the youth that are participating and how that relates to the dollars.
how her participants are as far as Diamond Square and and with her addressing challenges that she had. Once we get that worked out with her and help her get those those those addresses figured out. I will see that that number of 55 probably will increase substantially.

and I do understand, I'm hearing from both perspectives of that, whatever we do, we're going to set a precedence. Mm-hmm. And whatever that precedence may be for this diamond square, we have to follow it. So we can't make a concession for her and then make a concession for somebody else.
it would, I commend you for doing it. Um, you know, I know we asked the questions. I know you have to smile in front of us because I would be feeling some kind of way if I was in your shoes. So I commend you for everything that you have done. I also understand what Madam chair is saying. We only have a certain amount of money. And if we give it all to you and if someone else comes up with just a fantastic idea, just like you, then no matter how great the idea is, we do not have the funding to do so. So are we open as a board? Uh, because I know she asked for 10,000, but, um, staff isn't, we don't actually have to give the full 10. We can make a decision on how much we want to give. And, and, and as a board, are we open to, to that?
And if we do this, like Madam chair was saying, we have to make sure this is going, this is not going to come back on us three years, five years, 10 years from now, whatever we do, we have to make sure that we do it within the law. So we also, we do need to make a decision how we want to do this. Is it an RFP? Are we going to make an unsolicited and then understand that is if we do unsolicited, what are the rules and regulations for that? And is this, you know, is this a one and done for her or are we going to make her apply for the, or do we just make her go for the RFP?
I can, I don't have a problem with 5,000 giving her something because she has committed, but I also want to make sure we're doing this correctly with what Madam chair was saying to make sure we're within the confinements of the law.
Any more comments, please. I ‸ want to hear from each other because it's very important. Um, there, you know, as we, as we, as we move forward that we are all on the same page in regards to how we, uh, released our funding. So I want to kind of hear from the other, um, other members as well.

shaky kind of a situation. Uh, even though the program is great, even though the program is worthy, but ‸ does, but does it, but, but will, but what you see staff, do you see the, the building blocks for an RFP? I
absolutely we have, ‸ we already have an RFP that was designed when we opened the RFP for the one that the Alliance for Neighborhood Restoration was the, uh, uh, the awardee of that, um, RFP. So we have the building blocks already in place on what the guidelines are because we have to follow what's in the diamond square CRA plan.
Okay. So how soon can we get the RFP and can we go ahead, even though it's not until next summer, can we go ahead and get it and approve it for next summer?
And then, uh, the solicitation time is 30 days for them to prepare all of the documents, submit everything. And then there's a review period, which would come back before the agency to award. Um, so typically about 90 to 120 days, um, which would put us at around February, February, March timeframe.

And as the Alliance for Neighborhood Restoration staff can attest to prior to the RFP going out back in 2018 for, for that ‸ proposal, it was basically a year by year, uh, request for funds. And, and it was questionable every year whether or not she was going to get those dollars. Now we have a built in contract with automatic renewals. And so with that, that with that program that Ms. Amos is doing, it won't be a one and done. It would be something that would have the ability to renew year after year after year and continue to grow upon just like you have with the Alliance for Neighborhood Restoration.
And, and with the, the Florida statutory guidelines, I do not want us to be in jeopardy of our funding. The county is scrutinizing every dollar that we receive from them.
did you first come in? May. In May. And we're talking about June next year. And RFP is great, but she found the information. She's brought the information and then we're going to put her in a position. It's not unfair, but to have to go against everybody else

Either way, she would have to come back in June after the program has ended with all of the documentation to show that she had completed the program with everything. So, but it can be approved prior to that. It will be if we do the RFP and like I said, all of her documents have already been submitted.
I don't think we need to have her resubmit some of those documents. There will be probably a letter that she will need to submit. We will work with, with her on that, um, to, to make sure that she is, uh, is going to submit everything that is necessary as part of the RFP package.

you have gone and done your homework and you are ready. That's what RFP soliciting does for you. Uh, contracting is a hard road to, to walk. I've done it for 12 years of 20 years. Really? When you put all it together, but government contracting, we talk about the couple of months that it's going to, that's nothing. It's usually nine months to get a government contract. And then you still have to go through all the scrutiny of that. So, our time that we're talking about the turnaround is really a small amount of time. Just think about it because in the long run, the benefits that you're going to get in the long run, it's going to be worth it.

But we have the discretion. It's ‸ only is what ‸ I think the most important part is that we have the discretion of which way to go. And like I say, you already have, it seems like a strong support here among the board. Uh, but we're just making sure and our attorney, I'm sure was trying to lead us in the right direction in regards to, you know, the difference in how, how both of them are looked at. We do have the right to do, but we want to build a relationship with you.
