Agenda (the City's wording)
The City's agenda for this meeting is on file (DS_Reg_Agenda_10_17_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
228 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 10 voices separated from the audio.
20 short machine repair(s) (21 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.2% of 10,140 content words.
Dotted words (361 places) are ordinary wording differences: hover or tap to see the other reading.
228 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

it and and see but also i know tracy has mentioned a couple of times before i finalize these applications that maybe do we want to go with only allowing one grant per year or continue or
that's what I'm asking you is if what you, because tracy's brought it up a couple of times. And before I finalize the application I just wanted to get maybe a consensus as to what you guys wanted. If you want to leave it the way it is, um
well let's discuss that. um we talked about it briefly uh there was some question about whether they should receive both. We've just granted both to one family already. So we sort of set a precedent uh for this year, but that was aa bit of a discussion in regards to whether um you know, you could qualify for both one for the beautification and one for uh painting. any discussion

And I think in the last, around last year, we did run out of funds, because, um we just didn't put enough in there, but in this year's budget, we did, um increase it. So hopefully we will not run into that as an issue this year, but I understand trying to get the most for your bucks, right more, more homes to participate. And, uh so I understand what Mr. Jones is saying. uh but I also want to emphasize that we did put more dollars in that, um category in that line item. So I think we'll be able to meet the need, uh for the year if by chance it seems as though we're running out of it, like for staff to try and make sure that you make

don't know that it's going to be that strong. You know, I'm hoping it's continuous, but, um I don't know that we'll have that level of numbers of applications coming in so fast
wait to see or we can adjust as we need to, if we, you know, if we find out it's, the money's like, maybe we can make an adjustment as needed, or do we have that option? Maybe I need to ask that question. We do we have that okay

So, uh maybe we need to be more particular and ride around and say, hey, you know, you could do, when we start getting low, your paint job look good. You know, I think you got enough flowers.
we have to pay attention each time. And I, and I want to applaud, um the effort that was made by Larry in regards to going by and seeing the property. And, um
uh as we go back and look at whether that is, you know, the case, whether those papers that's posted on that property is legit or should have come down already, uh then we can come back and look at that. But it's, I agree. It's very important that we make sure that we're diligent and what we grant because every penny counts for sure. All right. If there are no other disc, yes.
Yes. I know last year, some people did the paint. They didn't always do the beautification. that's true And some people just did the beautification. So hopefully it'll work out. even balance
uh one of the ladies that had the property. That was given a grant came up to me to thank me again, ‸ that, you know, her, her yard was, you know, still in bloom. Some things had sort of frizzled out, but, you know,
Chair. Yes. With the beautification, do the residents have the option of choosing what they want in their yard, the plants, and or do we have, like, this is what you're going to put in your yard?

from the community, at least one person in the community, to uh to do the pickleball. And so we've actually um we've been exploring how we can incorporate that into the into the provost park improvements.
That is great because i mean that that was one of the reason why I wanted to go to Holly Hill to see. um Because after being at night out and seeing the vastness of provost, I said, you know, basketball, yeah. Other things, soccer, yeah. But pickleball is something that. And I tell you, I think what it is, is the best kept secret. It
You know, because I think people have been playing pickleball. But it's been like, you know, the secret pickleball group, you know. And so I think it would be great because what I saw in Holly Hill was that it was kind of a wealthy kind of uh group of people who had invested in it. uh The young man that, well,

There were a lot of other different uh great ideas at conference. A lot of uh information in regards to the do's and don'ts uh at ‸ conference uh for cra's uh We got a good schooling on, um you know, what CRA is and should always be and never be. And uh so um I'm sure it's going to guide each of us in regards to uh decisions that we make here as board members. I wanted to one ‸ things that um that was a no, no, uh no sponsorships. uh Those types of uh events that, uh that's quote, sponsorships were will never be allowed. uh Some other items uh that we uh that I thought were uh important to bring back and put on record was that um
uh is in your uh CRA plan and falls in line with everything, which we always have tried to do. Our um attorney as well as our staff has always kept us in line with that. But I learned that if we uh are looking at items that we want to add in regards to end alignment alignment with the plan,
we'll be in line with what the auditing will uh will probably be for that particular event. We did get a lot of new ideas um in regards to events to promote what we do in our CRA. um And the most important thing is our duty is to um uh fight against slum and blight. That's our main objective as a CRA. And whatever that those goals are
that we should attach ourselves to and and plan for and build on. Another thing, and I'm going to be through with mine and maybe some other um reflections from other board members, but one of the things that i did uh stick‸ that did stick in my head was this, is that
Flag: numbers, amounts, negation or names differ between the machine readings · 00:39:43–00:39:45 · unresolved: the words are not shown (unclear audio); listen to the recording
state. uh It's not just us in a sunset environment. it's it's you know it's you know The state is out there trying to make sure cra's do not exist at some point. So it was uh it was expressed to us that we as cra's need to do what our CRA plans are, try to be the best that we can be, showcase what we do so that we can come back to the table and say, look, these are the things that the CRA did to benefit each city. Have showcased some ideas, somesome work done, uh
here. uh So um that was one thing that I kind of kind of warmed my heart because I kind of felt like you know the Lone Ranger here when it comes to, you know, your date that you're gonna‸ sunset is this. And, you know, and i'm it And it hurts me when I hear that because I know there's still much work to be done. So um that's all I have. uh There may be some reflections from other board members.
Yeah, I mean, it's just an item um placed on your agenda. Probably workshop format for you guys to talk about, you know, the things that you see that are not in the plan that you want in the plan there. But but again, it's just a fairly involved process. But again, I think it is you guys generating ideas, the community perhaps generating ideas in a workshop format. And so

So it to to redo a plan is not an inexpensive thing. It's a very expensive uh process. But um if it's, you know, based on how long we still have, using that word sunset again, um you know, I don't know if it's something we want to do at this time. But I guess it could come up for discussion in regards to whether we think it needs to be done. I know that there are still things that we still could do within this plan. uh But to do new things, we would have to amend um the plan. So I guess we can bring that up as a

have that freedom to talk about the fact that when we did go, when this plan. ‸ to fight to even get this plan approved, ‸ I don't know if you all remember, but
of the things that we currently have in our plan and get them uh to give them a fresh look and a fresh view of how we can make things happen with some of the things we already have in our plan. I think we have a pretty good plan. I think that um a lot of people in the community are not familiar ‸ with some ‸ the aspects of what's in our plan. And I think that if, you know, I saw some examples at the conference, and this might sound like a strange kind of way to promote a CRA, but it was an event called Bourbon and bow tie And they were able to do an event where they actually um brought together all the partners and the important aspects of their plan. I mean, in terms of updating the board on where you are in the current plan, what you've achieved uh versus what's in the plan there, I think that that's a good first start uh you know because of staff resources. I see that uh maybe a January sort of workshop after the beginning of the calendar year workshop there. But I think that is a great place to start. For the new members, you can talk about what's in the plan and what you've achieved again all ‸ those objectives thatwithin the plan. ‸ certainly we we can handle that on a staff level. But it'll take us some time to get there, so I
you know, says a lot, too. So there are things I'm sure, you know, that staff can kind of make sure that we hit the hit the points and that we need to.
And if we're going to open it up to the public, I would like for us to extend a special invitation to the Citizens Academy students because they've gone through it and they understand more about the government. And I think that they could be a big help to us also with input.

I just wanted to just bring up um to keep everything current. I've spoken to ‸ all of you and some of you we've met recently in individually, all the new people.
And I've spoken about the parcel that where the pool was off of ABC street. That's still the uh four acres that we're trying to develop. The state funding is tighter than normal.
‸ always is, but it's been very bad. And what they're they're really sticking to now, which I mentioned before, is that they're requiring um the municipalities support the projects in the area. um It would be great to say that all they say is, yay, support, but no, they want dollars. So I mentioned before that

the city manager a little bit about, um about this as well, but we'll be going, um to them to speak again, hopefully in November to discuss the funding. um that will be needed. We're still planning on the three-story elderly, building on that site. And there is also a state statute that allows, um some changes to zoning that can be made by the city without having to go through full zoning process. And so there's a few things, that site right now we could build 71 apartments. it would be nice to be able to get closer to 85 on that. It makes the project a little more financially feasible as well. And, you know, of course, having more options too. I did make a note, pickleball amenity. We've been talking about, you know, the standard shuffleboard bocce ball, but pickleball, we'll add that to the list. um And
the funding um as well as um construction costs, getting everything together for the December application. But when we get past that, and if we do win, we'll be coming back to you as well to show you the plans for the apartments to make sure, get your feedback as far as the sizes, the layouts, amenities, um things that you think would be important for the um for the neighborhood. And
um we had a building similar to this that was a designation um for that as well. So it would be great to be able to have that there. And so um residents in the surrounding streets can also attend. So that's um another plan for that as well. So, but that's still the big project. um And we did get the grant turned in. I had told you about the family self-sufficiency that's turned in. We should know by January. So
