Agenda (the City's wording)
The City's agenda for this meeting is on file (CE_Reg_Agenda_10_19_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
546 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
67 short machine repair(s) (78 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.5% of 24,711 content words.
Dotted words (498 places) are ordinary wording differences: hover or tap to see the other reading.
546 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

And I would like to understand what y'all consider junk vehicles. Those vehicles, both those trucks are standard vehicles. I've been in the hospital for 365 days. I got home August 17th of this year. I got home from Texas.

Okay. Those vehicles are not junk vehicles. Both of those vehicles ran. He came by yesterday and I said, would you like to see the vehicles run? No, they're not registered. The registration ran out while I was in the hospital. Okay. So no, the vehicles are not registered in Florida.
They have Texas plates. I still have a Texas residence. I still have a Texas license. Okay. I have family in Texas. I work in Texas. I, I barely came to Florida. I came to Florida. I was in the
You guys threatened them to violate me for, for, uh, wood that was, uh, put on the, on the curb for the city to come pick up. That was tagged. That was untagged. I've had nothing but problems with the city of cocoa and code enforcement. Since I got here, I've been here two years. I was, I was here for four months and went back to Texas and got sick. Okay. So for you to tell me that those vehicles are garbage is bull crap. Excuse my expression. The white vehicle has a spring hood that employees. That's why it looks like that. The vehicle has been turned around the trash that was on. I've had three dry washing machines go out. He's complaining about a washing machine.
Okay. I can't, I can't help that. You want me to set it out on the street? He'll come and violate me for something else. As far as the fence goes, the neighbor put the other fence up and left the fence down. Our people put the other fence.

But as far as you guys and the pressure that's been being put on. I'm I've had it. I've had it with the nonsense with the harassment from code enforcement because some man down the street didn't like what I look like. Didn't like the fact that my wife was playing mariachi music. All right, sir. I want to make sure we stay on topic. So

So do you think you would need more than 30 days to register these cars? What I don't understand is why do I have to register a vehicle that I'm not using that? That is a spare vehicle. What makes you say that it's
We don't set the laws here, sir. We just enforce them. What? You got a problem with the statutes or the laws that are in place here. You need to address that with the city council. This board enforces the rules.

currently we have 1,389 code cases. So besides him, we have all those other code cases. We also take complaints. Fortunately, the state statute says if you're going to make a complaint, you got to do it with your name, address, and contact number.
I don't even know that we haven't addressed the areas he's talking about because I have no addresses. Second thing I'd like to mention is the title of the code is storing junk or orders.
It means either your vehicle doesn't run or it's unregistered in the state of Florida, doesn't have a current tag. His truck does not have a current tag. The defense needs a permit. You can't have washing machines and stuff stored outdoors outside. That's what we're addressing here today. These other problems that he has, if he wants to come in the office or he wants to go to city council and address them, he can do that there.
problem that I have, sir, is that this is the fourth time that I've been written up over stupid stuff over the ‸ trees that the city comes and picks up. I was written up. They threatened to find me.
Waste management contacted us and stated that they would not pick up his debris outside because he mixed construction debris, concrete with tree debris, and they were together. And there was a piece of fencing in with the tree debris. They won't pick it up because it's mixed debris. So the officers stopped to explain that to him. He became belligerent. The officer said, well, if you don't get it fixed, you're going to end up getting cited and that could cost you a fine of up to $250 a day.

Our attorney can answer this. Yeah. I mean, he's a witness. He's, he's a relevant witness. We can listen to his testimony. You can take his testimony into consideration, but ultimately the, any lien that comes out of this will attach to the property itself. Now, whatever deal contractual deal they may have where the tenant has to pay for any violations. That's between the property owner and the tenant.

didn't even know there was another siding until like I said, I've been sick. My wife and my son are both handicapped, so they don't really deal with anything. Okay. When I came in front of the, this is my second time in front of the board. Do you all have a packet that was presented last time? I see there's a lot of different faces, and there were a lot more people here before, and we had a very lengthy discussion. And at that time, when I came in here, I was 100% in compliance with everything that is charged. Please repair, replace, or clean all roof and drainage systems, which was taken care of. The initial picture that he put, can you flip to your initial picture, please? The roof does not look like that today. I see he did not put a current picture. When ‸ I came in January for the hearing, this is the picture he presented.
He's not presenting a picture with the clean roof. The roof was cleaned. He was not accepting that. I also feel that I'm being harassed. The last thing with the closing statement,
and they asked Officer Gonzalez if he was in agreement because I was 100% in compliance in January, and he said no. And they all looked at him, and there was about 50 people back here, and they said, well, why is she not in compliance? And he said, because
And I said, excuse me? You're writing me up for a white bucket? And he said, yes. Everybody here laughed. Everybody here laughed. So then Dennis, he says, well, before you all vote, I'll come out to the ‸ property and meet you, meet at the property. We came the next day,
Flag: words were replaced by a machine repair · 00:33:36–00:33:36 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
no way did the board say that I was given 30 days to take care of any of this. None of that was said. And if you have a recording, ‸ you can take that and look at it. because
The board made no type of decision. I presented pictures of everything that was done, And then he's turning me down because ‸ there was a white imaginary bucket in the yard, which is totally 100% ridiculous. They came out to the house the next day. Total switch of attitude.
Protect me? What are you protecting me from? I've been a landlord for over 40 years. I have always managed and maintained all of my property without property management. I am hands-on. I do it myself. The reason why it even, I even came to code enforcement court the first time, I had to rely on others because my son died, and I was not mentally capable of handling things on my own and thought others were taking care of it. Oh, I'll take care of that for you. You don't have to worry about it. So I, at that point, I could not think clearly about anything. Well, by the time code enforcement, the hearing came around, I'm halfway getting my faculties together where I could speak intelligently. I'm not a slumlord. I take care of all my properties.

a new roof on. He's on the ground. He never climbed up on the roof. He told my tenant, he was told by Code Enforcement Officer that if a licensed roofer did an inspection and said the roof was not in need of replacement at this time, that he, Officer Gonzalez, would be satisfied with that and accept it. ‸ I had turned in to you, to whoever was up there before, ‸ the statement from the certified roofer. I've had three different people go up on the roof. Yes, it is an old roof. But with all the hurricanes and hailstorms, I have not replaced one shingle on that roof. Yes, it is an older roof.

Okay. Well, I'm just telling you, okay, let's get back to the day that they came to my rental house. It's a rental house. My tenant and I was standing there. Two officers get out of the car and come up to me. And I already told you what Dennis said. He's doing this to protect me. They looked at the roof. Yes. Well, maybe we should revisit it in a few years.
Then there is a leak in the carport. In the carport. Nothing in the house. The carport is flat. There's no shingles on it. And that was pointed out. They were going to come back in six months, which I think it's probably eight months now that they haven't been there.
back there. This might be irrelevant to you, but it isn't to me. I said, Dennis, would you mind turning around? He turned around. ‸ House right across from me.
feel like I am being harassed. I'm sorry if you don't like it. But this is my day in court, and I have to speak. I have to speak my mind. This is my day in court. My second day in court.
Let's just focus on the violations. And Officer Gonzalez, would you mind putting up the pictures, the recent pictures, that support the storing outdoors and the roof violation? Just the recent pictures.

Nobody told me that. Please allow me to finish. I was asked a question. I'm going to answer it. So we went out the very next day and I pointed out all the low spots, all the bare spots on the roof, all the areas where the shingles were completely gone, pointed under the carport, showed her the rotten trusses,
She said, okay, we'll work on fixing that. We walked around, went into the backyard. I explained to them what outdoor storage was. They had put some sheds back there, but they still had stuff piled up against the fence and we went through every violation in detail on how to correct it. Then we waited because she had this six-month period.
We are close to the year as a letter that was provided and the roof has not been fixed. They brushed it and cleaned it. However, the stains are still coming back because you can't put grit back on a shingle and the low spots are still sinking in the roof And you can see by the carport, that's severe water damage.
for the preservation of your investment as a rental and for the safety of your tenants. And that was our discussion. But as of this time, nothing has been done to the roof other than washing it off. And there's still items stored throughout the property. And that's why we are back here today after the case was tabled for six months. And Mr. Davis said he had notes and I think that it will correspond close to that.

And he said, let me go out to the property and I'll meet her out there tomorrow. Which he did. At that time, the roof was already cleaned off then. Not today. He didn't get up on no roof. You didn't get up on any roof and look at you. You walked around the edge.
tenant, ‸ this goes way back. I had a tenant moved out. I didn't even know he moved out and left a bunch of garbage and trash like people do. Well, then people go through it. I didn't even know it was going on. And then one of the neighbors told me, you know, that there was a problem with the guy. There was all this stuff. So when I went over there, we started cleaning it up. Then I rented the house to ‸ the present tenant that's in it now. And he cleaned it all up.

you how to run your business. I'm telling you that when you have a rental property that it is a business. And because of that you have additional responsibilities to ensure that your tenants aren't exposed to harm. And one of our duties up here is to hold you accountable for that.
They were not there when I was in here in January. There was nothing. I had the picture. I'm not talking about January. Three months ago, though, those shingles were noted. No, he just said he took the picture yesterday.

to the tenant this morning as I was doing my photos and taking updates. He's having problems with the roof as well. And he told me that he brought those shingles there, which is when I noted them three months ago and provided the extension to give them to the property owner so they can try to get the roof issue fixed faster. ‸ That's the purpose of the shingles being there.
When I came in in January, I had no violations. This is something different that nobody has given to me in writing. All I got was a notice of another hearing and the tenant called and said, this is what I got in my yard. A great big sign that said about the hearing today. It had nothing written on it that there was additional things. So this is the first time I'm hearing about this.

It appears to me, you said your tenant works for a roofing company, correct? Well, a general contractor. So they can still do roofing. Yes. So it appears to me the easiest solution to your whole problem, because you do have to replace the roof according to the pictures that it looks here. The easiest solution is going to be for you to go and apply for a roofing permit and allow your tenant to get the roof replaced. ‸ because

Officer Gonzalez with pictures of notices provided to each of the junk vehicles, vehicles that have been there since before we took over the property. We immediately hired a new towing company. They got rid of all those cars that week. So any inoperable vehicles we had there were removed. So the van that was in one of the previous pictures, some of the other vehicles, those have all been removed. We have worked with tenants to make sure that any cars that they have have current registrations and if they don't, they need to go. So we've been constantly working with tenants on that, But all the original vehicles from when the violation started, those have all been removed. ‸ In regards to trash and other stuff that's been at the property, we've been constantly working on getting that cleared up at the property. Being that it is an open space in the corner area, we do get a lot of traffic from outside discarding trash and furniture. We have been working with the city also in the property next door,
We've been working on both properties simultaneously to get that up to code as well, clean it up, and be able to manage and ‸ have both properties together. Once that project is nearing completion, we want to fence around the outside area and make sure that the dumpster area is well controlled and maintained. In regards to the violations with apartment number two, I do believe that there was a misunderstanding on my part, not on Officer Gonzalez's part. I had sent maintenance over there to address certain issues in regards to what the tenant was complaining about. I also had sent over an electrician that same week also to take care of the issues.
family emergencies. So we've had many different staff members come into play, and so that's why it's been taking so long to do everything. It was my understanding that I thought the electrician at least had fixed the issue.

I drove over here. I got here around one o'clock. I went to the unit itself. I also brought in an electrician who's still there trying to work to make sure that ‸ at least the light fixtures are working. There's an issue with the light switch, And so they're making sure the tenants have light tonight. In regards to the rest of the issues, like I said, we're working simultaneously with the project next door.
I do have a copy of an invoice here for work that we're working to get done. I can provide you with a copy of this as well for the units. We understand that this property from the beginning didn't have, I guess, from when we took over, didn't have heating elements, and so we're trying to fix that. There were tenants that do have portable heaters because
Flag: words were replaced by a machine repair · 01:02:26–01:02:27 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
And we're trying to find the best way structurally because of the concrete structures to get central air and heat in there. We just finished a lengthy process of engineering for the property next door. That took us about every bit of eight months for the engineers and get the permit‸ done because of the type of structure it is, and
property that's before us to try to fix that situation. So we have the contractors in, they're working right next door, And they're going to help me out by working on this code violation dealing with the electrical and the mechanical issues. Like I said, when it comes to the heating and cooling, they have window units and portable heaters in there now. But we do have a plan in place. Once the engineers are done, we're going to go right into permitting to start working immediately to get the...
There's no way. Even the engineering will take longer than 30 days because we're trying to put split systems in there, and ‸ the engineers just haven't, aren't done with the plans. And once that's done,

got to put it before the city, get it approved with the city's engineers, And then we can start moving forward with getting some central air in there. So right now, all we have is a portable heat for now.

there that was with the previous owner, and they ‸ stopped managing there, I want to say January of 2022. And then ‸ I work with the current management company with American Apartment Management. We're also known as Orlando City Apartment Management.

And that is a full level three renovation that we're doing there. That is unoccupied. 826 is occupied. So it's a little bit different process there. We can't just go full-on construction with the

820 is a separate case. It's a separate property. That's not what's before us today. The permit that's required now is for any alterations, any alterations that are being made in the apartments and in the interior.
But he is correct. He's probably going to need more than 30 days because in order for him to provide the heating and the air conditioning, he will need engineering and calcs based on each apartment, how much he's going to have for each one.
‸ It's a pleasure of the board if that's what the board wants to do. You know me. I always say I would rather have a date specific, but if the board wants to table it, ‸ he's not going to get it done in 30 days. He's not going to be able to get an engineer.

being towed. The previous company had a tow company, had their signs posted, and the cars got towed out pretty quickly. That's an easy fix. You know, there's some things that are easy, but the actual permitting and then what he wants to do for the heating facilities, it's not going to be an overnight process. So it's going to be at least 90 days for that to go.
We usually do not have a meeting in December. So I would recommend that you look at January because our code board usually falls very close to Christmas. So we usually don't have a meeting in December.

the overhead service from FPL. So right now it's coming from poles. The poles have to come down. We're going underground to bring power into the building, to the structure. This process is a little bit lengthy, a little more lengthy than 90 days. And I
don't disagree with that. For the whole project, that's not what's in front of us here today. We just need to get the permit, um, applied for and obtained. If it takes them six months after that, eight months after that, it's all covered under the time of the permit. So we're only looking for what's here. The permit required, fix the tub and the plaster areas. Repaint the tub with porcelain paint.
concerned about the interior structure part. Do you think that they would need more than 30 days to make those repairs? Because I don't think the tenant should have to live in those conditions.
Well, they, a lot of what the interior can be done relatively quickly. Like I said, you could repaint the tub with porcelain paint. Because it's an old metal tub that's coated in porcelain paint. Um, some of those patches are just ratty patches. They need to be redone. Um, and then she said that they already fixed the electrical outlet. So that's the other thing that was wrong. So that could be done quicker.

we've done that before. So if you wanted to do, um, 30 days for the interior structure and 30 days for the junk autos, that could be one order. And then the other two could be on the other order for 90 days.

I may, real quick, what it appears that they have done, which ‸ could actually be suitable in this case and actually preserve the roof is it looks like they put a coating on there, a sealant, So that's going to seal the shingles in and give them maybe another five years or so on the roof before it wears. We've talked about this before, there's membrane coatings that you can put over the roof, But what they need to do at this particular juncture is
so that they can provide what kind of product they use to make sure that ‸ it's in accordance with the building code. ‸ And then that would preserve the roof. and then I would probably ask the building official in regards to the one area of the roof that you can tell is sagging based on the way the

is down. That may not be an issue that needs to be corrected. So they might easily be able to get away with just a discussion with the building official and
can ‸ definitely tell the difference ‸ in the shingles. I just don't know. That's what it looked like prior. Very smooth, no grit. They've recoded it So therefore the water typically should run off the roof and not soak into the roof.
don't know if it was a polyurethane based. I don't know if it was a rubber based And the building official would have to okay the product based on his product specs. If they still need more time than 30 days to do that, staff has no objection. But that seems to be their fix at this point is just get the approval for the product that was used on the roof.

about what's going on. with you and we definitely take that into consideration. ‸ My question is, is the 528 house occupied though? Is someone living there?
When I was diagnosed ‸ with cancer, I had to move back with my mom because just a lot of medical issues. I've been out of work. I work for the state attorney's office and I've been out of work since March, like leave without pay, medical leave. So I haven't been able to return to work. So the funds to do repairs, they're coming from donations from family members. Okay. So that's why the extension is needed because I don't have an income right now.

All right. First of all, the last time I was here it was a little bit frustrating because there was a picture presented suggesting that my tag was expired. Okay. The tag was not expired. I was kind of led to believe that ‸ the sticker had been stolen again and I even went and started the process to get it replaced again only to find out that he was presenting pictures of violations that had been corrected more than four months earlier. That was very, very frustrating to me because here I thought I have to go fix this and I started all this process and then I find out that, oh no, that was, that was already taken care of. Okay. As I indicated before, I was selling the truck and the truck is gone. It is sold. I've been working on the property. I've done a lot of things to the property. It's been very challenging because of weather concerns. I don't control the weather. As you know, the weather's been phenomenal this week and I have been out there Monday through today, every day, just after daybreak working on the property. This morning when I was out there, the officer came by.
I was working on something and he said, oh, that's fine. And so, even though I think it still needs some attention, he said that was in compliance. So, he showed me one area specifically that needed attention. He said, if you could, something to the effect of if you could make ‸ this area less jungly, okay, and I knew exactly what he meant. And I asked him if he could come back later in the day. and he said he could come back between 3.30 and 4. and I did exactly what he asked me to do. and then he didn't come back. I'm willing to do anything we got to do to make this in compliance. There's a lot more beyond what's like in compliance, like I want to paint the porch and do a lot of things that are not necessarily compliance issues, but I ‸ want to get the property up to a better standard. And we're in the time of year that it can be done and I can do this, but it's kind of frustrating when I feel sometimes that I'm being worked against. Particularly today it was very frustrating.

talked about over by where ‸ your trees are on the side of the house. When you showed me the sidewalk and we talked about the one area there. and then I also said the backyard and then also over here by the fence.
‸ The other issue is about two years ago, maybe even more now, the city tore up the sidewalk right there because I'm on the corner and they redid it. and when they finished,
it properly, they dumped it, not poured it, dumped it into my yard. And so there are places where I can't go over it with the mower because it'll kill the blade. I can't go over it with the weed whacker because it'll kill the blade. and when I've tried to hire people to work in the yard,
Oh, yeah, big time. Yeah, in fact, right now, it's got a big pile of, of Australian pines that I've taken out that are out at the curb. I mean, I've taken out something like,
of Australian pines. And this is a job because they have to be dug out, otherwise they're going to come back with a vengeance, which is what happened before.
And, Mr. Chair, if I can, we're actually saying the same thing. We're just going round and round. She has done a lot of work because the property was that bad. She is not finished And that's the statement she made as well. She's not finished, but as you stated, we are at noncompliance.

she has done a lot. and the Australian pines are nuisance trees. They needed to go, But she still has a lot more to do, and she just did not come into compliance in the 60 days or whatever the board had given her And so she's back for noncompliance.
mean, we're in the season now where I can ‸ work. It's not, When it's ‸ above 95 degrees heat index, I can't be out there. I have health issues. I can't be out there.
There is a process, ma'am, where you can come back after the work is completed, but there's no administrative, you know, thing that we can do to give you extra time at this point. The order of the board was issued 90 days ago.
And if it's a no, then fines start running and you have to come back after you fixed it and say, I fixed it. These are the amount of my fines. I'm asking for a reduction because of ABC.

That requires a permit. It goes the length of the house. And then on this side of the house, they built a porch and there was an issue with the setback. They did cut it, but they still need a permit for the construction of the porch.

any extension, ma'am. And Mr. Chair, we discussed the engineering, the engineering was going to be needed from the very beginning of this case, because it was all built and put up.

Um, and again, they just need a permit. They, that's what this has really been about from the beginning is to get a permit. So I just wanted to say that everything she has told you is correct, except for the fact of we should have been getting engineering from the get go, because this was all preexisting to begin with. So at this juncture, again, staff believes that they should be found in noncompliance because no permits have been issued. And then they can work on that and they have all the time they want.

right. So the reason why I didn't look for the engineer from the July date is because when I spoke to Lucy and she explained to me what the variance was for, she did, she told me that the city only does one permit at a time. So there were two different issues. So she told me, wait for ‸ this meeting and see what the decision was. And then we can address the other issues.
I asked them, why do I need to call code enforcement? Why do I need to do building? You are a city office. You're supposed to be communicating, you know, because of the situation. So I think, you know, one of your employees told me that we qualify his property qualified for a variance. It was not until a month later, a whole 30 days, almost by the deadline that they came back and said, no, you don't, you don't qualify. We're going to refund this. So I don't even think that's our fault. I did what we were supposed to do. You know, I, I have the dates.

this process along. So we've had a long period of time. This has been discussed. The variance process, when you fill out the application, it goes in for a review. They review to see what the hardship is and they make a decision. Obviously they decided not to charge you the money for the variance because she didn't have a hardship. She needed to meet the eight foot setback again, had an engineer been obtained on November 30th of last year. We've had all this time to work. So I understand that Jennifer has only been involved since July. However, we've had the pastor, the gentleman next door across the street, another contractor who has been working with him. And we're still exactly where we were on November 30th, except they meet the setbacks now. And that permit can be obtained. They just need to have show how they constructed that porch.

that I didn't know existed. So I thought that's why it ran so long and that's why it got so high. The second lien, um, let me say that I'm an out-of-state owner of the property and I have a very ill wife and that's why I can't get out here as often as I like.
I'm quite shocked myself, um, because my property manager never told me that things like that were going on at the property. And I did get some letters from the code enforcement officers and when I got them, I called her and said, take care of this and let me know when it's taken care of. And ‸ far as I knew it was taken care of, I didn't realize until I think maybe a third letter that, that I actually had a lien on the property and I'm being from Minnesota.

ultimately have the last say on what happens with regards to your lien reduction. We're simply a recommendation to them on how we think the city should proceed. I want you to be aware of that too. our case with officer Murdoch started in 2020. Um, and that's the one that he basically provided testimony for with the junk autos and all the junk and the bad tenants and, and stuff like that. So that's the more recent case. So there's actually two cases which would take two separate motions because they're two separate lanes.

I didn't know here. And asked him do I have any code violations left on my property and they said no but I don't think that they see the same code violations that the city code department sees. So I mean I was actively from a distance trying to find out what exactly was going on. And
Mr. Chair if I cannot clarify a little bit. Um, his son also resided on the property and I think there was a little miscommunication at that point in time.
but the reason why it took another year to get here is because. He would apply for a lien reduction. We go out and inspect it and there was building going on and no permits there and then he had to work with the building department to get the permits and it took. That time so I kind of think we're getting Mr. Hanson's little convoluted in in the story between the building department and the code. The longevity of the violation really had to do with his son who appeared at the code board and was saying he was in compliance, but yet there was still cars being worked on. There was still tires out there and I think that's the main reason why it took so long to get rectified is because he was occupying the property.
don't think information was filtering, which is still Mr. Hanson's responsibility, but the building department actually came in in the course of waiting for the lien reduction because he still had open violations.

the property only to find out that it wasn't in compliance or, um, you know, we had to go out and do inspections for the lien reduction and found out that they had building without a permit issues. 2017, they moved code under the police department and the chief of police used to actually sit in all the meetings and that would be his time. So we would include his time. This case fell under a time period when the chief, um, or his commander came in and would sit over there.
Since then they've kind of backed away because code is running smooth. So they're not here as often, but on new cases, we would put zero there because they're not here anymore.

I have now a contract, um, an invoice from a local, um, registered plumber that will be performing the work. He inspected it today and I have that, but it's been three years that I've been trying to get on this agenda. That's why I'm asking you for a chance to hear me out.
Mr. Chair, the city code for lien reductions clearly state that the property must be in full compliance. Mr. Silva has been trying just like Mr. Hanson was however violations existed on the property. We cannot move a lien reduction forward if there is existing violations on the property. So that is what he's been doing and he's got tenants and so he's had some issues going on. He was all set to go. Um, he had the same issue as Mr. Hanson. He had some property tax issues. He corrected that we kept ‸ the money agenda. The plumbing thing happened. We took into account that it was an emergency, but the building official said, have him leave it open for inspection and apply for a permit.
that he could correct all those problems and it would come back in November. Mr. Silver's problems are all because he does not meet the requirement of a property being in full compliance with all of city codes. Once he does that, he'll come before the board. Now what he ‸ needs to do is get a permit for the work that was done to the sewer line, go into the house and get that taken care of.
If you're not the last word, why don't you hear me out? And then if it's okay with you, then you can let the next board decide. And can I just ask you to please hear me out?
Here's the issue. Okay. If they go ahead and hear your case and you're not qualified for a lien reduction, they're going to deny it. And then you'll be prohibited from seeking another lien reduction. What is it? A year?

Mr. Silver, I'm talking. I was polite to you and I stated to her if they ask if you're in full compliance and I state no and they deny you. Now you've got to wait another whole year. It's better to go ahead in the next 10 days and get this permit issue set up and come to November and get your lien reduction. It's better to wait 30 days than a year.
