Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
493 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 27 voices separated from the audio.
35 short machine repair(s) (40 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.6% of 19,052 content words.
Dotted words (465 places) are ordinary wording differences: hover or tap to see the other reading.
493 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
02:08:02 (13 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Let's pray. Heavenly Father, we thank you for this time. We thank you for being here tonight. We ask you to be with our counselors and make these important decisions and all those that are involved in the audience. Father, we just ask

The challenge that we're having right now with the microphones is everyone's going to have to speak directly into the microphone loudly because it's just using the speaker volume to transmit through the phone as well as for the audience. So just try to speak up, I guess. Okay.

We had the public workshop. We talked about consistency with the plan and the CRA, the comprehensive plan, the CRA plan, the strategic plan. ‸ And this is just giving you an idea of height, what's our highest point right now in the city. And then this was, if this were to be built in this particular configuration, what that height. So we were talking a lot about

each ‸ section going up, you include, um, you know, elevator shaft, uh, the roof area. And then if you're looking at that in context of the building next to it, it's really not that much more, um, higher than what's already there. And so part of the conversation about the water, uh, the viewshed is also, um, what's visually, visually appealing to the eye.

Um, we heard that it was ‸ important to grow the city, but to be mindful of our character, our historic and neighborhood context. And so to be respectful of, of our history, to consider the viewsheds, what could we do differently? And so what was proposed was instead of, uh, focusing this amendment on six sites, it's now been reduced to four sites. And just in reducing the amendment area, you're preserving those viewsheds, uh, especially for the properties, uh, on Derby street. You know, we heard the residents loud and clear. And as Anthony mentioned, this is now a conditional use.
new designation, they would have to, uh, make assurances to preserve our community character. So again, we want to make sure that we are balancing, um, the scale. Uh, we also want to be flexible, uh, to our developers and they're being able to get, uh, return on investment. And we want to make sure that we build, um, a city, uh, and a,
downtown that people want to visit. And so back to that theme of destination Cocoa village, uh, we've heard it said that Cocoa isn't a destination. And I don't know if you remember, I had shared some numbers, um, as to how many people visit, uh, Cocoa on a regular basis.

parcels. We're preserving that unique historic character and we're creating more of a step down effect. And then again, this will be a conditional use and, uh, you know, the neighborhood, um, will be preserved at the same time. It will allow for, uh, future growth in the area. I can take any questions.

I just had a couple of things that came out of the workshop as well was, you know, in terms of the, the concept behind one, reducing the, um, the scope or, you know, the,
to come to council in the form of a development agreement subject to certain public benefits being accrued to the city. And only, and only if council believed that those benefits that were being accrued to the, to the city were, uh, and as outlined in the ordinance, uh, were, uh,

My neighbors and I know that you genuinely are concerned with the welfare of the city. And we really do appreciate your work. I am here tonight to state emphatically for the public record that without the proper debate and proper research, which would include market studies and studies that would include established architectural standards. I am against the proposed zoning change. My neighbors and I have met with a number of city leaders that explain the reason for compromising the zoning is basically for public parking. The argument that it would stimulate revenue for the city is a moot point since the building that conforms to the current zoning can also generate revenue. There are other solutions for parking.
The meeting was about a hotel and increasing the zoning height limit The speaker spent most of the time Explaining that a large structure next to smaller buildings does not conform to architectural standards that go back to at least 2,000 years and And how out of scale hoed out out of scale hotel Could be hidden from view from certain selected streets in the city He also went into great detail Trying to explain that by using optical illusions with setbacks People would not be aware the building is out of scale next to smaller buildings This is absurd and is a bit of an insult to our intelligence the sunlight is important to the character of the city, and People know the Sun does not set at 2 in the afternoon The speaker gave it gave an example of an existing building in winter park Explaining the method for hiding an existing out of scale building is to try to create an illusion with facade Now to construct a building with an ‸ out of scale problem and then try to hide it is totally absurd The workshop was pure promotion He did briefly and quietly

The truth is many of the condominium units are shuttered most of the year This presents a view that is not pleasant The buildings are out of scale and overpower the smaller buildings This is according to proven architectural standards They create visual stress If I if I try to and be empathetic and imagine myself living in one of these condos I can see how one could be defensive to the architectural fact That these buildings do not conform to the environment They overpower the surrounding buildings and their facade Cannot remedy that fact In Cocoa we have some buildings that are out of scale Including the City Hall
But according to architectural standards These buildings create visual stress stress It is absurd to use these buildings as to validate yet another creation of stress The buildings in the city that are out of scale and pose visual problems Are on the periphery except for one We are lucky in this aspect the city is still beautiful It is like a living organism it is like you and me We have stressed but if we manage the problem and face the facts We can maintain our health and beauty I Respectfully request that the council maintain the current zoning height limit. Thank you

additional height was the activation of the street through a retail level as well as parking other people have talked about parking I'd like to talk about that idea of the activation of the street and if there are other alternatives The idea of activating the southern side of Brevard Avenue makes sense But if it is true that we already have approximately 30 storefront vacancies, excuse me in Cocoa Village Additional storefronts may not make sense We are likely experiencing a paradigm shift in retail courtesy of Amazon The city of Cocoa should consider how to activate Brevard Avenue without ‸ retail People are attracted by shade trees plantings vertical gardens wall fountains storytelling music mosaics and murals Art exhibits that are rotating mounted under covered walkways there are many ways that we can activate the street and draw people through it without requiring retail

come from places with lots of people lots of business and people were distant They were often strangers. They were often rude and When I came here it was friendly neighborly and easygoing and easygoing
even with interesting ways to fix it up and decor So it my experience has been that as population increases, problems also increase and you lose the small town character. Now there are pros and cons. The pro is that perhaps it will cause more business to happen which of course I can understand a business owner wanting that a developer perhaps wanting to make more profits but the con Against it is there's no duplicate once you invite in or let the genie out of the bottle It's hard to put back in now with this development

enough parking to support the rooms and to have a viable interesting rooftop bar And I came up with this I don't know whether you can see it from there it's kind of white

that in mind. Secondly, with the exception of the few people whose view would be blocked by any new building. In reality, very few of us have a horse in the race as to what something looks like. The vast majority of people favor this change. A vocal but sincere minority opposes this change. I understand that they are sincere in their beliefs, but they are, at the end of the day, a minority. I think that it's time that we close this out, that we avoid further filibuster, that we do the right thing for the village. We honor what the majority of the citizens have said they wanted, and we take advantage of the time, resources, and money that we've spent in having professional people come in and run a public workshop to get the answer that we all know is the underlying fact. And with that, to avoid filibuster myself, I think that's all I'll have to say. Thank you again. Thank you.

Many people say, well, this will change the village. I hope it does, and I hope it's for the good, but one thing we can agree on, we do nothing, and it will change, but probably not for the good, because as it is, we already have 30 shops vacant.
It is not the direction we want to go. Without residents in a downtown or with a hotel, a downtown usually does not survive. This is why this is critical that we go ahead and approve the second amendment so that we can move forward in negotiations and not lose this opportunity. If we pass, we may not get another chance for several decades, because that is how long it has been since we had our last hotel. In fact, the developer came here probably six years ago, looked at Coco, and passed, because he did not think we were ready for a hotel. Well, things have changed. He saw that we had developed Ryan's, that little retail strip, and thought, okay, this town is ready for a hotel. He's here tonight. You can ask him yourself. But to say that the condos

I am here tonight on behalf of the Historic Cocoa Village Association. The 107 members of the Merchants Association are delighted that you've tweaked this ordinance to where only the four parcels are affected and where council, the people in control, are going to have a say in the project. It's not just right of building. It's going to be conditional and we appreciate that. We also are looking forward to a tall building full of people to come down and shop and dine in our village. Thank you.
Okay. Thank you, Mr. Mayor. I want to thank all of the citizens that came here tonight to force their opinion on this much heated and much needed conversation that we're having in regards to moving forward in a positive way for our community. Just for my own visual aid, how many people in here would like to see that hotel go up? Would you please stand? Okay. Thank you for my own visual aid and then those who are opposed to it. I'd like to see you stand.

to have a discussion about where I think the ordinance is lacking, but there's just one main issue I can address the others later and maybe with the future council get some changes made but there's one thing I think it's vitally important to get put into this ordinance that is not there Under the Section 4 and the committee and the fact that they have to go through an orientation and they have to do a citizen ride along I don't think ‸ a citizen ride along one time when they first become a member is anywhere near enough for them to understand exactly what takes place out there.

number of hours of volunteer time each month I don't think that requesting these committee members do the same thing for a minimum of eight hours a month is asking too much
I think my comment to that I think it's a little too much for a volunteer service that they're going to provide they're not becoming police officers they are observing and I believe that the educational requirements go too far beyond and beyond with eight hours I do believe that maybe two to four hours per month should be sufficient for them ‸ to have an idea as to what they're dealing with as a board member

start with minimal hours and increase them as the need arise, even to the point of perhaps two hours per month to start with. This board will be newly established and we would have to see what the needs are going forward. There may be a need to increase the educational hours as we go forward, but to start with,

and say, how about two hours in dispatch and a minimum of two hours on the road? Because I think dispatch is just as important to understand the calls that come in and how they are dealt with and handled before they ever get to our police officers. I think it's just as important as what actually takes place on the road.
Yes, we have to start somewhere and I'm willing to compromise two to four hours. Two hours on the road and two hours in dispatch, I think would probably be adequate.

multi-family districts was to apply to an area of mixed low-density multi-family and single-family residential development in close proximity to major collectors and arterial streets. Essentially, the RU 210 zoning district was designed to promote compact urban infill development, which was functionally connected, you know, to the surrounding in community. Up until the

the original consent decree, had been the primary area in which the RU 210 zoning district has ‸ been designated. zoning district. And that sounds all well and good, but the problem that we're seeing is it's a low-density single-family multi residential development,
not being compatible with the connected areas outside the development. So, if a developer was to develop under the RU 215 multi-family or plan unit development zoning district, that developer would be required to provide certain things, incorporating incorporate community amenities, provide usable common open space and recreation, because, you know, this take, we have development on the periphery of the city and when we're developing single-family solely single-family subdivisions, meaning nothing but houses and there's no community amenities, those, those subdivisions, 10, 20, 30 years from now, are going to be
they don't ‸ there's no opportunity to promote a sense of community. with a developer could build more lots on smaller lot sizes reduced living area yard requirements

So, my point is, the appropriate zoning district, if a developer is seeking variation and flexibility on developing a constrained site, let's say a greenfield site, and it staff acknowledges there there's ‸ the need for flexibility and deviation and lot side bulk the bulk district regulations, density, lot coverage, and open space but that mechanism is our PUD

you know even a city manager going back to 2,000 99 is these subdivisions in the future most planning experts would opine, there you know when they're solely developed a single-family housing void of any community space or amenities, are more likely to be prone to devaluation of property values leading candidates for future blight yes I'll be at decades later, just by virtue of the development pattern and lack of community and identity. And the impacts and the costs will be borne by the residents in the city in the long term, both socially and economically. So there is current, there currently is, for lack of a better, it's a loophole, if you will. If you have medium density and you want to develop single-family on that property,

Meadows phase two, develop under the city's PUD standards and you have that flexibility you have that design you have open space, you have a park, you have a pavilion where people can congregate and have a sense of community a meeting room where I mean I mean I think of, notwithstanding the fact that in the short term, it seems like it's a great thing
There's nowhere else for them. not for phase one for phase two there are there's a park there's a pavilion there's tennis courts a basketball court ‸ there's a walking trail I believe we should have it. like You know,
you don't always have to have a community pool, but it is important to have, you know, some green spaces, maybe a walking path, uh maybe a playground area for the children.
