Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
742 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 39 voices separated from the audio.
56 short machine repair(s) (73 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.3% of 28,954 content words.
Dotted words (551 places) are ordinary wording differences: hover or tap to see the other reading.
742 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:01:25 (6 s) — neither reading has words
03:31:18 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

us and I will we will do the proclamation for Veterans Small Business of the Week. Would everyone please stand? Do we have any veterans that own a business here in our facility? Would you please stand to be recognized? Let's give them a round of applause. ‸ Clearly if it wasn't for you you're the backbone of America. All businesses start small but work their way to the top and you've paid that ultimate price and we acknowledge you for your sadness for being
And if I may read this into the minutes. Whereas 2015 a resolution was introduced to the United States Congress to designate the first week in November as National Veterans Small Business Week. school bus safety. Whereas this year's theme is one bus, one driver equals big impact on education. Whereas more than 25 million children are transported to and from school on big yellow buses. These school buses provide 10 billion school rides a year and about 500,000 school buses travel the roads each day. Whereas school buses are considered to be the safest motor vehicles on the road. And while even though this is the news, accidents do happen. Whereas because of these accidents, about 17,000 children a year end up in the emergency room and school bus crashes cause about seven fatalities a year. And 19 children a year are killed getting on and off the bus because they are usually in danger zones of the bus. ‸ Whereas this week long observance reminds us all of the importance of following the law and implementing school bus safety tips as parents should be able to trust when their child gets on the bus. That there is no need to worry about their safety.

acid is so toxic, it's so toxic that ingesting just one tablespoon would more than likely cause death. So, recently the EPA added fluoride to its list of developmental neurotoxins. And a neurotoxin is a chemical that interferes with normal brain development in the utero and children. The Cocoa City Utilities Department was nice enough to provide me with some information from its fluoridation efforts. In 2020, the Cocoa Water Plant ‸ injected 60 tons, 60 tons of

Of that 60 tons, only 60 gallons, 60 gallons was actually ingested by our residents in the form of fluoride. The other 59.7 tons of an extremely toxic chemical was dumped back ‸ into our ecosystem. We are operating the world's most inefficient drug delivery system ever devised by mankind. This is nothing short of insanity. Look, if anybody in this room took a drum of hydrofluoric

acid and went down to the river and dumped it in the river, they'd be arrested immediately and thrown in jail. And the fines would be substantial. Yet, the city needlessly dumped 59 tons of this material into our ecosystem in order to deliver 60 gallons of fluoride. Look, there's better, cheaper, safer, and more effective ways for people to get fluoride. Thank you.

I do, once that project starts to go, what's going to happen then for almost everybody there that's still on the septic tank system? Is the city going to work with the county and then we all get mandated we'll have to be hooked up to the ‸ city sewage system? Or do we get to still stay on the septic system?

Yes, sir. My follow-up. The utilities that are going to be provided to development at the intersection essentially of Friday Road and James Road are being done so because ‸ they are annexed into the city. And therefore, ‸ we have an agreement with them to provide them water, sewer, and reclaim.

We have a paint and landscape program that we, we allocate for people who can receive paint in the excess, I think $700 and the landscape in the $500. And Mr. Thomas feels that some of those applications got denied. And in his mind, he feels that they shouldn't be denied because we don't have 37 applications. And whatever we allocate ‸ money to those particular citizens is going to enhance our city. So he feels that, you know, someone from outside of our city should not be dictating that. I have seen the property go from a place of comfort and peace to a place of daily concern as to how long I actually have to continue on with perhaps the only ordinary activity remaining in my life. What many take for value, what many take for granted, I treasure. Now I do not expect many of you to understand, but I do ask that you take just one moment and think about just one little daily part of your day that could easily be taken away from you without you having any control, no matter what. What? I walk past people every day now and I see them with their heads glued to their cell phones and I want desperately to yell, hey, look around at what you have. It may not be here tomorrow. Unfortunately, these times, that is not possible. However, what is possible is to express myself by way of someone speaking the words I am unable to speak. Does this sound silly to say, perhaps? But let me ask you this. If you had one single thing in your life that you were allowed to choose as the only thing you could do, what would it be? Each of us would have a different response to that. However, mine is a simple walk in nature and watching this become so desolate and left to simply fade away. Well, that is a fear I have and a frustration knowing it does not have to be this way. How anyone can simply turn a blind eye to this and pass the buck down to the next person or the next organization is something I truly cannot understand nor do I want to accept. My story is not the only one

I'm here to talk about the low-impact conference that was held in Rockledge last week. I want to thank the City Manager for having Bryant Smith and Abby... Morgan. Morgan. Yes. They were in attendance. ‸ I'm glad to see that. Because I think it's important that the City of Cocoa staff and the council recognize that the flooding issues that we have in the city can be best addressed by changing the way we do things in development. Status quo won't fix the problems. So one of the interesting things about this conference,
[00:31:23]▶ PlaySpeaker 10 (introduced as “Larry Koss” — machine-transcribed, not verified)
was two days. There was like 200 people each day. And it was a wide variety of individuals. It was builders. It was developers. It was journalists. It was scientists. It was planners. It was city council members.

big step that ‸ I took from it was education and collaboration. We all need to educate each other. I'm not talking about a teacher-student relationship. I'm talking about we're all on the equal playing field and we're going to talk about the challenges of developing in a smart way. And one of the interesting things I learned was in some cases, builders can save money by using low impact development. With simply not having to put stormwater pipes in the ground, which cost money, and use swales and cisterns and small retention ponds. So if anybody has their doubts that low impact gets in the way of development, it actually encourages development that's going to save the community from future flooding. And other topic that was important was preventing pollutants getting into the lagoon. So not only do we manage our stormwater better with low impact development, but we also cleanse the water before it gets to the lagoon. So there's multiple things to be learned here. And I'd be more than happy if the city manager would put me on the agenda next council meeting. I would give everyone a 20 minute presentation with just the highlights

To me, that is the most used park in the city as far as being in a neighborhood. It's crowded every weekend. There's kids there all the time. That has to happen. That cannot not happen. I mean, it's got to happen. Okay. I don't care who's got an idea somewhere else or whatever. That's got to happen. Okay. ‸ Touch bases on your drainage. Go through and clean all that up. And don't wait until hurricane season to do it. Okay. I see that all the time. People, oh, we need to re-engineer. It was engineered right the first time. Go clean it up. Third thing,
A total disaster. Okay. I started coaching there in 96. We did all the work there. Every other park that we go to, the county chalks the fields, does everything.

I'm fifth out of seven generations here in Cocoa. I've seen Cocoa grow from little town to big town. And our area, which they've been talking about over and over, 524 is one of the biggest growing areas. We have no, or very little, we have one junior Reno Park. Very little activity areas.
The basketball, I want to mention that also, with the splash pad is a great item. The basketball field court needs some, ‸ you know, replacement. Went by the other day, one of the rims was bent all the way down.
You know, I'm not a basketball guy. But they're not, you know, you need to make it so it's more just one item here. You know. That area is getting so much growth.
We need to work on more areas like that. The new housing project, I'm ‸ not going to go into all that, but I think it's a little overbuilt. I think we need to ask City of Cocoa, look not just what is in City of Cocoa, what the surrounding area is. We talked about North Friday Road. I'm going to make it very short of that. Everything out there is on one acre lots. So why are we going to put a condo in that area? Which we're not.

You know, it's work, even though it's not in the City of Cocoa, we're not, you know, cutting those people out. But we need to look at, let's not overbuild or

Thank you, Mr. Mayor. This agenda item is in reference to what's called a back billing on a mirror with a customer in the name of three fountains of Vieira. That's a 250 unit complex.
and procedures adopted by city council that directs what utilities customer service can do with utility, um, accounts. And in this instance, um, the customer had a meter that was stuck. It was a compound meter, meaning there's a high flow and a low flow meter. And, uh,
In the city's utility handbook, um, the policy is that we can back bill or collect some of that billing for the revenue that we didn't collect for up to 12 months. Staff went back, reviewed the account, and, um, did a back billing for 10 months, not 12, uh, because we were waiting to establish a new average for the customer, um, upon installation of a new meter.
normal consumption. And the customer is disputing the decision of the city manager, which in the policy, the city manager has the decision making, um, ability when we have situations like this. Uh, so the customer is here and disputing the back billing of 10 months.

I'm here representing three fountains of Vieira, Inc. It's a condominium association of 250 members. This is an appeal of a denial of a reduction of an estimated billing. I'm here with the property manager consultant and the president and the vice president, two of which will speak. The agenda report that you have states a few things and doesn't state a few things. First, it was not me, the attorney, that thought it should be reduced to $8,125 from $32,494, but the association. They felt a quarter of it was fair because it had no way to know that one part of the meter was under-registering.

was completely unclear. They did not have any prior notice that there was a problem with the meter reading water consumption. Page 9 of the packet is the utilities handbook cover sheet. You were not provided the entire handbook. This is a 50-page document that is vague, unclear, and confusing. ‸ Page 10, which is page 2 of the handbook, states that this 50-page handbook is part of the contract for the customer. However, it does not differentiate between an individual account and a bulk account, which this account is a bulk account of 250 owners.
And frankly, the handbook does not account for this type of discrepancy where one part of the meter is defective. It's not a stuck meter as undefined in your handbook. So, again, as stated in the packet, this is about fairness and responsibility. The meter belongs to the city. Customer had no knowledge of any billing errors or defectiveness of the meter. The utilities handbook on page 11 of the packet, the customer is responsible for the only piping and water leaks. There's nothing that says it's a responsibility for a defective meter.
This meter obviously was not read once a month. Page 13 and 14 in my packet utility handbook, They are accustomed to build the average monthly consumption for the preceding months if there is a stuck meter. Again,
one part of the meter was for November and December of 2020. These are high-usage months. There are seasonal owners at this complex. This was during the holidays and during the pandemic where everyone was stuck at home. The meter handbook says that the city shall make every reasonable attempt to detect a stuck meter. Four years is not reasonable. The utilities handbook does say stuck meter, but again, it does not cover the facts of this situation in your handbook. Also, we consulted with

I am a consultant to the association, and I'm also an owner in the complex. And I believe Ms. Rezenka has summarized the non-technical aspects in terms of the staff report, which says that we use this amount of water, and we should pay for it, and rightly so. You know, and I think they just left out all the other elements regarding this meter. Our experts, after we agreed to send the meter back,

So I think our technical argument on this is, and just to help the city at no charge, is that you should have software and procedures in place to be able to know that in four years, you have billed zero on the low meter chamber. I don't think we need a genius to write the software or purchase analytical software or data mining that you know there's a problem. Four years later, you don't show up to a customer and say, you owe me four years, okay. You apply the handbook and

They said $32,494 that we owe was determined by the usage of November and December after the meter was replaced. This is not taking into account that these are our heaviest uses months. The number of snowbirds in the winter and the number of empty

and a half when they're usually here, maybe five weekends out of the whole year. And not to mention that since this bill back pay to January 1st, 2020 to today, there have been 41 new owners in our complex. Plus there's seven up to sale right now, which have five contracts to close. So technically there are 48 new owners that weren't living in this facility at this time. I don't know how we're going to recoup that if we are to build this. How are we going to charge those people or find those people to pay this bill?
I mean, I do not think that is fair. We're not saying that we did not use probably more than the meters was registering. It's more in the fact that the city didn't maintain the meters, so they weren't registering right.

And unlikely being able to track down the previous owners and collect this, you know, we're going to put our association into a, basically into a financial hardship. And at this time, with everything that's going on in our nation and this world, another financial hardship is not what anybody needs. Thank you for your time.

Yes, sir. I reviewed the report from Neptune, and I don't disagree with anything that's in that report. And it found that, ‸ in fact, there are two meters and one of them was not functioning. It's absolutely true. But that still doesn't negate the fact that the water passed through the meter. And I believe that, you know, customer service and working through the calculations, I think, that you've previously been given, used averages that are still less than what's traveling through the meter now. So I think they made every effort to try to be conservative and look at a period that is, you know, is similar to the time period. We're not asking for four years. The handbook has a limit.
still gathering data. But everything that I reviewed from the finance department to customer service, as well as the Neptune report itself, is accurate as far as I can tell.

So it is, you're absolutely right. We actually charged them far less than what it has been the last seven to eight years. That's my only argument is that technically, I believe our city manager is doing a service by only going back 10 months. Yes,
I think the other part is, the other harder part to detect on this particular item is because there was still flow going through. Much harder to see than it is when typically either meters working or it isn't.
that recognizes that. But when ‸ one meter stops working and the flow significantly changes, I don't think that's something that we ‸ had anticipated or saw. So, yeah, we definitely missed that, ‸ but we're also not perfect.
policy, to try to address, you know, some of these issues when they come up. And to also make sure that it's not, you know, going back four years, that that certainly would be excessive. We're asking for 10 months.

Your claim that the software that you have to detect zero metering did not happen for four years, Mr. Mayor. So I would say maybe the software needs an upgrade. But four years might be a little long in the argument here. We're not asking not to pay the water bill. Right, right. But we have spent more in fighting this thing with dealing with the city with

the city manager. He is not giving you all the facts. This is a highly technical issue. I am technical. I don't know who he is, but he is missing the point is that the city has a duty of care on your equipment over four years that it didn't work properly. You guys were out.
My last thing. So I didn't see the last statement that you made. I did not see that as far as the Neptune report that I have. I didn't see that. But my next comment is
This is a unique situation, and, again, these are people paying now for bills incurred a year ago that no longer live there. That's why we believe it should be reduced because it's unfair to the people that live there, and they did nothing wrong. Understanding that water was used, that's why we think the city should stay on the responsibility. Thank you, sir.

But we do calibrate the large meters. We do do a replacement on meters when they hit a certain age, between 20 and 25 years, is where we generally will replace meters and so on. A lot of those meters that we pull after 20
fair in that we capped any recuperation, you know, for anything that may go on, to 12 months. And in this case, we've actually, you know, reduced that to 10 months because we were in some discussion.
And just one more question. So, on our replacement plan, we are, like, in the year three of that? Or that is over how many years? Or is that just continual?
I said, the larger meters we're looking at a little bit more closely. There's less of them. You know, it's a little easier to handle. But when you have, you know,
we are looking at them. And as we're going through, we're actually, we've been replacing the registers with more modern registers so that if we were to go to an AMI system, an automatic read system, that the registers would be able to be converted into that.

No, we do work with customers on payment plans. That is an extensive amount of time. Okay. Thank you, Esquire and Three Fountain Vieira. I ‸ look forward to continuing having that collaboration. You're working with the best city manager on this side of the Mississippi River.
Yes, thank you. All right. Proceeding on to the next item. Item number four. Council direction on restructuring the sustainability advisory board. As you can see, everyone received the documentation.

You know, I ask that desire to be brought forward because I think the sustainability of board and resiliency should reflect the community and represent the entire community. And that is the reason why I sincerely do feel strong about this. That each board member should appoint at least one member from your district or from your own area depending on their registered voter. And they also own property

the strategic plan connection. And again, as you already advised, it is to establish, go from the maximum of 11 members to five members, which each council member appointing one person from their district. And that person is a registered voter, owns property in the district. And again, those individual appointments still would have to be confirmed by the entire council. And so this item was, again, placed before the council and the public as you requested, sir.
Yes, sir. And I understand there were like 11 up to 14 resignations from this board, people for multiple reasons. I did receive the letters from the resignation from this board.

Yeah. And on that last point, as do we, wanted to be reflective of the entire community. And all the other committees to be reflective of the entire community.
And I want to acknowledge that. ‸ And I do not agree with the statements that, or the implications, I should say. Because I think that the city manager really tried to write this with the mayor's direction in an objective way. So let me point out some of the context. And let me also say that, ‸ let me start by assuming there's going to be a positive outcome here.

you for giving us another opportunity to talk about the sustainability advisory board. I think the last time was next January. And it was about then when
supposed to be decommissioned after the plan was written. So we went back and I was told that, in fact, he was informed by staff who had not read the third page of the resolution.

Making quorum has been defined in this particular committee by staff calls the day of the meeting. If you don't answer the call from staff, it is assumed that you will not be coming to the meeting. And then it is canceled for not having quorum.
Two people were on their way, because it was one short of quorum, two of the volunteer leaders were on their way when they got the message that the meeting has been canceled. This has been a significant problem from the beginning.
of staff, on the side of volunteers, although I really think they're to be applauded for all the energy they've given us, there is, this is a board that has a unique nature, unique characteristics. It is different than every other board we have.
advise. The sustainability advisory board, on the other hand, operates completely in, is very different, because ‸ the board is actually assigned to go out to research, to identify, and to come back to staff. And then staff has the implementation part of it. Well, it's been very frustrating, because there has been, there is a sense of resistance from the start. The first year the committee was in operation, I was not on the council yet. ‸ And it was, every meeting was, ‸ we had a staff that is really, just felt overburdened. It's not, not competency, just too much on their plate.
from the city, even though the resolution had been adopted, even though more than 30 people came in ‸ that night in December 2016 to ask, to have a sustainability committee.
another stark example of how this board is different than any other, is that we actually wrote the sustainability action plan. We actually produced a product. And I don't know how many of you have seen that, but it is a quality product. ‸ Staff laid it out, but we did all the writing, editing, hours. Hundreds of
five years, I'm proud to say in Brevard. In fact, last week, you heard it, we went to a low-impact development conference, 200 people. Palm Bay City Manager, Melbourne City Manager, full support of staff and electeds. So this is a movement that is moving forward, okay? I really think that there is an issue, that ‸ we do not have a real sustainability lens on
And that that is more the issue, and therefore, you know, ‸ whether it be the resistance, the difficulty ‸ in accomplishing the tasks, that's something ‸ that's sorely missing. Now, there's a whole spectrum of sustainability committees within Brevard. You have everything from those cities that have staff. They don't even have a committee, because they have staff that are just implementing their plans.
do have a committee, there are examples where those are committees that are mobilized for volunteer ‸ efforts. I would love to get to that point. You know, and here's a really tough thing.
It needs to be reflective of cocoa as possible, because its essence lies in equity, okay? So that is really important. And I would welcome, ‸ I would love to have a more reflective committee. And we have two openings to do that now. I even had a volunteer come forward today. Okay. But here's the other issue, and I hope this speaks to the hearts of the other councilmen on this dais. Citizen participation should not be limited as to who you know. I don't even think I would have been

for engagement. It's a pathway for citizen participation. Okay. I really, my proposal is that the board remain the same, that it continues to be a pathway for greater citizen participation and engagement,

hires, for assistant city manager and positions. We have Cynthia, she has a background now in some low impact development projects. ‸ That we look for that lens to incorporate that lens, so that we can begin to really do the implementation, incorporate it into our everyday work. Bryant is developing that lens. Abigail Morgan and the stormwater department have that lens.
‸ I want all our committees to be reflective of our population. So maybe we, and they're not, okay? In most cases, they're just like the sustainability board. We have one African American member at this time. But we do have a pretty wide range of ages, and we also have representation from the different districts. If we can come up with ways to, I would love to ‸ get recruits. But we also have to apply that to all our committees. In other, in order for this not just to be some sort of politics against me. Okay? We're going to, we have to apply it to all the committees. And again, we need a liaison that's willing to work with us

against disbanding this board that has put in hundreds of hours. I was surprised that it was put on this agenda, knowing that I would not be at this meeting, because we had previous plans to leave for the redevelopment training earlier in the day. The committee itself has not been officially noticed that this item is ‸ even on the agenda. ‸ I guess the assumption is that they would be looking. But, for the good of COCO, we need to keep the Sustainability Board in place. It needs to be treated the same as the other committees. And it needs to have supportive staff. ‸ So, this would be a real shame. After five years of work, and again, please look at the Sustainability Action Plan. I nominate Jennifer Riggs to be chairman of that board. She can't do that. And at that point, the board has been contaminated on ‸ the voting body. And that's not the way to do it. Robert Rules is on every board and we go by it every time. In this case, watching that meeting, she was given influence on every step of the way, which is wrong.
I've been at two meetings and both of them, I said, what is going on? I did run a lax Robert Rules in my board of adjustment as chairman, but we got a lot done and we never had any controversy.

on Friday, really about another topic, about administrative housekeeping, so that was my surprise, that I didn't know that there was already an agenda item developed. Okay. Instead of the proposed changes, though, we really need three things from Council. Number two, we need to stop having issues about working groups. I just want that all resolved so that it is done.

that we need, and we've made a plan, and we've got the postings for the whole rest of the year to have really productive, good working groups that supplement regular meetings, and this takes a good burden off staff. Moving on. How the Sustainability Board is now. You can already increase the diversity. As you see from this list of members, we have a pretty good array of district representation. it's vital. ‸ It's kind of the heart of what sustainability is and does. I think I've said that. So I put it in orange. It's really important. All right. that was great. It had a good sense of community there. And it's helped enliven ‸ that neighborhood. Stormwater planning, Duke Energy Agreement with the water enterprise. There's not really a clear process on this. And so that's what I'd like to build, that bridge that takes us from ideas to action. Okay. I've got to talk about a couple of these. Resignations. 2323 Elon Drive and I'm a member of the Sustainability Advisory Board. I have several concerns about the proposed restructuring of the Sustainability Board. I'll just concentrate on two of them that come from the bulleted list of requests in the ‸ legislative text. The first item establish the maximum number of members for the board at five. If the issue is diversity then reducing the board by more than half is hardly likely to introduce more diversity into the mix.
do for a living the current Sustainability Advisory Board is actually pretty diverse even though the majority of us are in fact women we would gladly welcome men and many other people who are interested and
that council members who have someone in mind to enhance the current board can't recommend and ultimately add them now. Additionally reducing the size of the board by half also reduces everything else that the board can do. It reduces the number of thoughtful voices creative ideas the manpower needed to do the legwork and write the proposals and interact with experts on various topics and everything else that we've been trying to do as the current ‸ Sustainability Advisory Board.
a registered voter to the board residing or owning property in his or her district to be confirmed by a majority of the city council. I disagree with this proposal because the pool of potential board members is limited to those who actually do know a city council member. This eliminates many candidates who may be great board members may have fantastic skills that could benefit the city tremendously but because they're new in town or maybe they've been working for the last 20 years and they've just retired or for whatever reason, they're not buds with their city council representative.
a wide-ranging group of volunteers who are involved because they understand sustainability and they are passionate about making this city a better place to live with a more secure future for the generations who come after us. Who cares if they actually have a personal relationship with a city council member?
sustainability advisory board all council members will be appointing someone whose ideas, goals, and general mindset reflects their own because it just wouldn't make sense to appoint someone whose viewpoint doesn't match their own. But effectively what you're doing then is creating an echo chamber and there's a world of difference between an echo chamber and an advisory board. If we actually want to have a functional sustainability advisory board, restructuring the current board using this proposed plan just isn't the answer. Thank you.

Larry Koss, [address] I just want to say a few things. I agree with Councilwoman Koss and Jenny Riggs what they've said. I kind of view this as the city is trying to kibosh it. Now, similar to what Jenny Riggs said about sustainability, I view it as protecting the environment and natural resources for the future generations. I also see it as a social and economic equality in our community. And I also see it as resiliency to severe weather events. Now, I understand you're not opposed to sustainability, but if you were for it, you wouldn't take the budget from $1 million down to $150,000. So if sustainability is important to the city, then put your money where the mouth is. I

kind of just can't believe that these attempts to restrict a strong sustainability presence, which is our advisory board, and I say you vote no to this agenda item. I don't think there needs to be any changes. I think what needs to change is possibly, oh, wouldn't this be a great idea? Create a sustainability department in the city. Hire somebody who has an experience in sustainability to guide and direct the sustainability advisory board. And this person could also teach the rest of the departments how to be sustainable.

Not only that, with just a couple days' notice, people find out on a Friday afternoon and all these people are coming because they care about this. That presentation was awesome. was just going to say in just, just to clarify in regard to the assigned fund for sustainability, the discussion that had gone on before. Our new city manager came on and the building of that amount was a recognition that it would be used to leverage grants to double.
So it's very specific. So just, just to clarify that. Okay. So if you use it for laptops or whatever, but just to clarify, that's why it was there to begin with. first the parks budget came before you guys and the fact that District 4, which includes Stradley Park, was left out of all the budgeting for the parks for FY22. And my concern was that you guys were looking at the whole picture and you assured me that you were looking at the whole picture.
$575,000 modification to a budget because something was omitted. That's a problem. And what I'd like to address is to see, we understand there's a problem here, is how this problem occurred, and to make sure that it no longer occurs. Because I can tell you, and I worked in the business community, if I would work for my manager and my budget came up and I had assured him that I had taken everything and two weeks into that fiscal year that I was making a $575,000 modification to my budget, taking out of things that I had prioritized before and applying them to something else that wasn't an emergency. Now I can understand ‸ emergency,
been fired. So what I want to see from the City Council is the discussion and understand how this problem occurred and assurances that there's going to be steps put in place so that it no longer occurs again. Thank you.

Yes, Mr. Mayor, I also failed to mention that ‸ this is a part of the special taxing district. The original $475,000 for signage and other common items was actually a staff recommendation. That was probably not the best recommendation at that time. And so, you know, in my 30-something years, there are budget modifications that occur all the time.
a park and you've ever played Little League, you'll know that the first order of priority are the playing surfaces. And so, this is going back to that first order of priority. And I don't care what the draft of parks plan says, if it doesn't talk about the infrastructure as the first order of priority, it's not a good plan. And so, you know, I receive his comment,
to play on safe surfaces and they could care less about whether the sign is painted, whether the sign looks like the sign from the other parks there. And so, ‸ that's ‸ the long and short of the explanation on why there's a budget change at this particular point in time. The county is resurfacing and irrigating softball and baseball fields. And

project. So, so there, there are dollars that are going into the park. We'll have another opportunity doing budget development to sit down and talk with the county about our priorities as a part of the taxing district, the special taxing district. And we'll also need to talk to Coco Little League about and the county about some long-term commitment. As you all are aware,

Park has been out there. So it just didn't just pop up yesterday. One thing when I ran for council, I looked at my whole district and I see what needed to be done. I listened to the citizens in my area and heard their complaints. So there may have been a spreadsheet submitted. I didn't receive it. But one thing I'm going to do if I submit something, I'm going to follow up on it. And I'm not also going to allow this council to be demonized and a false assumption to be out there that we're overlooking certain areas when I know for a fact everyone up here cares about

And the second meeting is Thursday November 4th at the Dr. Jolie Smith Center and that's also at 5 30 p.m. There is also a survey online if you aren't able to make it to the meetings. We do have a survey on our website under the housing page for those that want to fill that out. And we also have extra flyers and surveys on the table outside of council chambers here. And just in right now actually they just tweeted at us Michigan Avenue is reopened. So I just wanted to make that announcement.

do like to thank everybody coming out tonight and the staff for the hard work and late night. I just got one more little park thing. Growing up here. Travis Park was called the Tiger Den. And I'd like to see it brought back as the Tiger Den. And I did my homework there. We played games there. We had all kinds of activities there and the place was always packed. And I'd like to see it brought back as the Tiger Den

‸ Again, regardless of debate, regardless of disagreements, this is what it's supposed to be. This is what it is. When you advocate for things you like and dislike, this is how it's supposed to be 100%. But at the end of the day, we still should be able to shake hands and walk off the dais or even shake your council person's hands and wait for the next argument that's going to come about sometime soon.
that just, yeah, debate. There you go, debate. So I also attended K-9 competition. I got to sit with our chief. He had his head shined up real good for the competition. So we had a good time. My son, he really loved it. I think we was up there with Volusia County Sheriff Department as well. So we had a real good time. So I appreciate everything our first responders do. It's really tough, you know, controlling the dogs, number one. So we appreciate that. The next thing, I only have one more thing. It's

lot, ‸ but I really appreciate the debate. You know, ‸ we have a lot of things to do better at, right, as a council and as staff or whoever the case may be. But we are doing a good job. We are doing a lot of things that a lot of previous councils have not done, ‸ definitely in certain districts. So I really appreciate staff and the council for everything that you do. I know sometimes it's a thankless job sitting up here. We definitely do not do it for the money, for sure. But I appreciate council, and that's all I have. Thank you.
