Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_10_27_2020), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
444 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 26 voices separated from the audio.
45 short machine repair(s) (57 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.7% of 17,864 content words.
Dotted words (374 places) are ordinary wording differences: hover or tap to see the other reading.
444 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:34:45 (6 s) — neither reading has words
02:02:12 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

a correction that needed to be made on a statement that was made at the last Council meeting. And basically, I have the copy here. I'll just read it out loud. And I can provide copies later for whoever needs to hear it. And this is in reference to the HCVA.
at Florida Avenue Crosswalks and at Orange Street. The representative of HCVA stated that they believe that the paving carries a low cost to the city. And that was denied. That that took place. And this is the paperwork that shows it.

To the council, city manager, and to all that are of interest, I ask you to please, please look seriously at adopting this plan. I've looked far and wide to see what, if anything, Cocoa had in its place or prior to this. And unless I'm missing something,

to me this is a step ‸ forward. This plan demonstrates as commitment to equity and empowerment as a citizen-led initiative. This plan alone identifies how
It addresses COCO's history and diversity as sources of resilient strength. It addresses COCO's economic challenges as grants and funding opportunities.
It presents several of COCO's African-American histories to illustrate our community's long-standing dynamism, activism, organization, industriousness, and invention.
This plan prioritizes equity and empowerment in its recommendations. I commend those individuals who worked so diligently to put this together. It's such a comprehensive plan. It's inclusive and it addresses the entire community.
I hear the beep. I'm here tonight to ask you to please consider the passage of the sustainability plan. If it needs tweaking at a later date tweak it but go ahead and pass the plan.

resident of the city and as a representative of the Brevard Homeless Coalition. I'd like to briefly discuss two things in this plan I feel are critical to the improvement and sustainability of Coco. First I'd like to address equity and empowerment. A city is not truly sustainable until all residents are able to participate in the decision making processes that determine the policies which affect their quality of life and experience full inclusion as part of this process. Historically certain groups have not experienced the same opportunity to shape policy, which has often been been to the detriment of our minority and impoverished citizens. It's an easy thing to say we're empowering people to be part of this process but

work diligently on this plan for recognizing this as a critical component to sustainability and taking the first steps toward building equity for and offering empowerment to all of Coco's residents. Secondly, I'd like to address homelessness. While not a priority in the plan at this time, there are some funding sources I'd like to bring to your attention to the city to consider in the future with regard to solving homelessness. Coco has partnered with the Brevard Homeless Coalition, the county, other cities and many of our partner agencies

funding which allows for a collaborative county-wide effort in tackling COVID-19. The source of these funds, HUD, is leading a push toward advancing racial equity through assessment and prioritization through coordinated entry.
the CARES Act, the Continuum of Care also received $240,000 for rapid rehousing and $107,000 for emergency shelter services. These dollars are not so much for homeless prevention services as they are for moving our literally and chronically homeless citizens into permanent housing.
Street to Home, Daily Bread, the City of Melbourne and other agencies in an effort to house a large number of citizens experiencing homelessness in a very short period of time. The COC CARES Act dollars must be spent by June 30th, 2021. It's highly probable we will be receiving additional funding for rapid rehousing on July 1st. We welcome an opportunity to engage in

I'd be happy to refer you to my successor when he or she becomes available and put you in touch with representatives from partnering agencies in this area who would gladly make time to open communication for these types of collaborative projects. Thank you for your time and have a safe week.

That's the 18-month time period that the Council directed be inserted. Staff's view was to go ahead and start that duration on January 1, 2021, so they'd have an opportunity to get the word out ‸ that the amnesty program is going to commence. Mayor.

a couple of comments on this because we've had a discussion about this and had a discussion with our code enforcement manager as well as our, at the time, interim city manager. And I know we've had the first reading of this, but this right here, some of the stuff in here, the items in here actually defeats the purpose of the, or the intent of this

brought other properties on in the city into compliance. To me, if you bring one item into compliance and one home into compliance, that's a, that's a big improvement.
and of course they're both out of compliance, um, um, you know, just to bring one in is an improvement to me. And, uh, and that's the intent of the, uh,

D2. It's that top line there. And, um, and then of course also number five, I have question with that, um, ‸ repeat offenders. And then some cases we have repeat offenders, but you know, um, we don't know the circumstances, you know, um,

It seems like I remember some conversation about that having to do with some of our, um, slumlords who have multiple properties who lean on one property that they may want to sell, was, I mean, we had some people that we ‸ were able to get into compliance because they wanted to sell a property.
Possibly. ‸ Possibly because, um, as you know, when you want to record a code enforcement lien, it runs against all of the properties owned by the, by the violator. So, you know,

have a pending sale for one property, they could then cherry pick and seek lien the amnesty for that one property without maybe perhaps bringing the other properties into compliance. So, I mean, they might have some impact on, on what, what, what a property owner might, might present to you.

but I mean, how many cases do we have like that? How often do we see that? I mean, just to throw it out there, you know, and, uh, there's some good landlords out there. And certainly there's a lot of landlords out there that we've seen in the city of Cocoa.

So that ties their hands. They can't do anything about it. Now the other perspective, uh, there is a person that was the, I was assisting, uh, that had to go before the code board. Uh, it was a commercial piece of property. Uh, homeless people were constantly going in there.

the city can make an exception with this ordinance that it only attaches to a certain property so I don't want the public to think that if I have a lien against someone's home and they own several properties, they won't be able to sell all those properties until that lien is it is satisfied. That protects me as a private individual. But the city when they place a lien on the property I think the public should understand they can make a decision to have just single out that one property. If that property owner has multiple properties. Thank you.

for this property there were three phases under that project under that CRA redevelopment agreement. We are at the culmination of phase one. want to remind you that this has been going on since December 2017 So the last council voted for this to happen and then this council has shepherded it through So I want to just just emphasize that line of continuity There are

provide satellite beach melbourne beach palm bay Cocoa Beach even Cape Canaveral has an office sustainability Universities and hospitals are adopting sustainability plans because it improves the efficacy and efficiency of their operations This is a movement As I was saying as a parent I hate to ever make the bandwagon argument and say do it just because everyone else is that's you don't But I want you to know that you're in good company
we are we're in the learning section time to go to school just for a few minutes here So we established the definitions maybe everybody so many of you know these already but just in case I want to make sure we're on the same page What does sustainability mean and that is consistently working at the intersection of people planet and profit? It also means intergenerational equity meeting the needs of today without compromising the needs of the future And here I will point to if I'm motivated by anything in this it's my two kids I want their future bright and I think we all feel that way about our children Why pursue sustainability Because it works better to go for a triple win of environmentally friendly economically vibrant and socially equitable just makes sense It's just the smart way to try and do things and so we're advocating this in a as a plan now But as a mindset for the city and I'm actually happy to say that

But there there is you realize there is no economy in that There is no economy outside of human society It is a construct that we have for value and for trade and for Value over time without a society without a healthy society. You don't have a healthy economy And likewise if you don't have a place to eat and sleep and drink and clean air to breathe you do not have a society So this you realize the interdependence of these three it's not just that triple win, but it's it goes even deeper than that Resiliency because sometimes sustainability and resiliency go together for time. I'm just going to get right to the bottom line

reduction plan so this is a body of work that the sustainability plan fits into Process we have had two years of open publicly noticed meetings Long ones as Jake can attest to lots of discussion everything's been discussed three or four times But at a high level what does this plan do? Improve the quality of our natural environment and our citizens ability to enjoy it Reduce the risk posed by natural disasters Lower resource consumption and whether that is energy whether that is money whether that is waste
reduce pollution that we have all of that increase its citizen awareness and engagement and enhance the community social economic and health conditions. And
that she's she she conveyed it so beautifully But I want ‸ to say it in a different way We are not just pursuing diversity inclusion because it's nice We're doing it because it makes us stronger It makes us better and it makes our community whole and Pulling back up 50,000 feet the major challenges that are addressed in this plan stormwater management and related floodplain management Stormwater pollution going into the IRL

member Angelique Rinaldi recommended a sustainable design scorecard. I think this is a good and creative solution and just points to how some of the operations can be helped. renewable will proceed on a suboptimal path with longer-term reliance on fossil fuel backup and oversized renewable energy capacity. ‸ Energy efficiency retrofits of Florida's buildings and homes have always been cost-effective. Now, utility and rooftop solar are far less expensive than electricity made from imported into Florida fossil fuels. As prices for solar, energy storage, and electric vehicles continue to decrease, and as range anxiety is eliminated through 200-mile range EVs, consumer adoption rates for these technologies will increase dramatically, as described in the following facts and forecasts.

And if we can consider our community to be a chain link fence and each of the links to be the needs. Remember that we are only as strong as each link in the chain. So I loved the way the plan addressed all members of our community and especially reached out to those who have needs. Transportation, health care, jobs, better education. I was sorry that out of the big plan, we did not include the arts and education, but I know we can't do everything.

give you a call andwe talk about some of this but um you know I've got the letter that they sent in Merritt Island. um um I think we just need to, it needs to be positioned so that we know we're going to be working with people to maximize the amount of dollars that they are reimbursed for this and this when I read this it kind of swirls so i I really, I don't want this going to my neighbors. um because it's kind of all, what they really need to know is so buried that I'm afraid um they're not going to get to the end of the second page.
