The City's agenda for this meeting is on file (PZ_Reg_Agenda_11_02_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
44 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
2 short machine repair(s) (2 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.9% of 1,739 content words.
Dotted words (62 places) are ordinary wording differences: hover or tap to see the other reading.
44 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I'm the Public Works Director. I'm filling in right now as the Interim Economic and Growth Development Director as well. So I just want to introduce myself. I've dealt with some of y'all, but if you don't know me, feel free to reach out to me for any of these items or anything Public Works related as well. But I'll go ahead and get into the agenda now. In front of you, you have ordinance 15-2022, which includes a couple of relatively minor zoning text amendments.

printing, engraving, and ‸ related reproduction uses in the core commercial, which is the CC, and the associated waterfront overlay sub-districts as a special exception.

allowed within the CC. It is pretty consistent with the intent of the CC zoning, though, which is to have medium-intensity commercial, office, and professional-type uses. It's an outright allowed use within CBD right now, which is a neighboring use.
it within the waterfront overlay item. And so the next page here is just, that's the regulating plan. You kind of have to jump back and forth between the two. But generally, the ‸ CC covers uses in neighborhood south, or

Most of the areas, except ‸ for the consent decree area ‸ and the waterfront side, there's CC zonings within that. The ‸ next portion of it is the craft brewery. And so those are already allowed as ‸ special exceptions within CC and CBD. There's just an inconsistency in the waterfront overlay. That wasn't included as uses within the waterfront overlay for whatever reason when that was developed. So this is really correcting that and adding that as a use. We do currently have some craft breweries that are already operating in the waterfront overlay. And so it's mainly just correcting that error within those charts. With that, that's pretty much it for the most part. The catalyst of this, this is a property at
They had reached out to us about, they want to do a business that's engraving and craft brewery within the same use. Basically, they would engrave your cup and then you'd go to the craft brewery and get whatever you need there. When we were reviewing that, we kind of realized these inconsistencies with the code. So it went from kind of a citizen initiated or business initiated request to really a staff initiated request. Because we felt the ‸ engraving should be included within the CC as that special exception. And then the craft brewery was an item that we just needed to correct. And this sort of showed us that issue. With that, if you all have any questions, I'll ‸ entertain those. We do recommend that the Planning and Zoning Board recommend us to counsel for approval.

All opposed? Motion carries unanimous. All right. We'll go to any other business. We're going to go to the tree board. We have anything. On the tree board? No.
just trying to catch up with where everything was left off in the review standpoint and trying to move some of these developments along, hopefully, here in the near future. So, hopefully, by the next meeting or in January, we'll ‸ have some in here for approval and we can start working on that. ‸ It's still pretty hot out there. We've got a lot of interest and just trying to work through it right now, though.

ride through town like I used to. I reckon I'm getting old. So, I'm going to let you young folks have it. It's been fun. It's been fun. I just noticed Norman.

know Kristen will correct me if I misspeak on it, but I believe we provided them their final. Well, we provided them a letter of default. And so, they have a cure time of, I believe, 30 days on that to basically provide all the missing documentation that stated within that ‸ default letter.

Well, I can add to that. They bought a piece of property next to the city property there. That was almost $600,000, not to count the other monies they've invested.
just, I'm going to also add that my term is up. We talked about this when I took the position as chair. We have interested people that are interested in coming on the board full time, and I don't want to discourage people from volunteering. ‸ The council has put term limits on us at this point, so I'm going to go ahead and step down.
you know this is going to be my last meeting also, and something you guys ‸ should think about is you're going to elect a new chair, so something to think about moving forward on the next meeting, which is going to be on December 7th.
