Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
742 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 60 voices separated from the audio.
55 short machine repair(s) (61 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.1% of 29,867 content words.
Dotted words (678 places) are ordinary wording differences: hover or tap to see the other reading.
742 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:28:29 (0 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

And by the power of the Holy Spirit, lead me, feed me, use me as a willing vessel to do your will and be ‸ blessed to someone in need. Break every chain of destruction. Break every chain of hatred. Break every chain of racism. We come to this city council meeting to lift you up because we know if we lift you up, you'll draw all men into you. And Lord, we need you. We need you in a mighty way. We ask that you be here in the presence because you say where two or three is gathered in the midst, that you'll be there to lead us, to guide us, to help get us through. And as this meeting progresses, we ask that everything is decent and in order and done according to your will. We thank you for every family that's represented here. We ask you to give them what they need in every way.
And when it's all said and done, and we depart from this place but never for your presence, we ask that you give us traveling grace and arrival mercy. So ‸ we will continue to go to all parts of the nation and spread the good news that Jesus Christ is king and he is alive. We ask it all in your son Jesus Christ's name we pray.

‸ Good evening. So if you guys look to your right or left, depending upon where you're seeing that, to your right, you see these officers lined up over there. You got one officer back there in the back. I'm just going to brag just for a moment before I read this proclamation. These officers come in every day to put their lives on the line. They don't even know if they're going to go home.
Flag: words were replaced by a machine repair · 00:09:28–00:09:28 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
our new leadership, since I've been here, we've had a crime reduction each and every year, and it's a direct result of those officers back there that's working here today.
want to give them a round of applause. Let me put my glasses on. Okay. Whereas in 1962, President John F. Kennedy signed a proclamation which designated May 15th as Peace Officer Memorial Day and the week in which the dates fall at National Police Memorial Week. Currently, tens of thousands of law enforcement officers from all around the world converge on Washington, D.C.
the United States, including the dedicated members of the City of Cocoa Police Department. And whereas it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency, and that the members of our law enforcement agency recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression. And whereas

So, thank you for the opportunity for us to read off this proclamation. Just like the Chief, I'm very proud of our men and women and the services they provide to our community. A lot of times when people think of fire departments, they think of us as putting the wet stuff on the red stuff, our water on fires. But we do so much more in providing advanced life support care to our community. And each one of these men and women have hundreds of hours on the EMS side in training and education. So, I'm very proud of them and what they provide for the community.

emergency medical services are a vital public service. And whereas the members and emergency medical services teams are ready to provide life saving care to those in need 24 hours a day, seven days a week. And whereas access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury. And whereas emergency care, emergency medical care services fill health care gaps by providing important out of hospital care, including preventative medicine, follow up care and access to telemedicine. And whereas the emergency medical services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre hospital nurses, emergency nurses, emergency physicians, trained members of the public and other out of hospital medical care providers. And whereas the members of emergency medical services teams, whether career or volunteer engage in thousands of hours of specialized training and continuing education to enhance their life saving skills. And whereas it is appropriate to recognize the value and accomplishments of emergency medical services provided by designating the emergency medical services week.

I'm Yvonne Martinez and I am part of the board of directors for the Cocoa Police Foundation. Our board is made up of police employees like myself, police officers and volunteers who just want to make a difference in the community. Our mission is simple. And the original theory of the Cops and Kids Program was that we would have an intense three-week, four-week summer program where the kids would spend all day with us. And we would take them all over to different places and show them that there were more things than just the end of their street. Because a lot of these kids don't get off their street or out of their neighborhoods. And give them opportunities to see that there's careers and that there's a much bigger world outside than just ‸ their neighborhood.

When they see that, these officers, obviously they have a good heart and they want to find ways to be able to help those families. We were able to support a family that had just experienced a fire. And so what we did with the Cocoa Police Foundation, we went back over there and we were able to repurchase some important items that that family lost.

just thanks, Rob. Yeah, you got you right now. ‸ no. Okay, no. So, um um you know this there is that existing legal authority. So, um that that is spelled out in the subparagraph E um
with the mandate, then the city can exercise that legal remedy to require the hookup. In addition, the city has the legal remedy to recover whatever costs the city council decides at a later date, whether it's a portion or all of the costs of the project,
um So, is that I don't know if that answers um your specific question, but it's memorializing, in my view, the existing legal authority that the city has to mandate connections and recover costs. Okay.

um You know, I can't speak to any any other city, but the the city, for example, the city has had a long-standing policy, even though it's not a mandate,
our city has had, because I've asked others and I've heard that other places did not do this when they did their sewer expansion. So that's why I'm asking ‸ why. Yeah,
well, I think specific there are cities throughout the country and in the state of Florida that have done special assessments for sewer line expansion projects. And there are, I'm sure, numerous legal documents regarding the you know assessments and resolutions. I
homeowner has been charged in the county uh for any of the septic to sewer. It was all done by grants, which is what we're hopeful in this project. But I was just curious to know how many other in Brevard County had done this. I

the scope of the study originally with the situation in the lagoon and identifying what the problem was. How much nitrogen is acceptable in the Indian River Lagoon? What was it then? What is it now? And what is the goal for for all of this expense we're going to have? uh uh
And one of the issues that I have also is that we all, most of us, have the recycled water that water our lawns. That has a significant amount of nitrogen in it. What would be the effect of removing that nitrogen from the from that water source,
to as much of an extent as possible by that governing body, which mandates the uh the requirement. I would look to the council to come up with an equitable uh compromise rather than just exercising the power that says you have to do it and you have to pay for it. There must be other compromises which could be found.

and before, whereas I only recently heard about it. These homeowners have a lot to say about project overruns, and I fully concur. um However, there are issues in addition to the overruns, which should not be overlooked. out others had already seen the new ordinance. um Guess I was just one of those foolish citizens who expects reasonable and truthful answers from city government. When I did finally get hold of the new ordinance, I found it highly confusing. Do we totally delete the old and add A through F of the new? What happens to sections G through N of the old code? They had additions and underlines. Are we to ignore them? For example, there wasn't anything in section E, the exemption argument, to isolated and extraordinary hardship uh instances. Surely there needs to be more specific exemption um items to be added. For example,
the water line Are they exempt uh if they're too far? uh John Walsh came to our property and agreed it was one of the most expensive ‸ hookups and threatened the lives of five very old oak trees. Is this an exemption? I did find it interesting that if the utility director fails to answer you in 365 days, it's a denial of the of the exemption. Of course, you only have 15 days to request a review of such denial. But again, this does not existexist in the new ordinance sections um the section l

impacted by this new ordinance. As such, I have some concerns. First, the existing cost versus the existing revenue of this project is unknown. ‸ We do not know how much it will cost because we have no bids. However, this new ordinance stipulates in Part F that the city may pass on all or part of the cost to the affected property owners directly. I think this is premature until we have some real numbers and know what this difference is. I do not think it is prudent to adopt such an ordinance until we know what would the cost be to the homeowner.

The addition stipulates that exemptions are entirely at the discretion of the utilities director without clear language for the homeowner. What dollar amount determines financial considerations? What is too much and how do you decide it? There is no minimal amount or minimal obstruction stated for exemptions, and therefore the waiver clause is entirely arbitrary. I ask that the exemption clause be clarified with minimal limits with respect to homeowners and their particular situation.

functioning septic tanks have to discontinue their tanks, but they also have to pay to have it removed from their property. This results in more money to be paid by the homeowner and a big hole somewhere in their yard. I would ask the mayor and city council if this is reasonable. Is this prudent or respectful of property owners? I ask that this be removed from the ordinance. In sum, Mr. Mayor and city council, what is the harm in tabling the vote on this ordinance until we know the real numbers and can discuss them and other issues with the people most directly affected by this ordinance? I think it is premature to adopt an ordinance that is not needed at this time. We would all rather have a win-win situation. But right now, this does not look like win-win. From the homeowners view, my view, this new ordinance looks rather punitive. I have to pay for hookup. I have to pay for any cost overruns. I have to pay for digging up my septic tank. There are no exemptions. And if I don't do it, I will be punished. I would kindly ask the city of Coco to table this ordinance until we can adopt meaningful guidelines for protection of homeowners and we have an accurate understanding of the cost overruns that we might have to pay for.

But realistically, that's the only expansion project you're considering today. So if this is passed, it gives you the tools to do everything that's in this ordinance, which is the reason why it should be fixed. before it's passed.
that originally this ordinance seemed to be more about mandatory connections. And it may not be super popular with everyone because everyone has various reasons why they should or should not connect. But I understand that if the city builds a sewer line, puts a good project in place and builds a line, the state law says we have to connect. And I respect that. I also understand that that allows the city to determine
by knowing that everyone will connect. And so that part's okay But when it seems to have been expanded now into this whole cost overrun piece, it just makes no sense. That has to be fixed. You know, so picture this. You have a you have a public infrastructure project

going to do preliminary engineering and design. They're going to go out and get competitive bids. They're going to sign a contract with a contractor. They're going to manage that project. They're then going to operate and maintain the system and collect revenue from that system. Yet somehow when it comes to managing costs and being held accountable to running a project on time and on budget, that goes away.
Well, you know, it's nice and neat and we don't have to be responsible for a project that we're running. That's wrong. That's not the way cities should treat their residents. And if in a well-run project like that with a contingency should not have an overrun. But if there is an overrun, please apply it to the beneficiaries of doing the project to begin with. And the beneficiaries, as you so nicely actually say in the ordinance with your preambles, all those whereas paragraphs, you know, for for example, the project is intended to protect and improve the environment, including but not limited to the health and water quality
lagoon. The purpose is to safeguard public health and safety. andAnd I'll wrap up here. But you yourselves in this ordinance, you've clearly defined who are the beneficiaries. So if there is an overrun, apply that cost to the beneficiaries, all beneficiaries. That's all we ask.

for meeting with a group of citizens um and letting us know about this council meeting. Also, the city, if you aren't aware, has put up a website specifically for this project. so
‸ So, um the the website, I think, will be very helpful. That was a wonderful gesture, I think, by the city to keep people informed. um and I don't mind telling you that at the meeting, I told Stockton that if I'm going to call the plumber, I'm going to make sure that I can pay him before he gets there. And that's exactly what I think that the city should use as a pretty good guideline. You don't go and start a big project unless you've got the funding or you know where it's coming from. And this ordinance, when I'm reading it and I'm putting it in front of my
or other city officials or attorneys, they're saying this is the cart before the horse. It's very punitive. You've come out with all of the liens and the issues that are going to come up and it's frightening to homeowners because your city revenue is generated by water and not taxes. But all of these
and see how much money we pay. It's a lot. It's a lot. ‸ And so when you're asking us to just open up our checkbook and be able to take the ‸ money for any cost overruns, that's not fair. It seems very punitive. And I wish that I were as eloquent this evening as Mr. Rivera, who gave you the six points and everyone clapped because he very succinctly addressed all of the citizens concerns. So I would respectfully request that you go back to the table and revisit this ordinance and get the money put together before we start this project. Thank you.

and I have lived at [address]. During all these years, I have benefited immensely from living on the Indian River Lagoon. I have enjoyed various activities such as setting crab traps, fishing, paddle boarding, and ‸ pulling children on a raft. However, my relationship with the river has not been solely about taking. I have also given back. I was an oyster farmer for the Brevard Zoo, and I have hosted fundraisers for the Marine Resource Council. These efforts were undertaken with the belief that a healthy river benefits not just individuals, but an entire community. I have heard that during the February 25th City Council meeting, a vote was ‸ taken to charge 88 residences for any overruns that the septic to sewer project may incur. This seemed unacceptable when I am under the impression that there were that there are available grant monies that can be used to cover the overruns that will most likely occur with this project. A grant would seem like a much smarter solution than trying to collect an unspecified amount from a few homeowners. ‸ I firmly believe that the whole city gains from a healthy river. The fact that 88 families are being charged for the overruns is a matter of concern. These families are not the only ones who enjoy the Indian River Lagoon. Every day, crabbers, boaters, fishermen can be seen on the river. Hundreds of people bike, run, and walk along the river. And there are marathons and motorcycle runs that occur multiple times a year. Therefore, I'm asking the council to rescind the vote that would place the financial burden of the septic to sewer lines overages on a few families. It seems unfair that a small number of households should shoulder the cost for something that the entire city enjoys. Thank you.

However, this does not negate the importance of ensuring that the burden of implementation is shared equitably and property rights are respected in the process. As written, the ordinance places the full cost and uncertainty onto a small group of homeowners, even though the city will ultimately benefit through long-term infrastructure,

This raises an important concern about fairness, transparency, and shared responsibility. I understand and respect that ‸ under our city manager form of government, this council holds the authority and responsibility for policy decisions. But this structure also relies on complete transparent and balanced information. Where that information is lacking or unclear, it erodes public trust and undermines the principles of good governance. While well-intentioned, the ordinance presents several troubling issues. Equity costs are disproportionately shifted onto individual property owners. Property rights mandating removal of functional systems without broad cost-sharing mechanisms limits residents' choices. transparency, key decisions have been made without adequate public explanation or engagement. Due process, the timeline for compliance and appeals is unreasonably constrained. We all want to be part of the solution to protect the lagoon, ensure public health, and invest in long-term infrastructure. But the solution must be built on a foundation of fairness, openness, and respect. I respectfully urge the council to

We're being told this is just a framework. Reassured. It's just a framework. If you're building a frame for a house and it's going up crooked, you need to fix it before you move on or you're gonna ‸ have a bad outcome. So I'm here to ask you to fix the framework. We respectfully ask the council to take back the February vote that assigned all sewer project cost overruns to J&K homeowners. We don't want to stop the project. We want to stop the unjust financial burden while we pursue fair funding solutions.
The costs should be shared by the entire city. It's unfair and wrong to treat this as a private benefit to only one neighborhood and target that group with uncapped potential liability. If the project were to go over by a million dollars and that

whom benefit from it, each person would only have to pay about $5.25 per month for a year. Instead, the framework tells 88 homeowners, they're gonna ‸ have to shoulder that entire burden alone, no matter how high it ends up being. Fix the framework. Additionally, as been said, council was misled. So maybe that's why the framework is a little crooked. You weren't given the facts. No

ask is to pause the decision on cost overruns. And then it's simple. You run it like a business or an effective government runs any project. Plan it. Secure funding because there's tons of grants out there.
But let's find out. Get more accurate construction estimates. They may not be perfect, but they'll be better than what we have right now. Then we have the information to revisit the issue of who pays what. That's how a project is done responsibly. So, we ask you to fix the framework.
‸ Hello, everyone. It's nice to see you. And it's good to be here and able to speak about the subject. I haven't seen a number of you in a minute and you're looking ‸ excellent. So,

is a big mistake. And I'm asking you, as others have, to rescind that section where the 88 properties have been assessed to cover the overages and get it out of the ‸ ordinance as it stands. Past the rest of it because we want to go forward. We love the lagoon. We think

do a lot of good for the city to have the lagoon heal. And this sewer line will certainly help that. But that part of pinning down the 88 properties who, by the way, don't even gain anything by this sewer. They're victims. They have to put up with the hassle of months of construction tearing up the road in their front yards. And then after the line's finally buried in the road,

Kate Otero. I live in what ‸ would be Project J. Just want to echo everything that's been said tonight. But just reiterating that this is a public health issue and I'm so proud of you all for moving this forward.
really, really appreciate it. As a medical person in the community, public health is really important. As somebody who likes to have control over everything, giving the city should have control of this project. It is public health. But not being able to have any kind of control over it and then have 100% of the overages hanging over my head is really, really frightening. So I'm asking you to rest in that part of the vote that says that homeowners are going to be responsible for 100% of the overages of this project. Thank you so much.

Yes, I just wanted to chime in on this and I know uh other council members are probably going to speak on it as well as and city managers probably going to clean up some of the concerns of the citizens um I just want to take you back this project was talked about well before I even came on the council and Once I heard about the project. ‸ I felt strongly that it was an important project that needed to be done I'm a big supporter of our lagoon and It took us a while to get here. It came before the dice on many times and
and some of the reasons some of the questions that you all asked tonight Or those questions were actually asked back then Some of the council members up here their constituents as far as as well as a few of my constituents That live in different parts of the city Um, they didn't want to pay for this project Um the same way no one else wanted to pay for it
move forward and We tried many maneuvers to get it pushed through Um, we were unsuccessful many times and I think the one reason that it was pushed forward Is the main question that was holding council members back from voting? Yes
It's already on a fixed income ‸ herself Could she incur an additional charge and that stopped council members for voting? Yes Um, I think the one motion that we pushed through is The language of any overages that occurred would be covered by citizens on

can to make sure this process Doesn't cause a significant burden on any of you all I believe that I'm still in support of this project and At this time I hear from the rest of the council

is eight to ten million dollars We don't know what that cost is going to be And I get it that the difference is the big difference is is the unknown risk of the overages And that's why we're applying for earmarks. We're applying for uh 319 grants. And we will apply for the water quality grant.

of that project. Potentially, the cost to the homeowners could be zero. And on the private side, and we've already applied for the 319 grant, that's a 60 40 match.

so at the end at the end of this, and this is a hypothetical, again, we we are sensitive to the fact that there is this unknown out there called cost overruns. We haven't bid the project. We don't know what those will be. We don't know if they'll if that'll actually be realized. so the potential costs, if if the grants come in, if the project comes in at a at an amount that is within the sorrow the grant matches, and whatever federal appropriation that we could potentially get, could be zero. so so
because we haven't bid it, and so we don't know what the overruns are. And again, that is actually the issue at hand. ‸ we are acknowledging that, we recognize that, and that is also partly why you don't go out and bid it before you ‸ actually have the dollars in hand. so so that that sort of takes you through the framework of the funding. It was never suggested that the

The mandatory connection ordinance, again, we've said that that has to be in place. It has to be in place for you to be successful in terms of grant funding. It has to be in place for you to leverage the SORO dollars.

dollars. there's There's if we are successful in getting a federal appropriation appropriations, there's an agreement that I'm sure we have to sign to pull down those dollars. There is the invitation to bid. There's the pre-qualification of plumbers on the private homeowner side. And
because that simply allows you to not have to wait on a reimbursement for your connection uh and your your replacement of your septic to the sewer there. so So there are a number of uh balls that are up in the air with regards to the project. The city has applied for grants. The city has requested federal appropriations. um it was never again suggested that the full cost of this project be placed on the backs of the of the homeowners um and then

so if if the if the 319 grants if that grant portal opens up in july that's a federal source they would ‸ they would do their analysis, they the state, make a recommendation to the feds. The feds would send that back and sometime in the spring of next year we would have some notification of award. So so we're looking at 10 to 12 months before we get notification ofof that award. Again, the grants are very important because whatever grants we get are going to to uh buy down the cost or the burden to the uh to the homeowners. On the water quality grants, for the last two cycles, that's that's not been a normal award cycle. um What was normal two cycles ago was the grant application open application opens up in July and the the announcement of awards are made in in the fall. um Last year's grants were announced just this March.
mr walsh is there anything that you can share with us that we may have accidentally overlooked? Because I just want to make sure we clear up all false narratives. So we're on one accord. and I'm all my firm believe we're
Yeah, I'm just going i tried to take some notes along the way. I think the city manager addressed uh some or most of those. um i I think it's important that um not only is it the grants that we're going for, but uh it's the timing. We need to kind of get all the grants at the same time. If they don't line up for different reasons, meaning the water quality grant doesn't line up with
That can get even a bit more complicated. But in the end, we still want to try to achieve those grants. And, you know, if something will like happen we would have to, you know, try to go back and negotiate, I think, to make sure that we can get everything to line up at the same time. To a certain extent, the uh
meaning when we're ready, when we're getting close, if we get the other side of the grants that we want and we're ready to go, we get the uh the language, the contract from the county, make sure that everything's acceptable, we bring it to council, uh and then once that gets approved, and I believe they go to their, I don't know
action of theof the county board, and then that grant would come very quickly on top of that. um You know, a lot of people, you know, were talking about the cost overruns in and bearing that burden.

And I think on recommendation from our attorney as well as staff is that, you know, the city reserves its rights to choose what it wants to do in the future, just like it chose to do 60 40 for previous projects they can still this board can choose to do that at that time if we get that far down the road we have the grants we have all of our funding we put the thing out to bid and now we start to see what's going on at that point we can make a ‸ choice and this board on that we but the board can make it your board can make a choice as to if they want to pass anything along or whether they should pass a portion of it on or whether they should try to fund it I think the last thing I wanted to share is simply uh and some folks were talking about about just about the cost and such um just a reminder that you know we are a regional water utility we're very large relatively speaking

a capital expenditure that we want to do that is the right for the right reasons for all the things that everybody expressed that there is a significant dollars here that really when you look at the sewer system it doesn't generate 10 million dollars for an 88 lot sewer project it really doesn't when you look at it but when you put in all the grant money and all the other things that will cover those costs it does it can make it work so I mean and and I think that if you go back to

that's the best time for it to go out to bid when we know what our funding sources are and we know sort of which way is up with regards to those funding sources.
‸ reason I ask that is, you know, if you're getting grants in that are under timeline as to when they must be used and then we're just then going out for for bids, that's going to tie up time before they even get started. And so I'm wondering if we shouldn't push that starting to get bids sooner than later.
It starts on the award and the inking of agreements there. And so and so again, you you are some time off from notice of award and from coming to some sort of agreement with those funding sources. So so I think you you will have plenty of time to bid this out once we know uh what funding sources we have.
okay and I just want to confirm one more time that we will have a chance down the road because I do not want to see these homeowners with uh anything put on their backs. um And so we will have a chance down the road to adjust that. Correct.

had a chance to actually just enjoy the city this past weekend. Ride around the city and just see some of the things that our city has to offer. I actually ran into Mr. Stolls at the trails. So, yeah,
was out there putting in some hours. Me and the kids went out there, enjoyed the trails over at the museum. So that was great seeing him out there. Also, I don't know what was going on in the village this weekend, but, boy, we had some visitors.

Everything's green. Our trees are thriving out there that we planted. Love to see it. The water looks like it's pumped down pretty low. So it looks like we have some capacity if we wish to have any heavy storms right now. So that's good. Also, I just wanted a brief update if anyone could provide it on the parking location that we're renovating. ‸ Is there a timeline ‸ possibly on that opening up? Yeah,
‸ we're anticipating May, and we're keeping our fingers crossed on ‸ May. And so we certainly will ‸ hope that we are there by May and don't want it to slip. ‸ May. I'm sorry. Is it May?

and strategize for the future. So the trending was good, and then what I thought was best was the middle one, which was on artificial intelligence, and the big takeaways there that, of course, we've all been watching
but to know that it's actually doubling its knowledge every six months, and that by 2029, it will have absorbed all of humankind's knowledge, and that has massive implications for
for everything we do. So, and then the last speaker was good, too. It was inspirational, so I thought they really did a great job on that. The second event I attended was this week.

This is the transportation Florida FDOT put this on, and it's to continue to promote the Vision Zero, Getting to Vision Zero. Big takeaway there for me was because they had, they offered several model programs, And the big takeaway was this safety needs to be a part of the community's self-image. So how do you do that? I mean, there's education, engineering involved. You know, we've heard about quick builds and low-profile changes, and enforcement is big. In fact, we've got to watch out, it's the
So, I don't know. They got the enforcement award. That may be something we want to look at for next year. But the big advancement there was in the traffic data systems. Now, I think this is a proprietary software right now, but FDOT is actually looking at incorporating it, making it available to municipalities. So, the newer car technology actually pulls data for specific roadways. So, they're not identifying the cars, but it's very granular. You can actually go down. You can see which roads are having the biggest infringements, you know, the speeding or not stopping for signs. So, some hope there. And overall, the fatality rate did go down this year. So, that was a very good sign. Of course, this is a very big issue for me, as I suspect for everyone.
although they do have a great two-for-one on Mondays. No, but the reason I wanted the map up there was so that you could see that, I mean, Hillsdale does not have a dense population there that's going, you know, really, there's like a dozen residents that live north of him, and they're having a real problem, and
mean, this is a residential neighborhood. This is going on all the time. Both the yard that this was shot from and the yard across the street have young children that are out there playing, And it seems like that would be an area where we could really, we could zero in and do some enforcement. I mean,
he's got the ‸ mega model of the cars that are the real culprits, But some real dangerous driving habits there and it would be helpful to have some enforcement.
Okay. You got the memo too, right, from him, the letter? I spoke with him today. I mean, I think it's, ‸ he took the time to write the letter and I think we need to think about responding in some way. He certainly sent us all the photographs, so we have the evidence. We know the makes and models of the cars that are really causing the problems. So, ‸ I'd like to get back with him if we have any approach or strategy that we could use.

doesn't matter the income level, density of population, It just seems like traffic is really a problem, and, um, you know, safety is where we want to put the emphasis, and that vision zero, I think, is just a great goal for us to have, change the culture of speeding. I don't think I have control. And, of course, ‸ we have this again. Indian River Drive, anytime between, uh, probably nine o'clock and two o'clock,
