The City's record

Listed present when the roll was taken: Henry Parrish III, Don Boisvert, Jeri Blanco, Brenda Warner

Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Sp_Packet_11_07_2016), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
305 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
19 short machine repair(s) (23 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 87.3% of 11,177 content words.
Dotted words (359 places) are ordinary wording differences: hover or tap to see the other reading.
305 passages (28% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
59. And I couldn't get in to the ATM machine. Whenever they have these functions down here, you all need to give them this guide, what I've just passed in to you all, how to get in there and to get out. I was able to go early that morning and the little people with their tents and up all directed me into there and I went through the ATM machine. But when I came back later that afternoon, somebody had parked their car directly in front of the ATM machine and the other people couldn't get in and couldn't get out. It is a little side roll there, but that little side roll will only let you go in and come out to Church Street.
signs everywhere else. You can go my direction. You can get in there. If it's raining, you can go to the ATM machine and you can come on back out to Church Street. I'd appreciate you looking into that. I don't care how many functions you have downtown, make sure whoever's in charge of it that they get this direction and leave that ATM machine open, please. Not only that, one of the tellers that I talked to, she said she had the same problem when she came down here, but she's of another faith and she doesn't come to meetings like this. And so I told her I would mention it, but I'd appreciate you all looking into it.
Okay, and I have another engagement to go to. And thank you, ma'am, for sending that letter to our 63rd Church of Christ anniversary. It's beautiful. I intended to bring the book down here to let you all see it, but you all will see it one day. But I appreciate you for my time and my efforts.

‸ on cemeteries and graveyards. Simply, who will pay them? Most of the residents there, actually all of the residents there, are deceased. And it's kind of hard to extract money from them. Again, I'm sure it was just merely an oversight, but there's a bill that's been sent. And before the natural chain of events snowballs into a much bigger problem, which is what happens when you get a bill that's not paid, and then there's liens, and it just becomes a bigger and bigger issue year after year. So I'm just asking that before it becomes a big problem that you,

Mr. Mayor, what I've shared, I know you've brought this issue to me, and under the next assessment resolution as it relates to fire assessment, we can certainly take that into consideration and we can evaluate the situation, but you would not have the ability under the current fire assessment ordinance, which the future bondholders are going to be relying on, to arbitrarily waive and or forgive ‸ current persons or properties or entities ‸ fire assessment. However, for the next role, we've already identified with the finance team that this may be one property that may

filling that vacancy. As the council is aware, back in June of 2016, former councilman Blake resigned to run for the house seat in this November. Since the last city council meeting, that resignation has become effective November 1. As a result, this resolution is now being presented to you to formally declare and recognize that vacancy, which now triggers the charter provision that places a duty on the city council to attempt to appoint somebody to fill seat one during the next two regular city council meetings. Based on the current schedule of the council, those two next regular council meetings after this resolution is approved by

We've had a mutual aid agreement with them since 1994, so we're just updating it. Agreements like this should be looked at on a regular basis. So what this will do is we're upgrading or updating the mutual aid response areas, which is basically

Specifically, the covenant requires that the waiver or reduction of such rates, fees, charges, or assessments will require prior findings of Council that, one, such action will result in a substantial increase in the City's tax base or offer additional jobs to the citizens of the City, and,

Just a little bit about the CERN. We're a privately owned real estate firm. We've been around for a little over 90 years now. We have four regional offices. We have our own management company, our own development company, and our own general contractor. So we own, manage, and build all of the developments that we currently do own. And our Florida office is the one that specializes in affordable housing.

abatements or pilots. We do pay full property taxes. So again, ‸ we'd be bringing ‸ brand new quality, affordable housing to the ‸ local area. Again, in our ‸ practices, ‸ we've seen a lot of these residents simply, you know, the ones that are living locally that move into our developments. The example being our point at Merritt Street development that's currently under construction in Altamont Springs. We were 50% leased within six weeks of just simply putting up signage ‸ in the area. So what we find is that it really truly is, you know, brand new quality, affordable housing. It's for the residents in the area, not moving from outside of the area.
of what affordable housing is. Again, a rent burdened resident is somebody who's paying more than 30%. But I do think this is pretty important. What we found from the Florida housing data clearinghouse,

more are actually paying 77% or there are 77% of those individuals paying more than 30% of their income. So we find that quite a few residents out here are rent burdened. And I think this is a good graphic to really kind of take a look at and see.
see, you know, the vast majority of their income is taken up by housing with little else to pay for ‸ health care, food, transportation, and the like versus families that are able to live in affordable housing. You can see that their money can go quite a bit further. So, again, I'll kind of skip through this just because I know I want to I'll try and keep it brief. It's just kind of more information on Florida housing in general, who we typically serve as 60% of area median income with 10% being at the extremely low income or at 40% of the area median income. This kind of just gives you a quick idea of the incomes for the area and the rent amounts that the individuals would be paying. And I'll go ahead and skip forward just to the information about our site in general just so I can kind of at least attempt to keep it within the five minutes.

‸ There's a permit that's been pulled and they're working on it. Okay. Okay. On a sadder note, I know many of you received notice. We had two near and dear friends to the city of Coco. One a volunteer, one a former employee, both long time. Hank Rowan worked 21 years for the city ‸ and guided us through procurement. ‸ He was a dedicated and faithful public servant and equally a dedicated and faithful husband and father. And he passed. And so it's with heavy hearts, you know, for those of us that do Hank and work with them, that we share that with you. And then many of you have also worked with Andy Klutz, you know, a former VCOP, who also passed this, you know, this weekend. And I think the chief has sent out ‸ the information regarding ‸ the funeral arrangements. So I just wanted to make sure everybody was aware of that.

Oh, and, uh, Mr. Sinclair who donated, um, two grocery carts full of, uh, food so that, uh, people could, uh, dunk the city manager for free. Um, I think there was a solid hour of dunking into the ice pit on Mr. Sinclair, who's very very proud of his accomplishment. Okay. Getting, although he was not expecting the ice in the dunk tank. When I showed him the picture of that, it was a big surprise. So, he had nothing to do. I don't know who put the ice in your dunk tank, but Mr. Sinclair was not behind that, Mr. City Manager. I just want you to know. Yeah,
it's harder than any decision we ever make up here is deciding who deserves to win that costume contest. There was some absolutely amazing costumes, um, this year. And I know it'll be even better next year.

yeah, ‸ I think it has made a difference, not just in the quality of the program, which of course comes from the kids and the coaches, but I think in ‸ the pride that they feel of having a home field, and ‸ not having to play their home games in another city, has made a difference too. So, I'm real glad we did that.
