Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
264 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
18 short machine repair(s) (23 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.6% of 10,167 content words.
Dotted words (226 places) are ordinary wording differences: hover or tap to see the other reading.
264 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

to an agreement. And then I'd like it to read, would an analysis be done on what it costs to disseminate the contents of the museum? This would be in addition to being left with an empty building in a neighborhood that is already spiraling downward. And so that's a lot of the same wording only turned around for the intent centering around this one word, don't.

And I was amazed. And he was asked why he lit Hanukkah candles in the Vatican. And he ‸ explained that if the Maccabees had not fought against the conquering Greeks in the Holy Land to preserve traditional Israelite religion, there would have been no traditional Israelite religion for Jesus to be born into. ‸ And therefore, he celebrated that in the Vatican.
and has spoken here many times, went even further. He said that if it weren't for Hanukkah, there would be no Christianity. So I believe that Hanukkah is a celebration for Jews and Christians alike. It preserved Israelite religion, which enabled the Judaism we have today. And it preserved Israelite religion, which enabled the Christianity that we have today. So we want to invite everyone to our Hanukkah celebration. We will light candles on

Oh, the name is slipping ‸ my tongue, my mind for the moment. Anyway, just finish up by saying that there is an old proverb, if you feed them, we will come. If you feed them, they will come. And it's traditional among northern European Jews to have potato pancakes on Hanukkah to remember the miracle, fried in oil, to remember the miracle of the oil that the Maccabees found in the desecrated temple that burned for eight days when it was only supposed to burn for one. Well, Mediterranean Jews do something different, which is good because it would be real hard to serve potato pancakes in
‸ So, we're going to serve what Mediterranean Jews serve, which is jelly donuts. And I hope you will all come and join us for some songs and lighting of the menorah and lots of jelly donuts.

My wife and I moved here about four years ago, just before the hurricane hit, ‸ devastated the town here and the waterfront. Since then, we've watched it rebuild and things happen. When they started putting in the docks along the Cocoa waterfront, I was very pleased with that, thinking this is going to hopefully relieve some of the congestion of the sailboats out there. So I went to ‸ find out how those docks were going to be managed. I think I came to this building first, and they sent me, I believe, to the DPW somewhere over across 95, not 95,
Anyways, talked to some individuals that they told me they were responsible for the building of those docks. And I asked them how they were going to be managed. And they told me, when the docks are finished, we're going to have a dockmaster, and even a dockmaster station to ‸ watch over the docks.

night, then going back to the docks. Is this the way things operate here in Cocoa? I mean, I pay good money to keep a boat somewhere, and a lot of people pay good money to keep a boat somewhere. These sailboats that are out in this little cove harbor, you know, we're all concerned about the health of the Indian River Lagoon. Well, where do you think their waste is going?
Never. So that'll just keep that in your mind, okay? I'm concerned that we have a lot of derelicts out there, and the next time we have a hurricane, the town of Cocoa is going to have another three boats up against the seawall. Okay? It's just not right. People pay good money to keep their boats, even in the water, every month. And these boats are there for nothing. All you have to do is maybe charge each boat there a dollar a day, and you watch these derelicts get out of this place. All right? That's about it. I certainly didn't come here to talk tonight, but I just thought I had a good opportunity to do it. Thank you very much, Mayor.

I read this slightly, but maybe it gets to understand. I know, I like the fact that we do have a X amount of chicken that's allowed, but what about the size of the coops?
You're only allowed to have four. And, and there is a size recommendations that are allowed for this. And let me, let me just pull it up because I don't have that written down.
So ‸ it says the coop may not be taller than six feet measured from the natural grade. It may be easily accessible for cleaning and maintenance and not to exceed a maximum of 50, 150 square feet.

I'm a new resident to the city, just moved here a couple weeks ago from Orange County where I served eight years as an Orange County Commissioner and actually have sat through a chicken ordinance multiple times. At first glance it was one of those things that was just a no-brainer for me. Like, why would you not have a chicken ordinance? This is great for kids and families to have the responsibility of raising chickens. You're producing your own food went on and on. But after about six months of talking to constituents before going to our ordinance, which ultimately failed when I was a commissioner I heard from constituent after constituent talking about the ordinance where the neighbors would have chickens and they would have an unkept coop. And through that, they would have raccoon infestations in their attics and in their houses and then there were rodent infestations if the coops weren't kept. So I'll offer you that information but then I also say if you're going to pass an ordinance like this, consider stepping up enforcement from a code enforcement standpoint or whoever it is that's going to manage this process so that we can get our hands around it and make sure we don't have that type of issue. So thank you for your consideration and I hope to be a active member of Coco and anything that I can do to assist and offer my ‸ background I'm happy to help. So thank you very much for all that you do.

of the complaints is going to be based on complaints. Yeah. The issues we typically are going to get involved in. It's going to be complaint driven. Yes, sir. This item was brought to us as a result of union negotiations with the rank and file IFF fire union. And additionally, when we discussed it, we further discussed it with the teamsters, the district chiefs. It was, when we started looking at it further, it was realized that their pension ordinance did not have a death benefit spelled out. And comparing it to language ‸ under the Florida retirement system, it was decided to move forward and bring this ordinance and add the death benefit.
a lot of time to develop with our pension attorney who helped write it. So, this is the first reading. We had an actuary analysis done that was independent and there was very little impact to the pension. So, the next meeting there will be an impact letter provided by the fire pension actuary. Okay.

We went to the Florida League of Cities conference this week, well, last week. I think one of the biggest things I draw from it was ‸ the meeting on division and navigating through being divided on council or being divided in the community. So it was a good thing for me. And hopefully all of the council members, I know the mayor has done it many times, get the opportunity to hear other cities as well go through the same style of issues. And sometimes you think you're the only one going through it and you are not the only one at all. So that was that.

As such, I was able to participate in the legislative conference last week, along with Alex. I also sit and participate in one of the five committees that set legislative priorities, so that when the legislative stage session begins, we go and talk with our representatives. I sit on the Utilities and Natural Resources Committee. There are... And we develop one priority from each committee.

economic development incentives, and the priority from the Utilities and Natural Resources Committee is on tree protection to close the loopholes, a lot of which were created in the legislation last year that preempted municipalities from creating... putting certain things in tree ordinances. loopholes and create standards and current law exemptions, including the clear-cutting of land pre-development and the removal of healthy trees that present little, if any, risk to persons or structures.
property, identify industry-appropriate standards for assessing tree risk, and identity-necessary documentation. So, hopefully, we'll be successful in those regards. There was also a session on cities moving toward carbon neutrality. So, ‸ our consent agenda today, we actually had one item where we spent, I think it was $950,000, close to a million, for our vehicles, fleets, adding 24 vehicles. Six of those are hybrids, so that was a 25% shift, and hopefully that will just be the beginning because as I've been reading about the infrastructure bill, it includes a great deal of support for transitioning those fleets.

within the next couple of years as all of these housing opportunities come online. That can be a good thing, but I believe that the strategic planning that we're about to go into is going to make it even better.
Again, the, I can't say it enough because $1 trillion, that is once in a lifetime, certainly in mine, we'll never see it again, and we haven't seen it in the past. It could make a big difference, and
projects like the Space Coast TPO has for 524. It also includes equity shifting through resilience infrastructure grants. I believe that's something we really need to be on top of.
League of Cities is a program that can help all of us, all of cities, and is designed for cities our size. It's a grant program. So, they're going to give us access to the data banks with listings of grants as well as grant writing assistance. So, I've shared that with the city managers, and I hope that we'll be proactive in going after those funds. And then, let me just say that, well, from there, I want to transition to reflecting on our last council meeting and the dissolving of the Sustainability Advisory Board and the restructuring.
get it anyway. But at any rate, ‸ that's not, that's not the issue. Okay. I just, reflecting on this, reflecting on the things and trying to take a step back. Because it can seem very personal up here. But it's usually, actually a reflection of what's happening in the bigger picture. And when I step back from this and, you know, try to just not be affected by it personally, I see that, in fact,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:56:48–00:56:50 · unresolved: the words are not shown (unclear audio); listen to the recording
just like the rest of Florida and Brevard, is experiencing big growth. This is a special time. And sustainability is all about this future. And what we want the experience of living in Cocoa to be about. So, it's not really personal. I think we're, we're at a crossroads.
a mistake. But I'd really like us to be thoughtful in the way we formed this committee. If I could go back to that, I would. Secondly, I mean, another option, she laid out three. The reason that going back to that would be good is that this pathway to participation ‸ in our government for so many people,
It was the entryway. It was something they felt passionate about, and they felt passionate about being involved with their city. sustainability. And so there's a whole list of people that, again, as she pointed out, I did not know before they became involved on the Sustainability Committee and it was their entryway ‸ to participating. And so, if they had been, if they had to be nominated, somebody would have had to known them and I didn't know any of them, yet just about all really made fine contributions. So I hate to take away that pathway because, you know, I might never have been selected if it wasn't a volunteer board, you know, despite my background in this. So it almost makes it like you have to know somebody.
well, you know, doing that, allowing a certain number to be volunteers, allowing a certain, all of us to have a representative or to nominate someone, that would be, that would be my preference. I can't bring it back because I voted against it. Two of us voted against it. So it has to be brought back by someone that voted for it. You know, the other option, and I've spoken with the city manager about it, we voted to have, to control this board through having a nomination from each member of the council plus two nominations from the city manager. And I know that was, you know,
advise the council to direct the city manager. So that's where it gets funny when you start, no matter how much confidence you have in the city manager, what we're doing is for our council as well as other councils going forward. And, you know, I spoke with him and he made an excellent suggestion and I know he advises us all the time, so it's not like those suggestions aren't taken into account, and probably some of my ideas and yours are from conversations with him. So he has the opportunity to advise us. But as a matter of, well, we're setting a precedent, we're going down a path, I don't know that we want to do that. So I'm really hoping that we will reconsider that. I'm ‸ asking to bring this back as an agenda item either at the next meeting or that we have discussion and reconsider this when it is brought forward.
soon. The agenda item. And just lastly, I'm going to say that I'm very proud to live on the Space Coast and that my husband's going to be going on a zero-G mission next week where he's going to be testing his prototype to harvest greens in space. So let's wish him well. And this is a part of the great thing about being on the Space Coast is that we are at the cutting edge. And how wonderful is that? So that's the end of my report. Thank you.

communities. One of the things I got to see, if you can go to the next slide. So their CRA put together or help fund this facility is called a collaboratory. And what it is, if you go to some other slides, it's pretty much like a hub for small businesses. They provide office space and equipment for small ‸ businesses to thrive in their community. And all those businesses contribute to the success of that community. So that's something that was real innovative, caught my eye about the tour. It's one of the great things when Council gets to travel to some of these tours. We ‸ pick up these ideas and hopes to bring ‸ some of these great innovative things back to our community. So as you can see, they have office meeting spaces set up for Zoom meetings. As you know, if you're starting up a small business from scratch, it can be very hard to have these resources. So this really helps small businesses thrive. So that was a great thing I got to see there.

EDC, and to see all the development and all the great things, especially from the space program that's coming to our community on the Space Coast. That's all the cities in Brevard County are going to see, are going to reap the benefits of that development coming here, the manufacturing. It's tremendous. Some of the future plans is coming this way. So don't let anyone tell you different. Things are pretty much alive and well on the Space Coast. So, yep,

I know it's not in the city limits, but it's one of the corridors into the city, and a lot of our pedestrians travel up and down this street off of Pineda. For years, it's been a dangerous spot. There's no lighting at night. There's no marking on the roadways. I also, I know a family member friend that was a young kid that was killed on that street.

‸ say, it's unincorporated, but it's the corridor. that links up to our city and that's School Street. Let's see the other thing. I want to introduce my father. He's also a veteran Army.

So, that's all I have. I also want to say thank you to the council for appointing me Deputy Mayor. I won't disappoint you. I'll continue representing this city as well, as this council, in a great fashion. So, thank you all.
and it should bring joy to your heart to have your father here as well. He's a live, a sound mind, and a sound body. he gives praise on you. Okay, last but not least. Myself and the city manager had an opportunity under the leadership also in collaboration with Mrs. Singer. We were at the St. Francis Lighting event, with the tree where there's a book about. We all did that art.

‸ So, I had a great time. It was a moving, stimulating, and heartfelt event. We had an angelical voice there. This young lady performed well. So, to St. Francis and their organization, thank you very much. We also had the opportunity to attend
