Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_11_10_2020), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
267 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
21 short machine repair(s) (23 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 93.0% of 9,791 content words.
Dotted words (207 places) are ordinary wording differences: hover or tap to see the other reading.
267 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:05:47 (820 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Lead us in our invocation and then we'll have the Deputy Mayor lead us in the fall of other plays with the Deputy Mayor and then roll call. So ‸ can please have everyone stand?
Let us pray. Our dear, gracious, heavenly Father, Lord, we thank you for this day. Lord, we thank you for the opportunity to come together as a family, Lord, over the city's business and what's best for our community and for our citizens, Lord. Lord,
watch over us during this storm. We pray you continue to watch over those families that are currently being affected by COVID, Lord. Continue to be with our troops. Bless them, Lord. Bless our city council. Keep a hedge of protection around them and our city employees. Thank you for each and every day and everything that you do for us. In your holy name we do pray. Amen. Amen. Amen.

I wanted to make a motion to approve with one amendment to add the application of Christina Jackson to item 8-3. Now, we can do that, right? Yes. Since that's. So it's really, there's no additional number or anything. It's just we have two applications for the Sustainability Advisory Board.

And also I would like to note that this resolution 2020-234, there are bond resolutions dating back to the 90s, I think. And so this composite is putting them all in one document so that we don't have to search for everything.

that was sent in through Samantha. I'd like to read it. This is from Jerry Blanco of Cocoa, Florida, 32922. Good evening, Mayor, Council. The city recently adopted a citywide sustainability plan of action to move the city towards 100% renewable, zero-emission energy sources by no later than 2050. Cocoa has a higher-than-average population that lives below the poverty level. A statistic identified in the SAP. Studies have shown these communities risk the economic impacts. Green plans have the potential to create urban climate injustice. The
known as green gentrification. The cost of green programs have the potential of increasing the cost of living in areas predominantly occupied by vulnerable residents that cannot afford the cost associated with implementing these plans. Cocoa
geographical areas and employment opportunities for years. The city cannot afford to implement a sustainability plan that has the potential to negatively impact our economically challenged areas. The city should instead shift its focus on job creation and on providing housing that's affordable to the average medium wage earner. As a city, I believe we can and should do better for our residents. Moving the city to 100% renewable energy by 2050 is not a realistic goal, in my opinion, nor is it a goal that will benefit the entire population of Cocoa. Thank

fact, that's the direction they're going. So it's not going to be, it's not as much of a reach as you think. As far as the sustainability plan, it looks to really create more equity in the city and to take an approach, a triple bottom line approach, that looks at projects or focuses on projects that not only serve the benefit, but the community and create economic savings. So we may actually find, like many other cities are, that we're
it does require a little unconventional thinking or maybe a shift in our thinking. But, you know, this is the direction that urban areas in particular are going. And we are positioning ourselves to take advantage of what opportunities may be there, particularly as a community that's socially economically challenged. There are going to be opportunities that we can jump on that won't be available to other communities. So I'm very proud of the sustainability plan. I hope that Jerry will have the time to read it and really take to heart some of the recommendations and the approach of the plan. And I think if she gave it a fair shake, I think there's a lot in it that she would agree with and get behind

They're going to be doing the monthly meeting is ‸ going to focus on different topics. And you may find that you want to attend those just to learn new things, whether it be renewable energy or recycling opportunities or whatever. So anyway.

of Housing Trust Group. We are real estate affordable housing developers based out of Miami, Florida and I'm here to present to you all a project that we have located on Michigan Ave and Cocoa Clear Lakes Drive. So the name of the development would be Orchid Lake. We are proposing a 110 unit affordable housing senior rental community. And like I said it would be located between Michigan Ave and Cocoa Clear Lakes Drive. So before I get started on the actual ‸ facts of the proponents of the development, Housing Trust Group has been around for about 20 years now. We

currently managing right now. We have a lot of experience building affordable housing. We've addressed this dilemma ‸ a lot, especially in this state. We know that there's a need and we've been doing a good job at meeting that need as a company. We typically pursue 9% and 4% tax credit allocations which typically comes from the state allocation agency, Florida Housing Finance Corporation. And so those are typically our ways of pursuing these tax credits and being able to get our projects financed effectively. So also Housing Trust Group has received awards in the past for some of our other developments. We've
Miami Heat. He ventured out into a nonprofit partnership and started working with developers to get some affordable housing done and ‸ further improve the communities, especially in Miami-Dade. So
Most of them coming from the southeast, others from the southwest as well. So like I said, we have a lot of experience doing this and we want to just keep making sure that we're meeting those needs of affordable housing here in Florida. So

point of our site. And I'll show you a site plan after this. But as you can see, you know, you've got some commercial components located around the area. I have researched there is a transportation. Route

what's going on around the location. So here's a little conceptual site plan of what we've got so far. Our architects put together, you'll see the entrance coming in from Cocoa Lakes Drive into the development site. There's some surface parking around the buildings. There's two garden-style developments. For those of you who don't know what garden-style is, it's just a three-story development building. We will put elevators in the building because it would be a senior development. We
have a pool, fitness center, a shuffleboard court, which seems to be popular among the seniors. And we do specialize in green building, which is a need for Florida housing. They
thermostats. There's a lot of stuff that gets incorporated into our development that helps us with our ‸ maintenance costs and things like that that come on later down the line. So that's ‸ our conceptual site plan and very nice, put together by architects. Here's
Flag: words only one machine reading has (possibly not said); a language review questioned the wording · 00:42:07–00:42:12 · unresolved: the words are not shown (unclear audio); listen to the recording
just to make it a good time for the residents that are there and make sure that they're taken care of. So as I mentioned, we specialize in great amenities. We get a lot of feedback from our tenants that say they love our amenities. They love the pool. They love the fitness centers. It's safe equipment. It's
and go and do some exercise and stay in shape and things of that nature. So here's a little split of what our unit mix would look like. We have some one-bedrooms and some two-bedrooms there. The 60% of the area median income shows that our development has to have people, ‸ the tenants that are going to apply have to make 60% of the area median income. So right now, 60% of the area median income for a household of four is $69,200. Right
Flag: numbers, amounts, negation or names differ between the machine readings · 00:43:03–00:43:04 · unresolved: the words are not shown (unclear audio); listen to the recording
one-bath, the rental rate for a 60% income rate is $779. Then it just further trickles down to the 35%, which is 35% of the area median income. And I'll explain that here in the next slide to make it a little more clear of how that works. So right here, Florida housing requires that we have 60% of the area median income. That is the rent that all tenants need to make. And then 10% of those have to be extremely low income, which is 35% of the area median income. So 10%

So that's basically the way that the income works. And if anybody doesn't understand, please feel free to ask me your question and I can explain further. So we are asking for a fee waiver or grant of an amount of $50,000. The reason why we need this grant is because without this grant, our application doesn't become competitive. Without these five points that this grant would give us, we basically wouldn't fall into the top tiers of the applications and would have a very, very minute chance of getting funded. We've
get this form, this waiver, this grant, we will be able to be much more competitive ‸ and be ultimately successful in getting funded. So, you know, the $50,000 through Brevard County is the actual requirement. So in the application, you'll
‸ that is all we need in order for us to become competitive and successfully apply for this year's cycle. So the good thing about, you know, ‸ being able to close on a development like this is we'll be able to put a deed restriction on the property for 50 years. And that deed restriction will only allow for seniors to be, you know, to be the tenants that live on any development that gets built in this ‸ part, in that land. We have approximately $592,000 of permit and impact fees going into the city, into the county, $290,000 of water, sewer, capacity and meter fees, $40,000 of real estate tax revenue, and then approximately $70,000 a year in water and sewer services from the city. We
are necessary to get stuff done in our projects. So, you know, we have a good team. We have a lot of general contractors that have worked throughout the state and know the regulations, know the rules, know what setbacks are, you know. So we'll be, we're pretty confident we'll get a great team assembled for a development like this. We do employ three full-time persons, people in each development. Typically, these are people that live close by that can come manage the property, take care of the tenants and maintain the development itself. So here's another example. This is Luna Trails, which is another senior housing development, 86 units total located in Titusville, Florida. Also Brevard County. This was a beautiful development. You know, we were able to install some balconies for the residents. Again, all developments have resort-style amenities and things of that nature. So

you know, people will walk by and say, this is not an affordable housing development. This is, this is almost market rate. It looks, you know, we do do a good job of making our nice product. So that is, ‸ that is the end of my presentation. Thank you all very much for having me here, and I appreciate it. Take care.

Not exactly. The last developer was 9% tax credits. It's still going to ‸ Florida Housing Finance Corporation, but he's going through the 4% with the sale funds. So
we've, uh, for a while we've had dreams of some pathways, some greenways in that area, and we're looking at, um, looking at the city map and how we can connect those, and that would lead right up to this property, which would add to the, um, recreational amenities.
listen, I mean the property itself is about 75 acres total. I know a lot of it's wetlands and stuff like that so we'd have to look into, you know, how we can get a landscaper or a landscape architect to kind of figure out a way to make it look very nice, do some

we'll continue to monitor it through the EOC, take the, take the, uh, protective ‸ measures throughout the city as we have been with mask and all and, uh,
switching gears, unfortunately, to, uh, Hurricane Ada, uh, I was hoping that I would, uh, get the seven o'clock update before I had to give this, but I didn't. But as of three o'clock today, uh, the system is basically stalled right now. It's taken more of a northerly pattern. Uh, it is still moving at about seven miles per hour. The latest projected models actually showed it going in toward, uh, the panhandle,
Pensacola side, maybe a little further north. That has since changed. Uh, now the models are drawing it back, uh, coming back across the center of the state of Florida somewhere between late Wednesday night, Thursday. So it's just really too early, uh,
The directors all met. We had already started taking protective measures with inside the city itself to ensure that, uh, our storm drains were all opened. Uh, the ponds were lowered. Uh, all the things that we would normally do when we saw ‸ hurricane that was gonna ‸ make projected landfall within the city. Uh, they're still predicting that we won't see anywhere between, uh, two to three inches of rain at this point. So
is gonna ‸ come across the state of Florida. So, uh, we'll keep you up to date from where we are with that. Uh, just to put council's mind at ease, we have already taken ‸ preparations in the event that something happens Wednesday because we all are, we are all off. Some of us are for veterans day, uh, to ensure that we were capable and mission ready in the event that we needed to bring people in. So
way out there. Uh, the models aren't even clear as if where it's going right now. So it's just too early to, to give any idea of what that hurricane is gonna ‸ do or if it's even gonna ‸ have an impact on us. Uh, right now the early prediction models are saying there's a 10% chance of it forming into an actual hurricane. Uh, from what it is right now. So that's good. Uh,
Flag: numbers, amounts, negation or names differ between the machine readings · 01:04:47–01:04:50 · unresolved: the words are not shown (unclear audio); listen to the recording
of the 70% chance of it forming into a hurricane. But again, we've got approximately a couple of weeks before that would be any threat. Our biggest one right now is Ada seeing what it's gonna ‸ do, uh, sitting out there turning around in the Gulf. So we'll continue to stay vigilant on where we're at with that in emergency management.

Okay. Um, yeah, I mean, the reason I was asking is because I understand, you know, we have this kind of patchwork map in terms of inside the city limits. But when it comes to COVID, it really doesn't respect those lines. So, you
we may only have 56 active cases, but you could be right next door to a neighborhood that has many more. ‸ So, um, I think we have to keep those overall numbers more in mind. Um,
‸ Sure. And when you look at, uh, the numbers that's been provided by the Department of Health, I mean, it certainly shows not just in, uh, the state, but it shows each county too. Yeah.
the COVID doesn't care. It doesn't care what boundaries or cities you live in. It's going to go where it's going to go. And those numbers have definitely gone up everywhere. If

you know, that that's definitely something to be mindful of altogether. But again, it has no distinguishing character trait to say that one neighborhood is any worse than another. It's just indiscriminate on where it's going.

So that was a successful event. We had like 15 people out there. So just helping to, you know, focus in on that park in particular. I've been, of course, the election and everything and the changes, ‸ reflecting on the things we've accomplished. ‸ There is one thing that I wanted, just
just a little thing. But we were, I think we're very proud of, you know, under this council's direction that we started the police advisory. What is it called? The police public relations committee. And
well, I used to live in a world that worked with boards all over the place. So, I mean, that's basically, you know, how they did a lot of their work. So I went back and checked with some folks and asked, well, is this kind of the ‸ changes taking place? Are we now calling them committees instead of boards? And
I'm just a little bit, I think it's important that we be consistent. So I'd like to make a motion that we change the sustainability advisory committee. And I think I'm not sure what the exact correct title of the police advisory. Is it police advisory police review?

I just think that you know there should be a standard. You know, we've named all the other citizen boards. We've given them a respect of being a board versus a committee. And In some worlds where you have boards and committees there is a difference in status and purpose Thank you

On the Sustainability Advisory Committee and the Police Advisory Committee, both of those were established by resolution laying out their duties. So we just need to do a resolution just to formally modify the

Now I think in the code I mean broader than that I think the council probably wants to deal with it on a case-by-case basis because I believe under the uniform board ordinance Ad hoc committees can be established by the by the by the city council in fact the city council does adopt create ad hoc committees from time to time. For example, like charter review and and redistricting possibly so Um
Uh Whatever it takes get the ball rolling here. Yes. I would like a resolution to rename those two committees So that they are consistent with our other volunteer leader Citizen
just to create the resolution formally renaming them and have the mayor sign so it doesn't even need to come back It's such a it's such a basic Okay Request

Yeah, we did some follow-up on that, uh, there was some code enforcement action related to uh parking in thein the right-of-way, and uh Public works director is kind of reviewing that site as well as the available right-of-way For some sort of program that we could bring back to The owner of that property if they wish to expand their parking within the right-of-way We'd be able to tell them, you know if there's sufficient space there There's also drainage so Um, it requires some evaluation, but we're working on that right now.
I really appreciate y'all for all the hard work you put in Um, I definitely appreciate the arguments Uh and disagreements. I think sometimes I don't even know what was going to happen When I came in but that's what I think I
