The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: SA_Reg_Agenda_11_13_2024 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (SA_Reg_Agenda_11_13_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
315 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 5 voices separated from the audio.
16 short machine repair(s) (17 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.7% of 14,813 content words.
Dotted words (320 places) are ordinary wording differences: hover or tap to see the other reading.
315 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:00:00 (232 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Not only do we have the programs for people to get their general education, which would be your adult high school, your GED, adult language acquisition. But we have a very big stronghold in workforce programs. So currently what we have at Brevard Adult and Community Education is the automotive service technician one and two. That's currently housed at our satellite high school location. And we have it in the evenings.

There's the private industry in Orlando that people go and it costs in the $20,000 range for the automotive program. a pre-apprenticeship and an apprenticeship? That's a good question. So the difference is a pre-apprenticeship is just like that kind of the word pre. It's your baseline to give you an overview and it gives you a skill set that could bring you back to work. But it also is earmarked to get into

So all of our pre-apprenticeships have apprenticeship ‸ sponsors that can take our students in. And generally, students that are in a pre-apprenticeship should have a foot in the door ahead of just someone off the street that wants to apply to an apprenticeship. So that's why we created pre-apprenticeships first. And those are under the educational entity from the state under adult education.

So we speak to our local employers. We speak to what we need in the community and manufacturing being very heavy. Our goal was to earmark what do we need in our community. And so the manufacturing continuum was super important. And that's kind of where we earmarked all of the course. We started with our manufacturing and construction. And then we built with logistics, cybersecurity.

And so when we looked at cybersecurity and the need for IT in any job, every single job has cybersecurity need in it. And manufacturing is huge in that ability. So we decided to start a cybersecurity pre-apprenticeship. And like we said, it is full. We actually have a waiting list at times because we have in the lab, we have room for 25 students. We're actually building three more slots onto our lab. We originally only had room for 22. But each class we've pushed even more students into the room and found ways to support. Right now we have CompTIA is the certification and it's IT fundamentals. That is going to change in January, but it's still the same coursework.

But here's what they need to do. If we can get them to partner with us, then our people having this extra certification is absolutely going to help them. But if they had a training that they wanted us to do so that they'd be ready to be at Amazon, they just need to tell us what it is. And we'll add it to our program. We do that for employers all the time. In full transparency, the SolidWorks program took place because Knights Armament came to us and said that they wanted SolidWorks to be happening to hire people in that industry. And that's why we started the class.
when you say you have four or five students in the logistics program right now, are they all studying at the same rate? Are they completing the class at the same time? Yes. So
all of our pre-apprenticeships is set by the state in how many hours. ‸ So our construction and SolidWorks is a nine-month program. And construction is 185 hours. SolidWorks is 160 hours. So they have

the test. Now, ‸ when we first had the grant money, we would just let them take it until they could pass. I have to be honest, that's where we're struggling. We still ‸ need more funds for industry certification tests because we're letting them do it twice. If they don't pass the second time, they're having to come out of pocket. And sometimes that makes them not become a completer because they don't have the money. But we just, we have to have some changes just to be sustained. So I can use any curriculum I want to teach language. And so instead of just teaching them out of a textbook reading stuff, we've started teaching classes based on learning something that could be a skill set.

Brevard has never had a career technical college. So the superintendent brought, um, brought it up about a year ago and we've been working on the process. could never get. So there's funding called Perkins funding that the school district gets as well as Eastern Florida State College gets it. We don't get any, we also don't get any financial aid. Um, and we also get left off at a lot of grants because we're not that way. So once we step into those field, there will be some more opportunities for students like the veterans funding. Um, you know, veterans can partner with us, but we don't have those abilities to pull down those funding strings. Um, so yes, there'll be some changes. the state college, they're right next door to us. I have been tracking data and our students don't, they don't go there. I mean, they may, but they want to start here first and have some success. That does, that's not really happening. They need that in between space.

You know, so, but we still need, you know, our crime rate is going down. You know, I mean, if you, you know, if you, if you, the real numbers show that they're going down, the truck says differently, you

Yeah, yeah, I'll show you the pictures in a second here. Yeah, so the big red truck is, is a family of one of our former officers that just don't like the, the changes that are happening at the police department. And so, so the latest iteration of the, of the poster on the back of the truck has the mayor on one side and me and the police chief on the other side, you know. So, so hopefully they go away because it didn't.

yeah, yeah, yeah. So let me sort of, I mean, let me ask you to sort of defer your decision on whether, you know, ‸ this is, you guys are being value added or whether it's value added to you. Until I come back and say, hey, this is what we should be doing in January.

Ironically, it's called a Michael C. Blake subdivision, you know. And so we have 17 lots there. So we, we had 22 lots, but, but now we have 17 because we, we did five lots. City and the Diamond Square CRA, actually, we were the developer. So we, we built five homes. Probably cost us.
So let's just say we paid 290, we sold those homes to low-income individuals at probably an average of 245-ish. The HUD affordable housing sales price is $273,000.

I was proud because I actually got to sign all the closing documents and the paperwork as the seller. ‸ So ‸ the city manager is the seller and the owner of the property and we're selling those.
nurse who had, I think, four kids. There was a couple that, the gentleman is in his 70s, his wife. So he's a retired school board employee. She's a current school board employee. This is his first home, first time owning a home, you know. The one gentleman is a single dad. He works at Orlando Health. I think he's an army vet. Then the other family, there's a mother and daughter. She's a teacher at Emma Jewell and then her daughter's a hospitality worker on ‸ the, on the, in Cape Canaveral. And then, and then the other couple is, is a,

so, so her criticism was, was that, you know, we, we, we paid more to build them than we could actually sell them for. Yeah, no shit, you know. And so, and so,

and so, so again, you know, the ironic part of that was that, you know, the Florida, um, the Florida Redevelopment Association has its annual conference. And we win the award for best public partner, public-private partnership, uh, for those five homes that we built, you know. And, and,
have, for the 17 remaining lots, we have Lenar, who, uh, is going to, uh, build, um, not skinny homes, every two-story, narrow lot homes, ‸ you know. And, and,

but it ain't much, you know. And so, we now have an opportunity to, to bring in Lenar, I think, which is one, two, three, one of the top three builders in the U.S., to actually build out that community, you know. And so, so we're doing impactful things like that, you know,

but again, you know, I know we're recording this and I don't care, because I already responded on the public record, you know. So, you know, so those were the sorts of folks who were sitting on the committee and, and, you know, and because you, you, you got to understand and be empathetic and sympathetic that affordable housing is not about turning a profit, you know. It's about stabilizing the community, you know, and again, and, and, and, you know, we're closing. The folks don't have bad credit. They just don't have the capital to buy a home. Nobody does anymore, you know.
you know. So, yes, we did not only the sales price, but we did the down payment assistance. We did the first time home buyers. And so now we have, you know, the lady and her daughter, they're five years, uh, naturalized U.S. citizens. And then, you know, in the Diamond Square community, you know,
you know, it was, it's a, it's a great project. It's a legacy sort of project, you know. And so I was shocked at the criticism, uh, of that and the lack of defense of that by ‸ the council member who appointed that person or who appoints that person to nearly everything, you know.
