The City's record
What the City's record shows
Built only from the City's minutes (285_CC_Reg_Minutes_11_14_2017.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
444 suspect passage(s) marked in place; 5 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
37 short machine repair(s) (42 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 89.7% of 15,770 content words.
Dotted words (406 places) are ordinary wording differences: hover or tap to see the other reading.
444 passages (28% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (5 stretches). Something may have been said here that the transcript does not have:
00:12:22 (7 s) — neither reading has words
00:12:29 (8 s) — neither reading has words
00:13:03 (6 s) — neither reading has words
00:13:13 (8 s) — neither reading has words
01:28:46 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
Delorum history. We went from $858 million to $888.4 million, a 3.5% increase. The trim rate options that the council had, again, in FY17 were $857 million, and it yielded $4.8 million at 95% in terms of tax revenue. You had three options, the current rate, 5.9790, rollback rate, ‸ 5.9219, the majority rate, 9.6261. And the proposed rate that staff recommended, that recommends, is the 5.9790, which would

So the revenue difference, when you go from the current military to the staff proposed military, you know, again, at the 95%, you know, again, last year we had 4.8 million, this year it's a little bit over 5 million. The revenue difference, not from the gross,

The first public hearing was held on September 5th, ‸ 2017, at 5.30 p.m. here at City Hall. So, again, this is a public announcement by law. City of Cocoa is the taxing authority.
The military of 5.9790, even though it's the same military as last year, ‸ does represent a tax increase of 0.96% as a percent change of the rollback rate. Any questions or items for discussion? So the Mr. Mayor's public hearing, and the request of action for the public hearing,

is to readopt and ratify the budget. The budget, again, as proposed and has adopted the first public hearing and what was now, we'll say the second, this is a readoption hearing, still is at $151.7 million compared to last year's amended budget of 163.4 and represents a 7.2% decrease.

And then this is the water sewer fund, the proposed budget versus the 2017 amended budget by division. It is a 4% increase going from the FY 2017 amended of $83.1 million to $86.4 million.

Thus, your CAFR has achieved the high standards of the program, including demonstrating a constructive spirit of full disclosure to clearly communicate the City's financial story and motivate potential users and user groups to read the CAFR.
and it is quite remarkable that this recognition was achieved with the first CAFR that the City has presented to the program since this time. In addition

Now, this is your happy, feel-good program that you have in Brevard County. It's really a positive thing for you and there's no problems here. So ‸ you can just enjoy what you've created here and help to create.
city called Bet Shemesh and said, why don't you work with them? So we said, okay, great, we're in. So why did they pick Bet Shemesh? Bet Shemesh is a perfect pick for us because in America, what are we? We're a big melting pot. We've had families come over from all over the world. We're so multicultural. Now we forget that because we've been here a long time, but we still have those things in our recent history. And that's in

They have the same issues that we had here as far as trying to find housing and food and learning the culture and even learning a language and trying to put a roof over your head. So what Bridges for Peace was doing was trying to be a light to them by supplying them with the kind of substance they might need. They have food banks in northern Israel and central Israel and Jerusalem. So we said, okay, we'll go there.
So that was a plus for us. So that was just briefly what happened there. Now fast forward many years later. ‸ We went on the last Sister City Peace Ambassador tour. I went and Kathy went. We hadn't been back since 2005. Busy raising our kids. Pretty expensive.
So we brought our kids with us who are now older. But let's go here. Our heart now is for the next generation. These used to be really little when they first went over to Israel.

I know a lot about him. And his first voyage over there was in 2005. And he made a lot of connections. And he's just a really great kid who's very charismatic. But, you
he was saying to us, I just don't remember. So we said, let's go back and meet the people again and make those connections. It was also his school as well as Kathy's daughter's school and a few other schools here in Brevard that connected with schools over in Bet Shemesh.
teachers. So Jordan went over. What did he do? He connected with Bridges for Peace, the people who gave us the Sister City program. He said, I want to go over there. What can I do? They said, well, we've opened up this wonderful program called the Zealous Project. We picked five guys and five girls internationally. We highly vet them to bring them over here. But you come here. We give you full-time jobs. And
to just learn wonderful things. Like they go to solidarity meetings. They tour them all over Israel. They have them help with food banks, delivering food. Just helping out and representing the countries and the towns they come from. Okay? So that's what Jordan did. This was the very first Sister City signing we had. That's Jordan and Michaela. And they said something back then. They did a lot more than that. But trying to condense everything down into a quick PowerPoint here.
And we're trying to bring that culture here and teach the people here. And we used to have something called exposure time. Back when Mayor Blake was the mayor, he said, well, we don't understand the culture, the history, and so on. And I said, well, it all kind of intertwines just like America. So he said, well, create an exposure time and show us. So we would do that with some hands-on things. And it was a lot of fun for everyone. So we took everyone over there. We had a great time.
And we made those connections. But you have to go back to remember the journey. You can remember it in pictures. But then you need to go back and experience. So that was him when he was little sitting on the same steps in Jerusalem and now. Because now he's 20.

He was reaching out to the kids. And he's good at that because he was a camp counselor here. It was natural fit for him. There he is with Mayor Malka, who is our liaison over there. And they're working together. And I shot this from across the school when I saw Jordan reaching out to a special needs child. And he has a heart for that. He works with special needs children because his sister has Down syndrome. So it was just like a magnet for him to reach out to the kids.
you reach out to them in love. You gave us the most wonderful family to stay with. And now that is Jordan's family every time he goes to Israel. And now when he's there, he goes every weekend and stays with them. This is his Israeli family. Couldn't have asked for anything better. They take him on all kinds of trips.
America looks like. Me. I'm loving, I'm kind, and I love you. He took them all surfing. They rented a board and he showed them what surfing was like. So he said, yes, it's in my heart. I want to be here. I want to do good things while I'm over here.
There he is with Mayor Malka. And they're trying to brainstorm at this point and try and come up with ideas that ‸ he can do while he's there on the ground.

is school. They really take an interest in all of these kids. This is at the Knesset. They brought them into the Knesset meetings and they sat them down and they're just trying to educate them. So I feel like what's happened with this Sister City program, you've taken my boy, who was really a boy, going surfing and hanging out, and you're molding him with this program into a man, a wonderful man. And this is just a day in the life of Jordan. It's where he lives and the food bank. He gives tours over at Bridges for Peace when people come in. And like he said, it's crazy to call this place my home. He has a blog. He has a Facebook page and so on. Oh, that didn't go in the right place. That's
planting in people's lives, but it's reaping a harvest, and this is part of the harvest already. You have planted and allowed us to plant into Jordan's life since he was just a wee little boy. And here he is, 20 years old. He's doing the job. He's boots on the ground over there now. And we plan to send another young adult every year. We have one already working the process, and

October 21, 22, we had our uh fall art and craft fair, and um it the city was ready, ‸ thanks to the great cleanup job by the public works department. we put it on hold while we had the conversations with the county on how to best proceed with repairs and FEMA reimbursement. And we think we have a plan with FEMA regarding that. And so the agreement you have before you is the same as what was on the agenda previously. What it does is the parcels that are not owned by the City of Cocoa or were dedicated to the City of Cocoa and that are owned by Brevard County are being conveyed to the city. And the only other owner in this entire property is FDOT, and that is essentially the right-of-way portion on the north side. And along with that agreement, of course, there is a maintenance cost to that park. It is a regional serving park for the boating community, and it will remain a regional serving ‸ park.

year for safety and security. We've kind of divided up the maintenance duties between leisure services and public works to ensure that that park is maintained at a level consistent with Riverfront Park. You may notice, like I

Talking with the ‸ members of the Winter family, I think they're actually very excited by the prospects of what can be done now. that was enacted in order to get this done. And there were a number of items related to it. You can see there are also two change orders. The first item was for the removal of the vessels. There were four vessels that were against the seawall, allowing access for pedestrians to get on those boats and presenting numerous hazards, as well as looting on those vessels. ‸ And so those took place. And then the boardwalk itself, shortly after the hurricane, I believe two weeks, our continuing services engineering firm did an assessment of that boardwalk, determined that it was unsafe for pedestrian use. And so we moved forward with securing contractors for the removal of that boardwalk, as well as trying to save any pieces we can. You can see there are
but potentially they could be saved and shored up. And so depending on what the future plans may be, we didn't want to destroy them just yet because maybe they could be integrated into that plan. And then the final change order occurred because while they were removing these pieces and we had other federal and state contractors working out of the boat ramp area, there was numerous amounts of debris underneath the water that was hitting their props and knowing that we were taking control of the park and that we would be responsible for the pedestrian safety and access. That was actually the work started today. And so that should be complete by the end of the week. And so I think, ‸ you know, ‸ the staff over at Public Works have been working with these contractors, not only ours, but also the federal,
all of those contractors working within that park all at once, coordinating those activities, ensuring that it was cleaned up properly. They've done a great job and this item is for your review and consideration. ‸ Okay.

Yes, and I'd like to see that happen, like, right away because we shouldn't ever have negativity in regards to a shortage of vehicles for our staff, period. So, the quicker we can get these vehicles on the road and provide the necessary transportation for our meter readers or those people who have to travel on behalf of the city, I think we just need to put a rush on it.

And uh let's get these um these hoodlums that come from everywhere that don't even live here. some live here A lot of them don't.
uh I'm not you know cracking on like I usually do any other uh areas But the point is they're not welcome here. none of them and if we can fix two or three problems at once and make it a show piece uh in a very deserving area, we're gonna ‸ do it. so I look forward to that and let's let's put that on the,

you won the Super Bowl nevermind But let me just, in closing, I just wanna ‸ say this It was very frustrating to see. it was gratifying to see the government agencies come to bat for the citizens okay But at the same time, I see FWC pull up in the truck and say don't move that boat because it's a pre Hurricane Irma declared derelict ‸ boat and you can't move it. so when it was declared ‸ derelict boat before the hurricane which is great finally after years five years of us, you know complaining the boat was out in the water. It was like 100, 150 yards out in the water floating like it's done for years. it comes in It's in the guy's front yard, right 50 foot piece of junk
can't move it so this huge armada comes up grabs the boats they can. they leave one here and one 100 yards away in front of Barbara Halgren's and and take off ‸ and I'm like why couldn't you move it to the holding area

No, I just, and continue in closing. Jerry's FEMA comments about the pickup for us, maybe we don't know what we're doing, but let's just say this. Unacceptable, the debris sitting there for weeks and weeks and weeks. And I know the city manager and the
some really good recommendations. We need to take, you know, our, ‸ you know, take the bull by the horns ‸ and step up and come up with a whole different plan when we have another hurricane, because we're going to have another hurricane. And guess what? We had a hurricane, for the record. A very strong one, for the record. That's not fake news. All right. Anybody else want to say anything? We're

with our lobbyists in terms of working with certain senators. Senator Lee, who's last session was very gracious and willing to listen. And so we're encouraged by that. And I know the league and FRA has been working with, I think, ‸ on the Senate side as well. So that's what will be a pro-stepherty

there's some similarities. I mean, and I think the better components of the bill that existed previously are in Senator Lee's. But there's also some things there that I think there just needs to be a discussion on practicality. And I know, again, the league and FRA have been passing around some emails about certain components of the bill.
