The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
No agenda file for this meeting is held in this archive. The agenda packet button on this page opens the City's meetings-portal page for it, where the City may or may not have posted one.
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
336 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 15 voices separated from the audio.
36 short machine repair(s) (49 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.8% of 16,142 content words.
Dotted words (471 places) are ordinary wording differences: hover or tap to see the other reading.
336 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:01:29 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Yes. Okay. Everybody's ready. ‸ Okay. I'm gonna ‸ do a. We call this meeting to order. Uh, let's do our invocation, uh, by, um, ‸ council, council member. Make your council member. Okay. Our board member. And we'll do our Pledge of Allegiance
Can we bow our heads? Gracious heavenly father, we just want to praise you and thank you for this day that you have blessed us with God. We thank you for your protection. We thank you for allowing everybody to make it in safely and sound. Now, even now, father, we ask that you would begin to just lead and guide this meeting that you would allow your wisdom, your understanding to go forth. Let a spirit of unity, rest and rule and abide in this place. We ask all of this in Jesus name.
Amen. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. One nation under God, indivisible with liberty and justice for all. Thank you.

you for that correction to, uh, what straight down to the other. Uh, also want to make, um, voice records are concerned. Uh, councilman Alex Gorns is here along with little Alex
‸ Glad to see him as well. So, and then all of our members of our, um, audience here, we're glad to see you as well. Okay. Now let's get down to item number two. Uh, agenda, please. Let's look at the agenda for tonight. If there are any, uh, additions to this agenda, if not, then, um, can I get a motion to approve the agenda for tonight?
Second. Ready for the question. All in favor. Aye. Any opposed? None heard. Agenda approved. The next item, uh, are our minutes. Uh, there are several sets of minutes here. Uh, ‸ before we get to these minutes,
move from these minutes from one to the other, to the other, it seems like there's three sets of minutes we need to approve here tonight. Uh, first I want to ask staff, why were these minutes not given to us before tonight? And also I have another question for staff. Uh, the minutes that we received seem to be incomplete.
further detail is wanted about what occurred at a meeting. Uh, the instruction is to go watch the video. Um, there are still some technical things about getting the videos from Joey Smith up, but those will be up as well. So for example, the one from June, that was a Joey Smith meeting. So that was, um, the, the video for that is not available on the website as of yet, but it will be.

uh, these, um, very limited, uh, not saying blow by blow, but definitely more. What was discussed? Um, you know, what was asked to be looked into? What was asked of staff? You know, none of that is in these minutes and I found it to be quite disappointing. Um, just personally, that that's my opinion on these minutes. Um, really considered not even accepting them because of, because of that, because I just feel like it's, you know,

but it could be a synopsis of what was the discussion, what was the, uh, any decision to be made other than the action item for as something that needs to be approved. Um, that's, that's a given already a given, you know, you got to approve
got to approve whatever, uh, that that's on the agenda to be approved. But discussion is most important for a committee such as ours. And, you know, I don't know, you know, where this new ruling came from, but like to know more about it. Why it happened.
Like I said, we were being consistent with what the city clerk's office does as far as all of their minutes are concerned. And so we were following along that consistency with what the city clerk ‸ requires of us to do.
to follow suit with the way this, it, the, to be consistent with all the minutes throughout all of our meetings. So you can, you can disapprove all of these and we will come back with a different set of minutes after I

Uh, can I hear from the rest of the board? Madam chair. Um, I agree with you and I had a question. Why does it take six to seven months to get minutes from a May meeting? I could see a couple of months, but

I, I feel like the discussion points are important to understand a little bit more of what was discussed before the vote took place. So, um, it doesn't like you say, have to be a blow by blow, but at least give some kind of overview of what the discussion, um, focused on because I know as a new member, I've gone back and looked at old minutes to learn what this agency has done. And the minutes have been helpful to be able to look back at some of the discussion points and everything.

the minutes are important for me and just like the rest, ‸ because we need to come back into compliance of what we said and what was already written and what we agreed upon.
the public wants to see, you want to see more of what we're agreeing to, um, instead of just going off of what I think this might be the right thing to do.
I know you're coming into compliance ‸ with what the clerk has said, but is, is the clerk law in this statement or is this just her, her, what she wanted? If I may ask that question,

motion that we not accept the minutes as presented for May 20th, 2024, June 17th, 20, 24 and August 19th, 20, 24. That we not accept it and they bring it back at a later date with a better update.

Okay. All right. So, okay. All right. So I just want to start off with, you know, your discussion about, uh, the minutes is timely tonight. Um, because, uh, all our meetings obviously have to be in open in the sunshine. Uh, and,
the public that meetings that minutes be taken transcribed, and then be, be made available to the public. There isn't a really, uh, as you can imagine that the laws, you know, sort of nuanced in a lot of gray area. There isn't a requirement as to how much detail are in the minutes. But, uh, once again, there's a statutory requirement that minutes be taken transcribed, and then be made available to the public at all times. So tonight's discussion was primarily on Florida, the Florida sunshine law. But I just wanted to also add in the public records law because it's, it's, they sort of work in concert and hand in hand.
the strictest public records laws and, and sunshine laws in the country. Um, and they're, uh, uh, very, very liberally, liberally construed in favor of the public. So in other words, if someone says, shows up at the clerk's office, and
Flag: numbers, amounts, negation or names differ between the machine readings · 00:19:24–00:19:27 · unresolved: the words are not shown (unclear audio); listen to the recording
uh, Florida codified its sunshine laws ‸ and, um, and, uh, is very strict about these meetings being in public and all, all agency. You know, whether it's a council, uh, ‸ code enforcement board, board of adjustment, any, any, any, any municipal agency, uh, all business has to be open in the public as we're conducting tonight. Um, and, uh, I'll get into that more ‸ detail that once again, that law, uh, was codified in 1967. Uh,
of the state of Florida. And we, right now we have a very conservative and very strict attorney general, uh, many years ago, I practiced with her and, and she's, uh, was a judge for many years. And, uh, they are very strict about these issues and I take them very seriously, which is, which is a good thing, uh, in my, in my opinion. So it's, ‸ these are all set up to inform the public and to make sure the public knows pretty much everything that's going on with an agency. Um, so,
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:20:29–00:20:38 · unresolved: the words are not shown (unclear audio); listen to the recording
are to be, um, uh, open to the public, uh, and are, uh, have to be, have to be noticed, timely notice. Um, and, and obviously open to the public, which of course we've been doing here for many, many years. Um, the, um, that's obviously in a situation like this, like here this evening, it's clear, of course, this is open to the public, but,
business that may come before the board, that's scheduled to come before the board, or foreseeably may come before the board, that's the term of art. Um, so, you know, if you've been talking about
Flag: numbers, amounts, negation or names differ between the machine readings · 00:21:26–00:21:31 · unresolved: the words are not shown (unclear audio); listen to the recording
um, you know, that has been discussed maybe, you know, for the past four or five years, but still hasn't come to fruition. But any discussion involving any potential business that comes before the board, just amongst two of you really ‸ is barred. That should not occur.
as, um, uh, really best practices is to, you can be friends with each other and talk about everything under the sun, except, except business involving this board. And the best way to do it is just to show up with like a clean slate for the board meeting and be informed by staff as to what, what, uh, what the issues are on the agenda. And of course ‸ you get your agenda packet and that's it.

general, uh, sort of generic pleasantries, of course, are allowed. And once again, you don't have to cut off contact with each other. It's just, you can't, uh, you really shouldn't discuss anything that's going to be coming before the board. Um, and ‸ it's kind of going back, back and forth.
All those communications. If you do have them via text, we all text these days a lot on Facebook, private messaging, all those communications, email, anything in written format would automatically becomes a public record. So you got to keep that in mind. So if there is a problem and, you
we've had no problems here with these issues. And this, this training session was purely brought about because of the recent, your recent, uh, attendance at the conference.
and I have in the public have zero issues whatsoever. Absolutely zero. We're just bringing this doing a refresher course because there's some new board members and we thought it was a good idea to dovetail off of the conference and just bring up some of these issues. But once again, there's nothing on the horizon.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:23:53–00:23:54 · unresolved: the words are not shown (unclear audio); listen to the recording
But, um, certainly keep in mind that anything you put in writing ‸ down the road potentially becomes a public record for anyone to show up and say, I want to see the text messages from, you know, a member a to member B. You know, they're not going to get your entire phone history, but they're going to, they certainly could get through a subpoena at some point.
Um, let's see here. All right. Okay. Um, uh, okay. So this comes up sometimes. It really hasn't come up with this. Well, candidly, I'm not intimately familiar with the communications you have with staff. So I don't know how much you email them. I'm not sure, you know, how much, how much that

law, but it's certainly a slippery slope. And it's bad, bad practice because you're basically imparting upon staff what your position is going to be. And, um, sometimes a staff member, not these staff members, but sometimes the staff member may, may, you
Flag: numbers, amounts, negation or names differ between the machine readings · 00:25:34–00:25:37 · unresolved: the words are not shown (unclear audio); listen to the recording
And it's, it's just not a good idea. It's just not, it's, it's not a good practice. Um, let's see here. Sunshine law does not prohibit board from taking action on an item, not on the agenda. Um, ‸ so certainly obviously, well, yeah, this is, um, uh, you know, in, in the open and candidly, like what just occurred here where you're telling staff,
may have an issue with the new policy. It's not really technically on the agenda, but since it's being done in the open and the public here, um, that's not a violation of the sunshine law. Okay. And the agenda in its, in and of itself, uh, just has to sort of generally describe what actions the board may take at a specific meeting. And candidly
the board's going to do. You don't have to give, uh, extremely detailed information on the agenda. Well, you know, these could be the various different outcomes,

I mean, there's horror stories out there with some of the other boards I deal with, but you, you, you, you, you've always done a very professional job. Uh, let's see. Um, yes, public commentary as you've done, you
members of the public should be given a reasonable opportunity to be heard. Um, that you've always allowed people to speak even beyond, you know, you can set a time limit. I know it's three minutes, but you can obviously let people speak further if you want to.

issues here that are on my, on the memo regarding, um, some, some things to do and some things not to do. Okay. On the, on the, uh, PowerPoint presentation, uh, it hasn't really come up much, but it, sometimes it does, you know, obviously

members of the community. So every once in a while there will be a situation where the vote could affect you. It affects you in any manner whatsoever. Um,

but it is a benefit to you. Or a disadvantage to you. So if you have, you know, a property nearby and you're thinking, Oh, I mean, I'm just, you know, when I put in a, uh, you know, hypothetical, a dog park and you hate dogs and you think, okay, well, you know, that's, ‸ that's going to be a disadvantage. You need to say, you need to voice that I can't vote and I'm not going to vote this evening and then, and, and just announce it. And that's fine. There's nothing wrong with that.
All right. It doesn't come up much, but so the penalties in Florida for violation of central law are rather stiff. I mean, it's, uh, potentially, uh, potentially even a misdemeanor,

the clerk, but just be aware that everything, every, every item, every documentary item that flows through this board is accessible to the public. So think about that, man,
saying you're doing that, but you know, at two in the morning, angrily respond to an email to the, to the staff or something saying, oh, you know, what did you guys do? And, you
that's open to the public. So keep that in mind, you know, I'm not saying it's going to be viewed by the public, but potentially the public could see that. It could be, you know, it's not confidential. Even if you're just responding to staff, just one of you is responding to staff. It's still open to the public. Okay. Keep that in mind.

Okay. Yeah. So this comes up sometimes, I mean, with some of my other boards, um, it's, it's come up in the past. So the very bottom of this memo, it's, you know, a process where a board takes official action by circulating a memorandum for each board member to sign. whether the board member approves or disapproves a particular, particular issue that's come up, um,
well, you know, well, staff will unilaterally write to a board member and say, well, what do you think about this issue? Um, and, uh, that, that, that's, that's clearly a problem. If you say, I'll vote yes or I'll vote no, even though it's just staff reaching out to you individually, but they're basically, it's, it's basically polling is what they call it. ‸ So that's, that's, that's, that's, that's a no, no. And I know staff doesn't do that here, but that's, that's a, that's a big no, no. And vice versa, which is, does happen more often.
go around informally and ask everyone else what they want to do? Yeah. Yeah. Yeah. That happens actually more than you would, you know, and this is not, usually it's done in, in person.

chair person trying to get a sense of, usually it's a very sensitive issue where the board, the chair person is trying to think, okay, I'm not reaching out to the other board members, but I'm going to ask a staff person, usually, uh, you know, a clerk or something like that. And can you talk to the other board members in person and see what they want to do?

Okay. Um, let's see here. Uh, okay. So technically it is permissible. I don't know if you, I'm not sure if you really, I don't think this board really does this, but, um, it's permissible for a board member to say, well, uh,
to, ‸ to, to, to write to staff and say, this is just to, just to ask, just to tell staff, this is how, um, uh, without, without disseminating it, um, to other board members, like, um, usually it's like a written proposal of like, of course of action, like, Oh, here's how I like to see things. Here's how I like to see things kind of play out.
again, will leak that information to other board members, but technically it's, it's, it's allowed, like just, it's not a good practice, but it's, there's some case law that, um,
it's not a technical violation of sunshine law. Like if you were to write, um, the clerk, if one of you wrote to the clerk and say, sorry, to the staff, to staff and said, well, I would, I would like the minutes to be this detailed, using it as an example tonight, as long as staff didn't inform other board members, you're just imparting upon staff, which have, you know, your thoughts

So we want something to happen. And so we can bring that. We can't discuss it among ourselves. That's for sure. ‸ We can give that to staff to bring to the meeting so that we can have open discussion about it. That's why I think the minutes are so important. Yes, Madam Chair. One update that I will ‸ be talking about tonight, but we'll be bringing back a action item at the December meeting. We received notice late last week from the Alliance for Neighborhood Restoration that they would like to modify the scope of their contract due to some changes
Flag: numbers, amounts, negation or names differ between the machine readings · 00:56:36–00:56:42 · unresolved: the words are not shown (unclear audio); listen to the recording
They sent us that modification. We were unable to present an agenda tonight for discussion, but we will bring back that based on what their numbers are.
so I will be bringing back to the agency at the next meeting proposed action to modify the agreement. We'll have to change the scope of services based on what their request was, and
With that, I don't have any recommendations for what without being able to analyze all of the information. I won't be able to provide you any more information tonight, except that ‸ Dolores McLaughlin has requested a change in the scope of services ‸ to meet what they're currently serving as far as the youth in the community. And based on some changes that have been made with some other after school programs
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:57:52–00:57:55 · unresolved: the words are not shown (unclear audio); listen to the recording
the numbers have decreased significantly with the Alliance after school program and some other programs. So they've requested a change in the scope so that they can meet their objectives every month.
Because in the agreement, it specifically has a number of youth that will be served in the agreement, and that number has been decreased ‸ as requested by the Alliance for Neighborhood Restoration. So we'll be bringing that back to you so that you will see what the current agreement ‸ states and what they're requesting the new agreement to state.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:59:07–00:59:10 · unresolved: the words are not shown (unclear audio); listen to the recording
‸ And so that was based on what the current contract ‸ was stated as that was signed in August. And so we're going to be bringing that back to you. ‸ I'm not going to make a recommendation. I want to have an open discussion with the agency members to discuss whether or not a decrease in the annual rate that is paid to the Alliance for Neighborhood Restoration is determined. That will be solely determined by the agency, not by staff.
We put in specific scope of services and specific goals of the program. We made it a little bit clearer in order for the Alliance to meet the goals and the reporting requirements. We added bullet points.
Madam Chair. Yes. I'm going to go on record as saying this. ‸ When we have these agencies, just like Ms. Amos came before us, it should be a partnership from our board to A&R or whoever's doing it. And we try to find a way, a middle ground to work with it. We shouldn't make it difficult.
Flag: numbers, amounts, negation or names differ between the machine readings; the recognizer flagged its own output · 01:01:15–01:01:26 · unresolved: the words are not shown (unclear audio); listen to the recording
And I think staff said that it would balance itself out maybe in the summer or anywhere, but this agency should be looking for partnerships and trying to meet them and see how we can work it. Because we don't want this to become like a food desert that we have no programs in diamond square.
Restoration to reduce the specific goals of the program. So we're going to bring that before you and then have you, number one, you have to approve the agreement. We are not here to execute an agreement. We have to get your approval to execute that agreement. Once you have approved the agreement, then it will be executed by all parties. That is why I'm bringing it back in December so that I can provide you with the contract well ahead of time for your review. And with all of the parameters that are in place.
meeting and it was not going to be fair for her to have the agency make any decisions without her present to, to give you her reasons for, uh, wanting to change the scope of services of her agreement. Um, she has shared her rationale, her reasoning with staff and, and there, some of them are personal reasons. Uh, again,

And, and so those are unforeseen circumstances that come about with any type of program that you have that is working month to month to month with the children. And, and, and so it's just a matter of trying to fit the agreement to meet the goals of what she is trying to provide and to justify to our auditors of which we get audited of what we are doing and what we are paying for as an agency is truly justifiable.

the modification and numbers does not justify to me a whole lot to be honest, uh, uh, proof of proof of, uh, performance is more important to me. Uh, personally, if I have a kid that was started out in pal per se, like we heard tonight who started out ‸ as a six year old and now is a leader in a program, that's proof of performance. To me, uh, a program has its value there as well. It's not always numbers, uh, as, as,
Flag: words were replaced by a machine repair · 01:05:36–01:05:36 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
Senator or whatever, it proved that that program works. I, I would hate to see us lose anything, um, that has been performing for us as a diamond square partnership,
and I don't think that's what is going to happen. Here. I just wanted to make the, um, the emphasis of the point that we know that the Alliance for Neighborhood Restoration has been our partner for, I don't know how many years now.
through it. That one kid got something from that program. How putting a value to it to me is kind of a hard, hard pill because how do you value a child's development? You know, so that's just my opinion. You know, very interested in learning from the lawyers, uh, any trials and tribulations she may be having that she feels she has to, um, you know, decrease maybe, uh, something, uh, within her program. But I don't want us to lose the value of what it is in our brains to the diamond square community. Uh, whether it's, you know, more people need to step up, then we need to know that, you know, is it, um, you know, what it is that we need to do to make sure we don't lose something that we know works.

You gotta say, you know, does this work? Um, I know there are metrics, uh, that ‸ must be met in some cases, but, um, I think also in our plan, we've always said that, um, what we do in the diamond square community must also have a holistic approach. And it's very hard to measure holistic approaches. So that's just my opinion. Anybody else can give theirs.
that there's something that we need to do to adjust, but I don't see that that's, um, a negative. I don't see it as a negative. I see it as let's help her make it work, you know, for us as a community, for us as an agency, for her as an organization.
you talked about performance metrics. The new state law requires the CRA to have performance measurements. And if, if we have an organization that we have a contract with, we have to have performance measures in that contract. So we will work with Alliance for Neighborhood Restoration to build those performance measures, measures that she can and, and will be able to account for every single month. If it's not the numbers, it is activities. It is something,
we have to have performance measures in order to abide by the Florida statutes. And so that is the important factor for this is to make sure that we have performance measures in all of our contracts in order to meet that Florida statute.
Because that was not an annual contract. That is a one time activity. It, yes, we did because we required her to have performance measures. She had to have pre and post testing. She had to show the, the actual classes. She had to show all of the activities and the expenditures. Uh, so yes, that was a required.

Okay. The reason why some of the changes have been made, or she's asking for a modification, is because when you have programs like ours, and you have kids that come to the program, they're not necessarily coming from the Diamond Square area. when you get these audits the funding is coming from Diamond Square. So they need to go to Diamond Square citizens. Right. But but on at the on the other side, you still got killed children that are in the area that are still impacted by Diamond Square, which they go to
And so that's why we end up we end up buying right now, being in the middle of Diamond Square, because a lot of kids may not live directly inside of Diamond Square. That's why it's so important to build these homes to bring those families back in. That makes sense. You know, so ‸ makes sense. So and I'm gonna ‸ go back to the to what I was saying earlier ‸ about um the new contract. So hopefully we can
Diamond Square that we are impacting Maybe it needs to be ‸ more open-minded approach to to maybe. I know partnership sometimes is a difficult thing, but to to

be to 2041 2042 so we can see the long-lasting effects of it. But in order to do it, we have to show that you're affecting the Diamond Square kids. That's the.
yes and so it's it's a matter of wordsmithing the contract to reflect the positive advances that we are doing okay that are not just affecting those that are within the diamond square but those that are citywide
it sounds like they're helping the kids the work is getting done I see it right it's we're just not being able to reflect diamond square kids but if we're able to change

it's a wordsmith environment really because it's uh it's you've got, then we're right in the middle of our update plan. ‸ So there's ways to uh kind of manipulate those words as well.
the, uh we have the CRA plan update, the consultant uh we have a ‸ push out for the next few weeks, uh for the website to go in and do the, uh survey that's on the website in regards to the plan update so that we can try to capture as much feedback from everyone as possible. And all of that, you've received that, card. um i might please make sure you ‸ there's some extras over here. You can take it, take it to your churches, take it to whomever within Diamond Square and have them fill it out. it's a very short questionnaire, but it'll help us gather as much information as much feedback as possible, um in regards to, to that.

completed, which will bring us in line with what we need to do to maintain our Florida statute compliance for goals and objectives and performance measures that are due by october 1 of 2025.
it's, we're going to have, uh we've had a lot of feedback online. So those are the, you know, some, some survey questionnaires have been filled out. People have been, uh providing their, their comments and their feedback. What we plan to do is
in in significant amount of time prior to the meetings so that we will be able to have uh potentially have more participation in the audience uh during uh that going over the draft plan
so that we can get more feedback. um the During the draft process, there will obviously be multiple times to offer feedback before we go to a final plan.
um ‸ So the the data collected thus far looks pretty good. I mean, is it, um and then this, how long would this be available for individuals to go online? We're
the website will be live until we go to the final plan, but this will be just for the the initial feedback. And then once we get into the draft, then those draft segments will be on the website for people to comment on.

we have a difficulty obviously getting anybody to attend any type of thing, whether it's for kids or not. And for us, a lot of the problem is they're spread over two miles. So even kids being able to get there,

get them there for sure. And even if they're over on G, they're not really big and walking a lot of the time. But what I was going to say is if in the wordsmithing, because we do try, um we delivered the flyer actually to everyone for um the program last month. And we try to add things in there. uh Matter of fact, I'm glad it was brought up because
to include it again this month. But what I was going to say is if it works in there, I mean, we try to provide the information whenever we can. I want to try to get kids to participate. We have a new management company and I made them put in the budget to be able to ‸ sponsor from each of the communities. So I don't know how it would work, but if there's some tie-in where, you know, we will try to help as well. um Like a, they reach out, we'll participate, you know, any way you can think of it, we'll be glad to, because I would love to be able to get,

about this and I know it wouldn't be fair to the others that participate, but at this stage of the game, I'm not opposed to enticing in all kinds of ways, um even if it gets somebody there once, um you know, a gift card for a kid or, you know, something like that forfor our kids, and we pay for that. and And I'm, you know, we're not opposed to anything these days. If I can get somebody to just go and try it.

Smith Center. We had about 50 volunteers that like went into the community, picked up trash. We did some power washing. We had edgers and trimmers and cleaned up like around sidewalks. We
provided lunch for all the volunteers and everybody was there. We had a radio station out there broadcasting live. Basically, yeah, yeah really fun event. Great for the community.

so obviously um at the Florida Redevelopment Association Conference, we did win for the Outstanding Housing Project. So I did bring the award here to share tonight. uh As an agency, it was a wonderful moment for all of us to be present uh for the Outstanding Housing Project for a small city for the five homes that were built in the Michael C. Blake subdivision, the partnership and collaboration with CHI and the contractors to build the homes was uh second to none. We couldn't, you know, you you can't make this up in a community of this size. And what we do to be able to accomplish what we have uh for our community to provide five homeowners with uh a place to live and a community that they can call home. So we are an award-winning CRA. This is only the beginning as

with what we have. I will note that we had the RFP for the remaining lots for the Michael C. Blake subdivision that uh RFP closed uh two weeks ago. We met with the proposer. the
uh You will be very pleased to know that we will be bringing uh and a recommendation back to Council on December 12th at the Council meeting to award this ‸ to that particular home builder. uh it is a large home builder in the state of florida who is going to be building homes in the community that are going to be at a price point of less than the hud price point which is
and will be more than 17 homes as you noted because they're going to do more oh ‸ okay So we will be bringing that back to you. We are very excited to be able to do that. uh miss Smith was on that uh selection committee. So we we met. We had uh long meetings last week to uh to meet with the the builders. And uh we were very excited to be able to come back ‸ tonight to share that uh not only will we be building 17 homes, we we will be building or they

There's there's three different elevations. with Three different styles of each elevation. Okay. So it will be something that is going to be wonderful. ‸ is going to make the community uh appreciate what we have. And it is going to bring residents into Diamond ‸ Square. ‸ As you know, each home brings taxable values that you can count on every single year through the duration of your CRA. And so five homes brings a certain taxable value, but we're talking 32 homes now. And that is that that's game changing for our CRA for our small CRA. So we're very excited. And and so at the December 12th council meeting, we'll be presenting that for council approval, because the lots are owned by the council by the the city. And we will be bringing that presentation to you
‸ additionally all you we obviously we have one of our agency members who had a death in the family recently, uh please sign the card, the condolences card, and
