Agenda (the City's wording)
The City's agenda for this meeting is on file (DS_Reg_Agenda_11_20_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
211 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 9 voices separated from the audio.
24 short machine repair(s) (28 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.4% of 10,001 content words.
Dotted words (285 places) are ordinary wording differences: hover or tap to see the other reading.
211 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Father, we're coming for you this afternoon. Ask your forgiveness of our sins, Father. And ask your guidance as we go through our meeting that whatever we do is pleasing in your sight. And give us clarity and unity on whatever decisions you would have us to make. These prayers we ask in your son, Jesus' name. Amen. Amen.

this meeting I can tell you where I where you currently stand on the list okay and and what the next steps will be but that's there in the process of processing all of that so they have to take everything that you submit to them all the bank statements all the documentation and income and everything else verify it and then they have to work with the HUD numbers to make sure that you fall into those categories with HUD in order to meet the qualifications to get the rehab so it is it's not a it we have to recertify everybody every year

2023 expenses up to $15,000. The agency has the opportunity to determine an exact amount up to $15,000. As you know, Ms. Amos came to us earlier this year and requested support for her program that she does with her students in the month of June to help with literacy and enriching their program. Obviously,
to help them keep up with the schoolwork. And through some challenges on both her part and our part where we did not provide you with all of the information in a timely manner, we are bringing this back in the hopes that we can provide some support for Ms. Amos and her program, as was indicated by most of the agency members that they were in support of this program and just needed more information to help give them the answers that they needed to move forward. I've provided you all of the documentation that was required of Ms. Amos, which includes her certifications, all the community support letters, all of her budget and insurance requirements, all of her milestones and benchmarks, and a chart that shows how many Diamond Square participants versus the total number of participants, which they had
Okay. And we have all of the information from the previous PowerPoint presentation and the graphic about the summer slide. So staff is requesting agency approval to provide reimbursement to Ms. Amos, the Director of Learning and Achievement Academy Summer Enrichment Program, to reimburse her expenses up to $15,000. And if you have any questions, I'll be more than happy to
So that's a good question for ‸ our agency attorney to help explain that is with the unsolicited, because the agency is supporting it, we can provide a one-time contribution and reimbursement back to her, ‸ which is why we're pushing for the RFP to go out, so that if she chooses to reapply and wants to continue trying to get funding, that she would, in fact, apply for the RFP, similar to what we already do with the current program with the Alliance for Neighborhood Restoration, where ‸ whoever will apply for this RFP, the agency selects them, then we would enter into an agreement with that entity, and they will have to fulfill all of ‸ the benchmarks and milestones throughout the course of that contracted year. And then there will be opportunities to renew on a given basis every year as ‸ moving forward.
Okay. I have a problem with, I'm going to vote for approval or something, I mean, make a motion, but could you turn to the teacher job description? If you can find that paper.

Yeah, certainly. Obviously, there may be an issue with separation of church and state, but you've got to see sort of how direct that link is. I took a further look at this because this issue was raised to me. I think it may be a bit attenuated. If this board was, as an example, directly sponsoring some agency that was going door-to-door to try and convert people,
that was their main focus, I'd say that that's probably improper because you'd be, whatever the religion is that you were supporting, ‸ that would be improper use of public tax dollars to foster or further a particular religion.
with the summer slide and ‸ dealing ‸ with educational matters. My sense in the various presentations is that this isn't a situation where these teachers were preaching to the children or ministering to them or things ‸ of that nature. But it's a good point, and certainly it does stand out. But I don't think you run afoul of any constitutional issues here because it is a bit attenuated.
And ‸ it's not my understanding that, you know, if someone was ‸ agnostic or an atheist, that they would not ever be eligible to receive ‸ a job for this organization. And further, this is only a small amount of

in regards to unsolicited, unsolicited proposals. I know that we have the opportunity based on what it is that we're doing to support an unsolicited community, if we find it falls within our plan. So, but I, I truly feel that we do need to put a cap on what it is that we do in that regard. I think that's something that we need to do as a board to move forward because this, this is a floodgate kind of a situation for us. And we don't want that to happen. We'd like to support everything that we can support,
we do not want to start something that's going to start us down a road that we each will find difficult to continue with because we only have so many dollars in our budget for all the things we want to do. So I am, you know, I, I, I find it very difficult to reimburse anyone.
someone for something that's already happened. I find that that's a slippery slope. I would rather see ‸ us take a look at 2024 and support that in some way, then move forward after that
with an RFP in regards to what it is we truly expect from an organization as we have ‸ with A&R. And, and then therefore we have some kind of guidelines by which we can do our

every dollar that we have to give and we have to account for each dollar in an audit. So if there's anything that, and the fact that, you know, some of the language may cause an issue, ‸ hopefully it will not.
words sometimes make a difference with an audit. So we want to make sure we align with that. But I have no problem with trying to support a program that will assist the kids in our community.
I do, you know, ‸ I do want to make sure that we support what we can support. But I also think we need to put a cap on all unsolicited proposals that come to us. Because it's not, we don't have those kind of dollars

Yes. We can hear you. Okay, great. My first thing was, how many times do you fill out this document that she just filled out? You say everybody has to fill it out. Is it a one time fill out?
So when the, the next item comes up where the RFP, the scope of work, it'll be a, it's basically one time. They fill it out and the agency decides who from the applications they want to accept. And

I can't remember, but she received her payments and, but they weren't in the manner that she, I guess in a timely manner for her to get her programs paid for. So she got all of her money
far as the money that she had put in her invoicing every month. And, and so that's, what's turned into us every single month and is verified and then paid. Now, if the invoicing is turned in late, the payment is also going to be delayed. And so we require payment, we require the invoice to be delivered to us by the 10th of every month in order for us to ‸ pay within 15 business days.

know, we didn't have a contract. We had a contract with someone. They did something and then they should be paid. But if we don't have a contract with someone, that's a whole different bargain.
Okay. Okay. Okay. Question. Is there, is, is it a possibility and I'm asking this across for everybody in staff. Is it a possibility to, if we decide as a board to provide this reimbursement that we a vote on how much we want to give. If B write it up to say, this is a one and done one time only, you can't come back and then still create the RFP. In case she wants to apply for 2024 and it opens the door for others who will want to apply.

Very much. So that would be the recommendation that we make sure that we indicate that it is a one time only reimbursement for this program. So that moving forward, she would have to apply in the RFP to get funded for the future.

and provide a maximum award amount for the RFP. So as we've noted in this, uh, tonight's meeting, we've talked about the RFP that was done in 2017 that was awarded to Alliance for neighborhood restoration. Uh, this is a very similar RFP.
It is matching what the goals and objectives are in the 2014 approved plan that you have currently. And all of the initiatives in here, the project scope includes, which are part of your plan, increasing partnerships with affordable housing developers, which would include homeownership programs, creating

we have to put the RFP out as per the Florida statutes to ensure that we meet all of the goals and objectives of the plan in the correct manner. So that's, this is the scope of work. What we receive after when we put the RFP out
I mean, it can be a little bit of everything. there are a lot of programs within diamond square that are currently operating without funding from the diamond square CRA that potentially could apply. Okay. And, and as long as they meet the criteria, which everything you saw in the previous agenda item

I can walk you through the process. Basically you're seeing the RFP right here. This is the scope. okay there's it's The RFP is about 45 pages long but it covers all of our purchasing standards. oh okay. So it's all the details that we have to put in for for our financial guidelines. All of our reporting. You're seeing the exact scope and then there's an actual application. So they'll have to fill out this application, submit it with all of the documents just like we're asking and it it will actually come before the agency okay to be awarded. So you will get a copy of

depending on when the date is of having all of these proposals brought before you. Anybody that meets the the minimum qualifications of the RFP will be brought before the agency for consideration. Okay. Thank you. there's a question um
madam ‸ i have a question um in partnerships um eastern florida state college uh how would it work if we work a partnership with them would they have to submit a rfp also
would depend on what they're trying to to accomplish because eastern florida state college is not located within the diamond square and they would have to have a a program that runs within diamond square
they the the challenge and i without knowing what eastern florida state what how their funding is, because there might be some supplanting challenges on funding, how they get federal funds.
it would We would have to just see a budget. We would have to and look at that. So again, they would have to put in all of the documentation. um Typically on programs that have multiple grants that ‸ fund their project, it would only the only portion that would be allowed to be funded by the agency would be the piece that is not funded by any other source.

agency. So they would have to show and document all of the other grant funding that supports this project. And then the request would only be for the piece that has no funding um grants or otherwise. So, but that's, that's part of thethe way the process would be okay the application

may not get any applications. So having the broader range allows us an opportunity. andAnd this is where you as agency members who know what's happening in the community ‸ to talk to these people and say, we're giving, we have funds available, apply. And staff will help them get to that application and get that submittal in a manner that is, that they can submit. I mean, it's not like they're going to be doing this application blind. There, there is a period in that application for staff to provide assistance during that process. Okay.
pick up the RFP package and fill out the paperwork and submit the documents in a manner that meets our guidelines. Because if, ‸ they don't meet the guidelines, they don't provide the proper documentation,

all of the documents have been submitted properly. And then there will be the next available agenda meeting. We will present that to you. Flag: words only one machine reading has (possibly not said) · 00:52:17–00:52:20 · unresolved: the words are not shown (unclear audio); listen to the recording
This is a grant. So it falls in that same category as a grant. And so it, everything would still be an application. So that's, I mean, the answer is yes, but it's a little more complicated than just a paint or a beautification where we're verifying that they are a homeowner and, and then providing, we're actually providing payment to the vendor, not to the homeowner for those grants. So it's a, it's a little bit different um on that type of prospect. So, so yes, this falls under our grants of which we have several in that, in that uh group.

And I like the program for Diamond Square because I look at it as a way to increase ‸ our income base. If we, if our uh residents in Diamond Square can get a higher education, younow you can go in and not get a minimum wage job. or even thinking about it as a part of contingent uh the dual enrollment process. with communities such as our CRA. And I think it's very important that we um pay attention to the ways to make that happen. One of the first things that uh pops in my mind about how to start initiating that was uh get the banks together and take them on a tour so they can see our successes and also can see our needs. A lot of times the people who are working in these banks who do have power with this type of money that we could possibly get from them for some of our initiatives uh have never even been into our community so um because we haven't invited them.
