Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
84 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 15 voices separated from the audio.
9 short machine repair(s) (11 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.5% of 3,550 content words.
Dotted words (120 places) are ordinary wording differences: hover or tap to see the other reading.
84 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

The strategic planning team came up with a design for the purposes of trying to get out throughout the entire community and meet with the respective residents within each of the council districts.
We do have a call in with them today to kind of discuss that, So we could look at some alternative options, but we just want to make sure that we do get some representation throughout the city.

with you and Alex, the Rockledge meeting on Wednesday, and they have, on their agendas, they have a litigation report. And I was just wondering if that's something that we could incorporate. I mean, I've only heard about litigation a couple of times since I've been a council, but they, as a regular part of their meeting, they report on the ‸ status of litigation and, you know, what's up.
work product, and privileges. And the public disclosure of that type of information when we're defending cases, we've just never done that. In practice, I'd be happy to talk to any of the council members ‸ regarding any of the pending litigation that we have. So, just as a matter of practice, we haven't done that.
Okay. It hasn't been a problem for them, so why would we have issues? And when you say client, lawyer privilege, are we talking about, like, you know, I have no idea what litigation we're involved in, and all of that is outside of your retainer, right?
going on out there that, you know, may be a liability or a problem. Mm-hmm. And maybe I'm the only one that feels that way, but I was just, I was surprised to see that on their agenda, and it is a monthly report. Yeah, actually, Just like a police report.
the city council regarding any questions they may have. We're in constant communication with the city manager regarding pending litigation. Some of the, you know, some of the information, you know, regarding previous pending cases had to deal with them. Just general slip and fall liability cases that we, that we, that we handle.

be worth checking on. I mean, I just, you know, was surprised to see that and realized, oh, I have no idea what litigation we're involved in, but I know that's all outside of the retainer.
and I see where Anthony's coming from, is that, you know, if they're in the middle of litigation, ‸ you certainly don't want to have that discussion openly up here because it can, it can hurt us more, you know, in the long run. Well, I'm not asking for details. Yeah, I know. Just to be aware of what's,
Yeah. I'd be happy to sit down with you and they can give you the run of the mill as ‸ the manager. Every audit season, you get a complete, full, detailed report on every ‸ claim. And
from public records disclosure and being confidential. ‸ You know, in addition, there's risk management issues too because part of the risk management program through the Florida League of Cities, some cases are covered by insurance defense. So, you know, we're coordinating not only with the city manager but we're coordinating with ‸ the insurance.
I can give you a general ballpark on average annually. I mean, we're evaluating somewhere in the neighborhood of 40 or 50 ‸ claims ‸ reporting on ‸ any given year. Some are in suit, some are not. Some are being ‸ handled by ‸ the city's insurance carrier and their adjustment adjuster team.
man from Coco. He's juvenile, got in a lot of trouble. Another case of fatherless homes. not having a lot of male influence around. So that's why I was late this morning, so I apologize for that. ‸ Great event this week, Thanksgiving, Jolie Smith Center, was awesome. I didn't eat a lot of food because some of my officers ate all the ‸ food. ‸ But it was a great event just to see people out and ‸ loving on one another. I think that's what we need more in this country. And definitely more in this city, just more love for one another. So it was an awesome event. I went to Melbourne as well.
p.m. in Melbourne at Lipscomb Street Park. ‸ So yesterday was just full of great, this is a great day just being around people. So that's all I really have. Happy Thanksgiving, everybody. Enjoy your family because you never know what's around the corner. So we need to enjoy one another as much as we can.
on some things that I had on this list right here that I want to talk about. But I attended the swearing in of Councilman Elect Cador and re-election of Councilman Ferguson. And that was a nice event at the city

Yes, mayor and council, this agenda item is a request to approve a resolution amending the fiscal year 2020 adopted budget for purchase orders rolled over to fiscal year 20,
money for capital projects through the use of various fund balance reserves and to transfer fiscal year 20 budget for specific items identified as requiring additional budget. So, this agenda item is requesting budget to be rolled over as basically three parts. One part of it is that at the end of the fiscal year, there were purchase orders that were open. Some of them came forward to council as multi-year agreements. Some of them were intended to be completed in the fiscal year 19, and they, for whatever reason, were not completed. So, budget amendment number 20-012, A1 and A2, is a request to roll over the balances that were left on those purchase orders. Then, secondarily, there were some projects that were budgeted in fiscal year 20, and the projects were not started, but basically, they accounted for that money as if it was going to be spent already when we calculate fund balance reserves and other reporting. So, we're requesting for that budget, uncommitted capital budget, to be rolled over. And then, in addition, as part of a regular analysis, staff goes through the budget each month and determines if there's anything in the budget that needs to be cleaned up.
budget needed to move around, that it was in the incorrect account, or we discovered through process that it was in the wrong place, so we're requesting for it to be transferred.

in addition to budget transfer 19-118 T1 and T2 are as a result of analysis at the end of the fiscal year. There's a lot of accounting entries that occur that cause accounts to go over budget. budget and ‸ so this agenda item is providing budget for those types of items. We have 60 days after the end of the fiscal year according to state statute to clean up our budget and so this agenda item is cleaning up that budget.
