Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
224 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 15 voices separated from the audio.
20 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 92.2% of 9,756 content words.
Dotted words (192 places) are ordinary wording differences: hover or tap to see the other reading.
224 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Good evening, council members. It's a little bit sobering to come after something so jolly, so I apologize, but we're going ‸ back to a regular meeting now. My name is Kristen, 5524 Brilliant

Group. My comment is a follow-up on an 1124 email I sent to you all last week on topics that I'm looking for updates, and I'm just going to go through a couple of different topics here. One is the fulfilling of public information requests pertaining to parks information. Currently, I have three requests in asking about parks information. ‸ They go all the way back to as early as 10-7, October 7th, and I'd just like to request ‸ to get timely information back. I don't- I'm very interested in the parks, as you know.
fulfilled. There is a city policy on providing access to public records that says that all custodians help knowledge, request to inspect or copy records promptly, and respond to such ‸ requests in good faith. So I do ask that the city staff get back to me on that. Next is on the park spending and planning. The last parks update was in August, and I'm very interested in current status of overall spending and improvements at each park.

look forward to that. Next topic is on the Sustainability Advisory Board restructuring. There haven't been any updates on what's going on with that. I'm looking forward to hearing more about that. I'm currently confused on the October initiative and the progress that that's going to make for the city. I'm looking forward to more on that. I just haven't seen anything yet. I do support the city assigning staff that has sustainability
They have an intern that they have. There has been feedback to the city that having adequate staff that's assigned to the sustainability initiative would be a big help to that. So I'm going to be following that regardless of where the direction of the sustainability goes. I'm looking forward ‸ to that in 2022. And
Only Councilwoman Cost has suggested that we have a council discussion on that. And I would really welcome that as a citizen. Lastly, planning and public engagement for 2022.
engagement aspect. I did submit suggestions to go into the first quarterly newsletter. I think that would set a great tone for 2022. The newsletter has the opportunity to be very helpful for promoting community engagement. And I do look forward to seeing if those suggestions are heard.

The plan was here to help COCO prioritize and look at some of the resilience measures. And they did, the city did engage in some of the recommendations that were made. But overall we were overlooked in the budget and we were not really engaged. We were not engaged with as a ‸ board. We made, we were hoping that the next budget year we will be able to work more closely with you. Other communities support their sustainability volunteers and we would also like to work with staff and have an ability to work towards these sustainability goals. Because this is to strengthen our municipality and for today and into the future. Unfortunately, there's been a lot of targeting and it has been a learning process for us. We're a new community, we're a new committee and I just thank everyone for being patient and working with us. We really do care.

However, with my experience, the meetings and procedures were chaotic. One example was, so the chair had missed three meetings, March, April, and May of this year, And the problem with that was no one was told and appointed to fill in for them, And so someone had to be quickly appointed at the meeting and take over. And most agendas did not have any information. They just said verify last meeting's minutes. There was no topics or going over past tasks.
and an email from the chair that day said, we are not deciding any voting issues, just talk things ‸ through face-to-face for a better and more efficient meeting. I did not attend. However, at the June 4th meeting, seven days later, I discovered that
created at the Environmental and Justice Workshop, and we were going to vote for the top five so that we could endorse that for the city's budget. However, the city had already had a meeting for the upcoming budget by this time. ‸ We had a list of 10 ideas with guesstimates of prices, no information about each idea or what it entailed or the reasoning. These were created by a group of, I'm guessing, three or four people at a non-recorded workshop. I remember a couple. One was a consultant for a survey, which was $60,000 in tax dollars, helping the trail for
and that was $50,000 of city money with a matching grant of $50,000. Someone would just blurt out a question, and we get a broad answer, no exact details. Then someone would blurt out, I like it or I don't like it, and the chair would say, okay, we'll keep it or move on. I strongly oppose the
and I complained stating that a vote was not done for previous items. So starting then, did we start having voting by raising our hands and saying yes or no if we wanted this done? I left at 9 p.m., an hour after that meeting should have ended, and it was still being
Flag: words were replaced by a machine repair · 00:16:02–00:16:02 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
All the items were still being discussed. And I had not been allowed to show my two-minute PowerPoint of native plants for retention ponds because we were working on the voting issues. This just shows you didn't know what would be discussed at a workshop or a meeting. I attended another workshop with three others. We were all assigned a task, and the chair took notes. So I called the utilities department to ask about
and I was told that they'd just forgotten that I was assigned that, but we never did discuss those items again. So I never understood what was the point of doing something in a workshop if it was no follow-through later on. Another incident,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:17:14–00:17:15 · unresolved: the words are not shown (unclear audio); listen to the recording
A member used their role on the board for their personal project, a butterfly garden. They went to a county building and asked a county employee to help make the garden, and that employee said they could not do that. So the board member was upset and went to that worker's boss complaining about them. That county worker asked me if board members could get someone fired. I said, no, we're just volunteers and apologized to them about this. Again, I called the leaders and
and nothing was going to be said to them about the incident. I said I was worried about working with someone who'd act this way, and I was just told to give them a chance. They're a good person. So it was just frustrating. There was no accountability. I was also assigned road memorial markers for the city of Coco, and this was assigned to me at a task board meeting. I was told to give an update in two months. So me and two ‸ non-board members had Zoom meetings. I called people, got designs made, made my presentation, and at the board meeting, right before I was going to present the information,

just frustrating with the lack of communication that ‸ I felt. My solutions would be to run meetings with more structure and order, have agendas that go over past tasks and follow through and have a topic for current meetings. If nothing else, so the public knows what's the topic if they want to make input, have more balance of representation. I know four of us on the board, we live within a mile of the Indian River Drive, and

we just did not have representation. ‸ And I think better communication between the board leaders, the board leaders and members would be helpful, and between the board leaders and council members about what the focus should be for the Sustainability Board. I think there's maybe a disconnect between what council members want and what the Sustainability Board is working on, and that needs to be communicated better. And that's it.

It's just, I could see it do so much more if it was just better rules or structures or something, better communication. It just, just needs help, you know, because it, there's good, good intentions, but, you know, so I could just see it do so much more and so much

Now, I hope that we will... I hope that we will really look at how we can improve this because even though we're restructuring, unless we've got staff that is really able to get in there and facilitate this thing, because I feel like what happened was we never had that relationship with staff ‸ because the things that we're putting together an action plan, but it's going nowhere from there.
Well, and I would love to see more representation from all over Coco because we didn't know what the problems were. I mean, a new member came and said one reason black business owners didn't get CARES Acts was because they weren't licensed business owners. They didn't know how to get ‸ an official license as a business owner. And that she saw that as something we could work on. It's like, wow, that's awesome. You know, let's work on that then. But ‸ a lot of us, we don't live in the area. We're not aware of those issues. And so until someone pops up and ‸ so I think it'd just be just what is the purpose? Thank you, Mr. Mayor. This agenda item is to clean up the budget the city has through November 30th, according to state statute, to adjust their budget for any issues that are found throughout the course of closing out the end of the fiscal year. So we shifted some of the money around where there was excess money. We provided money to clean up the budget. So ‸ staff is requesting council approval of this agenda item.

Okay. So I just wanted to talk about a couple of events that we have coming up. Next Saturday, we have our holiday festival. That will be from 3 to 7 p.m. in Riverfront Park. We have some holiday activities for kids, holiday movie in the park, face painting, character artists, that type of thing. And

participating in the Cocoa Rockledge parade, you can reach out to Brevard County Parks and Recreation and they're accepting float applications. I believe as of a few days ago, they only had 13. So we want to make sure we fill up those floats. So please help us spread the word. We've put it on our social media pages. If you guys, if everybody can help share that, we're looking ‸ for float participants for the Cocoa Rockledge holiday parade.
and goes into Cocoa Village and ends over by Lee Winter Park. And again, that's next Saturday, which is December 11th, I believe. Yes, December 11th. And then we have, we are ongoing in our food drive efforts as well. So
We held two big food drive events. We had our kickoff event with Mike Erdman Automotive. And then we also had a huge collection with the Cocoa Police and Fire Departments at the Cocoa Walmart. We were able to collect, I think we have a total right now of about 16,000 pounds of food. And so we are still a little bit short of what Rockledge has right now. So we do want to try to collect a little bit more than Rockledge. So we are still collecting at all of our city facilities. And then we are collecting at our holiday event as well. We're asking people, we do not charge to get into that event, but we're asking everybody to please bring a food item with you when you come to the event to donate.
a hot plate makes a world of a difference to it as well. And I know it's hard for us to weigh ‸ that. But you know what I'm saying? The amount of food that they prepare, could that be contributing toward our overall total capital?
they can be cooked and feed a lot of people. You know, we did that. ‸ Definitely they say non-perishable foods, but ‸ we got a ton of frozen turkeys and donated it right before Thanksgiving weekend. ‸ So really they will accept any foods, but they like to ‸ fill their shelves with the non-perishable goods. We do get a good donation from the historic Cocoa Village Main Street. They order big supplies from like Cisco and stuff. So you can definitely do that. They will take cash donations because they can use that and buy in bulk as well. So really anybody that wants to support, we will not turn anyone away.

Obviously, it's definitely near our U.S. borders because it's in Canada. So there's a lot that's not known about this variant yet of whether the current vaccinations that we have will combat it or not. There's still a lot to learn on it, but they are definitely sure that it's going to be as bad as the Delta variant, if not worse. So I would continue to encourage our residents to get vaccinated, look at where they can go to get vaccinated. There's multiple places that are available to get vaccinated now. They're carrying all of the vaccinations. We are seeing a trend. We're kind of at a plateau right now for the positivity rate on where we're at. We haven't seen it go up and down, but just keep in mind, we will not see our Thanksgiving numbers until probably late next week. So that'll be a kind of a telltale on where we're at with our positivity rate. The Merritt Island site is still open for no lines, no waiting. If you want to go over there and be tested, you will get the rapid test done along with the EPC test that they send off at the same time to verify your rapid test results along with the monoclonal vaccination if you need it. There's no appointments needed for that. And I just called today and checked with the site supervisor.

And then the last thing that I have for you is an employee for the Cocoa Fire Department. He was an employee before I got here and was gone before I got here but had retired. Lieutenant Mike Artelli passed away this Saturday. So we're working closely with the family to find out what the arrangements are, how we can assist them. But certainly he had an impact on our community and more importantly our organization. So our thoughts and prayers go out to the family and we'll keep everyone aware of when those arrangements are made and we'll send that information out. Yes, sir. Thank you. Yes, sir. Thank you.

All right. I just ‸ want to express to council and everyone how optimistic I am about, you know, upcoming ‸ year and our parks improvements. As you all are aware, we replaced a lot of our equipment at the parks this year. And I can tell you, just riding around the city, I've been seeing so much participation at the parks. Kids playing every day. Like, Anderson Park, for instance, has been a packed park every day. And we are nowhere close to done with what we're going to be doing to the parks. And so I'm very excited about that. You all will notice if you're all around the city, you'll see. And like I said, we're ‸ nowhere near done with what we're doing to the parks. I also want to give a big shout-out to Cocoa High football team as they advance to another playoff game this Friday.

I have to say that mostly what the drama from this has just got to be channeled into something constructive. I've been doing a lot of thinking about this. People around the county have been doing a lot of thinking about this. Because there have been similar problems in other committees.
say, any of our other committees. Whether it be utility advisory board, planning and zoning, board of adjustment. All of those are committees where the staff comes forward with an agenda to get the direction.
In the case of sustainability, they were actually writing a plan. Which is ‸ virtually impossible to produce a product working under the Florida Sunshine Laws. That was just really, really difficult. And so I feel really bad that so many people were thrown under the bus. And

course. And to Linda Gombert, who is actually defamed in some of the Facebook posts. And I only bring her up because actually she was insulted in terms of her credentials and career.
plant recommendations. ‸ And in fact, Linda Gombert has two science degrees from really notable ag institution. And she teaches master gardeners. So there was confusion there.

And I know that Christina thought they were just too involved in our activities. But the big thing here, I think, to, so that we could move forward, if we can move forward, is going to involve having, like it has in other committees, having staff, a staff person that has a sustainability lens and that has the capacity to bring this to the rest of staff for implementation so that the committee can focus in on refining the plan and making recommendations.
to have some report tonight in regard to when we will be finalizing the new board. I haven't heard a deadline yet for submitting those names, even though I understand that some recommendations have been made. But I don't think it's going to matter much unless we can do that. Now, there are lots of sustainability. There are lots of municipalities that don't have sustainability boards. But they have someone on staff that has that assignment. So, I mean, that would be another route to go if we just can't seem to involve citizens in this in a different way of doing things. Or in this committee that seems to have such a different character. Or maybe the problem is that we somehow, the committee needs to be, operate the same way the other committees do. And if we can figure that ‸ out,

be great, too. So, I still just want to offer my gratitude to the committee for your many hours of dedication and to really pushing through, despite the fact that sometimes it is confusing, to actually write a plan with that many people. And I'm hoping that we can make use of that for a better

the code enforcement board can initiate ‸ foreclosure of the code enforcement lien under appropriate circumstances. If it rises to a level of public nuisance, there are city codes that are on the books that would allow staff to use the proper procedure to abate the nuisance, which can go as far as if the property owner, you're saying is deceased, but the property owner or a violated doesn't clean up and abate the nuisance, then the city is authorized by code to take that action to abate the nuisance.
