Agenda (the City's wording)
The City's agenda for this meeting is on file (SA_Reg_Agenda_12_01_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
312 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 8 voices separated from the audio.
37 short machine repair(s) (43 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.3% of 16,187 content words.
Dotted words (436 places) are ordinary wording differences: hover or tap to see the other reading.
312 passages (19% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
01:48:00 (11 s) — neither reading has words
01:49:58 (10 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

achieve success. We don't have a lot of time, but we must use our time widely. Achieving the goal is more important than proving the point of the moment. Our task is formidable. The reward for our ‸ success is sustainable. Two quick points of illustration that I have some expertise in. Affordable housing. One of the fastest growing problems in America. It's interesting to know all over the country, affordable housing is deemed by city after city, community after community, large or small, ‸ as a disaster. And the solutions, quite frankly, there are none. There's certainly none that are provable that you could say, I'm going to invest $3 million in this solution and tomorrow I'm going to have a problem to affordable housing. I've been involved in five different major affordable housing initiatives. One involving millions of dollars. They've all failed to be sustainable over a period of time. One example, just to give you a sense of how difficult this is. A huge amount of money was invested to upgrade existing community housing stock in three neighborhoods in Milwaukee. This stock was superbly built in its initial days. Hardwood floors, stained glass windows and houses, marble countertops, real marble, not that whatever, whatever that fake stuff is called.

50 were resold and recovered the investment in that property. The problem is you take a piece of property that's on the market for, say, $50,000, you have to invest $70,000, $80,000, $90,000 to bring electrical up to speed, plumbing up to speed, remove

the floors, put in refrigerators, ovens, stoves, and now you have a property that should be worth on the market 140, 160 and its price is 62, 67, 71, 78 or 57, 58, 55. And so that though if you had unlimited resources that would be a great way to save communities and develop affordable housing. Other people have tried designs, different designs, smaller housing, we have some of that around here, different building materials. The people I respect in this field say that the answer will come when the feds and states and local communities look at this like they just we just

the computer chip dilemma, which is you create a kind of funding that's three-tiered and you say we've got to innovate, the local ‸ government entities got to approve around zoning, planning, building codes, you know,

have a national initiative to try to innovate in such a way that we can provide affordable housing. The gap is getting so big that we are very near having a time where there will be no place for affordable housing because it can't be built. You'll either be able to afford market housing somehow or you'll be stacked up in god knows what. So that's just an example of that to me is a reality check. Check. I know the village is working on affordable housing initiatives but boy if you really want to solve it and get enough units to deal with the problem, it's a massive, tough task. And that's one of the tasks we have on our plate. The other thing is storm water. I hate to say this but I'm a storm water freak. I love

All the streets are porous. So underneath the streets the water seeps into the streets through sources on the side of the streets goes into underneath. Same thing storm water management. So when you're doing infrastructure work you're also doing storm water management which is the ultimate in sustainability and you're stopping flooding. The other great thing about the storm water management system

Not flooding dampness. And so when the storm water comes, all the storm water runs off the street into the bioswales not into the sewer system. It goes into the bioswales. The plants absorb a significant portion of the pollutants that are in ‸ the gunk that's coming off the street. Then underneath it it goes into the storm water management. Sits in a filter system again which is

So it's like a lot of things that we're going to be faced with. There are solutions and they're not necessarily costly solutions but they require their commitment solutions I guess is a good way to put it. And so I'm excited about the task we're taking on. It's not an easy task. The solutions are not, I don't think it's
They may be difficult. I hope we can find a pacing that we can get some early wins because I think early wins are important. I ‸ think it's important that we find a way to have good dialogue with the council and staff that helps the council out.
and that we have to be able to work and find compromise and to get to the solutions to the problems that are put on our plate. So that was kind of my little opening shtick. Stockton, I'm going to turn it over to you.
I appreciate it, sir. So, um, you know, at the last meeting, uh, we went through an overview of your duties, functions, and roles and responsibilities. Um, we talked about, um, the sunshine law. Uh, you obviously you selected the chair and vice chair. Um,
going to come back and have an update on, on the plan. Just what's happened, uh, within the plan, what's been implemented, what hasn't been implemented.
so I'm going to do that, uh, not on the entire plan because it's, it's a massive document, but, but, uh, the plan does outline the sort of first year, um, priorities and objectives and initiatives there.

and the, and the initiatives with regards to those are sort of the spokes to the umbrella, you know, and so how we implement it. So, uh, five goal, five, uh, star objectives. They're up there on the,

sorry. But can you, can you, for the committee's sake there, the, the star goals are, these are, these are focus areas or, or can you just give them that sort of definition? Yeah,
I think if you would go to the plan on page 10, there is a, um, it starts a section about it so that we don't take up time in the meeting tonight. If you just read.

city staff is, uh, is, uh, ‸ has the authority to do and we'll, we'll take partnerships. So it's going to be a partnership between, uh, the city council, the, uh, the sustainability board, uh, city staff and citizens there. But just to sort of, you know, frame, and this is, I think, best sort of highlighted in the spreadsheet that's on the end.

I should read from the paper because I can't see that far. 12 initiatives, 19 action items. And then natural, natural systems is one objective, four initiatives, and 17 action items. Climate and energy, four objectives, 37 initiatives, and, uh, 80 action items. And again, that's my count, you know, because you may have an action item that may have, uh, different subsets or different components of that action item.

are first year recommendations. And again, you know, this is, this, uh, the committee and the board has gone through, um, some changes. And so I think that's a good, uh, place for us to start. Although this is sort of year two of the creation of the board there. I think we need to go back and revisit just what's happened on those sort of first, uh, set of priorities out of the box. And I'll call them that because again, they were listed as,
No, no, no, but it's, it's useful because it was a really interesting conversation and it was around consumption and where cocoa is as a provider for the whole region and how are we managing consumption. And right now we, you know, or as of that time, looked pretty good in terms of our extended and continuing capacity, but wanted to look at how do we monitor that so that citizens have some self. And
his, was his staff picked the water one? He's got a whole, or I say he, because I hear everything stock. We got a whole big company out towards Orlando.
No, no. If, so I assume, I assume, well, I'm sure the, the guy that runs the water place, he's got a set of goals on water management, quality, volume, yada, yada, yada. Yeah. And so when I see the report, so he's, he's got a contract with Stockton on all those things on his job.
staff on each of the, so look at the very large appendix in the detailed table. And we reviewed that with each staff area. You've already, you've already done
We did that. Yeah. As part of the plan. So then as we rolled up though, which of those got selected? Like we weren't as engaged with, with staff at that point. Okay.

There's a, there's a, there's a, there's a final product, which is the plan and, and staff was, was presented. These are the draft goals, initiatives and action items there and,

Jack says on this particular one, and you'll, you'll see there. They're sort of, there's a status report on it. So we're doing things in regards, but, but there's all sort of water data, you know, it says, and the, the, the initiative is to demonstrate a commitment to local government transparency. And public access to water monitoring data. And so there's a drill down of specific type of data. He doesn't know what that is. Sure. But again, we can get to that just by simply staff is here and we're going through each of the star goals and the, the, the responsible staff is, is here asking questions.

Let me finish. If we have six volumes of this, now I have, I have an understanding. But if I don't have an understanding that you met with these people and they know or don't know this, hell, we don't have anything. You understand what I'm saying? I'm not disagreeing with you. I'm agreeing with you.
Yeah. So I would say that as we left the working groups, that was a consensus approach to with staff and with the board. And then the support staff for the committee was updating those. And there were also a series of interns from FIT that were helping to update those tables and reflect what. ‸ So we have
And like anything that was done two years ago, it was done to the best of, or four years ago, ‸ was done to the best of everybody's ability at the time.
through it is to better understand what these goals are, what information is available, who has participated in providing the information, the quality of it, and what steps are needed to be taken next.
Yeah. And so that's, that's not meant as a criticism. I think it's a natural evolution that, that we now come back to the table with staff, with the council, because again, this ‸ probably three of the five member of ‸ councils were, were new to this product too. And so,
and here's what we mean by this, this goal, this initiative and these action items here, because if you just look at the report, and I, again, I apologize that you guys only have the, the single sided copies.
so you all got to look up there, but, but if you look at the report, it says the recommendation is to demonstrate a commitment to local, uh, government transparency and public access to water monitoring data. And then I'm going to tell you that, well, it's a requirement, um, that we produce an annual water quality report each year with water monitoring data, you know, so, so, so you, you, you have that recommendation, which we were already doing. And so maybe you meant something different by what's out there. That's all, that's all I'm saying.
Well, it was an easy checkmark. And so, um, and, and again, it says this report is printed and electronically placed on the city's website. So you have a full, uh, annual water quality report. That's a, that's a requirement of, uh, probably the consumptive use permit and it's on the website each year. Uh, we also do, uh, place copies at city hall and public library. And, uh, and we, we, we obviously put that report in all of our city communications or at least the data from the report, including social media and newsletters. So, so again, you know,
water conservation. And again, the requirement of the, of the consumptive use permit is that we have a PR officer, uh, conservation officer that is dedicated to promoting the, uh, water conservation methods.
conservation PR person over in the utilities department. And their full time job is to go out and educate the public on, uh, water conservation issues there. Uh, again, information on the website.

the rezoning process, um, to do affordable housing. Um, I think that was not zoned commercial, but it was zoned maybe residential, maybe commercial. And so if it's an affordable housing project, then you don't have to go through that rezoning process. And so that's a, that's sort of a catalyst

boil up all of these, and if we had to make a choice on what would we try and approach in the first year, either as Mike said for easy wins and low hanging fruit, or because it's just this important, we need to start tackling it.
Right. And then may I ask, are these then like built environment, those five recommendations, then they're listed later in the back of this in the very itemized plan.

Okay. And somewhere in here, that language that Stockton is giving us tonight is in here. In the tables. Yeah. I'm just not finding it, but I will. Yep. If I could have a complete copy of this email to me, would that be possible?

All right. Um, and so again, in terms of promoting and educating residents on water consumption, we do have full time, uh, conservation officer. the same sustainability lens, you know? It's part of making the deal. ‸ But again, you know, if you want the council to pass a resolution that allows you to forego the rezoning of this commercial parcel into the residential parcel, then there has to be something in it for the citizens of the city of Cocoa.
That's an ongoing priority, I would say, for both the city and, ‸ obviously, the Cocoa Police Department. There are a number of upgrades that are ‸ in place that I think is going to help with this because those upgrades will hopefully get kids and families back into at least some of our major parks. So...
our parks have extensive capital infrastructure needs. And so... And I'm talking basic needs like playable fields, you know? And so you're not going to get there until kids actually have services that they can play on so that the

So moving on to equity and empowerment. That's Dargo. It says improve communication by increasing the use of the city of Cocoa's website and Facebook page. And two years ago we actually redid the entire website. We did a redesign of the website with the intentions of making it more user friendly and updating it. And hopefully it is more user friendly over what it was there. Our Facebook page is a very successful. We have 14,000 followers and

useful information there. So we're very proud of that. We also use Twitter, Nextdoor, which is, you know, a door to my side, but Nextdoor and YouTube there. So, so we, I think we do a great job of, uh, of, uh,
we do the text messages again on our website. Uh, the new police chief does community walks. And I think that's the first time that that's happened in the, in the city of Coco. Um, so, um, you know, we think we do a good job in getting the word out on those.

How could they could get done work with the staff to figure out what the impediments are, see if we can help with eliminating some of those impediments and end up by getting some things done.
So, yeah, we're not be holding in a sense that we've got to do everything that they say ought to be done. But we do need to respect the work that they put in and we do need to accept responsibility that sustainability is important. And ‸ I
don't disagree with anything you said. I just, from my seat, it starts with the budget. I mean, how much money do we have to work with? How much money does the city have to work with to implement so many of these things?

a lot of these dates are well out. I mean, if it would have been enacted in 2020 and I guess that's part of my question too. This was the plan that was,
So I have to wonder how often the departments have referred to the plan or like happens in many places. Was it just shelved? Do they even know that the plan is a work is, is outlined some of their work because it does say that the budget exists for it in certain categories? I totally get, because when I was looking through this, I was like, Oh my God,
Is that in addition to their job? You know, I was like, Oh my Lord. So I was happy to hear that they ran on the discussions, first of all. Because if, if I were just, if I would just be handed to this document as a person listed in here and I already had a huge job and then I had a hundred and however many tasks yet that I had to do, I'd be,
I'm kind of curious how many people who have been charged with the various things have done any action items is basically what I'm saying. Like I, I understand everything that you put up there for the overview, but I'm wondering about the specifics.

at dates because as a person who's in charge of an action plan or was in charge of an action plan. And boy, was it ever a frustrating experience. Um, I had to look at dates and my name was by stuff. And if I didn't have it done, I was held accountable for not having it done.
If, if I may, I think in simple terms, it's important in terms of the legislative structure is my understanding that the council accepted the sustainability action plan.

there. I sit here as a city manager, as a wanting to be a partner in the process. And so I guess we can go back and forth on ‸ what should have been done, what didn't get done. And I can give you the update on the on the extensive rollout there. But at the end of the day, they got to understand this is what ‸ we meant by that. ‸ These are and you got to understand the budget constraints. You got to understand how the grant process works. You have to understand, you know, how the consumptive use permit applies there.
And that's a ‸ good point to end on. So, at the next meeting, if we're all in agreement, we're going to come up with ‸ short, midterm and long term priorities. We're going to get a briefing on the budget.
The committee is going to do that. We're going to do that. We're going to do that with a board and throw some things up there. And we'll all have a chance to, you know, put them up.
we'll take those priorities and sit with the staff and go through and find out are those doable in those kind of in that context? And if not, why not? And we will have been briefed in the next meeting.

you have a long term strategic plan too, right? Is there and what's happening on the federal level? Is there, you know, we've got, we just got through midterm elections. We're going to have a presidential election in two years. And who knows what's going to happen with the Congress and the Senate and what kind of national funds will be available. So, you know, our window to do stuff is going to be fairly short until we see what, what's going to happen on in other places, both on the state and the federal level.
and, and to then get some short term, midterm, long term priorities, um, get a sense of the budget, and then have a meeting with the staff to see what maybe is doable within our windows and most important of all, to get some things done.
So how do you see that next meeting looking when we come and, um, talk about our priorities? Would you like us each to pick one, uh, star objective that like the BE1, the BE2? So I show up, I'm just picking one. And I say, I think BE2 is priority. And somebody

no, I think it works the way you guys are setting it up. And let me, to Mrs. Johnson's point on the drill downs, you know, she, she listed the one that was under built environment and it says reduce misdirected ‸ upward, outward light emissions caused by street lighting. And the, and the staff response, I think back then and his response probably today is the city has worked with Florida power and light to convert all city roadways to LED. You know, and then the conversion of that is obviously you got to do the photometric studies to, is it directed correctly? You never get there. You know, if you, if you, if you wait on Florida power and light and so, and so do you, do you have a dialogue where maybe we start in the village by owning the lights and no longer renting them through Florida power and light?

Then the meeting after that, then we'll, we'll meet with staff and they'll, we'll have provided them with what we've got. And we can see what the response is there. And then we'll be in a position to say, do we meet with staff on nine other things? And now, and how do we evolve that? Or is there some other way to go?
As I said, that's the reason I said in my opening comment, this is a very complex, broad-based thing. And it's not easy to cherry pick two or three things and say, okay, we did those things because they all wiggle. And I think it just behooves us to focus in on the conversation. Let's get some things up. Let's meet with staff. Let's see if we

be the first Thursday. ‸ That's what was sent out initially when we were told we were way back when, when we were first contacted, we were told the first Thursday of every month. I put it on my calendar.
discussion. I hear two people saying they can't make. ‸ So I thought you guys had a different discussion. I mean, we, we, we can look for a January date that everybody can make.
first of all, you're not going to find any date that everybody can make. That's, that's a given in meeting worlds. So pick a date, pick a date. And as long as we can get 80, 90% of the people, I think we rock and roll.
No, no. And the, and then we were scheduled to meet in November, not the first Thursday, but then people couldn't make it. So it just so happens that this meeting happens to be on the first Thursday. Okay. Yeah. Which is perfect. But remember originally we were going to be in a different room and staff was not necessarily going to be here because somebody else had this room when we scheduled that meeting.

Dr. Yeah. Okay. Done. So the first Thursday in January, the first Thursday in February, and then we'll figure out whether we want to do what we want to do next. Is that okay with everybody?

And so if you go to Florida Power and Light and you say, hey, in the city of Cocoa, we want to upgrade the LAD and we want you to make sure that the, that the downward and the upward ‸ is set correctly. You get on the list that's probably in the garbage can.
well, I, I think that we need to address the lights that are in the, in the high crime areas or the areas that have some safety concerns. ‸ And you give that sort of, um, limited direction or request to Florida Power and Light, you may, uh, be able to check off some things

development from a sustainability perspective consistently, and so that everyone would know what is expected, what is done. So take a ‸ special look at that as you're reviewing. Thank you.
I have one other request. This is just, ‸ this will help our work. Can this plan be uploaded on the government site somewhere where we can have access, and as, like, if you find that that report is made, you can just put a little check mark there and we know it's done, so it becomes a working document that as things get done, as opposed to not being able to see it being done as we go along.
Yes. I don't know if it's edible, editable on the website. And we wouldn't want the general community in there editing it. So we would want a little workspace for us.

Yeah. Well, yeah. We would want. What I'm asking for right now is if it could be edited to show what has already been done, that would be the staff, because the staff is obviously doing all the work at this point. And then as we go through,

We've got $100,000 of grant that we're going for to prioritize where stormwater baffle boxes go. And you will find the comp plan, a list of items that are in our comprehensive plan, which is actually the blueprint for this for the ‸ city.
