Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
81 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
6 short machine repair(s) (7 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.3% of 3,954 content words.
Dotted words (95 places) are ordinary wording differences: hover or tap to see the other reading.
81 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

of $86,000 for the purchase of a land on 203 Orange Street, Cocoa, Florida, including closing costs and boundary survey for the purposes of workforce homes or housing in the Cocoa CRA. This is RU-210 property. Mrs. Noodleman, ma'am, the floor is yours.

the negotiated purchase of the property at 203 Orange Street and directed staff to work with the seller to get the agreements and the sale of the property. And we are working with the attorney's office doing all of the due diligence necessary, which includes the boundary survey. And we'll be working with the closing costs. So this is a budgetary amendment that is moving funds from our fund balance into our operating accounts in order to account for the purchase of the property in the amount of $75,000. And the $11,000 additional is for the boundary survey and any closing costs that we may have. We are working with the seller to finalize the written contract with the property for the sale. And we'll be, we'll let you know as soon as that sale is complete.
Well, the plan will be doing RFP, which is required by Florida statutes for CRAs to, uh, to select a developer that will, uh, will solicit that program in for, for workforce housing, affordable housing type projects. Okay.

docking and breakwater phase one. This is preservation. Yes, sir. Design and permits for 14 docking slips. Funding is contingent on city council's approval of the agreement plan for December 12, 2023 council meeting. The floor is yours. Mrs. Neuterman. Ma'am.
Thank you, Mr. Chairman. Back in March of this year, the staff applied for the Florida Inland Navigation District grant for the purposes of doing a phase one design and analysis and permitting for docking slips for the 14 docking slips.
in the last storm of November of 2022, and it was necessary for us to apply for additional funding again to go out for not only the public docking, but a breakwater phase one. So as part of that analysis, and we'll talk a little bit more at council meeting on Tuesday night when the agreement comes before you is to do a design of a breakwater system and to do a design of the docking slips and to go through the permitting process. You as the CRA is tasked with funding this portion of the project, and we are asking for approval of the resolution amending the FY24 budget in the amount of $84,000. The grant itself was $168,000. Your portion is $84,000 for the project.

30th of 2025. The design is extensive, especially in regards to the breakwater portion of it, doing analyses on where and how best ‸ to do a breakwater in the lagoon area and in our area. And then the permitting. The permitting is probably the most detailed portion of the project is getting the permitting filed to the appropriate agencies in order to move forward with construction. Once we've completed design and permitting, then we'll be able to apply for funding, future funding with Florida Inland Navigation District for the construction of these breakwaters.

Just so you have a few housekeeping facility reminders here, the city hall will be closed Friday, December 22nd and Monday, December 25th for the Christmas holiday break and then closed again on January 1st for New Year's. And we want to thank those members that went to the Florida Redevelopment Association conference to to learn more about what we do with the CRAs and how other CRAs handle their operations. And

Yes, so I didn't get to do that the last time. So just it was it was a great conference. The big just the big learning pieces. We're again and I don't know.
‸ The emphasis on place keeping, you know, finding that identity and really ‸ building on it. That that contributes, you know, reflects the culture, reflects the history and contributes to more unified community. There also is a lot of emphasis on pushing back against mediocrity and and that any place USA phenomenon.
But these franchises come in ‸ and they will put up their usual facade. But for those communities that push back and ask them to fit in with the look of the community more, you'll well, you know, numerous examples of Starbucks and all of the chains being willing to do that. And, you know, being able and willing to do that. So but it's a matter of asking for it. We visited the tour that I took was through St. Augustine and then walking around the Lincolnville Historic District, which is the African American historical community there. Really interesting ‸ course, they do have height limitations. They have the three stories within the ‸ within the historical district and then surrounding that.
most people that are doing any sort of development want to fit into that historical community and are more than willing to work with the city on the on the. The architectural features.
couple of interesting things about Lincolnville that that really stood out to me. One, ‸ the director is actually somebody who had grown up in the area. And one of her big concerns was that the population had changed so that at this point, you know, is less than half the people were actually African American. There's been a gentrification that took place along with it becoming

that wasn't necessarily to their best interest in the long run. So the director has spent she spent a lot of time communicating with the community members that are still there.

to get through grants. So the church still operates it as a church. But it is a recognized property of the historical district. And then of course they do a lot with signage. And even in places where you don't necessarily have the historical building, they talked about using signage just to denote where something happened, you know, recognizing that.
But it's pretty interesting. I'm sorry, I don't have any photos really. I should have just plopped the photos up. But there's also an area that was industrial that has now been made into a park.

little things like ‸ there was a mailbox for love letters. And those were just little notes from the community about the park. But just little special things like that that made it unique and create a memory when

And that we don't. We have many different types of historical buildings, different architectural styles. So I don't know that. I think that we have done a pretty good job of preserving what we had.
mean, similar to Jacksonville, we lost the entire cocoa downtown. You know, fire. So what we had was destroyed. But I think, you know, it's the marriage between what you have and planning for the future because you can get stagnant.
old Jacksonville, when they had their fire, they rebuilt, but they repurposed and recycled and reclaimed. And that part is, yeah, we're all liking to recycle. So I think you actually save a lot of charm and valuable materials.
And that I think it moves you forward because I came from a very historical town, oldest settlement and European settlement. And, you know, for I don't know how many years I
so I could, you know, grow and have a job that I thought would pay me well. And then I guess it was probably about 15 years ago somebody from Chicago came down and said, wow, you know, you could have a ballpark here.

better maintenance on, you know, like bird poop on the awnings and keeping the streets clean and improving our landscaping. And those are a little small things, but it really means a lot because anytime you go to somebody's home, the first thing you look at ‸ their front door. That's the impression you get. So I think there's a balance. Um, I think it has nothing to do with the number of floors that you go up.
the water is the smart thing to do. So you don't block the views and everybody gets a view. Um, but that's more sustainable too, because you're going up and your footprint is smaller. So yes, it was a very exciting tour. I think we could all learn and take bits and pieces and try to reincorporate it here in Cocoa on a little smaller scale.
years and, um, there are, there are a number of newer buildings, but they fit in. They look like they're actually part of the age. Um, and you can do that provided you keep those architectural features. Now that's why we, and it's been four years ago now, I think, when we paid for the architectural study that was done.
go by. Um, so, you know, I would really, we've never done anything with those, even though we think we paid 60,000 for the study. I had two architects look at it, both thought it was pretty good. Um, and again, it's 125 pages, but it's mostly photos. Um, so, you know, there's, uh, a lot that, um, to be learned there.
guidelines that are, you know, even give people a thumbnail sketch just so we don't end up with the hodgepodge. We've talked before about the truest bank that's on 520. Um, how that kind of doesn't fit in. Um, and we don't want to end up with something like that. Um, so, you know, I don't know. Is there, can we, can we bring back, can we at least look at those as a committee?
Well, I don't mind spending $50,000 for something as long as you use it. Yeah. When you're done with it. I mean, when you've got it. So I, I'd be up for having some discussion about it.

My apologies. Nevertheless, I mean, we can actually put the document back in front of, in front of this board. If you guys want to talk about this, the document there, I still think it, there's some additional work to be done. But we can certainly present that to, to this board.

Um, so this year they are finally installed. Um, it got installed, I believe right after Thanksgiving. And so it's a good thing that, that we did that because a lot of the residents in that, in the heart of Cocoa are very excited. Uh, they actually, they feel, they feel a part of downtown Cocoa, uh, for so long. It just, you know, you pass by Hewlett factory and all the other streets, stone street, you didn't get that. They love. And so now they feel, they feel like we gave them a big group hug. So,
got time when you leave tonight, just take a little drive by and just, it look, makes the area look, um, totally different. So, uh, thank, thank you for board for making that happen.
I just wanted to bring to the board's attention. Um, at ‸ the, uh, conference we all attended, uh, I met with a company that does a lot of the interactive lights. Uh, I don't know if

and, uh, to the board, I, I just want to give an acknowledgement to, uh, Jerry Sampson, uh, from the Florida Inland Navigation District. Uh, for the years of advocating and I'll just acknowledging that funds existed, uh, and that he would proactively go and tell cities, uh, every time that you went and met the, met them. Uh, and I just want to thank them and it's really nice to see that those efforts were received, uh, and that there would be a group out there who is trying to actually advocate for it. So kudos to his work and the whole body. Thank you.
