Agenda (the City's wording)
The City's agenda for this meeting is on file (PZ_Reg_Agenda_12_07_2022), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
41 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 6 voices separated from the audio.
1 short machine repair(s) (1 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 70.7% of 2,120 content words.
Dotted words (44 places) are ordinary wording differences: hover or tap to see the other reading.
41 passages (38% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

for all. Okay, thank you. On the agenda tonight, we're going to make a change. You'll notice there are only the bare minimum people up here tonight. Our chair, Russ Engel, left the board last month. He turned out and chose not to renew his, ‸ pursue another term.

So I'm going to propose we reschedule or amend the agenda to have the election next month in January. So another 30 days, we will select a new chair and vice chair. I'm chairing the meeting tonight.
selection of the new chair and vice chair will take place next month. Not a, it worked well. Don't worry. Minutes of the meeting. Now, we don't have, or do we have the minutes in here? Okay. This is one of my pet peeves when I was chair for all those years was that we received

So you have a.m. peak hour and p.m. peak hour. So it's it's the the most vehicles turning within a certain time period. So at any given time during the a.m. You might have five vehicles turn in there during the
And the only exit there's gonna ‸ be two exits I see here. One's gonna ‸ be the by the main entrance and there's gonna ‸ be a secondary. On to 524. That's correct. ‸ Okay.
I if I can real quick. So as part of that recommended motion, I just want to note there are three conditions here. And and so there's a those three conditions are listed utility department has as one comment just to clear up that should be fairly straightforward and done pretty soon here.
So they've they've put a sidewalk a clock across their frontage on State Road 524. They've done that on their property as opposed to in the DOT right away makes the process much quicker. We just need to work through an easement agreement to allow the public access on that sidewalk. It'll be outside of the fence and everything there and then the sliding gate on Friday Road just needs the opaque coating to match their other fencing.

Because it's it's on their private property. So they're granting a public access easement. To allow for the public to actually use that sidewalk. Right.
away or within their private property. And sometimes when you're dealing with DOT, especially for a minor sidewalk, it can get pretty complicated to go through their process. So this is a more streamlined process.

It appears to be fairly straightforward. Anybody have any questions? Anybody in the audience on the board? Okay. I think we're ready for a motion in that case. Do we have a motion to
Do we have a second? In the absence of any questions, all in favor say aye. Aye. Motion's approved. You're clear to go. Thank you. Thank you very much. Good luck. The city does need growth.

are just some of the projects that we kind of have in the hopper here. Quail Ridge is an apartment complex that you all have already seen was approved and it's expired. So they're reapplying. That one's over near Walmart off of Otterbean. There's a vacant lot back there behind the Aldi. So that's where that one's proposed. But that'll have to go back through the entire process. And we have a number of projects in review. London Cove, Baldwin, Tri-City, concrete. Most of these are, the majority of them are kind of in the industrial type areas.
Those are kind of moving along in the process. So probably first quarter, halfway through next year. Hopefully we can get some of those in front of the board.
I'm not sure. Nothing on our side. They just, they never, they never applied for building permits or anything. So after a year it, it expires. So we haven't heard from them. Other ones have, have claimed some of the executive orders for their delays. Like the Arbors, for example, that one's been approved for a little over two years now. It's right next to Integra as well as Cirrus is under construction near that as well. But they're using the executive order to extend their approval.

at which point at that time we will select a new chair and vice chair. So just make sure everyone's well aware of that. And though it's not necessary to say I will not be a candidate. Okay.
