Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
523 suspect passage(s) marked in place; inspection incomplete: language review; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 26 voices separated from the audio.
35 short machine repair(s) (38 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.3% of 21,629 content words.
Dotted words (544 places) are ordinary wording differences: hover or tap to see the other reading.
523 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
00:33:34 (8 s) — neither reading has words
00:35:18 (3 s) — neither reading has words
01:55:24 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
...privileged. This is a church that has deep historical roots. In fact, we talked about Travis earlier. This church goes back to 1886. So this is all this Travis is here.

us pray. Father, we thank you that you have allowed us to see another day. Lord, we thank you for this gathering of concerned citizens. We thank you for this council. Father,
ask you now to continue to bless our dear city, bless our state, bless this great nation. Father, we are in the holiday season, but we are ever mindful and we know that there are some amongst us who have no place to stay, some among us who have nothing to eat. So, Father, we ask you now to give us the wherewithal and the ability to continue to love one another in the way that you would have us to love one another. So, Father, we ask you now and we receive it in the name of the Father, in the name of the Son, and in the name of the Holy Spirit. In your Son's name, let all the saints of God say, Amen.

And if possible, you know, if we get one more work order, just take those trees on down to the base, you know, just get them completely gone. Because that area, I believe,

city. Because years ago, the city planted some nice trees and shrubs through there. And if we could just help them thrive, that'd be great. I don't know if any of you all are aware or not, but yesterday morning around 7 a.m., there was a two-car crash at King and Brevard. And my wife and I, we walk every morning.
They had the best attitude. So they won my heart and I bet everybody else in Cocoa because they just were a great bunch. And it was a pleasure to see them perform out there. That's all I have. And thank you again. God bless. Thank

Oh, ‸ okay. I've come to understand the problem of homelessness in Cocoa a bit better by participating in various feeding programs. I also mentor a homeless man and have for the past several months. Through the benefit of friendship and emotional support, he has recently received temporary housing and a part-time job.

work to their job description is a burden they do not need. We do not have a shelter in Cocoa. We have a sharing center that opens its doors to homeless men and women on the coldest nights. They do not accept children. Their capacity is 24. They
floor. They are always over capacity and the staff ends up driving the overflow to a shelter in Melbourne late at night as they did last night. Again, probably not in their job description either. I believe that we are better than this. A committee to study the broader issue of homelessness, gather ideas and make recommendations to the council would be a great first step. Whether we choose to see them or not, some of our people are out there and they are cold and they are hungry. I need to remind you that these human beings are our citizens too. They may be living under trees and in abandoned buildings, but they are part of our community. We can do better by them. We are defined by our acts of generosity and by the way in which we raise their needs, we rise to their needs as well as our own. A
I am. He said, I have had a much better life than this before. I had a real home. I had a job. I had enough to help others who weren't as fortunate as me. I want to have enough to give something back. I think we all have enough to solve this problem. I hope we can move it forward tonight. Thank

it's just a shame that we can't come up, we're not, you know, clever enough. I don't want to say that I really believe that as a town of caring how it looks that we have to put some regulations on when you're trailing big grease buckets don't have them overflowing onto the sidewalk. Come
of the oil and the grease from the restaurants and then the other thing that I wanted to bring up because you know I've talked about the trash and the dirty garbage cans and things like that this is the second year in a row that when we're having thousands of people down here for a marathon, they collect all the garbage cans and there's no garbage cans to put any trash anywhere. There was not one in this town for that weekend. They had stationary plastic bags but the garbage, whatever garbage container you could find that weekend it was overflowing with garbage I had people walking in with their hands full I
think when we're having an event as big as the run that we have every year now, we have to take into consideration that there's going to be a lot more garbage. That's not the time to pick up the garbage can containers and clean them that weekend it's
heart goes out to a lot of people who are cold I mean I put a space heater out in my shed just for my cat so I can't imagine ‸ being a person and having to endure the cold like we did last night without a roof over your head hopefully we as a town will come up with solutions to help the dire needs of our problems here ahead of us with the homeless it's not just our town with this problem it's across America and I think that's really all I wanted to say tonight just you know hopefully we're going to have a brighter day ahead of us and there's one more thing it's getting harder and harder to stay alive with

Thanks so much for having us all here and for all your hard work for our citizens. I'm so grateful for all of you and everything you do for us. So I just want to start with that, and I want to bring you good tidings of a great public transportation opportunity. I'm here as a private citizen tonight, but I serve the county on the local coordinating board for Space Coast Area Transit. I represent transportation disadvantaged citizens, and at our last quarterly meeting, which was in November, we did have a citizen stand up and say that there is additional service needed on Route

And his point was that on Saturday, when a lot of people are working a second job, there is not enough service. There's only one bus every hour on that route instead of two, and there's no service at all on Sunday on Route 6. So I picked up the ball on this in two different ways. At our meeting last month, I asked, is there any state money, grant money, available to expand this route? And
for the first two years. It's called a service improvement grant. That money would be available for this expansion, at least theoretically. And then the county and or the city would need to come up with the other half for the first two years. And then ‸ after those first two years, the state money disappears, and it has to be fully funded by the city and the county. I then asked Scott Nelson, who is our current director of Space Coast Area Transit,
okay, what are the numbers? Show me the numbers, please, for the potential expansion on Saturday, which would be 10 hours of additional service on Saturday on Route 6 and 8 hours on Sunday. And it comes to about, I'm giving you very round numbers, about $73,000

Okay, so of that, if you take out half that the state would potentially provide, we're looking at about, help me math wizards, $37,000. Okay, that would have to be paid by the city and county, and I know from previous negotiations with other municipalities, that if a municipality comes up with a goodwill portion of that remaining portion, I think we could make this happen, and I'm just speaking here as a citizen and as a long time member of that coordinating board. I don't have control over the final decision, I'm just bringing you information from my experience, okay, and I'm not speaking for the board, I'm just providing information. So I'm ‸ here tonight to assess whether there's any interest in becoming a transit partner with Space Coast Area Transit for the purpose of expanding Route 6 on the weekend, which would help everybody who needs that bus and uses it for all kinds of things, medical appointments, jobs, social events, church on Sunday. So I see a lot of good potential for use of that service if we could get it. So I just wanted to bring you that, and I'll be reaching out to you individually, and hopefully we can get something going on that. Thank you very
Yes, it would fill. What we find is that when we add service on a fixed route for Space Coast Area Transit, the ridership increases exponentially. ‸ So you actually get, when you take a route that's like only an every hour headway, or only comes every hour, and you make that every half hour, you think, okay, we're going to get twice as many people on the bus now, because we have twice as many buses. But it actually comes out to be three or four or five times as many people, because people start to trust that the bus is going to come. And they know that if they miss that first bus, that second bus is only a half hour behind, instead of a full hour behind. So
And so it would be a big bus. And as you know, all of our buses are accessible by people who need wheelchairs and have other mobility concerns. So that would continue, and there would be the bus racks on the front. Same old scat buses that you normally see.
if the city comes forth and says, we want a partner, it's like an offer they can't refuse. You know, it's like the godfather. So I just, I just want to pass that on as a political reality of getting this done. So thank you very much. I appreciate you hearing me tonight. Take care.

you, Mayor. Tonight we're asking that you conduct a public hearing for a substantial amendment to the approved 2018-2019 action plan. As part of a member of the Brevard County Home Consortium, the city is required to follow the Brevard County Citizen Participation Plan. That was adopted by the Brevard County Board of County Commissioners on March 3, 2015. And as part of that, there is a proposed application to the U.S. Department of Housing and Urban Development for an $894,445 Section 108 Loan. As part of the citizen participation plan, forgive me, but there's about 10 items that we just need to put on the record. The project is proposed to be for the development of the new Dr. Jolie Smith Center. The project is generally located at the southwest corner of Washington Street and Stone Street within the Diamond Square Community Redevelopment Area and Census Track 626. The proposed $3.5 million project involves construction of approximately 16,000 square feet, community center with basketball courts, office space for nonprofits, ‸ and multipurpose rooms on five parcels owned by the city in the general location of 419 Washington Street in the Diamond Square CRA. The city of Cocoa is pledging future CDBG funds as a repayment source. The

The city, as part of the Section 108 Loan application, will include a pledge of general funds if CDBG funds are not available. The city's Section 108 Loan Fund will benefit low and moderate income persons providing services in the low and moderate income area. ‸ Services include, at the center, youth programs, health services, financial and utility assistance, dental and prescription assistance, cremation

Interested persons are encouraged to submit written comments on the proposed application and the substantial amendment by ‸ January 14, 2019. This can be completed by mail or ‸ by some of the public hearings that we'll be holding. The notice also provided that the City of Cocoa will conduct two public hearings as required by the Citizen Participation Plan. This is the first public hearing and the second and final public hearing will

Okay, this item involves several code enforcement liens, and it went to the Board of Adjustment for a recommendation. If you recall at the last meeting, there was an issue of whether or not the applicant still owned the property at 1040 Azalea Lane. We learned after the fact that that property was sold in the tax deed sale, and interestingly, it was sold to a different person, so it was under a different name. In fact, we learned that through my office, we were successful a couple of days after the last council meeting to have surplus funds from the sale, tax deed sale, distributed to the ‸ city of Cocoa, that went to actually pay off several of the code enforcement assessment liens against that property. So, and, you know, from a code enforcement standpoint, there are a couple of additional pending code enforcement action ‸ that staff has brought against the new owner at 1040 Azalea Lane. So under those circumstances, working with the ‸ applicant, we're recommending that ‸ the City Council approve a code lien satisfaction agreement to resolve all of the code enforcement liens ‸ that are remaining involving Gladys Thomas, and go ahead and resolve those code enforcement liens,
1040 Azalea Lane property. However, the applicant, Gladys Thomas, will ‸ not be responsible for those code liens any ‸ longer. We would do a partial release and release Gladys Thomas from those code liens in exchange for $4,200, which was the original recommendation from the code enforcement board regarding those ‸ two code enforcement liens. I was impressed by the fellowship and the community, both of the people that were serving, and by the homeless community. I was impressed. I realized how much they were taking care of each other. And I was just really impressed with the event. Everybody cleaned up afterwards.
the habitat where we had some homeless living. I know that Lee Winter Park is, that has been an issue for our image. It's an issue for drawing people to our businesses, for making this a welcome place for everybody. And I want you to know that I'm totally sympathetic to that, having worked in D.C. for many years. And I think that we have some things in place that we know that we can make everyone feel welcome.

on Tuesdays. So I think, you know, the community, particularly those that live in the village, really are concerned about those awkward situations, about encouraging or attracting homeless to our area. I don't think that's what's going on. But I did meet with several of the people that are ‸ leading these groups, leading this particular group this afternoon.

because I had ridden my bike down there. Are you able to bring that up? It was just, it's a PowerPoint. It's called Stroller Strong Moms. And I wanted to point out that one of the things we have to do to change the image, if you're talking about changing the image, talking about making the waterfront park available to all, welcome to all, that what, rather than getting rid of things, rather than tearing down the pavilion, I mean, if we build, we decide to build something else later on, okay.
we have a great pavilion that is a community asset, and that a lot of people may find some purpose for. But we're still fighting this image that homeless used to live there, and maybe they don't even know about the opportunity to use that pavilion. Well, I rode my bike down there the other day, and there's this group called Stroller Strong Moms. And wouldn't I have loved to have this when my kids were little?
They're out there in the park. It's an example of really using that valuable community asset. And then I recalled ‸ another lifetime when I lived in North Carolina, lived near a park. There was a church choir group that, in good weather, would always meet at the park, and that's where they would practice.
to them. So there are a number of uses that, in terms of going forward, making this park welcome to everyone. You know, personally, I would have liked to have seen it open to the homeless on Tuesday nights for that very special dinner. But I understand, and they'll have an opportunity to speak. There's a lot of opposition to that. The other thing I wanted to do, and maybe it's a process because I have a motion to make, and then if it's seconded, there would be some discussion afterwards. And I don't know that the community remarks may change after that, so is it appropriate to make the motion now? It is? Well, I would like to make a motion that we form an ad hoc committee that ‸ look at our homeless issue in Cocoa, that take an inventory of the services available, get an idea of what they're doing in other parts of Brevard, and that look at more innovative models in other cities, and that they come to council and give us some actionable recommendations.

Yeah. We always have to provide a police presence, an EMT presence, depending on the size of the crowd. When there's food involved, there's food safety inspections the state requires. These are just things that go along with protecting the city and their liability, protecting the people who are the invitees and their public safety and their health. Rather than backdoor people down to an undeveloped construction area, staging area, why can't we invite them to one of our clear developed venues, go through the city, take advantage of leisure services. They have fabulous programs already developed to do all of this protection. The guidelines are very, very generous. And they have tables.

They have, at their own expense, been bringing in tables and chairs ‸ since last April, and the only reason this came as a last-minute item is because this is Christmas, and they are having a Christmas dinner next Tuesday, and Teresa is going to be out of town, and the time this happened before, people ended up eating on the floor, and I just feel like, at Christmas, why can't there be a dignified dinner? which today it's really a construction site and we have plans that go back before I ever arrived in Cocoa to do something with the waterfront. And in that area where the pavilion is, is designated, hopefully will be the new Civic Center with the lead off to the fishing pier. years, people have come down and fed the ‸ homeless and not to judge anybody's compassion. Sometimes compassion can be misdirected and have bad results but what I'm saying is that those people who had the experience is with who we should be talking to I believe
they knew what they were doing was not working. ‸ And so they got together all the different groups, whether it was a governmental group, a face-based group, groups that are wanting to help. They got them all together and they decided that the best way to solve it was to put people in homes. thank you man this have been a tough subject and I know that I have some serious concerns about some of the stuff I see out there with reference to homelessness I was at an endeavor elementary school and it was amazing during registration that you had family that was families that was ‸ given an address of a park they were literally living in their cars at a park and the kids would catch a bus at a certain location close to where that park was to and from school and some of

I understand when it comes and I'm not saying that business owners aren't compassionate because I know they are there's a lot of them out there that are very compassionate and but some of this stuff does affect their businesses and then at the same time I know that there are some people out there for whatever reasons you know and we all got to do our part but I think that we just got to have a meeting of the minds I love to bring the churches together I love to bring some of the organizations together and let's do this and let's resolve this problem let's do something that hasn't been done and then hopefully we can get some others in the mothers

is whether or not the city has a duty. okay and People come and go on the park you know and the city doesn't have a duty to manage every activity that a person engages in in a particular park. Now, certain activities could rise to a level of a duty but that's a such an open question I can't really gotcha answer that this evening you know some communities like Orlando have gone through large group feedings and have chosen, their councils have chosen, to regulate and permit large group feedings in public parks

like maintaining sidewalks, making sure that the facilities are well maintained, that they're not a hazard or attractive nuisance, those are the types of situations where the city potentially has liability but
I I tell you I was I was just just thinking that I look at some of the cities the other cities and look at their parks and I'll tell you a big problem I see is that a lot of the cities has a lot to offer their youth and their their their kids and their families and their parks. day in and day out, if you come out there, if you go there with an event and you put on an event, they're gonna ‸ leave because they don't want to be around you. And our parks aren't being utilized the way they should be utilized, unfortunately, because we don't have a whole lot to offer our kids.
because I know back in the day when I ‸ was coming up you know the churches were so involved and they had softball teams where theythey competed with different churches and different organizations and it was just awesome I mean it just and that was a way of getting people into their churches and, and and you know, getting involved, regardless of what your religion was, you know, it got them involved. and uh But we don't see that anymore. and And times have changed and it's time for us to change with the times and for some reason we're not changing with the times and uh we need to I mean, we're changing uh when it comes to technology. But uh when it comes to how you treat people and and what you do the to attract people and do things for people we're just not not doing it that way and uh but I guess we're just getting a little too smart for ourself And uh
was the purpose of the picture is that in terms of making our park into an asset, ‸ we need to encourage other activities there I mean that's one of the ways that you make sure that everybody feels welcome if in fact it, you know, our park has a negative reputation, this would be one way
but we and I mean I don't know I know it says direction regarding the placement of picnic tables I I I I know that after this event right here they're going to be going to fire station one and
